H.R. 6050--A bill to amend the Federal Food, Drug, and Cosmetic Act, 
    the Federal Trade Commission Act, and title 18 of the United 
    States Code to increase the criminal penalties for those who 
    willfully sell or offer for sale drugs, devices, or medical
