H.R. 5929--A bill to amend the Federal Trade Commission Act to make 
    the sale of distribution in or affecting commerce or the 
    production for sale or distribution in or affecting commerce of 
    counterfeit goods or services an unfair or deceptive act or 
    practice and an unfair method of competition and to authorize the 
    Federal Trade Commission to initiate seizure actions in such 
    cases, and for other purposes; to the Committee on Energy and 
    Commerce.
