H.R. 5907--A bill to allow the State of Wisconsin to use the proceeds 
    of veterans' mortgage bonds for the purpose of acquiring or 
    replacing mortgages of veterans who were unable to obtain 
    veterans' bond financing because of a court challenge to the 
    constitutionality of such State's borrowing power; to the
