H.R. 5736--A bill to amend title 23, United States Code, and the 
    Surface Transportation Assistance Act of 1982 to eliminate 
    obligation limitations on highway expenditures, to provide States 
    with greater flexibility in the use of Federal highway funds, and 
    to allow the construction of new toll highways with Federal funds; 
    to the Committee on Public Works and Transportation.
