H.R. 5719--A bill to amend the Ethics in Government Act of 1978 to 
    provide for programs designed to inform Federal employees of 
    applicable standards of conduct and to improve the administration 
    of ethics programs in the Federal Government, and to amend title 
    18, United States Code, to impose a criminal penalty for theft of
