H.R. 5707--A bill to translate into practical reality the right of all 
    Americans who are able, willing, and seeking work to have the 
    opportunity for useful paid employment at fair rates of 
    compensation; to promote genuine economic recovery in local 
    communities and States throughout the Nation; and to promote full 
    employment by means of a transfer of funds from the Department of 
    Defense to civilian job training and employment programs; jointly, 
    to the Committees on Education and Labor; Armed Services.
