H.R. 5583--A bill to amend the Energy Policy and Conservation Act to 
    improve consumer information and fuel efficiency with respect to 
    passenger automobiles, light trucks, and tires, to amend the 
    Internal Revenue Code of 1954 to impose a tax on noncomplying 
    manufacturers (in lieu of the penalty), and for other purposes;
