H.R. 5144--A bill to provide reporting, disclosure, and fiduciary 
    standards for State and local public employee retirement plans and 
    to amend the Internal Revenue Code of 1954 to limit the role of 
    the Federal Government in the regulation of such plans with 
    respect to contributions, benefits, and other matters, and to 
    exempt such plans from the Federal income tax, and for other 
    purposes; jointly, to the Committees on Education and Labor; Ways 
    and Means.
