H.R. 4861--A bill to amend the Federal Election Campaign Act of 1971 
    to reduce the amount that a multicandidate political committee may 
    contribute to a candidate in a Federal election and to limit the 
    total amount that a candidate for the office of Senator or 
    Representative may accept from multicandidate political committee 
    in an election; to the Committee on House Administration.
