H.R. 4771--A bill to direct the Administrator of the Environmental 
    Protection Agency to make grants to the city of San Diego, Calif., 
    for construction of a publicly owned treatment works in the city 
    of San Diego which will provide advanced primary treatment of 
    municipal sewage and industrial wastes for the cities of San 
    Diego, Calif., and Tijuana, Mexico; to the Committee on Public 
    Works and Transportation.
