H.R. 3996--A bill to amend the act authorizing the establishment of 
    the Congaree Swamp National Monument to provide that at such time 
    as the principal visitors center at such monument is established, 
    such center shall be designated as the ``Harry R. E. Hampton 
    Visitors Center''; to the Committee on Interior and Insular 
    Affairs.
