H.R. 3738--A bill to amend title II of the Social Security Act to 
    reform the benefit payment procedures which are followed upon the 
    death of an insured individual or beneficiary (including a 
    dependent or survivor) by providing for the payment of a lump-sum 
    death benefit, in an equitable manner and in a realistic amount, 
    when any such insured individual or beneficiary dies; to the 
    Committee on Ways and Means.
