H.R. 3483--A bill to amend title 23, United States Code, to provide 
    incentive grants in order to encourage States to adopt and enforce 
    laws requiring the proper use of child restraint systems by 
    children in motor vehicles, to amend the National Traffic and 
    Motor Vehicle Safety Act of 1966 to require the issuance of a 
    Federal motor vehicle safety standard, and for other purposes; 
    jointly, to the Committees on Public Works and Transportation; 
    Energy and Commerce.
