H.R. 3242--A bill to amend title 10, United States Code, to provide 
    benefits under the survivor benefit plan to the spouses and 
    dependent children of members of the Reserve components of the 
    uniformed services who die after completing service requirements 
    for participation in the plan but before being afforded the 
    opportunity to elect participation in the plan, and for other
