H.R. 2188--A bill to amend titles II and XVI of the Social Security 
    Act to make it clear that administrative law judges engaged in 
    reviewing disability cases under the OASDI and SSI programs may 
    not be rated or evaluated on the basis of the percentage of such 
    cases which they decide in favor of or against the claimant; to 
    the Committee on Ways and Means.
