     The Regulatory Flexibility Act (5 U.S.C. 601) requires that 
agencies publish regulatory agendas identifying those rules that may 
have a significant economic impact on a substantial number of small 
entities. Agencies meet that requirement by including the information 
in their submissions for the Unified Agenda. Some agencies have chosen 
to identify additional regulatory actions that may have some impact on 
small entities even though a Regulatory Flexibility Analysis may not be 
required.
     The following index lists the regulatory actions in this 
publication for which agencies have chosen to indicate that some impact 
on small entities is likely even though a Regulatory Flexibility 
Analysis may not be required. The Sequence Number (Seq. No.) of the 
entry identifies the location of the entry in this edition. For further
