The Regulatory Flexibility Act (5 U.S.C. 601) requires that
agencies publish regulatory agendas identifying those rules that may
have a significant economic impact on a substantial number of small
entities. Agencies meet that requirement by including the information
in their submissions for the Unified Agenda of Federal Regulations.
The following index lists the regulatory actions that agencies in
the Unified Agenda believe may have effects on small businesses, small
governmental jurisdictions, or small organizations. The Sequence Number
(Seq. No.) of the entry identifies the location of the entry in this
