LAND DRAINAGE AND WATER STORAGE.

The programs of work listed herein have been reported to the Nationsl Resources Committee in accordance with the President’s memorandum of February 1, 1936. Listing of a program indicates that the program is receiving serious consideration by the sponsoring agency and may be undertaken within two years. It does not indicate that funds are available to begin work or that the sponsoring agency is committed to the program.
Inquiries concerning the programs listed should be made directly to the field or Washington offices of the sponsoring agencies.
The accompanying map, indicating the major drainage basins of the United States, shows the approximate location of all programs listed in the tabulation, with the exception of C.C.C. Camps. The basin numbers in the tabulation correspond to the numbers on the man.
This issue concludes the issuance of the land drainage and water storage report. Beginning January next, reports on impending Federal water-resources investigations and construction projects, which will supercede the land drainage and water storage reports, will be issued monthly. The new reports will contain descriptions of all projects of the types which have been reported previously.

This i£ a partial list of programs which have received Presidential approval, and are being undertaken at the discretion of the state Works Progress administrators. It is probable that not more than one-quarter of all programs listed will reach the construction stage during the fiscal year 1939, The Washington office of WPA has no complete record of those projects which actually have been started. Inquiries concerning specific programs should be addressed to the Chief Engineer of the Works Progress Administration, Washington, who will secure the desired information from the appropriate state administrator. It has not been practicable to show the purpose of all programs, or the agencies with which they have been checked.
The programs listed in this number include all malaria-control, wild life conservation, water conservation, flood-control, irrigation, hydroelectric and navigation programs authorized by the Works Progress Administration prior to November 1, 1938, and not included in previous reports.
The greater number of malaria-control programs involve ditching operations, and most of the fish and game protection programs involve dam construction.

II. - Impending programs of other agencies
This report includes a statement of the location of all Civilian Conservation Corps Camps during the six months ended September 30, 1938 which engaged in water resources activities. The general type of- work authorized' for each of the major classes is summarized in the following paragraphs.
Type of Work Authorized for Each Class of Civilian Conservation Camps
Altogether there are 15 classes of camps which are authorized to perform work related to the use and control of water. In general, all camps within a given class carry out approximately the same types of construction work.
National Agricultural Research Center
These camps are maintained at the National Agricultural Research Center, Beltsville, Maryland. They are engaged primarily in improving the land at the Center. This work included ditching, steam improvement, diking, and other flood-control projects, together with erosion-control operations. (Camp symbol - ”A”)« Corps of Engineers
These camps are located on private and public lands in Vermont, and are supervised by the Corps of Engineers. They are for the purpose of controlling floods, and include construction of detention reservoirs, channel improvement by removal of obstructions, excavation of cut-offs ¿nd channel deepening and bank protection. Work has now been completed on all such projects and no others are contemplated. (Camp symbol - ”CEn)

Grazing
These camps are operated, on public lands in grazing districts, and are under the supervision of the Grazing Division of the Department of Interior. The activities include all types of construction necessary to promote the best use of the land for grazing purposes. In addition to construction of trails, fences, shelters, and eradication of poisonous plants and pests, extensive work is done in the construction of reservoirs and small dams for stock-water supply, improvement of springs and natural water holes, improvement and digging of wells, and the construction of check dams, ditches and flood and soil—erosion—control structures, ( Camp symbol- nD. These camps are operated on U. S. Army military reservations under the supervision of the War Department. All types of general improvement works are carried on, including landscaping, pest control, forest culture, and fire protection, Special water-resources activities include drainage of wet lands and construction of artificial lakes. Nearly all projects, on this type of land have been completed and no additional projects are contemplated. (Camp symbol-nArmyn) Mosquito Control
These camps are operated on private lands under the supervision of the Forest Service. They are engaged solely in mosquito-control work in co-operation with States, counties, municipalities and private land owners. The projects comprise ditching and control of stagnant waters to prevent the breeding of mosquito larvae. (Camp symbol-ffMC”)

National Forest
Biese camps are maintained, within National Forest areas, and. are under the supervision of the Forest Service. They construct fire breaks, lookout towers, transportation facilities; improve forest stands;•improve stock ranges; develop wild life; control soil erosion; construct recrea-' tional improvements; and carry on various miscellaneous activities.. The chief water conservation projects, include stream and lake improvement for fish culture and rearing ponds* small reservoirs for stock water storage ' and water diversion, and check dams and small diversion ditches for erosion control. Such ^korks are commonly of dirt, native rock or local timber, and expenditures for a single project rarely exceeds $5,000. (Camp symbol - MF”). National Monument, National Park, Military Park
These camps are operated in National Park, National Monument and National Military Park areas, respectively, by the National Park Service. They are engaged in general improvement work involving recreation develop-ment and conservation of natural features. Water-resources activities include the construction of small reservoirs for water supply, fire protection, and fish rearing; a few small diversion or impounding dams; the improve ment.of springs; and some flood-control and drainage work. Navy
These camps are operated in naval reservations under the supervision of the Forest Service. They are engaged in the protection of reservation lands from fire and soil erosion, (Camp symbol - '’Navy”)»

Private Forest
These camps are operated, on private forest lands under the supervision of the Forest Service. . Activities are restricted to projects for fire control, such as fire breaks, lookout towers, and trails. Water-resources construction is of a simple and relatively minor character. (Camp symbol r, HpH>
Reelamati on
These camps are located on Bureau of Reclamation projects, and are operated by the Bureau.- ■ They are engaged in rehabilitating irrigation systems and accessory works by the repair of dams, and canals, construction of new canals, control of soil and bank erosion, and .clearing of reservoir areas. Water-storage activities include repair of existing dams, raising of dams, and .construction of .new supplemental dams. Land drainage includes construction of drains along waterways, and construction of drains for protection of irrigated land by lowering of the water table and by lowering of river channels to eliminate flooding. (Camp symbol -”BR’r). Soil Conservation
These camps are operated on both private and public lands under the supervision of the Soil Conservation Service. They are located chiefly in soil conservation demonstration areas, and almost every type of soil improvement and conservation work is carried on. Check dams, planting of steep slopes, bank protection, terracing, and diversion ditches are among the more important measures.
Water conservation is a prominent part of the work program of camps in the semiarid regions of the West, where the construction'of dams forming waterholes or stock tanks is emphasized. This is particularly true of the

camps along the Gila and. Rio Grande Rivers in Arizona and New-Mexico, and in the Utah and Nevada camps, where the major portion of the land is either federally-owned or private grazing lands. Camps in North Dakota, South Dakota, and Montana are devoting much of their work to small dam construction. Some of the CCC soil conservation camps in Kansas are building relatively large dams for impounding water for moisture conservation, recreational purposes, and incidental improvement of wild life conditions. State Forest
These camps are operated on State forests or other State lands, under the supervision of the Forest Service. The type of work in general is the same as that for National Forests, except that particular emphasis is placed on protection improvements for fire control. The Water-storage activities undertaken are chiefly for the purpose of improvement of recreational facilities and for wild life conservation. (Camp symbol -”Sn). State Park	.
These camps are located in publicly-owned recreational areas, and are under the supervision of the National Park Service. General improvement work for park areas includes water supply, sanitation, roads, buildings, flood control, drainage and water storage. Flood-control and drainage work is restricted mostly to channel improvement. Water storage activity, which is very widespread, is for the purpose of creating artificial lakes for recreational uses and for wild life preservation. The impounding dams are chiefly earth fill, although a few are concrete and masonry. Most of

them have a crest length of less than 200 to 500 feet, a crest height of less than 15 to 45 feet, and. a lake area of.less than 25 to 200; acres. (Camp symbol - ”SP").
Tennessee Valley
These camps are operated, in the Tennessee Valley under the supervision of the Forest Service. They are engaged primarily in activities within the scope of the Tennessee Valley Authority. In addition to fire-protection Improvements and forest culture, there are extensive erosion-control activities including the construction of check dams, diversion dams, planting, fencing gully head.s, terrace outlets; and simple measures of water storage and bank protection designed to control silting of the Norris reservoir and other T.V.A. reservoirs. These camps are operated on Federal.and State wild life refuge areas by the Bureau of Biological Survey. The major classes of activities are habitat improvement (planting of food, fish shelters, etc.) and water stabilization. The latter class includes works for the exclusion of salt water in marshes; dams and dikes for the stabilization of shallow fresh water areas and storage reservoirs to maintain a continuous supply of water in areas in the semiarid and arid portions of the country..
