INSTRUCTIONS FOR PREPARING MANNING TABLES
I - GENERAL
The Manning Table consists of a face sheet (WMC Form No. 501) , and Schedules A (WMC Form No.501-A), B (WMC Form No.501-B), and C (WMC Form No. 501-C) copies of which are attached (Appendix A). It is suggested that these sample copies be referred to frequently when reading these instructions and when filling out the forms for your plant.
Each column is numbered. The instructions below for filling out the column refer to this number for ready reference.
Begin each department or operating unit by entering the name of the department or operating unit on each schedule form as shown on the attached sample. Please use capital letters.
For purposes of identification, each Job Title in each department or operating unit is to be given a line number. The number 1 is to be entered for the firs Jo Title listed, the number 2 for the second, 3 for the third, etc. There *111 be only one line 1, only one line 2, etc. for each department or operating unit.
Schedules A, B. and C will be given the same page number with the identifying letter added. For example: 1-A, 1-B, 1-C.
The next group of three will be: 2-A, 2-B, 2-C.
This numbering will be for the entire plant or activity without regard to the particular department or unit.
II	- SCHEDULE A
1.	- Enter in column 1 the official title by which the job is known in the plant. The Job Title listed will ordinarily be the one by which the job is best Known by the Workers and by management. This Job Title may or may not be different from the payroll title.
Because the same job is often known by different -titles in different plants, it is necessary that each Plant Job Title entered in column 1 be described accurately. The Company preparing the Manning Table may either relate their plant Job Titles to the Dictionary of Occupational Titles or may in lieu thereof submit a job description for each Plant Job Title. (The Dictionary of Occupational Titles,—Port I may be purchased from the Superintendent of Documents,Washington, D. C., for $2.00. In addition to the Dictionary, a supplement has been prepared but, at this time, has not been published. Copies may be borrowed for limited periods from th.e local United States Employment Service office.)
2.	- Ifxthe company decides to describe their Plant Job Titles in terms of the Dictionary of Occupational Titles, the job titles as found in the Dictionary should be entered in column 2. On line 5 of the attached sample of Schedule A of the Manning Table, the Plant Job Title "Saw Operator" converts to the Dictionary Job Title ’’Band-Sawing Machine Operator," which is defined on page 40 of the Dictionary of Occupational Titles.
The company may find it advisable and helpful to consult with the local office of the United States Employment Service, which is part of the War Manpower Commission, regarding the use of the Dictionary.
If the company prefers to submit job descriptions rather than use the Diction-arv of Occupational Titles, the attached,samples - Appendices B^C, and D may be of assistance. Appendix B is preferable. Other forms may be used but must contain the following information for each job description:
1.	Name of Company.
2.	Line number, page, and department title to which each job description refers.
3.	Plant Job Title or Titles if job is known by more than one title.

4.	Minimum time required to train a qualified, inexperienced person to reach normal production.
5.	Unusual physical requirements.
6.	The type of supervision given or received.
7.	A description of exactly just what is done including the purpose of the job and the machines, tools, special skills, knowledge, and judgment used or required in order to do the job satisfactorily.
8.	The percent of the total time spent in performing each of the major tasks.
A job description must be submitted for each job which is not covered by a reference to the Dictionary of Occupational Titles, (or supplement thereto) .
3.	- Enter in the upper half of column 3, the code number in the Dictionary which corresponds to the title in column 2. This entry may be omitted if the plant submits a job description. The lower half of column 3 is for use by the plant for recording the plant code. The entry of this plant code is optional.
4.	- Enter in column 4 the minimum training time. This should be the shortest possible time that it takes an inexperienced or untrained person to reach normal efficiency. For purposes of the Manning Table, training time may be expressed in time units of hours, days or months on the basis of an 8 hour day or a 48 hour week and a 4 1/3 week month. Show unit used between the parentheses at top of Column 4.
If some special knowledge, including special educational background or skills, is necessary before a person can be placed on a job, the time required to obtain this knowledge or to develop the needed skills should be shown. In such cases continue the horizontal line of Column 3 through Column 4; show plant training time above the line and special preemployment training time below. Make the same distinction on the job sheet, adding a short description of the type of special preemployment training required, e. g., technical college degree, business college course, etc. When there is no job sheet and the U. S. Employment Service dictionary title is used, supply this information by footnote or on back of table with appropriate identification.
The importance of reducing the necessary training time cannot be overemphasized. It is absolutely necessary that every effort be made to train workers in the minimum amount of time, and it is the minimum amount of time and not the desirable amount of time that is to be recorded m column 4.
5	- 9 - Enter in column 5 the number of white male workers employed in each job at the time the Manning Table is prepared, apd in column 6 the number of white female workers; enter in column 7 the number of non-white male workers, and in column 8 the number of non-white female workers. (Note - If the records of the plant or activity do not reflect the data called for by columns 7 and 8, the overall figure may be shown in columns 5 and 6 with 7 and 8 left blank.) The numbers should be shown by shifts. For instance, line number 2 on the sample Manning Table attached shows that there are 15 white males on the first shift, 7 on the second shift, and 0 on the third shift. Enter in column 9 the total number of workers, which in this instance is 22. If there are no persons of a particular group now employed on the job, one ”0" in the appropriate column rather than 3 ”0‘s‘. one for each shift, is all that is necessary.
If no women dre now employed on a job, place an “S", which indicates suitability, in column 6 if you believe the job could be done by women. For purposes of the Manning Table, the criterion for suitability for women will be largely physical strength required to do the job. This is in line with the most recent studies of the employment of women in war work. For practical considerations, jobs which do not require handling loads heavier than 35 pounds may be considered usually suitable for women. Due consideration will be given to the laws concerning the employment of women. It should be kept in mind that women are probably less capable tnan men in doing work requiring endurance, as in sustained lifting, pushing and pulling and frequent or continuous crawling, stooping, and kneeling. Due to traditional labor market standards, women in general have not had an opportunity for experience in many types of industrial employments In these particular fields, women are at a disadvantage, but not unequally so, when contrasted with other, minority groups in the labor market or even with men lacking experience in these particular industries. This factor is minimized when industry re-engineers the skilled jobs requiring long training periods into numbers of relatively simple specialized tasks for which women can be trained as readily as men.

Ill	- SCHEDULE B
The numbers entered in the ’’Line Number" column of Schedule B should correspond to those entered in Schedule A.
10.	- In column 10 enter the percentage to the nearest 1/10 of 1 percent of the number of workers in each occupation in relation to the total number of workers in the department. On the attached sample there are 96 employees in the Production Lathe Department. Of these employees, 22 are Lathe Hands (1st Class), (-see line 2 -Schedule A). Dividing 22 by 96 we obtain 22.9 percent, which is entered in column 10.
11.	- In column 11 enter the percentage to the nearest 1/10 of 1 percent of the number of workers in each occupation in relation to the total number of workers in the plant. By referring to the face sheet of the sample Manning Table (WMC Form 501) we find that there are 240 workers in the plant. Referring again to line 2 and dividing 22 by 240 we obtain 9.2 percent, which is entered in column 11.
12.	- If handicapped workers are now or can be employed, enter an ”X" in column 12. For purposes of the Manning Table, any worker who has a physical defect which must be considered when putting him on a job is to be regarded as physically handicapped. On the attached sample the ”X" in column 12 on line 4 indicates that handicapped workers are employed as Drill Press operators in this plant.
13.	- If the plant expects to re-engineer a job within the next 6 months so that persons with fewer skills and more limited knowledge can be substituted for the all-around skilled person now required, enter an “X" in column 13. Thus, if the plant preparing the sample Manning Table expects to break down the job of Lathe Hand (1st Class) (line 2) - an ”Xr' is put in column 13. More and more re-engineering of the more highly skilled jobs will become necessary as the supply of skilled workers gets smaller. The re-engineering of jobs into numbers of relatively simple specialized tasks is known as ”Job-Breakdown. "
14	- 26. - Columns 14 through 26 should indicate the number of persons in addition to those now employed that will be needed to meet current or increased production schedules.
14.	- Enter in column 14 the estimated number of persons now employed in the plant who in the next six months will be upgraded (moved to a job requiring more skill). For instance, in line number 2 of the attached sample Manning Table, the plant expects to upgrade 8 workers from a job requiring less skill to the job of Lathe Hand (1st Class). Therefore, the number 8 is entered in column 14.
15.	- Enter in column 15 the estimated number of persons now employed in the plant who, in the next six months, will be transferred (moved to a job of about equal skill). If the plant had expected to transfer workers to the job of Lathe Hand (1st Class) the number of workers would have been shown in column 15.
In addition to the number of workers that will be upgraded or transferred by the plant, thus utilizing more effectively those now employed, certain workers will have to be recruited from outside the plant during specified periods. These will be necessary to meet current or increased production schedules, to replace workers who have been upgraded or transferred, to replace workers entering military service, and to take care of normal turnover from other causes. Note - Give full effect to any contemplated losses to Selective Service because of Replacement Schedules to be drawn with Schedule C as a basis.
16	- 20. - The information on future labor requirements should be related to the information on anticipated labor requirements furnished the local employment office for the completion of Form ES-270. (Every establishment for which a Manning Table is submitted will be included in the local employment office schedule of employer visits for reporting anticipated labor requirements.) In filling out these items, communicate with the local employment office and there consult the employment office staff member who last visited the establishment to obtain information on anticipated »labor requirements. If the most recent report on anticipated labor requirements for this plant was submitted within one month preceding the date of the preparation of the Manning Table, and if the information included on that report is still valid, the information entered in columns 16-20 should be identical with the information on that report.. If more than one month has elapsed since the most recent' report on anticipated labor requirements, or if the information Jas\Pr?yded is not still valid, the information compiled in answer to columns 16-20 should be given to the local employment office representative to provide the basis for the next report on anticipated labor requirements.

Subject to the foregoing, enter in column 16 the number of workers who are needed or will be needed before the end of the current month in which the Manning Table is submitted. Enter in column 17 the estimated number of workers that will have to be recruited from outside the plant during the second month, i.e., the next month following the month in which the Manning Table is submitted. Enter in column 18, the number of workers that will have to be recruited from outside the plant during the third and fourth months, and in column 19 the number to be recruited from outside the plant during the fifth and sixth months. The sum. of the entries in columns 16, 17, 18, and 19 should be shown in column 20.
Refe^rinq to line 3 - Schedule B of the attached Manning Table we find that 3 Lathe Hands (2nd Class) will have to be recruited from outside the plant by the end of the month in which the Manning Table is submitted, 15 during the second month, 10 during the third and fourth months, and 0 during the fifth and sixth months. The * sum 28, 3 plus 15 plus 10, is entered in column 20.
21.	- Enter in column 21, the total estimated maximum number of workers, in addition to those now employed, that will be required to reach the peak of production. On line 3 of the attached sample we find that it is estimated that a total of 49 additional Lathe Hands (2nd Class) will be required. The 28 shown in column 20 is included in the 49.
22.	- Enter in column 22 the estimated month and year in which peak employment will be reached. On the attached sample the date shown is July, 1943 (shown as 7-43).
23	- 26. - Entries	in columns 23	through 26 should indicate the minimum	experience	that is acceptable.	The entries	indicate the number of workers and the	totals
for columns 23, 24, 25,	and 26 should	equal the number shown in column 20.
Enter in column 23	the number of	persons to be recruited from outside the plant
during the coming six months who must have had experience in the same job; enter in column 24 the number who must have had experience in some related job; enter in column 25 the number of persons who would be acceptable providing they had had an approved vocational training course; and enter in column 26 the number of untrained, inexperienced persons who would be acceptable.
On the attached sample Manning Table, we find that the company would accept 28 persons who had had vocational training to meet their need for 28 Lathe Hands (2nd Class) for the next six months (see line 3). They would accept 7 persons with related experience and 1 person must have had experience in the same job to meet their need for 8 Lathe Hands (1st Class), (see line 2). They would accept one trainee and one inexperienced person to meet their need for 2 Drill Press Operators (see line 4).
IV	- SCHEDULE C
27 - 44. - Columns 27 to 44 inclusive show a distribution of the male workers now employed in the plant by certain age groups and whether or not they are single, married or married with more than one dependent.
Enter in column 27 the number of male employees under 20 years of age now Working in the plant who are single; enter in column 28 the number of male employees under 20 years of age now working in the plant who are married. For purposes of the * Manning Table a man who is married is one who has a wife or who has one child and no dependent wife. Enter in column 29 the number of male employees under 20 years of age now working in the plant who are married and have more than one dependent. Thus in line number 3 of the attached sample Manning Table we see that in this plant there are 3 male employees under 20 years of age who are single. There are no male employees under 20 years of age now working in the plant as Lathe Hands (2nd Class) who are married or who are married and have more than 1 dependent. Columns 30, 31, and 32 are for the male employees now working in the plant who are between the ages of 20 and 26 inclusive; columns 33, 34, and 35 are for those between the ages of 27 and 32 inclusive; columns 36, 37, and 38 are for those between the ages of 33 and 38 inclusive; columns 39, 40, and 41 are for those between the ages of 3.9 to 44 inclusive; and columns 42, 43, and 44 are for those 45 years of age and over. Enter in column 45 the total number of male workers now employed in the plant. Thus in line 3 we see that there are a total of 66 male Lathe Hands (2nd Class) now employed in the plant.	•	*
Note - The instructions covering columns 27 to 44 inclusive do not reflect pending legislation to make the Selective Service Act applicable to 18 and 19 year old males. It is however adequate as an example of procedure to be followed.

Saw sheet metal blanks to specified dimensions using a power-driven endless band saw; lays out dimensions given in blueprint on metal stock using T square, compass, triangles and scriber or chalk to mark the lines; clamps stock to table of machine and adjusts the angle of the table to make beveled or vertical cuts; starts band saw motor; directs a stream of lubricative fluid over the saw cut; feeds stock against saw using hand or power-driven feed; cuts stock along scribed lines readjusting machine as necessary for each cut; unclamps and removes cut stock from work table.
