PREFACE
Up to the present, there has been readily available no compendium of reliable and at the same time current information as to the population and area of the major civil divisions of the other American Republics. Nor has any work attempted to present a complete list of the towns and cities of 5,000 or more inhabitants in these countries. It is to fill these needs that this compilation has been made.
A work of this kind cannot contain the latest population figures for every country, nor is it possible to obtain data which are uniformly reliable and complete. This work includes a table of population, area, and density of population, by major civil divisions, and a table of the population of urban centers of 5,000 or more inhabitants for »each of the Republics of Latin America except Haiti, where no acceptable estimates of the population are available.1 The civil divisions tables are, without exception, complete, authentic, and of recent date. The same may be said of all but five of the tables of urban population— Argentina, Bolivia, Costa Rica, Paraguay, and Uruguay. Attention is called to the specific weaknesses of these tables in the respective textual prefaces.
The urban population figures cited in this work are, without exception, the population figures of towns and cities of 5,000 or more inhabitants. In addition to this information, each table contains the names of the major and secondary civil divisions in which the towns and cities are located. In the continental United States the major civil divisions uniformly are designated as states; comparable entities in the other American Republics variously are known as estados, provincias, departamentos (départements in Haiti), or territorios. Each state in the United States is divided into a variable number of secondary civil divisions known as counties (parishes in the State of Louisiana). Depending on the country in Latin America, secondary civil divisions are designated as municipios (municipios in Brazil), términos municipales, departamentos, provincias, cantones, comunes, distritos, partidos, or, in Haiti, arrondissements.
The inclusion of secondary civil divisions in the urban population tables serves a double purpose: They are guides to the accurate identification and location of the towns listed, and they reveal the extent to which the larger towns in Latin America bear the names of secondary civil divisions. The importance of this second point should not be overlooked: English-language sources of Latin American urban population statistics are notoriously inaccurate, due primarily to a misunderstanding of the word municipio, occasionally to a misunderstanding of the words común, cantón, distrito, and partido. The assumption that a municipio is a municipality, ergo a town, is the apparent cause of most of the errors committed in reporting Latin American urban population statistics. To avoid such errors it is only necessary to remember that a municipio is an administrative unit, comparable in every physical respect to a county in the United States.

All geographical names follow present official spellings as given in the sources cited. In the tables of urban population the names of the national capitals appear in Roman capital letters; the capitals of major civil divisions are in italics. The populations of the national capitals are also given in table 2. The latest available total population figures for each of the American Republics are included in table 1. In spite of the differences in the dates of these figures their sum has been given to show the approximate population of the Latin American Republics in relation to that of the United States.

ARGENTINA
The third and most recent national population census in Argentina was taken June 1, 1914. Since 1926 the Dirección general de estadística y censos de la nación has published estimates of the population as of December 31 of each year,1 supplemented since 1931 by annual mimeographed releases.2 These estimates are based on the census of 1914, adjusted according to current statistics on births, deaths, emigration, and immigration. According to the Comité nacional de geografía of Argentina, the failure of the Dirección general de estadística to include net internal migration data in its formula for estimating the population of the provinces and territories results in the underestimation of the population in those territories (Chaco, Misiones, and Formosa) that have in recent years attracted large numbers of settlers from adjacent provinces. The Dirección general de estadística does not publish separate population figures for the national territories. It has been necessary, therefore, to use a second source in order to show the approximate distribution of population in the territories (table 4).
In addition to the national census of 1914, and the subsequent estimates of population by provinces and territories, there are a few recent censuses of such civil divisions as the Federal Capital (1936), Buenos Aires Province (1938), Mendoza Province (1942), Chaco Territory (1934), and La Pampa Territory (1935). According to Decree No. 1078 of October 6,1943, a national census of “population, manufacturing and extractive industries, commerce, agriculture, cattle raising, housing and real estate, public schools and other economic and social activities” was to have been taken within one year from the date of the decree. On September 15, 1944, it was announced in El Mundo of Buenos Aires that the Fourth General Census will be completed by December 1, 1945.
At the present time Argentina is divided into a federal district (Capital Federal), 14 provinces, and 9 territories (gobernaciones). Each of the provinces and territories is divided, in turn, into a variable number of departments (departamentos or partidos). In accordance with a decree of September 23, 1943, the Territory of Los Andes was divided among the provinces of Jujuy, Salta, and Catamarca, but no revised population and area figures for these provinces have as yet been made available in a published source.
Estimates of the population of the principal cities in Argentina are published in certain newspapers, magazines, and government publications with a fair degree of regularity. It is impossible, however, to obtain comparable data for the other urban centers in Argentina. As a result many conflicting estimates of population have been made, and not infrequently the population of a department has inadvertently been cited as the population of a town or city of the same name. The list of urban centers with 5,000 or more inhabitants (table 5), though admittedly incomplete, is derived exclusively from official or semi-official, dated sources.

BOLIVIA
The last national population census in Bolivia was taken September 1, 1900. All official estimates of the population since that time have been based upon this admittedly incomplete enumeration. With the exception of the period of the Chaco War (1933-1935), during which time the death rate was abnormally high, the Bolivian Statistical Office has assumed that the population has increased at the geometric rate of 1.75 percent per year. The adoption of this empirical method of estimating population was necessitated by the lack, prior to 1941, of a system of civil registration.
A census was taken in the city of La Paz1 on October 15, 1942, and a nearly complete enumeration of the population was made in the city of Santa Cruz2 on or about October 22, 1942. No official publication of the Dirección general de estadística of Bolivia has been located in Washington that gives, for any recent year, the estimated population of towns and cities. Therefore the list of urban centers of 5,000 or more inhabitants (table 7) is admittedly incomplete.

BRAZIL
The first national population census in Brazil was taken in 1872, followed by the censuses of 1890, 1900, 1920, and 1940. The census of September 1, 1940, prepared and executed by the Instituto brasileiro de geografía e estatistica, solicited a wide range of information concerning individuals, families, agriculture, industry, commerce, transportation and communications, services, and social institutions. Preliminary figures only of the urban, suburban, and rural distribution of houses and population, by municipios and distritos, are available from this census.1
In accordance with provisions in the Brazilian Constitution of 1937, five new federal territories were created by Decree No. 5812 of September 13, 1943.2 All states and territories in Brazil are divided into municipios (counties) and districts, the number of which is equal to the number of villages, towns, or cities in the municipio. The largest town or city in a municipio is the sede or county seat,* and bears the name of the municipio. In addition to having one or more urban centers, every municipio has a rural population. It is never correct to assume, therefore, that the population of a municipio is equivalent to that of a town of the same name.
For purposes of the census, the population of Brazil is divided into urban, suburban, and rural categories. Every town, regardless of size, has areal limits within which the population is arbitrarily designated as urban. Beyond the periphery of the urban nucleus is a delineated zone in which the inhabitants are classed as suburban. By definition the combined urban and suburban population of some Brazilian “towns” may be considerably less than 100. Table 9 gives the population of all towns in Brazil having a combined urban and suburban population of 5,000 or more inhabitants.

CHILE
The first national population census in Chile was taken in 1831-35, followed by the censuses of 1843, 1854, 1865, 1875, 1885, 1895, 1907, 1920, 1930, and 1940. The results of the census of November 28, 1940, have not yet been published in final form, but many of the data are to be found in various numbers of Estadística Chilena, a monthly publication of the Dirección general de estadística. The “Resultados generales del XI censo de población, por provincias, departamentos, comunas y distritos” are given in the Estadística, Año XIV, No. 12, diciembre de 1941, pp. 659-673, and a table of “Habitantes por provincias, departamentos, comunas y distritos, clasificados por sexo” appears in Año XV, No. 6, junio de 1942, pp. 217-221. In this same number is the first of a series of tables on the “Número de viviendos por categoría, comunas, distritos, localidades y sexos,” by provinces. A second series of provincial tables was begun in the October 1942 number (Año XV, No. 10). These are entitled “Población urbana y rural, con distinción del sexo por provincias, departamentos, comunas y distritos.” Both of these series of tables are concluded in the synoptic edition of December 1943 (Año XVI, No. 12).
The Dirección general de estadística of Chile also releases estimates of the

population, by provinces, as of December 31 of each year. These data have been published annually since 1941 in the December number of Estadística Chilena.
With respect to the 1940 population of Chilean towns and cities, many conflicting figures have been, and will therefore continue to be, cited in English-language sources. In some cases these errors may be traced to the use of preliminary figures, released by the Dirección general de estadística in October 1941. More frequently, however, the incorrect figures prove to be the enumerated populations of comunas or distritos having the same names as urban centers. The populations of the urban centers listed in table 11 are the official (final) figures from the census of 1940. Moreover, the list is complete. COLOMBIA
On April 20, 1938, a national census of buildings was taken in Colombia, followed (July 5, 1938) by a national census of population. The results of these two censuses are published in 16 volumes,1 including a separate volume for each of the departments, one volume on the national territories (intendencias and comisarias), and a summary volume for the entire country. Each of the volumes is divided into two parts, part one containing the results of the population census, presented in a series of tables, summarizing, as well as showing in detail, the urban and rural composition of the population; population of municipios, by cabeceras and other settled localities; age; marital status, and sex of inhabitants; schooling, by age, sex, and urban communities within the municipios; nationality, marital status, and sex of the population; and the distribution of the economically active and inactive population, by types of activity, sex, and nationality.
The Dirección nacional de estadística of Colombia also publishes estimates of the population, by major civil divisions, as of June 30 of each year,2 in addition to which, and for reasons that are not clear, estimates of the population on other dates are released (see table 13).

With the exception of the capital and a few other leading cities in Colombia, it is impossible to obtain, from official, published sources, current estimates of the population of urban centers. The populations given in table 14 are from the census of 1938, and the list is complete with respect to the number of towns of 5,000 or more inhabitants, as of that year. A comparison of these figures with those cited in many English-language sources reveals some startling discrepancies. The blame for this must be borne by those whose limited knowledge of Spanish has led them to the erroneous conclusion that the word municipio means “municipality” in the urban sense that this word is commonly used in the United States. In Colombia, as in many of the other Republics of Latin America, a municipio is comparable in every important respect to a county. Both normally have a rural (dispersed) population as well as an urban one, and the latter may be clustered in one or more centers. The comparison also holds with respect to the designation of one urban center as the cabecera del municipio, i.e., “county seat,” which may, and most frequently does, have the same name as the municipio.

COSTA RICA
The most recent national population census in Costa Rica was taken May 11, 1927. Since that time annual estimates of the population, by provinces, cantons, districts, and capital cities of provinces have been based on this census, adjusted according to current statistics on birth, deaths, immigration, and emigration. In recent years these estimates have been published in the Informe of the Dirección general de estadística. The estimated population of towns other than the capital cities does not appear to be given in any official, published source. The list of urban centers of 5,000 or more inhabitants (table 16) is, therefore, incomplete.

CUBA
The latest national population census in Cuba, taken July 25, 1943, is an enumeration only of the total population and the electoral population, by provinces, municipios, and barrios. Earlier censuses include those taken in 1899, which is probably the most comprehensive and accurate of the numerous Cuban censuses, 1907, 1919, and 1931.
In order to obtain from the census of 1943 the population of cities and towns “it must be understood that the cities of Cuba have no corporate limits separating sharply the urban element from the surrounding rural population. The cities, like the rural districts, are divided into barrios, and many of these barrios extend beyond the borders of the cities out into the country districts, much as do New England towns, and thus include both urban and rural population.”1 The list of urban centers of 5,000 or more inhabitants (table 18) was compiled from a standard reference, which lists the towns and cities of Cuba, together with the names of the barrios officially included in each.2 The populations of these barrios were taken from the census of 1943.

DOMINICAN REPUBLIC
The first national population census in the Dominican Republic was taken in 1920. This was followed by the census of May 13, 1935. the results of which are published in the Anuario estadístico de la República Dominicana for the years 1937, 1938, and 1939, and include enumerations according to race, religion, literacy, nationality, labor force, and urban-rural composition.
Since the second census was taken the Government has created five new provinces and altered the boundaries of virtually every major civil division in the Republic. Briefly the changes have been as follows: In 1938 tjie provinces of Libertador, Monseñor de Merino, and Benefactor were formed, respectively, from parts of the provinces of Montecristi, Trujillo, and Azua. In the same year the limits of the provinces of Duarte, Samaná, Puerto Plata, San Pedro de Macoris, and Seibo were altered. In 1941 the común of Villa Melia, formerly a part of the Province of Monseñor de Meriño, was incorporated in the Distrito de Santo Domingo. In 1942 the Province of San Rafael was formed from a part of the Province of Benefactor, and in 1943 the Province of Bahoruco was created at the partial expense of Barahona.
The usefulness of the population data given in table 19 will be increased when an official map of the present territorial divisions of the Dominican Republic is published. The latest (1941) official map available in Washington does not show the provinces of San Rafael and Bahoruco.
The list of urban centers of 5,000 or more inhabitants (table 20), compiled by the Dirección general de estadística, is complete as of July 1, 1944. According to the latest legal definition in the Dominican Republic, urban centers of 10,000 or more inhabitants are designated as cities; those under 10,000, but with not less than 1,000 inhabitants, are classed as towns.

ECUADOR
In spite of the fact that no national population census has ever been taken in Ecuador,1 the estimated population of provinces, cantons, and cities, issued each year by the Dirección general de registro civil, is frequently cited as a censo de población. The population figures given in the tables below are the latest official estimates. The area figures, also taken from an official source, may be found to differ appreciably from those given in other official sources, but until the territory of Ecuador has been accurately surveyed and mapped, there is little purpose in debating the relative merits of these conflicting estimates.

EL SALVADOR
The most recent national population census in El Salvador was taken May 1, 1930.1 Since that time the Dirección general de estadística has issued estimates of the population, as of December 31 of each year, together with estimates of the urban-rural composition of the population, by municipios. These data are published in the Anuario estadístico,2 and in certain numbers of the Boletín estadístico.

GUATEMALA
The first national population census in Guatemala was taken in 1880, followed by the censuses of 1893, 1921, and 1940. The results of the census of April 7, 1940, are published and include tabulations of the total population, by region and department; class of population (rural, urban, and special); population by age, race, religion, language, and education; number of inhabitants of school age; civil status, by age groups; physical impediments; and the composition of the population according to nationality and occupation. All of the tabulations are divided according to sex, and the majority are given in detail for both departments and municipios.1
Although the Dirección general de estadística annually issues an estimate of the total population, as of December 31, no current publication of the Republic of Guatemala has been located in Washington that gives the estimated population by civil divisions or by urban centers.

HONDURAS
After a long history of intermittent registrations, estimates, and enumerations of the population, Honduras adopted in 1930 a quinquennial system of national population censuses. The results of the census of June 30, 1940, are published and include analyses of population trends as well as detailed statistics on age, sex, urban and rural distribution, civil status, race, nationality, occupation, education, literacy, religion, physical and mental defects, and the number of property owners, families, and urban and rural homes.1
The Secretaría de gobernación, justicia, sanidad y beneficencia (see footnote 1, table 27) issues estimates of the population, by departments, as of June 30 of each year. No official publication has been located in Washington that gives current estimates of the population of urban centers.

MEXICO
Although Mexico has a long history of population estimates and censuses, the establishment of the Dirección general de estadística in 1923 marked the beginning of a new era in the scope and standardization of Mexican censuses. With the precedents set by the censuses of 1929, 1930, and 1935, “the census law of May 23, 1938, provided for a decennial population census, an agricultural-livestock census in the years ending in zero, a decennial census of buildings in the years ending in nine, and industrial, commercial, transport, and land censuses every 5 years.” In accordance with this law the following censuses were taken in 1939 and 1940: The Second Buildings Census,1 the Agricultural-Livestock Census of 1940,2 the Second Ejidal Census,3 the Third Industrial Census,4 and the Sixth Population Census.5
Many of the data obtained from these censuses are first issued in installments in the Revista de estadística, a monthly publication of the Dirección general de estadística; final results are generally published in volumes, by major civil entities, and are released as they are completed. The 1940 census figures for cities of 20,000 or more inhabitants appear in several publications; those for other towns and cities appear only in the volumes of the census that have been published to date (see footnote 5). The second reference in footnote 5 (Población municipal) contains only the total populations of municipios and delegaciones. All states in Mexico are divided into municipios, i.e., counties; the comparable subdivisions of the territories and the Federal District are termed delegaciones. Attention is called to this because it has been noted in one English-language source that the above publication is referred to as a compilation of urban population figures.
Through the courtesy and cooperation of the Dirección general de estadística of Mexico, the list of urban centers of 5,000 or more inhabitants (table 30) is complete, and all figures are from the census of 1940. Persons consulting this list are warned that the alphabetical order is based upon the full and official spelling of place names. For towns and cities that appear to be omitted, see entries under ciudad.

NICARAGUA
Although there are a number of references to earlier enumerations and estimates of the population of Nicaragua, the first national population census appears to have been taken in 1920.1 This was followed in 1940 by the second national census, in addition to which censuses were taken of agriculture and livestock, industry, commerce, and housing.2
The schedule adopted for the 1940 population census was designed to obtain data on the sex, age, civil status, education, literacy, occupation, nationality, language, religion, and mental and physical defects of the population, together with information on certain personal practices or preferences relating to diet, footwear, beds, and books.
Preliminary figures on the population of departments and capitals of departments have been published,3 and the Dirección general de estadística has issued two typescript volumes: Población de Nicaragua por sexos, urbana y rural and Población según edades y sexo. Annual estimates of the population, by departments and municipios, are released in typescript form by the Direccción general de estadística. Calculations are as of December 31.

PANAMA
Four national population censuses have been taken in Panama since the country achieved political independence in 1903. The final results of the fourth census, taken September 8, 1940, are being published in nine provincial volumes,1 at least six of which have been issued. Each volume presents a general description of the province and a series of tables giving the composition of the population according to age, sex, race, nationality, civil status, education, religion, economic activity, and the composition of families. Similar tables are also given for the cities of Panamá, Colón, and David.
Selected results of the census of 1940, including population by provinces; population of urban centers; civilian population, by provinces and minor civil divisions, by sex; civilian and tribal Indian population, by provinces; and the population of the cities of Panamá and Colón, by barrio, by race and sex have already been published.2 Other preliminary releases have appeared in various numbers of Estadística panameña, a serial publication of the Dirección general de estadística.
In July 1941 a law was passed in Panama reducing the number of provinces from nine to seven. The census, however, is being published in accordance with the territorial divisions that were in existence in 1940. By including the figures for the provinces of Herrera and Darién with those of Los Santos and Panamá, respectively, the 1940 census figures may easily be adjusted to conform with the territorial revisions of 1941 (table 33).

PARAGUAY
Although a number of national population censuses have been attempted in Paraguay, the records clearly indicate that none of these has been complete or accurate. The estimated populations given in tables 35 and 36 must, therefore, be accepted with reservation. Annual estimates of the population, by major civil divisions, are published in the Anuario estadístico de la República del Paraguay,' the latest available number of which appears to be that for the fiscal year 1940-41.
Estimates of the population of urban centers in Paraguay are rarely published. The figures given in table 36, although taken from an official source, are undated and of highly debatable accuracy. It is impossible to determine from the sources at hand whether the list includes all towns and cities of 5,000 or more inhabitants.
There are many conflicting estimates of the area of Paraguay, and no claims of authenticity are made for the figures given in table 35. It should be stated, however, that the areas of the civil divisions of the región oriental are more accurately known than is the area of the Chaco. The estimate of 230,000 square kilometers for the latter regiqn is taken from the Anuario estadístico for 1940-41; the estimates of the areas of the major civil divisions in eastern Paraguay are from the December 1940 bulletin of the Ministerio de agricultura, comercio e industrias.

PERU
Estimates and partial enumerations of the population of Peru were made at irregular intervals throughout the seventeenth, eighteenth, and nineteenth centuries, and in 1879 a national population census was taken. This was followed in 1902 by an educational census of the population 4 to 14 years of age, and in 1933 by an electoral census.
The second national population census was taken June 9,1940, after careful plans and preliminary surveys had been made to insure its accuracy and completeness. Although the schedules used in rural areas were less detailed than those used in the large urban centers, certain basic data on sex, age, race, civil status, education, religion, nationality, and occupation were obtained for all categories of the population except the jungle Indians, whose inaccessibility made their enumeration impossible. Estimates of the numbers of these people obtained from missionaries, traders, and persons employed in the service of the Government, have been included, however, in the census (see footnote 5, table 37).
Certain preliminary data from the census of 1949 have appeared in various publications of the Ministerio de hacienda y comercio,1 and the first volume of the complete census has been issued.2 The latter is a compilation of tables giving population and density of population, by departments and provinces; population of the capitals of departments and provinces; urban and rural population, by departments, provinces, and districts ; civil status of the population, by age; number of children born, living, and dead, by ages of mothers; population, by years of schooling; and population by race.

URUGUAY
The last national population census in Uruguay was taken October 12, 1908. All subsequent estimates of the population have been based on this census, adjusted according to natural and migratory increases. The Dirección general de estadística of Uruguay releases estimates of the population, by departments, as of December 31 of each year. These data are published annually in Síntesis estadística.
Official estimates of the population of Montevideo appear from time to time in the Boletín de estadística municipal; estimates of the population of other towns and cities do not appear to be printed in any of the official publications that are obtainable in Washington. The list of urban centers of 5,000 or more inhabitants (table 40) was compiled from a map, prepared by the Dirección de saneamiento of Urhguay. Although these figures are crude and undated, it is assumed that they are official. No information is available on the completeness of the list.

VENEZUELA
National population censuses were taken in Venezuela in 1873, 1881, 1891, 1920, 1926, 1936, and 1941. The schedule adopted for the seventh census, that of December 7,1941, solicited information on vaccination, sex, civil status, age, education and ability to read and write, place of birth, nationality, occupation, religion, and certain physical defects. The reverse side of the schedule was devoted to a series of questions pertaining to housing and sanitation.
Pending publication of the complete (final) results of the census of 1941,

the Dirección general de estadística of Venezuela has issued certain provisional data from this census, some of which have been printed in the monthly bulletin1 and in the yearbook for 1942.2 Other preliminary data, including the population of various towns and cities (see source 1, table 42), appear to have been released, although they have not been located in any official publications of the Government of Venezuela.
