C APRIL 15, 1944 THIS INDEX contains an alphabetical listing of most of the foods sold by retail merchants. When an item is listed in capital letters, that means the item is listed in several variations. If you do not find an item listed specifically, look up the item in a general class. For example, you may not be able to find dried apricots. Then look up the item under apricots, dried or fruits, dried. Other general classes of foods which include a great variety of specific items are: Baked goods; cereals; cheese; fish and seafood, processed; flour and flour mixes; frozen foods, of all kinds; fruits and berries; juices; jams; macaroni products; meats, canned; oils; pickles and relishes; soups; spices; sirup; and vegetables canned. Do not use thé mark-up for the general class of foods unless you fail to find the specific item in the Index. With most of the foods listed here, you will find the mark-up which stores in Group 3 or Group 4 are allowed to add to the net cost. With certain other foods, you will find a reference to the Maximum Price Regulation or the Zone Price List, which contains the information necessary to establish a legal ceiling price. Copies of the Maximum Price Regulations and the Zone Price Lists may be obtained from the nearest OPA District Office. For your guidance, the Index gives the information referring to the Regulation in abbreviated form; for example, “See GMPR and MPR 269.” For certain foods, particularly milk, ceiling prices are determined by special orders that apply to a particular area. You receive special notice of such orders. In certain other instances, as with peanut candy, you are notified by the manufacturer or wholesaler what your ceiling price must be. FURTHER INFORMATION To use the Index effectively, you should have copies of the following OPA Retailer’s Bulletins and Maximum Price Regulations. Fresh Fruits and Vegetables, Canned Foods, Frozen Foods, and various other groceries: Bulletins Nos. 36 and 53, MPR 422, as amended. Meats: Bulletins Nos. 21, 31, 33. MPR’s 336 and 355. You will find that copies of the OPA Food Guide also contain useful information about revisions in food regulations. HOW TO FIND NET COST To establish your net cost, as a base for your markup, use the method prescribed by the appropriate regulation. Consult the regulation, as amended, about pricing separate items. In establishing your net cost, for fresh fruits or vegetables with a cent-per-pound mark-up, round the figure for the selling unit’s net cost to the nearest half penny. A net cost of $0.146 would be 14^. HOW TO USE THE MARK-UPS The mark-up listed in this Index is either a percentage mark-up or a cents-per-pound mark-up. The figures given indicate a percentage, unless a cent (fi) sign appears. To obtain a ceiling price with a percentage mark-up, use Table C in Retail Bulletin No. 36. When you establish a ceiling price for fresh fruits and vegetables with a cents-per-pound mark-up, you must figure it at the half penny per selling unit. For example, two bunches of carrots at 9}^ each would sell at 19^. But the ceiling price of a single unit would be rounded to the next highest penny; one 9^ bunch would sell at 10fL You will notice that mark-ups for fresh fish are lettered as follows: 7^a or 9^b. The letter b indicates the mark-up which applies to fillets, steaks, cuts, or slices. The letter a indicates the mark-up which applies to fish weighed for sale in other major styles of dressing: Round, dressed, drawn, or dressed and skinned. The cents-per-pound mark-up for fresh fish and fresh vegetables is the same for both Group 3 stores and Group 4 stores. COMMUNITY CEILING PRICES Community ceiling prices are being established for a great many of your best selling food items. These foods may be roughly grouped as: Dry groceries; certain perishables, such As^ butter, eggs, poultry and cheese; fresh fruits and Vegetables; and fresh fish. Lists of these prices are issued by local (District) offices. The program is Nation-wide and almost every retailer is affected to some extent by community pricing. A community ceiling price is the highest price any store in the community may charge. You will be told whether or not the community ceiling price takes the place of the ceiling price figured with a mark-up over the net cost. If the community ceiling price does not replace your individual ceiling price, you must continue to sell at or below the legal ceiling price determined with the appropriate maximum price regulation.
