Veterans Emergency Housing Program—Reopening of CPA Field Offices (See inside cover for details)
REOPENING OF C. P. A. REGIONAL AND DISTRICT CONSTRUCTION OFFICES
The Veterans’ Housing Program Order No. 1 has been issued to save materials desperately needed for veterans’ housing and is based on a thorough study of the housing emergency and the present insufficiency of building materials. This action has been taken because only by prohibiting the starting of construction of less essential and deferrable building projects, can enough materials be found to provide shelter for the returning veterans and their families.
Therefore, it was necessary to open the C. P. A. Regional and District Construction Offices to oversee the activities in the construction field and to service requests for the necessary orders and forms. THESE CONSTRUCTION OFFICES WILL CONFINE THEIR ACTIVITIES TO CONSTRUCTION MATTERS ONLY.
Applicants, requiring authorization to construct for commercial and industrial establishments as outlined in the construction order VHP-1 may obtain the necessary form CPA-4423 and file application with their nearest C. P. A. Construction Field Office.
Applicants for housing and farm dwellings also outlined in the order should apply for the form CPA-4386 from the nearest Federal Housing Administration Office or the appropriate County Agricultural Conservation Committee, respectively. A complete fisting of the regulations and forms effective under the Veterans’ Emergency Housing Program is given on the inside back cover.

Veterans Emergency Housing Program
Priorities Regulation 33 was originally issued to promote the building of moderate cost housing accommodations to which World War II Veterans were to have preference. However, in order to carry out the Veterans Emergency Housing Program, it was necessary that certain restrictions on construction and repairs be maintained. Listed below are the regulations and forms effective under the Veterans Emergency Housing Program:
