INTRODUCTION
This manual has been compiled by the Hardware Section, Building Materials Branch of the War Production Board, in collaboration with the National Bureau of Standards and a seven-man industry committee composed of outstanding builders’ hardware manufacturers. Its purpose is to eliminate, through the control of installation, as provided from time to time in directives of the War Production Board, every possible ounce of scarce materials and every item which is not strictly necessary, consistent with a reasonable degree of service.
The provisions contained in the manual are designed specifically for certain types of buildings. It is intended, however, that the use of builders’ hardware in buildings, not specifically named herein, shall conform to the provisions provided for buildings of a similar type. The specific types of buildings for which provision has been included are as follows:
Part I.—Public type buildings including administrative? office, and monumental buildings; auditorium and recreation buildings; communications buildings; dormitories and nurses’ homes; education buildings and laboratories ; hospital, dispensary, and infirmary buildings; and waterworks and sewage disposal plant buildings.
Part II.—Residential housing.
Part III.—Cantonments and similar type buildings.
Part IV.—Industrial type buildings and buildings for Army and Navy bases other than previously covered in part III, including assembly explosive loading, packing, screening, detonator loading, pelleting, magazine, powder buildings ; blending, mixing buildings; tracer and nigh-explosive press-loading buildings; tracer, igniter and incendiary buildings; melting and pouring buildings; drilling and thread-cleaning buildings; percussion element line buildings; preliminary dry houses, change buildings ; ordnance and factory buildings ; powerhouse, warehouses, fire house, pump house, and shipping-room puildings; office, administration, instruction, first-aid buildings; guard louses, etc., officers’ quarters, and cafeteria buildings.
GENERAL PROVISIONS
This manual is based upon the critical positions, at the time of issuance, of materials used in the production of hardware. It has been designed to correlate all orders and restrictions which affect the

production or use of builders’ hardware. The manual is subject to revision by the Director of Industry Operations whenever warranted by a change in the critical position of the materials involved, or by the issuance of further orders or restrictions affecting builders’ hardware.
SUBSTITUTES
Whenever the use of this manual is made a requirement of construction by direction of any Federal agency, the items, and quantities of items, provided for are to be considered as maximum. Anyone desiring to use smaller sizes or lesser quantities may do so notwithstanding provisions of this manual.
Materials or products of the sizes, weights, or composition specified in the manual, may not be immediately procurable due to necessary changes in manufacturing processes or procedure. In such cases, similar products or materials, previously produced for the same use, may be substituted, provided such products or materials are obtainable from a supplier’s existing stocks or inventory.
HOUSING PROVISIONS
The provisions contained in this manual with respect to builder’s hardware in housing have been adopted from the War Housing Critical List effective February 24, 1942. Any amendments to this List shall take precedence over the housing provisions of this manual, until such time as the manual can be amended to conform.
APPLICABILITY OF ORDERS
Any orders or regulations of the War Production Board, the terms of which are more stringent, shall take precedence over the provisions of this manual.
PART I.—PUBLIC TYPE BUILDINGS
SECTION A. GENERAL
A-l. Type numbers.—Hardware items, unless otherwise described herein, are designated by type number selected from the applicable Federal specifications listed below, except as modified herein:
FF-H-106, Hardware, builders’; locks and lock-trim.
FF-H-111, Hardware, builders’; shelf, and miscellaneous.
FF-H-116b, Hardware, builders’; hinges (nontemplate).
FFH-121a, Hardware, builders’; door closers.
FF-H-136, Hardware and fittings; lavatory partitions and enclosures.
FF-P-lOla, Padlocks.
A-2. Finishes'permitted for iron and steel.—The finishes for iron and steel hardware covered by this schedule shall be limited to the following:
(1)	For all items other than door closers and butts—US18A, except where finish USP or japan finishes (US IB or US ID) or unfinished work is specified.
(2)	For butts—USP, except where finish US 18A or japan finishes (US IB or US ID) or unfinished work is specified. Butts finished US18A may be unsanded.
(3)	For door closers—black paint or lacquer finish, except where finish USP is specified.
A-3. Materials.—Where Federal specifications or other type numbers indicate or specify brass or bronze material, such items must be furnished in wrought steel, cast iron, or malleable iron. Brass may be used for essential interior parts, cylinder assemblies, and keys of cylinder locks only. Cylinder padlocks may have brass or zinc die-cast mechanism. Case and shackle may be of steel, cast iron, or malleable iron. Ferrous parts of padlocks may be zinc coated.
A-4. Feys.—Bit key locks shall have one only key for each lock. Locks and latches having cylinders, and padlocks, shall have two only keys for each lock. Only three master keys may be furnished with each group of locks when such locks are required to be furnished master-keyed.
A-5. Strikes shall be flat type without boxes.
A-6. Alternate lock trim.—The lock trim (knobs, roses, and escutcheons) required under this limitation is of cast metal. Where wrought-metal trim is desired, type numbers for knobs, roses, and escutcheons under requirements for the various doors may be changed as follows:
Knobs 210, change to 210B.
Roses 330A, change to 330.
Escutcheons, 350A, change to 350.

A-7. For Doors—1% inches thick—escutcheons of elongated or pendant design may be used for mortise locks and latches in lieu of roses.
A-8. Alternate locks and latches for interior doors.—Cylindrical case locks and latches of “heavy duty” Schlage type “C” with case “D” may be substituted for locks and latches, specified herein for interior doors, provided that the cylindrical case locks and latches are designed and constructed so as to give same performance in operation and control as corresponding locks specified. Cylindrical case locks and latches must comply with Federal Specification FF-H-106.
A-9. Door stops shall be wood.
A-10. Surface door closers may be types 3001, 3003, 3004, or 3006. Where butts are less than 6 inches from intersecting wall or partition, the closer may have a Soffit bracket. Size of closer shall be not larger than as indicated in table on page 4 of Specification FF-H-21a. Where surface door closers with hold-open arms are shown in the limitations, a door-holder type B-1149 may be used in lieu of hold-open feature. Where surface door closers with hold-open feature are required on underwriters’ label fire doors, a closer, bearing underwriters’ label, with automatic fusible link release mechanism may be furnished—subject to Steel Conservation Order M-126 and amendments thereto.
A-ll. Surface overhead door holders may be ferrous metal with encased automatic engagement, release action, and shock absorber, and may have adjustable sliding tension hold-open feature, sliding in a channel and engaging when the door is open at 90° to .95°, and with control knob in the end of the channel for disengaged position. Where a small door holder is desired type B-1149, as covered by Federal Specification E-FF-H-111, may be used.
Note.—Where floor-type door holders are required, Type C-1149A may be used in lieu of the surface overhead type.
A-12. Coat and hat hooks shall be omitted.
A-13. Butts and hinges.—Doors 7 feet or less in height may have not more than two butts or hinges, size as required, and for greater height one additional butt or hinge for each additional 2% feet or fraction thereof. Except that doors 6 feet or more in height, and all doors exceeding 3 feet 4 inches in width may have three butts. Size of butt shall be not larger than as indicated for various doors in table I below:

Note.—In the above comparative list, Nos. 160, G160, 152, 169, 161%, and 040 are from the catalog of P. & F. Corbin. Butts of other manufacture having the same general design and of approximately the same weight may be used.
A-13a. 'Where spring hinges are required, proper sizes must be taken from table under type 2330, FF-H-116b, except where sizes are limited herein.
A-13b. Checking -floor hinges where required for single-acting doors must be type 3520A. On double-acting doors, they must be type 3500 or 3510. Size shall be not larger than as indicated for size oi door in Federal Specifications FF-H-121a. On single-acting and doubleacting doors, overhead concealed closers may be substituted for checking floor hinges.
A-14. Counter gates, single-acting, each to have:
1 pair hinges, type 2331A, size as required.
A-15. Counter gates, double-acting, each to have:
1 pair hinges, type 2330A. size as required.
1 secret gate latch, type A1187, except double-acting.
A-16. Cabinets, single and pairs doors.—
1 pair butts, type 2018^.
1 only elbow catch, type 1079 (for pairs doors only).
1 only knob pull, type A1283 (1 to each door).
1 only friction catch.
Note.—Where cabinets are required to be locked, 1 only lock, type 701A, one to each single and pairs doors may be used in addition to above.
1 drawer pull, type 1296, or bar-type pull of glass or plastic. Where drawers are required to be locked, 1 only lock 655A, one to each drawer may be used in addition to above.
A-17. Transoms, and bottom-hinged sash, each to have:
1 pair butts, type 2029B.
1 only transom catch, type 1097.
2 only transom chains, type 1120A.
Note.—Transom lifts, type 1198G or type 1198K, as required may be substituted for transom catch 1097 and chains 1120A. If transom lift is substituted, catch and chains must be omitted.
A-18. Pivoted sash, each to have:
1 set pivots, type 1115A.
1 only transom catch, type 1097.
A-19. Double-hung windows, each to have:
1 only sash lock, type 1139 (except tumbled finish).
1	only sash lift, type 1201A (except tumbled finish). (On sash over 18 inches two lifts may be furnished.)

Sash balances must be of single coiled-spring (clock spring) type with suspension taps, or twin coiled-spring “flat” type with suspension cables, or single helical-spring “vertical” type with tubular housing. Springs may be high-carbon steel uniformly tempered. Suspension tapes and cables may be coated with zinc. The single coiled-spring type must have pressed-steel or cast-iron case and front for mounting in mortise in window frame. The twin coiled-spring type must have a pressed-steel case for mounting flatwise in cut-out in window frame. For each pair of sash, two pairs of balances with single spring or one pair of balances, with twin spring may be furnished, except for 1% inches sash not over 2 feet 10y2 inches wide, or with glass not over 30 inches wide, one pair of balances with single spring or one twin-spring balance shall be furnished, for each pair of sash, provided a suitable equalizer for each sash is furnished.
A-20. Casement windows, each to have.
Butts, type 2015^ (for casement opening out, type 2031A).
2	only surface bolts, type 1060, 6-inch (for pairs Casements only).
1	only casement fastener, Yale & Towne 1067 or equal, with wrought or cast base.
1	only casement adjuster, type 1002 A (1 to each sash). Two steel casement pivots as described below may be used in lieu of butts and casement adjuster. Pivot may consist of sill plate, sash plate, arm and sliding shoe, as manufactured by Vincent Whitney Go., or equal.
A-21. Small-size access doors, each to have:

A-23. Outside window wire grilles.—

A-26. Sliding, f olding, partition doors.—Hardware may be similar to Richards-Wilcox folding partition door hardware 237, complete with track, hangers, brackets, floor guide, track stops, butts, bolts, etc. Locksets may be only type 97 x knob 210 x rose 330A x cast flush cup. approximately 3 inches in diameter with drop ring.

A-3. Materials.—Where Federal specification or other type numbers indicate brass or bronze material, such items shall be furnished in wrought steel, cast iron, or malleable iron. A-4. Keys.—Bit key locks may have one only key for each lock. Locks and latches having cylinders and padlocks may have two only keys for each lock. Only three master keys may be furnished with each group of locks when such locks are required to be furnished master-keyed.
A-5. Lock trim for mortise locks may have pressed steel knobs (not larger than 2*4 inches in diameter) and elongated escutcheons (not larger than 7 x 2^ inches).
