Usually the printing promptly follows the ordering, but various causes sometimes make delays. When Congress and session are not given with the numbers of Senate and House documents and reports, 61st Congress, 1st session, is to be understood.

The Superintendent of Documents is authorized to sell at cost any public document in his charge, the distribution of which is not otherwise provided for. Only one copy can be sold to the same person, excepting Members of Congress, or to libraries or schools.

Documents can not be supplied by this Office free to individuals, nor can they be forwarded in advance of payment.

Documents entered in this catalogue that are for sale by the Superintendent of Documents, Washington, D. C., are indicated by a star (*) preceding the price named. A dagger (†), indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (‡), indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.

The accumulation of publications in this Office amounts to several millions, of which about 700,000 are assorted, forming the sales stock, and covering nearly every important Department, Bureau, and series. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity. Of many of the most valuable works only one or two copies remain.

In ordering, it should be borne in mind that most of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent.

Lists on various subjects will be issued from time to time for free distribution. No general price-list of public documents is at present available, but lists on special subjects will be furnished on application.

The Monthly catalogue is sent to each Senator, Representative, Delegate, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.

Subscription price to individuals, $1.10 a year. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.

Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and ½c. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.

Beginning with July, 1909, the index to the Monthly catalogue will be issued separately each quarter, and will cumulate for halfyearly periods. That is, the September number of the index will be an index to the July to September Monthly catalogues, the December number will be an index to the July to December Monthly catalogues, the March number will be an index to the January to March Monthly catalogues, and the June index will be the index for the fiscal year 1910. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.

Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency may be sent at owner's risk. Candian postal notes will be accepted only when the name of the issuing office is plainly stamped on the face of the note. If postage stamps are pasted on, the note will be returned.

Postage stamps, foreign money, uncertified checks, defaced or slick coins will positively not be accepted.

No charge is made for postage on documents forwarded to points in the United States, Guam, Hawaii, Philippine Islands, Porto Rico, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage.

Attention is called to the change in the issuance of the Cumulative index to the Monthly catalogue. For information concerning the index see page 4.

Among the July, 1909, issues of the Government press is a document of more than passing interest and moment entitled Report of the commissioner of corporations on transportation by water in the United States. It is in two parts, each part being a thick volume. Part 1 has for subtitle General conditions of transportation by water, and Part 2 is entitled Water-borne traffic. A hasty examination of this report leaves the impression that it must be accepted for years to come as a standard collection of historic and economic facts on the very weighty subject with which it deals. The waterway question looms very large in the immediate future. One of the greatest railroad men of his time, James J. Hill, has put on record the opinion that there is not money enough nor iron enough to build railroads to handle the traffic of this country. The only recourse is water, and the country is waking up to the fact. The report from the Bureau of Corporations is therefore timely as well as otherwise valuable. Part 2 will be noted in the August Monthly catalogue.

Classification of expenditures for additions and betterments as prescribed by the Interstate Commerce Commission for steam roads in accordance with section 20 of the act to regulate commerce is one of the July publications issued by the Commission.

The languages in which the Immigration and Naturalization Bureau now prints its Information for immigrants are English, German, Dutch, Flemish, Norwegian, Danish, Swedish, Italian, Spanish, French, Greek, Turkish, Syrian, Bulgarian, Roumanian, Slovak, Croatian, Slovenian, Bohemian, Polish, Ruthenian, Russian, Finnish, Magyar (Hungarian), Lithuanian, and Yiddish.

Chemistry Bureau Bulletin 126, on Harmful effects of acetanilid, antipyrin, and phenacetin, drugs which are sometimes used in headache remedies, declares that their use tends to depress the heart and nerves and lead to the drug habit.

In Forest Service Circular 166, Timber supply of the United States, answers are given to many questions that constantly recur, such as the extent of the forest reservations, private ownership within them, how the timber is cut, the outlook for the future, and so forth.

In the case of the United States, complaining against the Union Pacific Railroad Company, evidence is being taken before a special examiner in Chicago, Salt Lake, and other places. Seven volumes of this evidence have been printed.

Another big book is one of 1,328 pages containing the proceedings before and by direction of the President concerning the meaning of the term "whisky."

An Index to the reports of the Education Bureau for its first forty years, 1867-1907, has been issued by the Bureau. Some of the papers are indexed under the authors, and some under the subjects, but apparently none under both headings.

Forest Service Circular 163 tells us that only the wood known as paper birch is used for making spools; 43,000 cords of it are turned into spools in a single year. Other matters peculiar to the paper birch are told of in this circular.

Trees have their own diseases, and they appear to be rather numerous and often fatal. Plant Industry Bureau Bulletin 149, entitled Diseases of deciduous forest trees, does not perhaps tell all about these maladies, but it certainly tells a good deal.

A very practical document is Geological Survey Bulletin 370, Fire-resistive properties of various building materials.

The Annual report of the Education Bureau for 1908, 2 volumes, is out, with a great body of educational information not to be had elsewhere. Volume 1 appeared in the March, 1909, Monthly catalogue.

Copyright Office Bulletin 14 presents not only the new copyright law, but also the rules for practice and proceedings under it adopted and promulgated by the Supreme Court of the United States June 1, 1909.

A very handsome series of brief illustrated hand-books is in course of issue by the International Bureau of the American Republics. There is one for each republic, another for the capital city of each republic, and another for each of the principal products, those on cacao, coffee, cotton, nitrates, and rubber having been already issued.

Among other signs of industrial advancement in Government service are the advertisements of the Supervising Architect of the Treasury, inviting proposals for the installment of vacuum cleaning systems in various public buildings throughout the country, and the cooperation of the Standards Bureau with France, Germany, and Great Britain in establishing an international unit of light to be known as the international candle. But the Bureau is careful to say that a unit is not the same as a standard.

Proceedings of the Conference on the Care of Dependent Children held at Washington, D. C., Jan. 25, 26, 1909, has been published, prefaced by a special message of the President recommending legislation desired by the conference, which was attended by many distinguished persons. Congress has not yet granted the legislation asked for.

The new tariff bill, without index, was put to press in a pamphlet edition immediately after its passage to supply advance orders for several thousand copies. It had previously been printed only in bill form. An indexed edition will also be available by the time this catalogue reaches the readers, and will be sold at 15c.

The Public health reports are issued weekly by the Public Health and Marine-Hospital Service and contain advices in regard to the status of epidemics and other contagious diseases in the United States and other information relating to sanitation and the public health. Frequently special articles of much interest appear in this periodical. Some of the more recent of these are summarized as follows:

In the Public health report for July 9 appeared an article describing an epidemic of a peculiar skin eruption. This was investigated and the cause was discovered to be a small mite in the straw of mattresses. Investigation showed that only persons who had recently slept on new straw mattresses were attacked by the peculiar disease. Nearly a hundred or more cases were found, each of whom had slept on a new straw mattress.

In the report for July 16 appears an article describing the types of fleas observed in the antiplague inquiries being carried on in California. This article is a little more technical than the one first mentioned, but is of especial interest to entomologists and to sanitarians dealing with plague or residing at places apt to be involved in combating that virulent disease. It will be of interest also, though in less degree, to health officers and sanitarians not interested in the plague problem.

The report for July 23 contains an article describing the prevalence of pellagra in Italy and the measures taken for eradication. This article is of especial interest at the present time because of the many cases of pellagra now being found throughout the United States. Until quite recently it was supposed that this disease, long known in Europe, had not yet invaded this country, but during the last two years many cases have been found, and have continued to be found with increasing frequency and in an ever-widening area. The disease is supposed to be due to the eating of moldy corn or of meal made from such corn. It is very fatal in its effects, and as a public-health problem has forced itself into the front rank.

Other reprints from recent health reports are one on the campaign against ground squirrels in Contra Costa County, Cal., and one on the organization of an antituberculosis league by colored people in Georgia.

The reports of cases adjudged in the Supreme Court are not public documents, but perquisites of the reporter of the court, who publishes them through a private publishing house. He is required to sell them at $2 a volume and to supply to the Government 300 copies free. These are distributed by the Secretary of the Interior to certain officials specified in the law. The Government also buys 180 copies, which are distributed in like manner. A set of the reports from the beginning is made up as follows: Dallas, 4 v., 1790-1800; Cranch, 9 v., 1801-1815; Wheaton, 12 v., 1816-1827; Peters, 17 v., 1828-1843; Howard, 24 v., 1843-1860; Black, 2 v., 1861-1862; Wallace, 23 v., 1863-1874. Of these 91 vols., Peters's 17th duplicates Howard's 1st, and is therefore not counted. The publication of the series entitled United States Reports began in 1875 with vol. 91, and has been continued to the present time, the latest volume issued [1908] being the 212th. These make up the official series. Many unofficial reports and digests have also been issued.

Vattemare, born in Paris Nov. 8, 1796, had been a surgeon in the army and a traveling ventriloquist. The printed catalogue cards of the Library of Congress give him the title "Baron," but on what authority does not appear. He promoted a system of exchanging duplicates between European libraries which, according to his own estimate, resulted in bringing 2,000,000 unused volumes in service. In 1839, and again in 1847, he came to this country to carry on a similar promotion here. Through his agency many United States public documents were sent to France, and the number of books brought from Europe as gifts to this Government has been estimated at 300,000. He also brought over more than 1,000 historical medals. Vattemare died in Paris Apr. 7, 1864. For an account of his activities in connection with the United States Government, and a portrait, see Johnston's History of the Library of Congress, v. 1, p. 254-265.

Though only one document (and that unimportant) relating to Wait's collection of State papers and public documents has been found in the Congressional series, it is well known that Congress bought numerous copies of the several editions, of which there were three, the first in 8 v., the second in 10 v., and the third in 12 v. The first issue, in 1814, began with Jefferson's administration. After 5 v. had been issued, bringing the record and date of printing down to 1815, a return was made to the beginning, and 3 v. of the papers of the administrations of Washington and John Adams were issued in 1815. These were made vols. 1-3 of the first edition, the volumes previously issued becoming vols. 4-8, with an index to the series in vol. 8. The 2d edition, issued 1817, carried the chronological record one volume farther and added a 10th volume made up of confidential documents, 1790-1813, not previously printed, this volume having its own index. The 3d edition, printed 1819, brings the record down to 1818. Only vols. 11 and 12, with index in vol. 12, are new matter. That this series is much less known and less used than Gales & Seaton's later and larger one under the name American state papers is no doubt due to the several facts that Wait covers but one subject, foreign relations, that its arrangement is chronological, with no classification, under countries or otherwise, and that it is insufficiently indexed. None of Wait's 30 volumes is included in the numbered Congressional series.

Wharton's Digest was first printed by authority of a resolution approved July 28, 1886, during the 1st session of the 49th Congress, the edition thus ordered being the "usual number" (1900) and 4,000 additional copies. The additional copies were issued without document number, but how the copies of the "usual number" were issued, if at all, is not clear. The sheep-bound volumes of the work (serial nos. 2350-52) should be part of this "usual number," but they are really part of a second edition, which was not ordered till the last day of the following session. This was Mar. 3, 1887, when Congress ordered a second issue of 4,000 additional copies. Dr. Wharton improved the opportunity of this second printing to make a second edition by correcting errors and adding an appendix, 165 p., of new and important matter. This second edition, ordered at the end of the 2d session, 49th Congress, appears in the numbered series as Senate mis. doc. 162, 1st session, 49th Congress.

The only portion of the new revision of the laws of the United States, going on for some ten years past, that has been accepted and enacted by Congress is the Criminal code which was passed in the closing hours of the 60th Congress and printed as Public act 350, 60th Congress, 2d session. Even this, it is now ascertained, is only temporary and not to be accepted as a permanent statute. The reason for this situation is the fact that through oversight an amendment which had been adopted by the Joint Committee on the Revision of the Laws was not incorporated in the act before printing. While this practically invalidates the act as passed, no harm has been done, because the act itself provides that it shall not become effective till Jan. 1, 1910, and it is intended that the missing amendment shall be passed by Congress very soon after the opening of the session in December. The nature and location in the act of the omitted amendment have not been made public.

From January 1, 1910, this new medical quarterly, issued by the Surgeon-General of the Navy, will be supplied to subscribers by the Superintendent of Documents at $1 a year, foreign subscribers paying 25 cents additional for ocean postage. For single numbers the price will be 25 cents at home and 31 cents abroad. The sale of single numbers, however, will not be encouraged, the purpose being to establish a permanent subscription list. Two volumes have been completed and three numbers have been issued of the third volume. The fourth number, completing the volume, will be issued in October. The fourth volume will begin with the number for January, 1910, and subscriptions to begin at that date will be received at any time. The separate numbers of the Bulletin will average 100 pages or more, and each number has usually several plates. The extensive and varied practice of American naval surgeons in all parts of the world supplies an unlimited fund of original material upon which to draw for the contents of the magazine.
