Documents entered in this catalogue that are for sale by the Superintendent of Documents, Washington, D. C., are indicated by a star (*) preceding the price named. A dagger (†) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (‡) indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.
In ordering a publication from the Superintendent of Documents give the name of the issuing Department, Bureau, or Division, and title. If publication is numbered give number also. Do not order by Library of Congress card number.

The accumulation of publications in this Office amounts to over a million, of which several hundred thousand are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity.
In ordering, it should be borne in mind that many of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent.
No general price-list of public documents is available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year, including indices. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.
Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and 7over10c. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.
The Index to the Monthly catalogue will be issued separately each quarter and will cumulate for the twelve months ending June, 1912. That is, the September number of the Index is an index to the Monthly catalogue for July, August, and September, the December number is an index to the Monthly catalogue for October to December, the March number will be an index to the Monthly catalogue for January to March, and the June number will be the Index for the fiscal year 1912. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency may be sent at sender's risk.
Pottage stamps, foreign money, defaced or smooth coins will positively not be accepted.
To facilitate the payment of the cost of documents, the Superintendent of Documents will hereafter accept coupons issued by him instead of cash. Coupons of the value of 5 cents each are sold in sets of 20 for $1.00. Address order to Superintendent of Documents, Government Printing Office.
No charge is made for postage on documents forwarded to points in United States, Guam, Hawaii, Philippine Islands, Porto Rico, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage.
It will be of no use for libraries to ask the State Department for copies of Information series, a numbered set proceeding from the Division of Far Eastern Affairs. These are confidential prints, not supplied outside of the Department, and the Superintendent of Documents will not enter them in his printed catalogues of public documents.
General information regarding the Hot Springs of Arkansas is a new illustrated pamphlet, with which goes a supplementary leaf giving the new scale of reduced rates for scalding hot medicinal baths at this Government health resort.
The Report of the commissioner of corporations on the steel industry, part 2, Cost of production, preliminary report, is now ready, price 15 cents. The evidences which it presents of large profits, both in mining ore and manufacturing steel, will command the attention of legislators and economists.
The Immigration Commission has published Dictionary of races or peoples (61st Congress, 3d session, Senate document 662), 150 pages. It is an alphabetical and explanatory list of the names of races, tribes, clans, and peoples—more than 600 of them altogether, and probably there are not half a dozen of the whole number who are at this moment unrepresented in the United States. 10 cents.
Tea is grown and cured in the United States. It has been done for several years at Summerville, S. C., and Plant Industry Bureau Bulletin 234 declares that the experiments there have "gone far to demonstrate the practicability of growing tea commercially in suitable parts of this country."
Farmers' bulletin 482 is likely to be ranked among the "six best sellers." Its title is The pear and how to grow it.
Course in the use and preparation of vegetable foods for movable and correspondence schools of agriculture. This is the title of Experiment Stations Office Bulletin 245 (10 cents) which promises to be a valuable addition to the curriculum of the agricultural schools. It is well known that the plenteous and varied vegetable food supplies of our country are only partially utilized and often unskilfully. The wide circulation of this scientific textbook should improve the existing vegetable food supply and add new and appetizing and wholesome elements.
Public Roads Office Bulletin 42, New Hampshire highways, is a report of an inspection made in August, 1911, of the roads of that rugged northern State. A great number of photographic plates speak louder than words of the growth of the good-roads movement in the North.
The 27th annual report of the Animal Industry Bureau, devoted principally to describing the plans and efforts of the Bureau to protect domestic animals from the multitude of diseases which beset them, is on the whole rather depressing reading. Evidently the work of the Bureau is doing a lot of good, but on the other hand the diseases which assail the animals are so many and so malignant and so hard to eradicate that it gives the uninitiated a sort of discouraged feeling to read much about them. For those who do not require the whole book several interesting "separates" have been issued in pamphlets. One of these is Vaccination of cattle against tuberculosis (Circular 190, 5 cents) and another is Army remount problem (Circular 186, 5 cents). As an illustration of the results which flow from the present plan of publishing public documents in several different forms, may be cited the fact that the bureau edition of the 27th Animal Industry Bureau report and the document edition of the 26th report in the same aeries were received at the Public Documents Library on the same day in February, 1912. The bureau edition of the 26th report had been received in April, 1911.
The maintenance rations of farm animals is the title of a new document (Animal Industry Bureau Bulletin 143) which may be expected to become a standard manual with stock raisers.
Psychrometric tables, originally printed in 1900, has been reprinted under date of 1912. The original plates have been used, as they are still the standard tables of the Weather Bureau for vapor pressure, relative humidity, and temperature of the dew-point. The new print has, however, an appendix of three pages, giving additional information.
For two or three yean past the Monthly list of publications issued by the Agriculture Department has failed to give the prices at which the bulletins of the various bureaus of the Department are sold by the Superintendent of Documents. In all Monthly lists hereafter issued the earlier practice of giving the prices will be resumed. Experience has proved that this is a convenience to many without harm to any.
The President's proclamation announcing the entry of the 48th State, Arizona, into the Union, was issued Feb. 14, 1912, making that date the birthday of the new State. Will there be any more States? If so, when and where? Few Americans will be ready to believe that this is now a finished country.
The 10th annual report of the Reclamation Service, for the year ended June 30, 1911, carries an index to the whole series of ten reports. A useful and welcome feature.
Cooperation is the order of the day. The immigration, land, and labor officials of 26 States got together with those of the U. S. Immigration and Naturalization Bureau last November in Washington and created the National Conference of Immigration, Land, and Labor Officials, to be a permanent organization, having for its chief purpose the commendable one of inducing immigrants to leave the congested cities and settle on the land. The proceedings of the first meeting of the Conference are now printed in a pamphlet. 10 cents.
The Labor Bureau's report on Wage conditions in the steel industry is Senate document 110, 62d Congress, 1st session, in 5 vols. It is still in press.
Bulletin 1, series of 1912, Education Bureau, is A course of study for the preparation of rural school teachers. The special subjects of which outlines are here given are Nature study, elementary agriculture, sanitary science, and applied chemistry. A rural teacher well grounded in these modem branches will be a prize for any little red schoolhouse.
There is a second edition of that standard book, The data of geochemistry.
Parts 2 and 4 of the Catalogue of copyright entries will hereafter be issued quarterly instead of monthly.
Senate document 870, 61st Congres, is the Proceedings of the north Atlantic coat fisheries arbitration, which was heard by The Hague Tribunal June 1-Sept. 7, 1911. Three volumes of the 12 in the set have been issued.
The memorial volumes commemorating the public services of the late Senator John Warwick Daniel, Representative Francis Rives Lassiter, and Representative James Breck Perkins have been published. As a rule, to which the exceptions are few, memorial volumes are issued by Congress to commemorate only those Senators and Representatives who are actually in office at the time of death.
A recent publication of that very active and prolific publishing bureau, the Interstate Commerce Commission, is: Notice to shippers in foreign countries who ship dangerous articles to the United States of America. Accompanying the pamphlet are facsimiles of the red, yellow, white, and green labels required to be used for shipment of different classes of inflammable, corrosive, or otherwise dangerous articles. On sale with the Superintendent of Documents, 10 cents.
Feb. 20, 1912, the President sent to Congress the Report of the Employers' Liability and Workmen's Compensation Commission, and a proposed bill to carry out its recommendations. The President's accompanying message gives the Report and bill a strong endorsement for reasons which are fully and forcibly set forth. This Report is the same whose complex method of publication was commented upon in the December Monthly catalogue. It is now to be printed as Senate document 338, 62d Congress, 2d session, in complete, consecutive, and final form.
The new compilation of Federal anti-trust decisions (same title as the earlier compilation) should be in stock by the time this Catalogue reaches the reader. It is in 4 vols., covering the period 1890-1912, price not fixed at the time of writing. It will be sold by the Superintendent of Documents. It will be printed as 62d Congress, 1st session, Senate document 111, with provision also for 3,000 extra copies, 1,000 for the Senate, 2,000 for the House.
The report of the Commission on Economy and Efficiency relative to centralization of the distribution of Government publications, the use of window envelopes, and a photographic process for copying printed and written documents, which the President sent to Congress Feb. 5, 1912, with a commendatory message, has been published as Senate documen 293, 62d Congress, 2d session.
House document 458, current Congress, in 2 volumes, is the report of the President's Economy and Efficiency Commission, awaited with general interest. The title of the document is: Message of the President of the United States on economy and efficiency in the Government service. The Message fills 20 pages. Its Appendix, which is the Report of the Commission, fills 1513 pages.
There is a new edition of the Navigation laws, the first since 1907. As a Concessional print it is House document 476, 62d Congress, 2d session.
When the Index-catalogue of medical and veterinary zoology (Animal Industry Bureau Bulletin 39) had, in its 35th part, attained to the title Zypkin, the Monthly catalogue, seeing that the extreme limit of the alphabet had been reached, concluded that the Index-catalogue had come to its legitimate end, and said so. It was a word spoken too soon, for now comes along Part 36. This part does not seek to extend the alphabet, but is made up of Addenda and Corrigenda to Parts 1-35. The possessors of those parts should of course have also Part 36.
The last report of the Territorial Governor of Arizona is one of the February publications. The Territory was organized in 1863, but the first pamphlet report of its Governors in the Public Documents Library is that by John C. Fremont in 1878.
House concurrent resolution 32, providing for printing 20,000 additional copies of the message of the President and the report of the Tariff Board on schedule K, Wool and manufactures of wool, was agreed to in the Senate March 1. The new print will be in 2 volumes. This important report has been previously printed as House document 342, 62d Congress, 2d session, in 4 vols. It has also been issued in one volume, without document number, for the Senate Committee on Finance.
Interstate Commerce Commission reports, vol. 21, May-Dec. 1911, is now available. In buckram, $1.50.
Mines Bureau Bulletin 15, Investigation of explosives used in coal mines, an important report in 197 pages, 7 plates, and several minor illustrations, can be supplied for 25 cents.
Chapter 23. Education Bureau Report, 1911, title Educational directory, has been issued also in a separate pamphlet.
A list of references to books, pamphlets, and periodicals containing material on parcels post has been published by the Library of Congress. It is sold by the Superintendent of Documents at 10 cents.
The Census Bureau has issued 51 Population Bulletins, one for each of the 48 States and for Alaska, District of Columbia, and Hawaii. Similar bulletins giving agricultural statistics, and a third series giving manufacturing statistics, have been issued for most of the States. The Superintendent of Documents supplies these bulletins at 5 cents each.
A new list of the now numerous publications of the Public Health and Marine-Hospital Service not only refers its users to an important series of medical works, but also further aids them by giving prominence to the fact of their sale by the Superintendent of Documents.
The new edition of Wireless telegraph stations of the world, corrected to Jan. 1, 1912, is out of press. It can be had only from the Superintendent of Documents, price 15 cents.
The Preliminary schedule of the set of volumes of the Congressional reports and documents of the 3d session of the 61st Congress (Dec. 5, 1910-Mar. 4, 1911) has been published.
There are several numbers missing, owing to changes of plan of publication after numbers had been assigned to documents in accordance with early announcements. The missing numbers are mostly in the extensive series of publications of the Immigration Commission, consolidations and other changes in that series having eliminated Senate documents numbered 661, 664, 751, 752, 754, 755, 757, 759, 760, 762, and 763, none of these numbers being represented by publications. Senate document 663, also eliminated by combination with another number, is a publication of the National Monetary Commission. All of these are indicated in the Schedule by footnotes. While the numbers are blank, the publications are not lost; they are merely transferred and combined.
There is, however, one other, concerning which information did not come to hand until after the Schedule had been printed. This is House document 1457, which would have been vol. 82, serial 6026. In this case the publication as well as its numbers disappears from the Document set. When the number was assigned it was intended to print the Agriculture Department's Report for 1910 on the leet-sugar industry as House document 1457. This intention has been reconsidered. The 1910 Report will not appear as a distinct publication. It will be combined with the Beet-sugar report for 1911 and the combined report will be issued as a bulletin of the Plant Industry Bureau. There will not be a numbered Congressional document print of this report.
This popular title was first given to Farmers' bulletin 391, Economical use of meat in the home. This went very well for a while, and the circulation of the little 5 cent pamphlet was enormous. But after a while people who asked for Uncle Sam's Cookbook and got Bulletin 391 came back with complaints, saying that neighbor So-and-so had had from Washington a big book with the name Uncle Sam's Cookbook on it. In reply to the statement that the Government did not publish such a book two correspondents came back with the statement that they had been in Washington, and among the Government establishments they had been shown through was the Printing Office, and there they saw big red books on which binders were putting the title Uncle Sam's Cookbook in gilt letters.
Of course men will believe their own eyes, and explanations to the contrary would be wasted on these sightseers. There is, however, an explanation which does not ask the sightseers to disbelieve their eyes and yet shows that Uncle Sam does not issue such a book as they have seen.
All of the Government publications on cooking and nutrition have been comparatively small pamphlets and the most of them in the series known as Farmers' bulletins which are never larger than 50 pages. The number of these printed runs into millions, and among the several agencies for their distribution are the Senators and Representatives, each one of whom may have an allotment of them if he chooses. The popularity of Bulletin 391 gave some members of Congress the idea of making a big Government cookbook by selecting the bulletins relating to foods, food values, cooking, and nutrition, of which there are many, and having them bound together under the taking title "Uncle Sam's Cookbook." No such book was ever issued by order of Congress, but a limited number was issued, on the order and at the expense of individual Congressmen, which is quite a different thing.
Should such volumes be undertaken hereafter they will be sure to contain two of February's publications, namely, Miss Anna Barrows's Course in the use and preparation of vegetable foods for movable and correspondence schools of agriculture and Mr. C. F. Lang worthy and Miss Caroline Hunt's Cheese and its economical uses in the diet. These are among the most notable of recent contributions to Uncle Sam's Cookbook.
The thousands of American merchants and exporters who have been buyers of the World trade directory, compiled by the Manufactures Bureau, Commerce and Labor Department, and sold by the Superintendent of Documents, will be interested to know that the first supplement to that extensive work has been printed and is now on sale. It is a pamphlet list of names which American consuls have recommended should be eliminated from the Directory. Price 10 cents.
House document 559, current Congress, is a composite volume, containing, 1st, the President's Message, in which he approves the recommendation of the Hughes Commission that the 2d-class mail rate be raised from 1 cent to 2 cents a pound and disapproves the plan of Government ownership of the telegraph service; 2d, the Annual report of the Postmaster General, in which the taking over of the telegraph system is advocated; and, 3d, the Report of the Commission on second-class mail matter, of which Mr. Justice Hughes of the United States Supreme Court, President Lowell of Harvard, and President Wheeler of the Chicago Association of Commerce were the members.
The set of bound volumes of the publications of the National Monetary Commission, which was described in detail in the Monthly catalogue tor October, 1911, page 180, will soon be in stock. The volumes are substantially bound in dark red buckram and are sold by the Superintendent of Documents, in sets only, at $45.
By the adoption in both branches of House concurrent resolution 23 (Cong. Rec. v. 48, no. 65, p. 2622) an unusually large edition of a forthcoming document has been ordered. It is a compilation of special consular reports relating to the tare deductions made in foreign countries on cotton received from the United States. The very large number of 100,000 copies ordered indicates great interest in the subject.
In this case, as in all similar cases, the order for "extra copies" carries with it, automatically, the "usual number" of about 2,000 copies bearing a document number from which the depository libraries, the foreign exchanges, and other regular recipients of the numbered Congressional documents are supplied.
It is to be hoped that this compilation of special consular reports will be so numbered and titled that it cannot be confused with the numbered series of special consular reports which has been in course of publication since 1890. Even better would be an understanding between the Departments concerned by which the new volume might receive a consecutive number and become a part of the regular series of numbered Special consular reports.
The contents of the cotton tare book are 13 special reports from the American consuls in the 13 principal cotton-receiving ports of Europe. Speaking generally, they sustain the contention of American shippers that the tare deductions on American cotton bales are excessive. They show also that American cotton baling is less careful and secure than that of other cotton-growing countries. The aggregate loss to American cotton growers from these causes is estimated to amount to the great sum of 125,000,000 annually. The reports of the consuls are accompanied by numerous photographic illustrations which will be reproduced in the volume.
Economic circular no. 1, issued Feb. 13, 1912, proceeds from the Bureau of Fisheries. It is but 4 pages, an advance summary of a complete report on Mussel beds of the Cumberland River to be published later. Future numbers in this series will be of a similar character, summarizing reports which will later appear in full in the regular publications of the Bureau. The purpose is to supply to the interested trades at the earliest possible moment any economic information which the scientific researches of the Bureau may bring to light. No. 1 is of special interest to the pearl button trade, which is a large industry on the western rivers.
Four international wngreeseB nave been invited in one fashion or another to hold their next meetings in this country, three of them during the present year, the other in 1914, and all are ready to do so—though for some Congressional appropriations for entertainment, etc., are asked.
By act of Congress approved Feb. 26, 1907, the President was authorized to invite the 15th International Congress on Hygiene and Demography to meet in the United States in 1910. The invitation was transmitted by the American delegates to the 14th Congress, sitting in Berlin, Sept. 1907, and was accepted. After invitations had been sent by the United States to all foreign governments, it was found that preparations could not be completed so soon, and by resolution approved Feb. 3, 1910, Congress authorized postponement for one or two years. The Department of State subsequently approved Sept. 23-28, 1912, as the date of the Congress. Invitations to be represented have been accepted by 23 foreign nations and by 29 States of this country. Congress has appropriated 120,000 for preparations and the State Department is now recommending the appropriation of $40,000 more for the entertainment of the very large Congress which is expected. The 14 Congresses hitherto held have all been located in Europe and all at national capitals and pursuant to national invitations. Demography, as defined by the Century dictionary, is "that department of anthropology which relates to vital and social statistics and their application to the comparative study of races and nations."
The Interparliamentary Union is a body composed entirely of members of the legislative bodies of various countries who favor arbitration as the best method of settling international difficulties. The Union met in this country in 1904 and will meet here again this year if Congress will extend an official invitation. In October last, at the session of the Union in Paris, an American delegate presented an unofficial invitation, signed by 304 members of the Congress of the United States. The House Committee on Foreign Affairs has recommended the passage of House resolution 207, extending an official invitation and appropriating $50,000 for the entertainment of the body in which nearly all the governments of the world are represented.
The 2d Pan-American Scientific Congress is booked for this country in 1914 and the State Department has submitted an estimate of $50,000 for preliminary expenses, entertainment of delegates, and publication of the proceedings in English and Spanish. Three Latin-American Scientific Congresses have been held in South America. When the 4th was appointed to be held at Santiago, Chile, Dec. 25, 1908-Jan. 5, 1909, it was decided to make it Pan-American by inviting the United States to be represented. The invitation was accepted and delegates were sent, the 4th Latin-American Scientific Congress thus becoming the 1st Pan-American Scientific Congress. This body designated the city of Washington as the seat of the 2d Pan-American Congress. The transactions of the body are not restricted to any special branch, but range over the whole field of scientific inquiry. The report of the United States delegates to the Santiago Congress has been published as Senate document 64, 61st Congress, 1st session. It dilates upon the generosity of the reception given them in the Chilean capital, and the State Department suggests that this country should do as well.
By joint resolution approved March 4, 1909, Congress authorized the President to invite the International Congress of Applied Chemistry to hold its 8th meeting in this country. The resolution also provided "that no appropriation shall be asked or granted for any expense connected with said Congress." The invitation thus authorized has been given and accepted, and the Congress will assemble in Washington Sept. 4 and after one day's session, over which President Taft will preside, will adjourn to New York, where it will sit, Sept. 6-13. A very large attendance is expected, and extensive arrangements have been made for touring the country and visiting factories and works where chemistry is applied to production. The President has appointed a large committee of Government scientists, with Dr. Wiley as chairman, to welcome the visitors to Washington.
