The Superintendent of Documents is authorized to sell at cost any public document in his charge, the distribution of which is not otherwise provided for. Only one copy can be sold to the same person, excepting Members of Congress, or to libraries or schools.
Documents can not be supplied by this Office free to individuals, nor can they be forwarded in advance of payment.
Documents entered in this catalogue that are for sale by the Superintendent of Documents, Washington, D. C., are indicated by a star (*) preceding the price named. A dagger (†) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (‡) indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.

The accumulation of publications in this Office amounts to several millions, of which about 700,000 are assorted, forming the sales stock, and covering nearly every important Department, Bureau, and series. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity. Of many of the most valuable works only one or two copies remain.
In ordering, it should be borne in mind that most of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent.
Lists on various subjects will be issued from time to time for free distribution. No general price-list of public documents is at present available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.
Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and ½c. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.
Beginning with July, 1909, the index to the Monthly catalogue will be issued separately each quarter, and will cumulate for halfyearly periods. That is, the September number of the index will be an index to the July to September Monthly catalogues, the December number will be an index to the July to December Monthly catalogues, the March number will be an index to the January to March Monthly catalogues, and the June index will be the index for the fiscal year 1910. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency may be sent at owner's risk. Canadian postal notes will be accepted only when the name of the issuing office is plainly stamped on the face of the note. If postage stamps are pasted on, the note will be returned.
Postage stamps, foreign money, uncertified checks, defaced or slick coins will positively not be accepted.
No charge is made for postage on documents forwarded to points in the United States, Guam, Hawaii, Philippine Islands, Porto Rico, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage.
Senate document 150, 61st Cong. 1st sess., is an interesting letter from the Secretary of State submitting reasons why he had asked an appropriation of $100,000 to be used in foreign trade expansion.
Senate document 153, 61st Cong. 1st sess., is Senator Bacon's tabulation of tariff votes in the Senate. Here every Senatorial vote on every division or subdivision of the tariff question is shown.
An exceedingly practical Geological Survey Bulletin is no. 373, entitled Smokeless combustion of coal in boiler plants, with chapter on central heating plants. The Survey holds that smoking stacks are not only wasteful but needless.
Treaty series 518 is an agreement signed by 11 American powers to coöperate in measures for quarantine against cholera, plague, and yellow fever.
Circular 38 of the Plant Industry Bureau, discussing the probable introduction into this country of the currant rust of the white pine, incidentally reveals the interesting fact that the agitation for forest conservation has led to large importations of young trees from Europe for use in reforesting denuded tracts. The bulletin informs us that several million young white pines are thus brought in every year.
The Agriculture Department has started on the Truckee-Carson irrigation project in Nevada an experimental farm to demonstrate the proper use of irrigation and point the way to the best results under the new methods that are turning the and plains into gardens. Bulletin 157. Plant Industry Bureau, tells all about it. Price 10 cents.
In one of the first cases under the Federal employers' liability law (Hoxie v. N. Y., N. H. & Hartford Railroad Co.), the Connecticut Supreme Court has decided that Congress has no power to compel State courts to assume jurisdiction of cases arising under this Federal law.
Treasury decisions, vol. 17, Jan.-June, 1909, has been issued in the usual form. Sold by the Superintendent of Documents at $1.50 in full leather binding.
The Yearbook of the Department of Agriculture, 1908. is now on sale by the Superintendent of Documents at $1.25 in cloth binding. It is one of the most attractive issues of the series, containing several colored plates and the contents being practical and timely.
A new pamphlet from the War Department describes the eight camps of instruction which the Government now maintains for the training of the regular Army and the State National Guard. The camps are in New York, Indiana, Texas, Wyoming, Georgia, Washington State, Kansas, and California.
For many years past the Hydrographic Office, Navy Department, has issued monthly pilot charts for the north Atlantic and the north Pacific, showing currents, derelicts, icebergs, storm tracks, steamer routes, etc. The Office has now begun similar series for the south Atlantic and the south Pacific. Those, however, are issued only quarterly. The September issue of the north Pacific chart has printed on its back an exhaustive treatise on cyclonic storms. Similar treatises on marine subjects appear on all the charts, and recently these have been reprinted in pamphlets under the series title Reprints of hydrographic information from Pilot charts and Hydrographic bulletin. Six such pamphlets have been issued, and though they are not imposing in size they embody the latest knowledge of the Hydrographic Office, known for generations as a trustworthy repository of sea lore.
The criminal code of the new revision of the United States laws, which was passed in the closing hours of the 60th Congress and was published as Public [act] 350 of the 2d session of that Congress, has now been published in a covered pamphlet with side notes and an appendix "containing references to all laws of a general nature, permanent in character, in force Dec. 1, 1908, having penal provisions not properly separable from the administrative provisions, not contained in the criminal code but embraced in the general revision of the laws of the United States." This edition is sold by the Superintendent of Documents for 20 cents. A note in the July catalogue spoke of the necessity for amending the new code before it can become operative.
A new War Department circular in pamphlet form shows the distribution of the troops of the regular Army from 1866 to 1909-43 years. It enables one to trace quickly the service of any or all of the army organizations.
The Public Health and Marine-Hospital Service has issued the fourth of its Studies upon leprosy.
The new tariff on imports into the Philippine Islands has been published as Public [act] 7 of the 61st Cong. 1st sess., and also in pamphlet form, with index, repertory, and appendix. The provisions relating to the admission of Philippine products into this country free of duty are contained in the new United States tariff law.
A study of the Iloco language is the title of War Department document 327. Iloco is one of the numerous languages of the Philippines.
The reports of the annual conventions of the Association of Official Agricultural Chemists are always in active demand. The reports of the 24th and 25th conventions, held in 1907 and 1908, were reprinted in Aug. 1909, and are on sale by the Superintendent of Documents at 20c. for 1907 and 40c. for 1908.
Some things that the grower of cereal and forage crops should know about insects is the title of a most interesting paper in the new Yearbook, and printed also in a separate pamphlet. It points out that outbreaks of destructive insects are not mysterious visitations of Providence, but the results of natural causes. One of the most potent causes is farming itself, which seeks to destroy many plants that are the natural homes of insects and to substitute other plants which are even more satisfying to insect taste. Insect inroads may not be altogether prevented, but they may be largely controlled and minimized by the intelligent farmer who will follow the advice given him in this treatise. The pamphlet print of it is sold by the Superintendent of Documents at 5c. It is only one of many of equal value in the 1908 Yearbook.
The Geographic Board sometimes reverses itself, as even more grave and reverend bodies also do at times. In the newly issued pamphlet containing the decisions of the Board from July, 1908, to July, 1909, is one withdrawing a former decision and giving the citizens of Wilkes-Barre, Pa., permission to go on compounding their local name as they have done for the century or more of their municipal existence. The people of that city would certainly have done so no matter what the ruling of the Board might have been, because their name is a point of patriotic pride very dear to them. The name is made by compounding the surnames of John Wilkes and Isaac Barre, two members of the British Parliament in the clays of the American Revolution who were friendly to the Revolutionists.
The Interstate Commerce Commission has issued an order forbidding steam roads to destroy the records of their transactions.
Geological Survey Bulletin 380, being part 1 of Contributions to economic geology for 1908, is now issued. Sold by the Superintendent of Documents for 40c.
Latin America, the land of opportunity, is a new pamphlet from the Bureau of American Republics, illustrated in the brilliant style which has of late made the Bureau's monthly Bulletin conspicuous among public documents.
Waterborne traffic, which is part 2 of the Report of the commissioner of corporations on transportation by water in the United States, is one of the month's notable issues. It has over 400 pages and 5 maps and is sold by the Superintendent of Documents at 50c.
An official list of the new House committees, which were appointed by Speaker Cannon in the closing hours of the recent session, with the location of the committee rooms, their telephone numbers and their meeting clays, has just been issued.
The 5th edition of that invaluable marine manual. Coaling, docking, and repairing facilities of the ports of the world, has been issued by the Naval Intelligence Office.
The Report of the delegates of the United States to the Pan-American Scientific Congress at Santiago de Chile Dec. 25, 1908, to Jan. 5, 1909, is published. The United States sent a strong delegation which apparently made a deep impression, for the Congress voted unanimously to hold its next session in Washington in 1912. The Report is only an outline of the proceedings and does not give the text of any of the numerous scientific papers that were presented.
The final semi-monthly index (No. X) for the Congressional record, vol. 44, 61st Cong. 1st sess., was issued Aug. 10, indexing numbers 99 to 111. July 19 to Aug. 6. As the session had ended Aug. 5, the uninitiated might be excused for believing that the conclusion of volume 44 had been reached. Not so. No. 112 appeared with the date Aug. 17 and No. 113 dated Sept. 1. These belated numbers of course did not contain any proceedings of Congress, but were made up of speeches which had been withheld for revision by their authors. They contain some of the most important tariff speeches of the many important ones of the session. No more numbers of vol. 44 will be issued.
No. 112 (price 6c.) contains speeches by Senators Elkins and Beveridge and several Representatives. No. 113 (price 16c.) has speeches by Senators Aldrich and Dick and elaborate tables of tariff increase and decrease prepared by the Manufactures and Statistics bureaus.
The bound copies of vol. 44, containing the speeches in their chronological order as they were spoken and a consolidated index in one book, have not yet been issued, but may be expected soon.
A 3-volume document to which a number of scientists of established reputation have contributed is Senate doc. 676, 60th Cong. 2d sess., Report of the National Conservation Commission, the entry for which appeared in the July, 1909, Monthly catalogue. Because of the small number printed, the supply of this document for distribution by sale is very limited. There is an especially active demand for Professor Irving Fisher's paper entitled National vitality, its wastes and conservation. This is printed in the 3d volume of the Conservation report, pages 620-751. An edition of 5000 copies of this paper has been separately printed as Bulletin 30 of the Committee of One Hundred on National Health. This committee, of which Professor Fisher is president, is not a Government body, but a creation of the American Association for the Advancement of Science. Its Bulletin 30 is therefore not a United States public document, though it is extracted from a public document. The 5000 edition is offered for sale by the Committee of One Hundred at $1 for paper-covered copies and $2 for copies in cloth binding, the receipts to go toward the support of the health conservation work of the Committee. Remittances should be made to the Title Guarantee and Trust Company, 176 Broadway, New York, which is the treasurer of the Committee. The United States Geological Survey is doing something toward meeting the popular demand for the Conservation Report by printing in a cheaper form the papers which were contributed by members of the Survey. Nine of them are grouped in Bulletin 394 under the title Conservation of mineral resources and the others in Water-supply paper 234 under the title Conservation of water resources. The full Conservation report, in 3 vols., paper covers, will be sold in sets only by the Superintendent of Documents (as long as it lasts) at $1.95 for the set.
Senate document 129, of the 61st Congress, 1st session, is a publication which must be valuable to many and should be interesting to all. Its full title is Precedents, decisions on points of order, with phraseology, in the United States Senate, from the First Congress to end of the Sixtieth Congress—1789-1909; compiled by Henry H. Gilfry, chief clerk of the United States Senate. The book will no doubt at once become a standard manual of parliamentary practice, but its chief effect on the life and manners of the American people—and a very considerable effect it may be—is likely to come from part 2, entitled Phraseology. Here are given all the formal phrases in which and by which the business of the Senate is carried on.
The new provisions imposing a tax on the earnings of corporations are not contained in a separate law as many people seem to suppose. They are a part of the new tariff law. The forms for making returns by corporations are being prepared in the Internal Revenue Bureau, and that is the bureau which will collect the tax.
The Government Hospital for the Insane, better known to Washington residents as St. Elizabeth's, has begun the issue of a series of numbered bulletins. No. 1, issued in July, contains 10 papers on psychiatric subjects.
The special census report entitled A century of population growth from the first census of the United States to the twelfth, 1790-1900, the entry for which appeared in the July, 1909, Monthly catalogue, is something more than a collection of statistical tables. It gives much incidental historical matter, reproductions of ancient maps, illustrative diagrams and facsimiles, analyses of the statistics, discussions of such topics as interstate migration, surnames, nationality, changes of boundary, etc., making altogether a reference book of uncommon interest and value. Sold by the Superintendent of Documents at $1.10 in blue cloth.
