Documents entered in this catalogue that are for sale by the Superintendent of Documents, Washington, D. C., are indicated by a star (*) preceding the price named. A dagger (†) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (‡) indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.
In ordering a publication from the Superintendent of Documents give the name of the issuing Department, Bureau, or Division, and title. If publication is numbered give number also. Do not order by Library of Congress card number.

The accumulation of publications in this Office amounts to over a million, of which several hundred thousand are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity.
In ordering, it should be borne in mind that many of the books have been in stock some time and are apt to be shop-worn. In rilling orders, however, the best copy available is sent.
No general price-list of public documents is available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year, including indices. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.
Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and 7over10c. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.
Beginning with July, 1910, the Index to the Monthly catalogue will be issued separately each quarter and will cumulate for the twelve months ending June, 1911. That is, the September number of the Index is an index to the Monthly catalogue for July, August, and September, the December number is an index to the Monthly catalogue for October to December, the March number is an index to the Monthly catalogue for January to March, and the June number will be the Index for the fiscal year 1911. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency may be sent at sender's risk.
Postage stamps, foreign money, defaced or smooth coins will positively not be accepted.
To facilitate the payment of the cost of documents, the Superintendent of Documents will hereafter accept coupons issued by him instead of cash. Coupons of the value of 5 cents each are sold in sets of 20 for $1.00. Address order to Superintendent of Documents, Government Printing Office.
No charge is made for postage on documents forwarded to points in United States, Guam, Hawaii, Philippine Islands, Porto Rico, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage.
The Labor Bureau's 19-volume series on conditions of woman and child wage-earners in the United States is still in course of publication as Senate document 645, 61st Congress, 2d session. Vol. 8 of the series, which is also part 8 of the document, is the latest issue. The volume title is Juvenile delinquency and its relation to employment.
All of the irrigation laws have been collected in a pamphlet sold by the Superintendent of Documents at 5 cents.
Forest Service Bulletin 84, Preservative treatment of poles, is a publication of importance especially to telegraph, telephone, and trolley road companies. These corporations use whole forests of poles, and as they are not very lasting the constant renewals required are a big item in the maintenance accounts. Bulletin 84 offers the results of many experiments in preservative treatment. 15 cents.
Technical series 21, Entomology Bureau, Synopsis, catalogue, and bibliography of North American Thysanoptera, with description of new species, is a sizable pamphlet relating to thrips, a family of insects so minute that to the ordinary unscientific observer the accounts of the harm they do seem almost incredible. 10 cents.
Soils Bureau Bulletin 68, The movement of soil material by the wind, with a bibliography of eolian geology, is a substantial treatise of 272 pages and several plates on a subject of most material import in the conservation movement but of which the average reader knows little. 35 cents.
The Post-Office Department is publishing postal savings bank information in numerous languages. Form PS10 is the Postal Savings System regulations in German.
Frost data of the United States and length of the crop growing season as determined from the average of the latest and earliest dates of killing frost. This is the title-page of a series of charts bound up as Bulletin V of the Weather Bureau. The title tells the whole story. 15 cents.
The President's Economy and Efficiency Commission has issued several publications in addition to those noted in the May Monthly catalogue.
The numerous archeologically-minded citizens who follow the publishing announcements of the Ethnology Bureau wilt not overlook Bulletin 44, Indian languages of Mexico and Central America. It is cloth-bound and sells for 35 cents.
Vol. 58, no. 1, Miscellaneous collections of the Smithsonian Institution, is a 5th edition, revised, and more than revised—substantially reconstructed, of the Smithsonian physical tables, for many years past a standard publication.
The United States Geological Survey continues actively its work of spirit leveling throughout the country. Several new bulletins on the subject were published in June. Bulletin 459 is spirit leveling in Missouri, 1896-1909; 460, Iowa, 1896-1909; 461, Michigan and Wisconsin, 1897-1909; 462, Oregon, 1896-1910; 457, Washington State, 1896-1910.
Application of some of the 7rinciples of heredity to plant breeding is the title of Plant Industry Bureau Bulletin 165. The reader will learn that there really is something new under the sun. Price 10 cents.
The President's speech on reciprocity, delivered at Chicago June 3, 1911, has been printed as Senate document 43 of the 62d Congress.
The Superintendent of Documents can supply a copy of the Regulations of the Naval Academy, 1911, in cloth binding, for 30 cents.
Plant Industry Bureau issues title-pages and contents tables to be used by those collectors of its bulletins who wish to bind them into substantial volumes in numerical order. The latest issue provides for thus binding numbers 198-205 as vol. 26.
As a contribution to the serious effort now making to exterminate one of the most noxious insect pests, the Animal Industry Bureau has issued its Bulletin 130, Studies on the biology of the Texas-fever tick. Price 10 cents.
Information relative to transportation of mails by railroads, issued by the second assistant Postmaster General, is a handy pamphlet of extracts from the Postal laws and regulations of 1902 and from more recent amendments to that volume.
Animal Industry Bureau Bulletin 137, considering Anthrax with special reference to the production of immunity, is a hopeful attack upon a virulent malady that has afflicted both man and beast from the dawn of history. The bulletin has found that it is mentioned by Moses in Exodus, and also by Homer, Ovid, Plutarch, Virgil, and Pliny. The bacillus of anthrax is unusually large and of such definite and constant characteristics that it can hardly be mistaken for any other. Vaccination is the protective treatment recommended.
The Interior Department has issued a descriptive pamphlet and map concerning the new Glacier National Park in Montana. 5 cents.
Under the general title, American mineral waters, the Chemistry Bureau has issued its Bulletin 139, describing the natural mineral springs of the New England States. Many readers will be glad to have this impartial and accurate information. 15 cents.
General popular use will no doubt be found for Standards Bureau Circular 10, Legal weights (in pounds) per bushel of various commodities. 5 cents.
Forest Service Bulletin 88, Properties and uses of Douglas fir, calls this "the most important of American woods." 15 cents.
Public Roads Office Circular 94, Progress reports of experiments in dust prevention and road preservation, 1910, reports many interesting and successful trials of road material and construction. Those which will probably arouse the greatest interest were made with the new material devised by Director Page and named oil-cement-concrete.
The Trade Relations Bureau, State. Department, has published an 11-page pamphlet of comparisons of prices of agricultural implements in Canada and the United States, showing that such prices are decidedly lower on our side of the line.
Uncinariasis (hookworm disease) in Porto Rico is a very important and interesting report by the Porto Rico Anemia Commission, at the head of which is Dr. Bailey K. Ashford, discoverer of the hookworm in Porto Rico and author of the measures by which this parasite that has depleted the blood and sapped the vitality of the barefooted farm laborers of the island is being eradicated. Such eradication will be substantially the rejuvenation of the island and one of the great triumphs of modern scientific medicine. The Government print of the work is Senate document 808, 61st Congress, 3d session, 335 pages and numerous illustrations.
Senate document 745, 61st Congress, 3d session, is a full statement of the proposals of Mr. Herbert D. Brown for the retirement of Government employees. The title is Savings and annuity plan proposed for retirement of superannuated civil-service employees.
Soils Bureau Bulletin 78, Use of soils east of the Great Plains region, is based upon the work of the Soils Bureau to January 1, 1910. During the ten years progress of the Soil survey 165,021 square miles, or 105,- 613,576 acres, have been mapped in that part of the country east of the Great Plains, the work having been so distributed that substantially every part of the eastern half of the country is represented in its results. Thus a vast amount of information regarding the origin, properties, and uses of American soils has been acquired and published in the annual volumes of Field operations of the Soils Bureau. It has been thought advisable to bring this information together compactly and in such manner as to point out the relationship and the essential differences in the various soils. Hence this volume of 292 pages, with a map and 16 figures. Sold by the Superintendent of Documents at 50 cents.
The present session of Congress, which began April 4, has been considering several projects of legislation of unusual importance, but has not yet brought any of them to a conclusion. The only law which has thus far passed through both Houses and received the Presidential approval is one for the extension and widening of a street in the city of Washington. This was approved June 30, and has been printed as Public no. 1.
Volumes 6 and 7, Publications of the United States Naval Observatory, have just been issued. Vol. 6 contains miscellaneous astronomical papers. Appendix 3 to vol. 6 is a List of publications of the Observatory, 1845-1908, by the Observatory librarian, Mr. William D. Horigan. A list of such completeness has long been a desideratum. Vol. 6 also appears as House document 140 of the 61st Congress, 2d session. Vol. 7 is a catalogue of 23521 stars, from observations made at the Observatory, 1846-1852. There is also a document print of it, 61st Congress, 2d session, House document 143.
The new Commerce Court has issued a code of rules for practice therein. An intimation is given also that additions to the Rules may be made at the next term of the Court.
Sixty cents is the price charged by the Superintendent of Documents for a paper-covered copy of United States Geological Survey Water-supply paper 256, a substantial volume of 406 pages and 27 maps and other illustrations, discussing in detail geology and underground waters of southern Minnesota.
The 33d (1910) annual number of that standard official publication, the Statistical abstract of the United States, is now ready for distribution. It has 772 pages and is sold in paper covers at 50 cents a copy. Its statistics cover comprehensively many years, in some instances going back to the foundation of the Republic. They are arranged under the following general headings, and under each one of these are numerous subheadings: Area, natural resources, and population; Agriculture, forests, and fisheries; Manufacturing and mining industries and patents; Occupations, labor, and wages; Internal communications and transportation; Merchant marine and shipping; Foreign commerce; Internal commerce— Commercial failures; Commerce of noncontiguous territory; Prices; Consumption estimates; Money, banking, and insurance; Wealth and public finance; Civil service, Army and Navy, Pensions, Congressional apportionment, and Presidential elections; Statistical record of the progress of the United States; Commercial, financial, and monetary statistics of the principal countries of the world. Here is certainly a most comprehensive statistical collection. When in doubt, ask the Statistical abstract.
The Animal Industry Bureau, Agriculture Department, has begun a series under the title Animals imported for breeding purposes for which certificates of pure breeding have been issued by the Bureau of Animal Industry. The first issue has for subtitle, Cattle: January 1 to March 1, 1911. Beginning January 1, 1911, customs officials have required certificates of pure breeding, issued by the Agriculture Department, before admitting the entry duty free of animals imported for breeding. This fact has made advisable the publication of lists similar to the cattle list here mentioned at quarterly or other suitable intervals. The first issue in this series is not numbered, but there are numerous precedents for beginning numbering after several numbers have been issued unnumbered.
The Mines Bureau has issued Schedule no. 1, Fees for testing explosives and conditions and requirements under which explosives are tested. Other numbers in this series will be issued from time to time as occasion may require.
Several of the numbered circulars of the Soils Bureau, Agriculture Department, have been double-numbered, the second number grouping them in a subseries under the title Soils of the eastern United States and their use. The Forest Service will shortly begin the publication of what promises to be an extensive and valuable series. This also will be a series within a series. The general title will be Commercial uses of the woods of the United States. The first issue will have for subtitle Cedars, cypresses, and sequoias, and will be Forest Service Bulletin 95. The second issue will be subtitled Pines, and will be Forest Service Bulletin 99. No other numbers are yet ready for announcement, but it is planned to continue the series until all the American varieties of wood have been considered. The treatment will be historical as well as commercial, showing the uses which have been made of each kind of wood from the first settlement of the country, with various statistics of the former and present supply, consumption, introduction of new uses and abandonment of old, etc.
The Hydrographic Office, Navy Department, has an extensive correspondence with inquirers who seek to avail themselves of the expert information of the office concerning nautical matters. Many of the letters written in reply to inquiries require much labor and research, and to the end that the results of this may not be buried in the letter files and thus made unavailable for future use the more important of them are being printed in a numbered series called Questions and answers. No. 3 of these is dated June 21. The questions and answers are also included in the series of numbered pamphlets entitled Reprint of hydrographic information from the Pilot charts and Hydrographic bulletin published by the United States Hydrographic Office under authority of the Secretary of the Navy. The latest issue of the Reprint is no. 21, and its contents are Questions and answers no. 3. No. 1 (unnumbered) is in Reprint 8, Sept. 20, 1909, and no. 2 is in Reprint 14, June 30, 1910.
The new edition of Packing for export is the first issue in this series which bears a printed number on its title-page. It is no. 5.

Miscellaneous series no. 5 is the official designation of the new edition of a valuable monograph from the Manufactures Bureau. The full title is Packing for export—Suggestions for preparation of American merchandise for shipment to foreign countries.
Two editions of a pamphlet of similar title were issued in 1909 and large numbers of copies were supplied to citizens and corporations interested in transportation. These were no doubt of much value in correcting the faulty methods which had been followed by American shippers to foreign countries. The early editions were, however, small affairs compared to the new edition just issued. The work has grown from 38 to 170 pages, the number of illustrations has been much increased, an index has been provided, and the requirements of safe packing for many additional countries, ports, and places are supplied.
That the country is waking up to the importance of suitable packing for export is demonstrated by the activity of railroad companies, steamboat companies, and manufacturing associations in securing hundreds and even thousands of copies of the new edition for distribution.
The pamphlets are sold by the Superintendent of Documents at 15 cents.
The buckram-bound volume of the Daily consular and trade reports, containing the reports printed daily during the months of April, May, and June, 1911, with title-page and index, will be issued in due course, and will be the last issue of the kind.
The demand for the bound volumes has not been sufficient to warrant then- continuance. • There are three volumes in all, covering the three quarterly periods, October-December, 1910, and January-March, AprilJune, 1911. Copies of all these can be supplied. Price, §1.50 each.
The publication of the quarterly indexes to the Daily consular and trade reports will be continued. Price, 10 cents.
