The delay in delivery, by the Superintendent of Documents, of those annual reports, serials, and other valuable departmental publications, which by law are also issued as publications of Congress, has been for years a much-discussed topic among librarians.
The reason for this delay, as has been stated and restated, is that the numbering of the departmental publications into the Congressional Series makes it necessary to hold them for many months until they can be arranged in suitable volumes for binding.
The departmental editions, not being subject to such restrictions, can be bound and delivered as soon as printed, and are therefore available for immediate distribution.
Libraries desiring the books promptly and not being able to obtain their copies from this office for months, or possibly years, after issue, have become regular applicants at the publishing offices, and their needs are usually supplied.
The cause of the recent complaints is that many of the publishing offices have learned that a list of libraries is maintained in this office to which are sent, by operation of law, a copy of each and every document issued, and in order to avoid duplication they have called upon us for the names of these designated libraries that they might strike them off their mailing lists. Thus the depositories are compelled to wait for the sheep-bound reserve.
The complained-of delay in delivery by this office, and its consequent evils, can only be remedied by the removal of these annuals and serials from the Congressional Series entirely, or the delivery of them to depository libraries in their department editions instead of as Congressional documents; the first proposition being the more desirable.
In a report on needed document legislation made by me to the Public Printer under date of March 26, 1906, this matter of omitting the Congressional document number from these classes of publications was fully discussed, and the reasons therefor made plain.
A copy of this report was forwarded to the clerk of the Joint Committee on Printing of Congress, and the matters therein were by him brought to the attention of the Printing Investigation Commission which was then at work upon a bill embodying provisions to remedy some of the glaring defects in the printing act of January 12, 1895.
In a modified form, after a thorough investigation of the subject, the Commission reported a clause in their bill embodying the suggestions made, as follows:
Publications ordered printed by Congress, or either House thereof, shall be in four series, namely, one series of reports made by committees of the Senate, to be known as Senate reports; one series of reports made by the committees of the House of Representatives, to be known as House reports; one series of documents, other than reports of committees, the orders for printing which originate in the Senate, to be known as Senate documents, and one series of documents, other than committee reports, the order for printing which originate in the House of Representatives, to be known as House documents. The publications in each series shall be consecutively numbered in the order in which they are received, the numbers of each series continuing in unbroken sequence throughout the entire term of Congress; but these provisions shall not apply to documents printed in confidence for the use of the Senate in executive session, or to confidential hearings of committees. If the publication so ordered be an annual report or serial publication originating in or prepared by an Executive Department, bureau, office, commission, or board, it shall not be numbered in the document or report series of either House of Congress, but shall be designated by title as hereinafter provided, Of all Department reports required by law to be printed the usual number shall be printed concurrently with the departmental edition.
In the binding of Congressional numbered documents and reports every publication of sufficient size on any one subject shall hereafter be bound separately, and receive the title suggested by the subject of the volume; and the others shall be arranged in convenient volumes and bound in a manner as directed by the Joint Committee on Printing.
In submitting the resolution the Printing Investigation Commission had this to say regarding its provisions (59th Congress, 2d session, H. Doc. 736):
One of the complaints reaching the commission from librarians and others having custody and frequent use of public documents, Congressional and departmental publications, has been on the score of duplication of and vagueness in titles. Since the opening of the Fifteenth Congress, in 1817, all documents and reports printed by order of Congress have been numbered in series, presumably for convenience of identification. The question of consecutive numbering seems to have overshadowed both the importance of either title or classification, and that which may have been, in the early stages of our history a convenience, has become not only an inconvenience, but grotesquely confusing.
It is conceivable that the present system was applicable to conditions existing at the time of its adoption, when but 647 documents and reports were printed during the entire term of a Congress, but when applied to present conditions, which involve the issuance of from 10,000 to 12,000 publications during the term of one Congress, the number in the Fifty-eighth Congress having been 11,189, with prospects of greater increase as the operations of the Government are amplified, it is apparent that some alteration of practice should follow.
Under prevailing practices, a multiplication of designations, necessitating the employment of six different terms to describe a document without even then disclosing its title, has resulted, as in the case of "Fifty-first Congress, second session, vol. 16 of House Executive Document," which is "part 2 of vol. 5 of part 5 of No. 1 of part 2 of vol. 16."
To exclude from the numbered series all but strictly Congressional documents would obviate the confusion above noted, working no hardship upon any one, depriving no Senator or Member of any part of his quota, but meeting the enthusiastic approval of every librarian charged with the custody of public documents.
The remedy contemplated by the Commission would further enable the superintendent of documents to supply to designated depository departmental publications while the same were of current interest, instead of withholding such publications until they can receive their document number in the Congressional series. By reason of the delay in supplying the depositories due to the present practice, these depositories secure, through Department officials or through Senators and Representatives, copies of the departmental editions of current publications. In due course of time, but in many instances after such documents and reports are no longer current, these depositories are supplied with duplicate copies of the same publications under the regular depository distribution. The original copy is then returned to the superintendent of documents, who must find some other outlet of distribution for a document out of date; and, as a result, hundreds of tons of such documents returned from various depositories are lying in the warehouses of the Government, with no one willing to receive them. The expense of the unnecessary mail transportation alone is an item of which Congress may well take cognizance.
But more important than all other considerations, from the standpoint of expense, is the unnecessary cost of putting every departmental publication, including all the annual and the more important bureau reports, to press for a second time. It should be understood that before these publications are transmitted to Congress they are printed as departmental publications, and printed copies rather than manuscript copies constitute the report officially transmitted. These publications are then reprinted in the Congressional numbered series. The proposal of the Commission cures this glaring evil.
The remedial provision proposed by the Commission contemplates the exclusion from the numbered Congressional series of all departmental publications and provides for their designation by title. It will also afford to the superintendent of documents, whose duty it is to compile these publications for purposes of binding and distribution, authority to classify them by subjects instead of as now, arbitrarily, by consecutive numbers, such numbers and arrangement being governed only by the date of their transmittal to Congress.
The arrangement suggested in the proposed legislation has been presented to the Librarian of Congress, as well as to many of the other important libraries of the country, and, without exception, it has met with their approval. In fact, the criticism of the present method and the suggestion of the proposed reform emanated from the librarians, and the importance of its adoption has been frequently urged by the American Library Association. The Commission has yet to hear of a single objection urged by any librarian or public official charged with the custody or frequent use of Government publications to this proposed plan, and it has been freely and widely discussed.
This legislation was finally enacted without amendment and became a law, March 1, 1907 (34 Stat. L., 1014), to the gratification of this office and of all the librarians of the country, especially those of designated depositories, but what seemed unobjectionable in theory, in actual practice was found to work a hardship at that point where complications could least be tolerated.
The files, as well as the entire scheme for quick handling of these publications in the Document Rooms and Libraries of the Senate and House of Representatives, were found not to be susceptible of change from a system by numbers to one by titles. The first deliveries, therefore, of such unnumbered publications as were formerly included in the regular numbered series were met with protest.
A meeting of all the Congressional distributers and the Superintendent of Documents was called by the Printing Investigation Commission to consider the matter, and it was decided to make a thorough investigation and draw up such legislation as might be necessary to relieve the situation with as little embarrassment as possible to those interests which the law of March 1, 1907, had so acceptably served.
As a result of this cooperative effort, a resolution was reported on the third day of the present Congress, December 4, 1907, and after considerable unnecessary delay, caused by parliamentary prerogatives, wielded for party purposes and not from an opposition to the resolution, this resolution, as slightly amended in the House, became a law on January 15, 1908.
The resolution in full as passed is as follows:
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That publications ordered printed by Congress, or either House thereof, shall be in four series, namely: One series of reports made by the committees of the Senate, to be known as Senate reports; one series of reports made by the committees of the House of Representatives, to be known as House reports; one series of documents other than reports of committees, the orders for printing which originate in the Senate, to be known as Senate documents, and one series of documents other than committee reports, the orders for printing which originate in the House of Representatives, to be known as House documents. The publications in each series shall be consecutively numbered, the numbers in each series continuing in unbroken sequence throughout the entire term of a Congress, but the foregoing provisions shall not apply to the documents printed for the use of the Senate in executive session: Provided, That of the "usual number," the copies which are Intended for distribution to State and Territorial libraries and other designated depositories of all annual or serial publications originating in or prepared by an Executive Department, bureau, office, commission, or board shall not be numbered in the document or report series of either House of Congress, but shall be designated by title and bound as hereinafter provided, and the departmental edition, if any, shall be printed concurrently with the "usual number:" And provided further. That hearings of committees may be printed as Congressional documents only when specifically ordered by Congress or either House thereof.
SEC 2. That in the binding of Congressional documents and reports for distribution by the superintendent of documents to State and Territorial libraries and other designated depositories, every publication of sufficient size on any one subject shall hereafter be bound separately and receive the title suggested by the subject of the volume and the others shall be distributed in unbound form as soon as printed. The Public Printer shall supply the superintendent of documents sufficient copies of those publications distributed in unbound form, to be bound and distributed to the State and Territorial libraries and other designated depositories for their permanent files. The library edition, as well as all other bound sets of Congressional numbered documents and reports, shall be arranged in volumes and bound in the manner directed by the Joint Committee on Printing.
SEC 3. That section two of an Act to amend an Act providing for the public printing and binding, and so forth, approved March first, nineteen hundred and seven, is hereby repealed.

The Committee on Printing having had under consideration a resolution suggested by the Printing Investigation Commission amendatory of an act relating to the public printing and binding, and so forth, approved March 1, 1907, being chapter 2284 of volume 34 of the United States Statutes at Large, reports the accompanying joint resolution with the recommendation that it be passed.
A report from the Printing Investigation Commission recommending this proposed legislation is submitted herewith and made a part of this report.

SIR: There was reported to Congress in the second session of the Fifty-ninth Congress, from the Printing Investigation Commission, a bill amending in several particulars the act of January 12, 1895, providing for the public printing and binding. The bill thus reported was enacted into law and was approved March 1, 1907. Among the several provisions of this act was one, contained in section 2, eliminating from the numbered series of Congressional documents the annual and serial publications of the Executive Departments. The recommendation for this amendment of the law was based upon representations repeatedly made by the superintendent of documents, librarians in charge of depository libraries, and by members and officers of the American Library Association.
The objections to the law as it stood were numerous:
First, the Government had provided for the placing of file copies of its publications in every State and Territorial library and in one library located in each Congressional district. Under this partnership arrangement between the Government and the libraries the Government publications remained the property of the Government, and were so marked. They were not intended for circulation and were not permitted to be removed from the various library buildings. The copies intended for distribution to these depository libraries were withheld for periods ranging from six months to more than two years.
Second, as a result. of these delays the libraries, having need for the more important publications of the Government, obtained them through various channels from the document rooms and folding rooms of the Senate and House of Representatives and from the Departments, the copies provided for them by law remaining in the meantime in the office of the superintendent of documents, awaiting completion of the scheme of arrangement and binding of the Congressional set. Thousands, and probably millions, of these duplicate copies first obtained by the libraries are now stored in various depository libraries. Large numbers of them have been returned to the superintendent of documents and other quantities he has not been able to receive for want of storage room. Many of them, except for the purposes of a file, are of little, if any, value, and, aside from the original cost of these publications, the cost of carriage by the Government, variously estimated by the Post-Office Department at from 5 to 8 cents per pound, is a considerable item.
Third, under the arrangement heretofore in effect the Congressional documents were bound in the order of their numbers, without reference to related subjects, the position of each document in the set being arbitrarily determined by its number, so that a report, for instance, on the seal fisheries of Alaska might be found under the same cover with a report on submarine vessels, or a report on forestry bound together with reports on The Hague conference, the extinction of the American bison, or the propagation of the Alaskan reindeer.
Fourth, putting back to press of publications for the printing of copies which might properly be printed concurrently with the Congressional edition.
Fifth, expensive and important duplication of entries in cataloguing due to the printing of identical publications in what constituted, under all rules of cataloguing, separate editions.
The superintendent of documents was invited to formulate a plan and suggest proper amendment of the law under which such plan could be put into operation. This he did and his suggestions were submitted to the superintendents of the document rooms of the Senate and House, who jointly recommended an amendment narrowing their scope to include only tbe annual and serial publications of the Executive Departments, which constitute, in bulk, three-fourths of the entire Congressional set and in numbers less than 5 per cent of documents and reports, these annual and serial publications to be taken from the numbered series and to be designated by title alone. The superintendents of the Congressional document rooms represented that this would place some additional labor upon their offices, but expressed the belief that it would work no serious hardship or confusion.
The officials of the document rooms and libraries of both the Senate and the House have, since this provision became operative, expressed the belief that it would lead to delay, if not confusion, in their offices, and in the light of this expression the subcommittee is of the opinion that this change should not be inaugurated as it applies to these offices.
By direction of the subcommittee a conference of the officials of the libraries and document rooms of the Senate and House with the superintendent of documents was held on November 16, and a modification of the provisions of section 2 of the act of March 1, 1907, as it relates to the numbering of the annual and serial publications of the Executive Departments was agreed upon, which will, if adopted, leave to the Congressional offices, undisturbed, the system heretofore in vogue, and will at the same time conserve four out of the five points of economy and advantage sought to be obtained by the operation of this section, the single advantage waived being that relating to cataloguing. The restoration of the document numbers to the annual and serial publications delivered to Congress will make necessary a continuance of the duplication of entries in cataloguing. It will, however, leave to the document rooms their former system undisturbed, and, by supplying new title-pages to less than twenty documents at this time, the documents of the present Congress will be uniform with those of the past.
The plan, as outlined at the conference referred to, was submitted to the chairman of the committee of the American Library Association on relations with the Federal and State governments, and a letter from that officer (Dr. Bernard C. Steiner), hereto appended, expresses the belief that the plan will afford to the depository libraries relief from the conditions of which they have heretofore complained.
The subcommittee is of the opinion that there should not be the slightest risk of delay or confusion in either the filing or distribution of the documents intended for Congress, and if, in their efforts toward cooperation in the work of the Commission, any officer of Congress has acquiesced in or approved the inauguration of conditions that are difficult to administer, it is thought that the Commission can ill afford to be less magnanimous by tailing to recommend prompt and immediate relief.

DEAR SIR: Replying to your letter of November 30, transmitting draft of a proposed joint resolution in modification of the provisions of section 2 of an act approved March 1, 1907 (Public—No. 153), as it relates to the numbering of annual and serial publications of the Executive Departments or other Independent publishing offices in the numbered series of Congressional publications, I would state that the draft seems to cover the ground completely and, in my opinion, will readjust matters to the satisfaction of the libraries and document rooms of the House and Senate and at the same time not interfere with the more logical distribution to designated depository libraries.
In consideration of the careful investigation made by the Commission before submitting Public—No. 153 for legislative action, it seems strange that the difficulties which are now discovered in the handling of unnumbered publications in the document rooms and libraries of the Senate and House should have been underestimated, but, after a further Investigation of the subject personally, I am convinced that the request of these officers for the reinstatement of the numbering of those publications which were excluded by the act of March 1, 1907, is just, and the only possible solution to insure that quick service which is demanded of them during the sessions of the respective bodies to which they are attached.
Besides replacing the numbers on the "up number," and thus doing away with any dissatisfaction among Congressional officers, the joint resolution as drafted provides for the designated depositories a distribution which has long been desired in that it supplies them with the publications as soon as issued and while they are of the greatest value.
The removal of the annuals and serials from the Congressional numbered series in the library edition permits of the immediate delivery to the libraries of nearly 75 per cent of what was formerly the sheep-bound reserve when considered as to the number of pages and volumes, or less than 5 per cent when considered as to the number of documents and reports. Of the remainder, about one-fourth would be large enough to bind separately and deliver immediately, as provided by law, and the remaining three-fourths would necessarily be held to be bound in miscellaneous volumes and distributed as formerly.
For the Fifty-eighth Congress, third session, the Senate reports numbered 601, aggregating 2,105 pages, and the House reports numbered 1,098, aggregating 2,560 pages, or a total of 1,699, aggregating 4,665 pages. Of these reports 139 were "of a general public character," and aggregated 1,305 pages, and under the law as it stands at present would be held and bound "as directed by the Joint Committee on Printing" and the remainder would be forwarded to the libraries in unbound form.
The purpose of this enactment was to supply the libraries with everything printed and still not compel them to lumber up their shelves with a lot of material which would never be referred to. While this is commendable, it does not serve the purpose to a "designated depository," as it has always been the intention that complete sets of Government publications should be preserved in these depositories.
The law is also weak in that it provides quick delivery of the very publications which are of no particular value, being considered "not of a general public character," while it compels the superintendent of documents to hold for binding the publications which are of the most interest.
It would not, however, be advisable to distribute those publications which are of "a general public character" in unbound form as soon as printed unless the libraries were to be supplied in the future with bound volumes to replace the unbound copies.
For years the cry of the librarians has been for the immediate delivery of all Congressional documents, and the resolution provides for this important distribution which will be appreciated by the librarians. The duplication of the material, as will be seen by the figures given above, would not be great and the cost not much over $1 a session for each depository.
Such legislation will not only provide the libraries with material while it is of the most value, but will enable this office to devise a means of binding for their permanent files the valuable documents and reports in such a manner that they may be easily available and subject to better classification on the library shelves.

should be repealed, as especially detrimental to the usefulness of these volumes for the purposes of the Senate.

The necessary replacing of the Congressional numbering on "usual number" of the annuals and serials is to be deplored, as two editions of these publications are thereby perpetuated, but the privilege of arranging the material comprised in the Congressional Series into more logical volumes is a great gain, while the sending of the annuals and serials to libraries in the departmental editions removes all the obstacles which distributing them as Congressional documents entailed.
In making a concession to the needs of the Congressional officials, so far as the numbering was concerned, this office gained for the libraries the immediate delivery of all Congressional documents and reports.
Under this new enactment, which goes into effect at once, those Congressional documents and reports which are of sufficient size and importance will be bound separately and immediately forwarded, and the remainder will be sent out unbound as issued.
The unbound copies will not be stamped "Property of the U. S. Government," nor will the libraries be charged with them. They will be at liberty to destroy what they do not care to keep, but in no instance does this office desire the return of any of this unbound Congressional material at any time.
Bound volumes for the permanent files, including duplicate copies ot every document or report sent out in unbound form, will be distributed eventually, after being arranged and bound "in manner directed by the Joint Committee on Printing."
When these bound volumes are substituted for the unbound, the unbound may be disposed of in any way the library deems advisable, except that they must not be returned to this office.
When the Printing Committee reaches its decisions as to the binding to be applied to Congressional documents in the future, those annuals which have accumulated so far this Congress will be forwarded, and hereafter all annuals will be sent out concurrently with those of the department quota.
No longer will the librarians be compelled to beg for books which by law are theirs, as the prompt delivery by this office will obviate the necessity of obtaining duplicates from the publishing offices, and thus will one of the most vexing problems in public documentology be solved.
No list nor invoice will be sent, nor will the documents or reports be received in strict consecutive order. They will, however, be forwarded as quickly as issued and this office will keep track of the numbers so that all will eventually be supplied. It will not be necessary for librarians to make requests for certain numbers unless to replace copies mutilated or lost, or which they can make use of in duplicate.
We would be glad of an expression from the librarians, as experience warrants, of the advantages or disadvantages which this new system entails; not so much for personal gratification, as a matter of record which should be carefully noted as we make rapid strides toward better methods in document production and distribution.
This is the month of annual reports. Though a newspaper story attributes to Secretary Taft the statement that when he has anything he wishes to conceal he puts it in his annual report, this may be regarded as only a graphic way of expressing his opinion that legislators and others do not read the annual reports of the Executive Departments and bureaus so much as they ought. Certain it is that the readiest and surest way to gain a good understanding of the vast and complex work the Government is doing is to read the annual reports. Nobody can read all of them, but everybody should be interested in one or more of them. The annual reports which are listed in this number of the Monthly catalogue are those proceeding from the

Here are only 29 all told, and the wise citizen who reads the whole list will surely know more of the interior workings of his Government than he ever knew before. It is true the majority of them are minor reports, issued by bureaus and boards instead of Departments. There is in fact but one Department report in the list. But it is from the bureau reports that the facts are taken for the Department reports. The more minor a report is the nearer it gets to the actual work, and there is none of them from which facts at once interesting and significant may not be gathered by the student of Government methods.
The 39th annual list of merchant vessels of the United States, for the year ended June 30, 1907, has been issued. In relation to the power boats and their service, the list tells whether they are used for passenger business or for freight, towing, ferrying, fishing, lightering, oystercatching, whaling, dredging, piledriving, prospecting, or wrecking, and whether they are fire boats, pilot boats, police boats, tenders, or yachts. In addition to all this detail in relation to merchant vessels, the list gives similar particulars as to the vessels of the Navy and of the Quartermaster's Department of the Army, the Engineer Department of the Army, the Ordnance Department of the Army, the Revenue-Cutter Service, the Light-House Establishment, the Coast and Geodetic Survey, the Bureau of Fisheries, the Public Health and Marine-Hospital Service, and the Bureau of Immigration, for each of these Government establishments maintains a fleet of greater or less magnitude. This extended note on the contents of the Annual list of merchant vessels is given by way of illustrating the thoroughness with which the Government records are usually made and published.
Education Bureau Bulletin 3, series of 1907, is a translation of six lectures on the auxiliary schools of Germany for defective and backward children. This is a subject of great interest to teachers and to all humanely-minded persons, and it has been more maturely and thoroughly worked out in Germany than hi the United States.
The long-expected memorial volume concerning John Paul Jones, the world-famous exemplar of desperate bravery in sea-fighting, has at last appeared and is found to be a very thorough-going piece of work. The occasion for its publication is the memorial exercises at Annapolis in April, 1906, but it contains much more than a report of those exercises. The official reports concerning the discovery and identification of the Admiral's body are printed in extenso, and they seem sufficient to set at rest all cavil as to the question of identity. Jones's personal report of his greatest sea-fight and other Jones papers of almost equal interest, a chronology of the events of his eventful life, and a most notable series of illustrations, including a round dozen portraits of the hero, give the book distinction and value. Though not formally a biography, it contains an amount of biographical material that will give it place in the front rank of the Government's biographical publications. It is, indeed, unique, for never before in all history has a man 113 years buried been exhumed to be photographed and memorialized.
The Commerce and Labor Department issues a pamphlet announcing the organization in December last of the National Council of Commerce and outlining its composition and purposes.
Part 2 of Geological Survey Bulletin 316, being the annual report for 1906 on Contributions to economic geology, contains, among many other useful things, material information as to the new cheap fuel, "producer gas."
Part 2 of the Report of the commissioner of corporations is a very meaty and weighty document of a thousand pages. Its character may be judged from the fact that in his letter of submittal the commissioner makes the unqualified statement that the report definitely disproves the claim of the Standard Oil Company that it has reduced the price of oil and has been a benefit to the consumer. On the contrary, says the letter, the Standard has consistently used its power to raise prices, which would have been lower under normal competitive conditions. The commissioner adds that in view of the Government's suits against the Standard "some of the more detailed evidence regarding price discriminations is at present withheld from publication; and the same is true of evidence regarding other unfair practices, the most important of which are the maintenance of bogus independent companies, espionage over the business of competitors (especially by bribing railway employees to disclose their shipments), and deception as to the quality of oils sold." Surely, public documents are becoming refreshingly outspoken.
