Documents entered in this catalogue that are for sale by the Superintendent of Documents, Washington, D. C., are indicated by a star (*) preceding the price named. A dagger (†) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (‡) indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.
In ordering a publication from the Superintendent of Documents give the name of the issuing Department, Bureau, or Division, and title. If publication is numbered give number also. Do not order by Library of Congress card number.

The accumulation of publications in this Office amounts to over a million, of which several hundred thousand are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity.
In ordering, it should be borne in mind that many of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent.
No general price-list of public documents is available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year, including indices. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.
Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and ½c. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.
Beginning with July, 1910, the Index to the Monthly catalogue will be issued separately each quarter and will cumulate for the twelve months ending June, 1911. That is, the September number of the Index will be an index to the Monthly catalogue for July, August, and September, the December number will be an index to the Monthly catalogue for October to December, the March number will be an index to the Monthly catalogue for January to March, and the June number will be the Index for the fiscal year 1911. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency may be sent at sender's risk.
Postage stamps, foreign money, uncertified checks, defaced or smooth coins will positively not be accepted.
To facilitate the payment of the cost of documents, the Superintendent of Documents will hereafter accept coupons issued by him instead of cash. Coupons of the value of 5 cents each are sold in sets of 20 for $1.00. Address order to Superintendent of Documents, Government Printing Office.
No charge is made for postage on documents forwarded to points in the United States, Guam, Hawaii, Philippine Islands, Porto Rico, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage.
In Senate document 603, 61st Congress, 2d session, have been gathered the most prominent cures for alleged political ills which are now offered for the consideration of the American people. In this one document are found these titles: Registration, Secret ballot, Direct primaries, Publicity of campaign contributions, Corrupt practices act, Initiative, Referendum, Recall, Des Moines plan, Short ballot.
In Senate document 637, 61st Congress, 2d session, entitled National public health, Senator Owen of Oklahoma has made a collection of letters, opinions, action of political parties and national societies, boards of health, medical societies, etc., written, spoken, and printed in favor of his bill to create a Department of Health with a Cabinet officer at its head. This bill was rather hotly debated in Congress at the recent session, and even more hotly outside of Congress. The different schools of medical practice have taken sides for and against the bill, and both sides will no doubt make strenuous efforts when the bill again comes up in Congress.
The Calendar of the Carlisle Indian School, printed by the Indians themselves, is a handsome and correct publication and interesting for its contents as well as for its looks. It shows that the Indian pupils have a varied programme, including wholesome recreation as well as good training for mind and body. The following tribes have representatives in the printing department of the School: Cayuse, Cherokee, Chippewa, Gros Ventre, Ottawa, Oneida, Onondaga, Porto Rican, Shoshoni, Seneca, Sioux, Tuscarora, Wichita.
In its Annual report for 1910 the Shiloh National Military Park Commission relates how roughly it was used by a cyclone on Oct. 14, 1909. This storm cut a path 200 yards wide and 1½ miles long through the Park, killing 7 persons and destroying 13 buildings. The quarters of the Commission were entirely destroyed and all its records and its library blown away. A few leaves and book covers were found 75 miles away, but not a scrap of records or books that could be used. Two blankets, 2 spreads, and 1 quilt were recovered more than 60 miles away, all without rent or damage except that they were muddied. A vigorous cyclone, indeed, and worthy of commemoration in a Government annual report.
"Power" is the subject of the course of instruction prescribed in Ordnance publication 2338 for student officers in the Ordnance School of Application at Sandy Hook Proving Ground.
Immigrant banks is the subject of the most recent publication of the Immigration Commission, printed as Senate document 381, 61st Congress, 2d session. The Commission has learned of the existence of 2,625 so-called Immigrant banks, which are really not banks at all, but saloon-keepers, grocers, and boarding bosses, who receive on deposit the money of their incoming fellow countrymen, arriving ignorant of the country and the language and only too glad to give their money and their confidence to the first man they meet to whom they can talk. Very often the confidence is misplaced and the money disappears. The regulation or suppression of the Immigrant banks is much to be desired. Sold at 15c.
The annual beet-sugar report (Agriculture Department Report 92) shows that 1909 was the banner year in this comparatively new agricultural industry. The total production was 512,000 tons, and in acreage planted, tonnage of crop, average quality of beets, and per cent of sugar extracted, all previous years were exceeded.
A new Record of medals of honor issued to the bluejackets and marines of the U. S. Navy, 1862-1910, has been issued by the Bureau of Navigation, Navy Department. Its significance is explained by a second title-page, as follows: "Roll of honor, being a record of the medals of honor issued to the enlisted men and marines of the Navy, under authority of the Congress of the United States, for deeds of gallantry and heroism in times of war and peace. This record of the enlisted men who have shed luster upon the service by upholding the honor of the flag in storm and battle, by their devotion to the country and each other, and by their unselfishness in risking their own lives to save others, is especially commended to the rising generation of American seamen, that they may emulate the deeds of their heroic predecessors, and maintain that high standard of gallantry which has always characterized the personnel of the United States naval service." The pamphlet is sold by the Superintendent of Documents at 10c.
Geological Survey Bulletin 425 is of really extraordinary interest. Its title is Explosibility of coal dust, and it describes the elaborate tests which have been made by the Survey, gives a history of the growth of belief in the explosibility of coal dust, especially the dry dust of bituminous coal, and explains the present status of preventive measures.
Vol. 28, Bulletin of the Fisheries Bureau, is entirely given up to reporting the proceedings and printing the papers of the Fourth International Fishery Congress, held in Washington Sept. 22-26, 1908. This was the first of these Congresses held in the United States. Having undertaken to publish the proceedings, it was very proper for our Government to do it handsomely. It has been done handsomely, and it might be said even sumptuously. The Bulletin is issued in two very large volumes, on fine and heavy paper, and is profusely and beautifully illustrated. The various papers on the sponge fisheries, lobster culture, international regulation of fisheries on the high seas, the fisheries of Italy, Peru, China, and Japan, and many other pertinent subjects, are all by expert hands. The volumes are now on sale by the Superintendent of Documents at $2.50 for Part 1 and $2.00 for Part 2.
Entomology Bureau has issued a contents table and index for binding the 5 parts of Bulletin 58, Some insects injurious to forests.
An advance separate from the Statistical abstract for 1910 gives a statistical record of the progress of the United States, 1800-1910.
Experiment Stations Office Bulletin 227 discusses "the importance of calcium, magnesium, and phosphorus in the diet and the possibility of securing these constituents by the use in proper proportion of ordinary food materials." Price 10c.
Examination papers for admission to the United States Naval Academy, Annapolis, Md., printed for general information, is the title of a pamphlet which should be in much demand. Eight series of the examination questions are included, all of course having been used in examinations already held. These were held during the years 1903-1910. While no clue to the exact questions to be asked in the next examination can be gathered from this pamphlet, yet a general view of the scope and character of the examinations can be gained.
The 7th memoir of vol. 10, Memoirs of the National Academy of Sciences, has just been issued. Its title is Tables of minor planets discovered by James C. Watson, and its authors are Armin O. Leuschner, with R. T. Crawford, Frank Ross, and others.
The report of the Insurance Department of the District of Columbia for the calendar year 1909 is in press. The reports for 1907 and 1908 have not been printed, owing to insufficient appropriation. Hope is still entertained that they may ultimately be printed.
One of the interesting publications of the month is a revised and enlarged edition of Census Bureau Bulletin 103, Religious bodies. This edition contains the entire text of Part 1 of the Special report on the same subject. It is far more complete than the first edition of Bulletin 103, but of course does not contain the denominational statements which fill the large volume known as Part 2 of the Special report. The new edition of Bulletin 103 is sold by the Superintendent of Documents at 20c.
Vol. 27, Official opinions of the Attorneys-General of the United States, has been issued. It contains opinions by Attorneys-General Bonaparte and Wickersham, Solicitor-General Bowers, and acting Attorney-General Ellis, the earliest date being July 1, 1908, and the latest Sept. 27, 1909. The volume can be supplied by the Superintendent of Documents at 65c. in cloth and $1.50 in law sheep. It is also printed as House document 1013 of the 61st Congress, 3d session.
So many of the publications of the Agriculture Department have been used as school textbooks, though not primarily intended for such use, that the Department is meeting the demand by beginning the issue of textbook editions of certain bulletins which have been especial favorites with teachers. The first such issue is a revised reprint of parts 1 and 2 of Bulletin 186 of the Experiment Stations Office. In the new print this is Farmers' bulletin 408. Its title is School exercises in plant production. The second textbook issue is a revision of Part 3 of Experiment Stations Bulletin 186 combined with Experiment Stations Circular 96. This is Farmers' bulletin 409 and its title is School lessons on corn. The growing interest in scientific agriculture gives assurance that these new textbooks and their successors will serve a most useful purpose. All the Farmers' bulletins are sold by the Superintendent of Documents at 5c. each.
The resistance of alfalfa to the winter climate of the northern United States is a question of great interest to western farmers, by whom this crop is known as "the money maker." By long and careful experimentation the Plant Industry Bureau has determined the strains of this wonderful plant which are most resistant to cold. These experiments and their results are reported in Plant Industry Bureau Bulletin 185, which can be supplied by the Superintendent of Documents at 15c. a copy.
Another chapter of the Library of Congress classification—and a very important one—has been "printed as manuscript." It is Class T, Technology, and with its index fills a quarto volume of 301 pages. It can be supplied by the Superintendent of Documents at 40c. Class G, Geography, anthropology, sports and games (20c.) and Class U, Military science (15c.) were also "printed as manuscript" during September.
Central electric light and power stations, 1907, is one of the special reports which the Census Bureau is required to make quinquennially. This is the second issue, the first one having covered the statistics of the calendar year 1902. The new report is by no means entirely statistical. It has many handsome illustrations, besides maps and diagrams, and the descriptive text is interesting. It can be supplied by the Superintendent of Documents in cloth binding at 70c.
The bound volumes of the Record for the recent session (61st Congress, 2d session) have been issued. Technically, there is but one volume, Vol. 45, but it is in 9 parts (part 9 being the appendix and the index to the complete set), each part being a great quarto of more than a thousand pages. Thus the set contains 9 very large volumes, sold by the Superintendent of Documents at $1.75 each, except Part 2, which is $2.00, and the Index, which is $2.25. More than 500 pages of belated speeches, which did not get into the proceedings in their proper order, are bound in the Index volume.
Not in recent years has any set of Congressional records recorded more important or more interesting debates, and perhaps never has a single session of Congress discussed a wider range of great subjects essential to the present and future well-being of the nation.
The United States Agriculture Department has issued a set of 15 lithographed food charts. They give diagrammatic representations of typical foods, their composition indicated by dividing the outline into proper proportions and coloring the sections to represent the different nutrients. Red represents protein; yellow, fat; blue, carbohydrates; gray, ash; and green indicates water. Energy values will be shown in black, each square inch equaling 1,000 calories.
The foregoing description applies to the charts numbered 1 to 13. Numbers 14 and 15 contain only text and are printed in black.
This set of charts, which is especially useful for school use, is sold by the Superintendent of Documents at $1.00 for the set of 15. Single copies will not be sold.

As will be seen, the usual American dietary is thoroughly well covered in this list.
Arrangements have been made by which the Superintendent of Documents can supply bound volumes of the Daily consular reports at $1.50.
These volumes will be issued once a quarter, beginning with the second quarter of the fiscal year 1910-11, namely, the months of October, November, and December, 1910. The volumes will contain all the daily numbers for the three months, with appropriate title-page and index, and will be durably bound in buckram.
The Daily consular report is now the only form in which consular reports are published.
In 1907 the Department of Justice published in two volumes Federal anti-trust decisions; Cases decided in United States courts arising under, involving, or growing out of the enforcement of the Anti-trust act of July 2, 1890 (26 Stat., 209), including a few somewhat similar decisions not based upon that act, 1890-1906.
The Superintendent of Documents has recently received a considerable number of inquiries as to whether a third volume, recording the anti-trust decisions since 1906, has been published. He has replied that such a volume has not been published, and he is now able to add that it has not been compiled and that no steps have been taken toward making such a compilation. As to whether such steps are contemplated, he is unable to say.
Joint resolution 9, 57th Congress, 2d session, approved Feb. 24, 1903, provides "That there be printed the usual number of copies of a digest of the laws and constitutional provisions now in effect of the United States and of the several States, the decisions of the courts of the United States and of the several States, and the opinions of the Attorneys-General of the United States relating to the extent of the pardoning power and the legal effect of pardons and other acts of executive clemency under the constitutions and laws of the United States and of the several States * * * and that in addition to said usual number there be printed and bound in sheep 500 copies for the use of the Attorney-General; said digest to be printed under the editorial supervision of an editor or editors to be appointed by the Attorney-General." (32 Stat. L., 1231.)
The resolution also appropriated $2,500 to pay for the work of compilation. The digest thus provided for has not been received at the Documents Office and inquiry in the proper quarters indicates that it has not been printed.

NOTE.—In conformity with the act of Congress approved June 17, 1910, the duties performed and all power and authority possessed or exercised heretofore by the Light-House Board have been conferred upon and vested in the Commissioner of Light-Houses, under the direction and control of the Secretary of Commerce and Labor, and in lieu of the Office of the Light-House Board there has been established a Bureau of Light-Houses under the Department of Commerce and Labor.
