The Superintendent of Documents is authorized to sell at cost any public document in his charge, the distribution of which is not otherwise provided for. Only one copy can be sold to the same person, excepting Members of Congress, or to libraries or schools.
Documents can not be supplied by this Office free to individuals, nor can they be forwarded in advance of payment.
Documents entered in this catalogue that are for sale by the Superintendent of Documents, Washington, D. C., are indicated by a star (*) preceding the price named. A dagger (f) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (?) indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.

The accumulation of publications in this Office amounts to several .millions, of wiiicii about 700,000 are assorted, forming the sales slock, and covering nearly every important Department, Bureau, and series. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity. Of many of the most valuable works only one or two copies remain.
In ordering, it should be borne in mind that most of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent.
Lists on various subjects will be issued from time to time for free distribution. No general price-list of public documents is at present available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.
Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and ic. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.
Beginning with July, 1909, the index to the Monthly catalogue will be issued separately each quarter, and will cumulate for halfyearly periods. That is, the September number of the index will be an index to the July to September Monthly catalogues, the December number will be an index to the July to December Monthly catalogues, the March number will be an index to the January to March Monthly catalogues, and the June index will be the index for the fiscal year 1910. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency may be sent at owner's risk. Canadian postal notes will be accepted only when the name of the issuing office is plainly stamped on the face of the note. If postage stamps are pasted on, the note will be returned.
Postage stamps, foreign money, uncertified checks, defaced or slick coins will positively not he accepted.
No charge is made for postage on documents forwarded to points in the United States, Guam, Hawaii, Philippine Islands, Porto Rico, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage.
Senate documents 154, 155, 150, and 157, 01st Congress, 1st session, are all comparisons of the new tariff with the Dingley and other superseded tariffs, and these are by no means all the sets of comparative tariff tables that have been recently issued.
In National Museum Proceedings 1095 we have a pretty picture, in natural colors, of the mouse deer of the Malay Archipelago, which is said to be the smallest of the deer family and hardly larger than a rabbit.
Treatment of hookworm disease, by Dr. Ch. Wardell Stiles, is a small pamphlet of unusual importance reprinted from Public health reports, vol. 24, no. 34. Dr. Stiles holds that the discovery of the American hookworm and a successful method of repelling it is the most beneficial result of the War with Spain.
Hookworm disease in its relation to the negro is a small pamphlet containing an abstract of an address delivered before the Hampton Negro Conference by Dr. Ch. Wardell Stiles, discoverer of the American hookworm, the cause of a wasting and formerly a mysterious disease in the United States and Porto Rico. The abstract is printed also in Public health reports, vol. 24, no. 31, July 30, 1909. Dr. Stiles gave a plain talk about the evils of this disease and the careless practices by which it is spread.
The series of Farmers' bulletins issued by the Agricultural Department, now numbering nearly 400 distinct publications, continues to be extremely practical in character. Farm management in northern potato-growing regions (805), How to destroy rats (369), and Ilarmfuliiess of headache mixtures (377), are recent titles.
The form of the House manual, formerly a document octavo, OXG inches, has been cut down to a pocket-size quarto, 6X4½ but about the same thickness as before. In its present size it is doubtless more convenient and practical than before.
Investigation of petroleum and natural gas in 1908 is an advance chapter from Geological Survey Bulletin 381, entitled Contributions to economic geology, 1908, pt. 2. This part will be devoted entirely to the consideration of fuels. Part 1 is entitled Metals and nonmetals, except fuels.
Production of petroleum in 1908, by Dr. David T. Day, the petroleum expert of the Geological Survey, is a separately printed chapter from the forthcoming volume, Mineral resources of the United States, calendar year 1908. Dr. Day says that despite many untoward circumstances the petroleum production of 1908 broke all records, amounting to 179,572,749 barrels of 42 gallons each, valued at $129,706,258. The increase over the previous year came mainly from Illinois and California. Oklahoma led all the other States, producing 45,798,7G5 barrels. California was 2d and Illinois 3d, the last-named making the greatest gain over the preceding year.
Plant Industry Bureau's new. Bulletin 141, part 5, discusses the mysterious chestnut bark disease by which so many fine trees have latterly been destroyed.
Bulletin 210 of the Experiment Stations Office describes irrigation in Idaho, a State which holds a remarkable record for the extent and success of its irrigating projects.
Forest Service Circular 107, The status of forestry in the United States, gives a most hopeful view of the progress of a great economical reform, which apparently has lived down the strong opposition that it encountered at first.
Ethnology Bureau Bulletin 41 has for title The antiquities of Mesa Verde National Park, and for subtitle Spruce-tree House. The ruin thus named is the largest of all the remains of the habitations of the cliff-dwellers. Its inhabitants must have been equal to a whole village.
A new edition of Naturalization laws and regulations, dated Aug. 17, 1909, but issued in September, supersedes all previous editions.
Volume 37, Land decisions, was issued during September. It is bound in buckram and sold by the Superintendent of Documents for $1.75.
Announcement litis been made jointly by the Commerce and Labor Department and the Civil Service Commission concerning examinations for appointment in the 13th decennial census. The examinations will be held October 23d, 1909, at a large number of places throughout the country. For a list of these places and other information, address the Civil Service Commission.
A new War Department publication is entitled Acts of Congress, treaties, proclamations, decisions of the Supreme Court, and opinions of the Attorney-General relatiug to noncontiguous territory, Cuba, and Santo Domingo, Mar. 4, 1905-June 1, 1909.
Census Bulletin 103 gives the statistics of religious bodies in the United States in 190G. Among the publications of the 11th census was a volume entitled Churches. These two are believed to be the only publications of the United States devoted primarily to giving information concerning religious organizations.
Those who have a notion of seeking employment on the Panama Canal may save themselves trouble and probable disappointment by first writing to the Isthmian Canal Commission at its Washington office, for a copy of its newly issued pamphlet entitled Manual of information concerning employments for service on the Isthmus of Panama.
Provisional small arms firing manual is a September publication of the War Department, sold by the Superintendent of Documents at 50c.
By proclamation dated Sept. 21, 1909, President Taft has added another to the remarkable series of natural national monuments. The new one is in Wyoming and its official name is Shoshone Cavern national monument. The proclamation says that the cavern is "of unknown extent but of many windings and ramifications and containing vaulted chambers of large size magnificently decorated with sparkling crystals and beautiful stalactites and containing impenetrable pits of unknown depth," and declares it to be " of great scientific interest and value to the people of the United States."
North American fauna 29, Rabbits of North America, is a September publication of the Biological Survey which has sprung into immediate popularity. Sold by the Superintendent of Documents in paper covers, 50c.
Plant Industry Bureau has published a very small pamphlet (numbered 477) on the cultivation of the American ginseng plant, which is now on sale by the Superintendent of Documents at 5c a copy. The number of American cultivators who want information concerning ginseng has always been very large, but the amount of material on the subject published by the Agriculture Department has been very small. It is understood that the action of the Department has been based upon its belief that the plant is of little or no use and that the fancy prices received for its roots and seeds are meretricious and represent no real value. The action of the multitude of seekers for official ginseng literature is no doubt due to the facts, now stated in the new publication, that the price of dried ginseng roots for Chinese medicine ranges from $5.75 to $6.50 a pound, and that roots for transplanting bring from 25 cents to $10.00 a hundred, and that the seed also brings a high price. Perhaps some of the inquirers do not know that it takes from 5 to 7 years to get a crop from the seed and that the plant at all times requires very careful and skillful cultivation.
A new edition of Drill regulations for coast artillery has been received by the Superintendent of Documents. Price 60c.
Vol. 36, Proceedings of the National Museum, is now ready. Price $1.00 in cloth binding.
Geological Survey Bulletin 360. Pre-Cambrian geology of North America, issued in September 1909, is a revision and enlargement of Bulletin 86, issued 1S92. The present work fills nearly a thousand pages, and is a summary of the existing knowledge on its subject. The authors are President Van Hise of Wisconsin University and Professor Charles Kenneth Leith. Bulletin 360 is sold by the Superintendent of Documents at 75c a copy.
The long-awaited first part of the 40-year special report on Marriage and divorce, prepared by the Census Bureau, has just been received. Part 2 was issued in 1908. It contained the general tables and little text. Part 1 has a good deal of text, summarizing and illustrating the tables, and summarizing also the marriage and divorce laws of all the States and of foreign countries, the whole preceded by an informing introduction. The work is bound in cloth, and copies may be bought from the Superintendent of Documents at $1.00 for Part 1 and $1.50 for Part 2.
Some persons will no doubt find the most interesting publication of the month to be Professional paper 56 of the Geological Survey, entitled Geology and ore deposits of Goldfield, Nev. It is a quarto of 258 pages, profusely illustrated with plates and maps, and sold by the Superintendent of Documents at $1.00.
Mr. Gaillard Hunt's History of the seal of the United States, after some months of unanticipated delay, has at last been issued. Mr. Hunt in 1892 prepared a pamphlet bearing the same title and it was published by the State Department. The present history is more complete, and Mr. Hunt's well-earned reputation for thoroughness and accuracy in American historical studies will give the work standing at once. It has been very carefully and excellently printed at the Government Printing Office.
Articles in the Public health reports for Sept. 10 aud Sept. 17 concerning pellagra have been the cause of many inquiries for these numbers. Pellagra is a disease which is apparently to play a baleful part in the health annals of the country. Already the investigations of the Public Health and Marine-Hospital Service seem to have overthrown the formerly accepted theory that the cause of the disease was eating mouldy corn, but no new theory has been brought forward. The Superintendent of Documents has a limited supply of the Public health reports for Sept. 10 aud Sept. 17 (vol. 24, nos. 37 and 38), for sale at 5c each.
In 1907 Special consular report 40 was issued with the title Motor machines. In 1908 Special consular report 40, part 2, was issued with the same title. Now comes Special consular report 40, with the title Soya bean. Librarians will need to take some care to prevent mix-ups, and to note also the fact that between no. 40 of 1907 and no. 40 of 1909 several special consular reports were issued without series title or number.
In addition to its three-volume report, which contains Professor Irving Fisher's report entitled The national vitality, its wastes and conservation, and many other valuable papers from expert hands, the National Conservation Commission has published four bulletins. Nos. 1, 2, and 3, issued in June, July, and August, 1908, were not printed, but mimeographed. The editions, consequently, were not large, but in Bulletin 4, recently printed, Bulletins 1, 2, and 3 are summarized, so that all four are now available. Bulletin 4 contains also the Report of the National Conservation Commission without the accompanying papers, lists of the members of the Commission and of the Joint Conservation Conference of December, 1908, the schedule of inquiries sent out by the Commission when gathering information for its Report, and other interesting matter.
The Commission has no appropriation from the Government, but is carrying on its work nevertheless. Its headquarters are at 43 Wyatt Building, Washington, where applications for copies of Bulletin 4 should be addressed.
In the Monthly catalogue for January, 1909, the statement was made that Sudworth's Trees of the Pacific Slope, a work of 441 pages then recently published and extensively called for by correspondents in every part of the country, was not available for distribution, having been withdrawn from publication by the Agriculture Department.
This statement was correct at the time, but a change of plan has followed. Mr. Sudworth's remarkable book has been formally published and, in addition, a large edition has been printed for sale by the Superintendent of Documents. The price has been fixed at 60 cents.
The Trees of the Pacific Slope is the first part of what is planned as a very extensive work to give the description and classification of the trees in all parts of the country.
The full report of the American members of the joint English and American Northwestern Boundary Commission was transmitted to the State Department in October, 1869. but was npt printed and is now lost. Some humiliating results have followed this loss. For all available information, see Geological Survey bulletin 174, by Marcus Baker, published in 1900. This is also published as H. doc. 748, 56th Cong. 1st sess., in serial volume 3952.
The Bureau of Entomology is engaged in a special investigation of insects which infest stored products, and more particularly such as injuriously attack stored cereals and cereal products. During recent years many complaints are being made of injury to flour in flour mills, in cars used in transportation, in the holds of vessels, and at the ports of destination as well as outgoing ports in this country. Much trouble and very considerable money loss have been occasioned, and the desire for additional information on this topic has been expressed in many quarters, more especially in the Southwest. Inquiries which reach beyond anything that has been published and which entail a knowledge of the complete life history, including the most minute details, of several species of insects which affect flour are frequently received.
Information is therefore requested by the Bureau of what is new, unusual, or of general interest, and correspondence is invited from persons who suffer from the presence of insects which affect flour and other mill products and stored grain. The Bureau has recently issued a circular letter inviting the aid of its correspondents.
Communications should be accompanied in all cases by specimens of the insects concerned in the attack, with a complete statement, as concise as possible, concerning the conditions.
The amendment to the Constitution of the United States, passed finally July 12 last as Senate joint resolution 40, does not appear in the list of joint resolutions of the 01st Congress, 1st session, which has been printed in the slip-law form. The reason for the omission is that Senate joint resolution 40 is really not a joint resolution at all. Joint resolutions are signed by the President. Resolution 40 was not so signed, because the Constitution provides that Congress alone shall propose amendments of the Constitution to the States for ratification by the Legislatures. The newly proposed amendment seeks to so change the Constitution as to remove the objection raised by the Supreme Court to the income tax contained in the Wilson tariff law passed in 1894. It is the first amendment of the Constitution since the war amendments of more than 40 years ago. It will be printed in the forthcoming volume of the Session laws of the 61st Congress. 1st session, and also in the Statutes at large, vol. 36, but in a class by itself, not as a law or joint resolution.
The new amendment will, if ratified by three-fourths of the States, be Article 16 of Amendments, and read thus: "Article XVI. The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States and without regard to any census or enumeration."
