Words and figures enclosed in brackets [] are given for information, but do not appear on the title pages of the publications cataloged. When place and printer are not given, it is to be understood that the publication is printed at the United States Government Printing Office, Washington, D. C. When size is not given octavo is to be understood. Size of maps is measured from outer edge of border, excluding margin. The date, including day, month, and year, given with Senate and House documents and reports are the dates on which they were ordered to be printed. Usually the printing promptly follows the ordering, but various causes sometimes make delays.
The L. C. card number appended to some of the entries is for those libraries ordering printed cards from the Library of Congress. The number at the extreme right of an entry indicates the classification of the publication in the Office of the Superintendent of Documents.
The Superintendent of Documents, Washington, D. C., is authorized by law to sell copies of Government publications and to allow a discount of 25 percent to book dealers and quantity purchasers on condition that the purchasers will adhere to the public sales price set by the Superintendent of Documents and that publications shall not be overprinted with any advertising matter.
Publications cannot be supplied free to individuals nor forwarded in advance of payment.
The accumulation of publications in this Office amounts to several millions, of which over five million are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold regardless of their age or scarcity. Many of the books have been in stock some time, and are apt to be shopworn. In filling orders the best copy available is sent.
A general price list of public documents is not available, but numerous lists have been prepared on special subjects and any of these will be furnished free, on application, if the person interested will state the subject or subjects concerning which information is desired. It will also be noted that current publications which are for sale are listed in this catalog.
In addition to the Price lists, the Documents Office issues a Weekly List of Selected United States Government Publications for sale by the Superintendent of Documents. Each list is arranged alphabetically by subjects, with annotations and prices, and may be obtained free upon application to the Superintendent of Documents.
Publications entered in this catalog that are for sale by the Superintendent of Documents are Indicated by a star (*) preceding the price. A dagger (†) indicates that application should be made to the department, bureau, or division issuing the document. A double dagger (‡) indicates that the document is printed for official use. Whenever additional information concerning the method of procuring a document seems necessary, it will be found under the name of the bureau by which it was published.
In ordering a publication from the Superintendent of Documents, give (if known) the name of the publishing department, bureau, or division, and the title, together with the classification number which is added to the entry at the extreme right; order the congressional documents and reports by the title, together with the document or report number and the Congress and session, e. g., H. doe. 230, 73-2.
Do not use the L. C. card number in ordering a publication.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by coupons, postal money order, express order, or check. Currency may be sent at sender's risk. Foreign remittances should be made either by international money order or draft on an American bank.
Postage stamps, foreign money, defaced or smooth coins, will not be accepted.
For the convenience of the general public, coupons that are good until used in exchange for Government publications sold by the Superintendent of Documents may be purchased from his Office in sets of 20 for $1. Address order to Superintendent of Documents, Government Printing Office, Washington, D. C.
No charge is made for postage on documents forwarded to points in United States, Alaska, Guam, Hawaii, Philippine Islands, Puerto Rico, Samoa, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage. In computing foreign postage, add one-third of the price of the publication.
The number given at the extreme right of each entry (except for congressional documents and reports) is the classification number by which the publication is arranged in the Library and in the sales stock of the Office of the Superintendent of Documents. It can be used as a classification number by such libraries as are using, for the departmental publications, the arrangement of public documents advocated in the Checklist of United States Public Documents, 1789-1909. In using this number as a classification number in a library, it should be noted that the shilling mark (/) is used to separate what would ordinarily be a superior number or letter (the numbers or letters immediately following the line) from the main classification number, it not being practicable to print these numbers and letters as superiors in the Monthly Catalog, e. g., the number A 1.23/a:So 96/4 listed in the Monthly Catalog would be A 1.23 a:So 96 4 in a library.
Numbers to be used in ordering the printed catalog cards of the Library of Congress are appended to entries for the more important publications. These are given at the left, with "L. C. card" prefixed. Do not confuse with the Documents Office classification number given at the right. Orders for these cards, remittances in payment for them, and requests for information about them should be addressed to the Librarian of Congress, not to the Superintendent of Documents.
The Monthly Catalog is sent to public libraries free on application. Subscription price to individuals, $1.00 a year, including index; foreign subscription $1.60 a year. Back numbers cannot be supplied. Notify the Superintendent of Documents of any change of address.
A reproduction of the photograph of President Roosevelt, inscribed to the pupils and teachers of the United States, is included in the December issue of School Life, the official periodical of the Office of Education. The photograph was sent to the Federal Office of Education by Mr. Roosevelt, at the request of Commissioner of Education John W. Studebaker. To meet the many requests which had come to the Office for a picture of our Chief Executive, it was decided to copy the photograph on a separate sheet of paper of good quality, suitable for framing. The Government Printing Office accordingly printed the reproduction, which is issued with the December number of School Life at no extra charge to subscribers.
By Executive Order 6917 of December 11, 1934, the President created a corporation of the District of Columbia to be known as Federal Prison Industries, Inc. The Corporation will have power to determine in what manner and to what extent industrial operations shall he carried on in the several penal and correctional institutions of the United States and will, so far as practicable, so diversify prison industrial operations that no single private industry shall be forced to bear an undue burden of competition with the products of the prison workshops.
A new loose-leaf service to be known as the United States Government Manual is to be published by the National Emergency Council. The Manual will provide factual information describing the creation and authority, organization and activity concerning all the executive units of the Federal Government, authenticated by the heads of the Departments. Organization charts will also be included. The new publication will be kept currently revised during the calendar year 1935, recording changes effected as a result of new legislation or Executive or administrative orders. There are no copies of the Manual for free distribution, but the National Emergency Council has provided for its sale through the Superintendent of Documents, at the price of $2, which will include the Manual in its original form as well as revisions and additions, until December 31, 1935. Remittance must be by check or money order payable to the Superintendent of Documents and addressed to the National Emergency Council, 411 Commercial National Bank Building, 14th and G Streets, NW., Washington, D. C. Purchases may also be charged against deposits with the Superintendent of Documents.
The Document Catalog listing the publications issued by the executive departments and independent establishments during the two fiscal years ending June 30, 1932, and June 30, 1933, respectively, and those issued by Congress during the period Of the 72d Congress (December 7, 1931-March 4, 1933), is rapidly nearing completion, and will soon be sent to press.
In view of the recent Amendment to the Constitution of the United States changing the date for the convening of Congress from March 4 to January 3 (unless Congress shall by law appoint a different day), the Office of the Superintendent of Documents, realizing that it would be better to issue the Document Catalogs by calendar years, instead of by fiscal years, addressed a letter to the Joint Committee on Printing asking for its authority to make the change. The Committee on October 11, 1934 replied as follows:
"Replying to your letter of August 16, 1934, the Joint Committee on Printing directs that the Document Catalog for the 73d Congress shall be compiled so as to include December of this year, and that hereafter the catalog shall begin with January and end with December of the year following so as to include a complete Congress."
Therefore the 73d Document Catalog will list the departmental publications issued during the eighteen months, July 1, 1933-December 31, 1934, and the Congressional publications issued during the period of the 73d Congress (March 4, 1933-June 18, 1934).
Beginning with the 74th Congress, which convenes January 3, 1935, the Document Catalogs will list both departmental and congressional publications issued during the period covered by two calendar years.
On account of the changes in the issuance of the Document Catalogs noted above, the Monthly Catalog, beginning with the January 1935 number, will hereafter be issued for each calendar year, instead of for each fiscal year, as heretofore. Therefore the last fiscal year covered by the Monthly Catalogs will be the one ending June 30, 1934. The six months, July-December 1984, will, of necessity, be issued for that period only.
An Index to all entries in the twelve numbers of the Monthly Catalog, July 1933-June 1934, is in press. A title page for the twelve numbers of the Catalog will accompany that Index.

At the end of the calendar year 1935, the Office of the Superintendent of Documents will issue an Index to all entries in the twelve numbers of the Monthly Catalog, January-December 1935. A title page for the twelve numbers of the Catalog will accompany that Index.
Persons desiring to bind the Catalogs should be careful to retain the numbers received monthly, as duplicate numbers cannot be supplied.

NOTE.—Beginning May 1, 1934, the National Recovery Administration initiated the distribution of individual Blue Eagle cards for display by employers operating under approved codes. The new Blue Eagle, with the former phrase "We do our part" replaced by the single word "Code" serves to identify the employer who did his part and who now, under an approved code, is cooperating with others in his trade or industry, to complete the work of recovery. Beneath the word "Code" appears the name of the trade or industry to which the employer belongs and his individual registration number. NOTE.—The Internal revenue bulletin service for 1934 will consist of weekly bulletins and semiannual cumulative bulletins. The weekly bulletins will contain the rulings and decisions to be made public and all Treasury Department decisions (known as Treasury decisions) pertaining to internal revenue matters. The semiannual cumulative bulletins will contain all rulings and decisions (including Treasury decisions) published during the previous 6 months.
