A dagger (†) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (‡) indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.
In ordering a publication from the Superintendent of Documents, give the name of the issuing Department, Bureau, or Division, and title. If publication is numbered give number also. Do not order by Library of Congress card number.

The accumulation of publications in this Office amounts to several millions, of which over a million are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity.
In ordering, it should be borne in mind that many of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent.
No general price-list of public documents is available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, Resident Commissioner, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year, including index. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.
Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and 8/10c. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.
Beginning with July, 1913, an Index to the Monthly catalogue will be issued at the end of the fiscal year, June, 1914. This will contain index entries for all the numbers issued from July, 1913, to June, 1914, and can be bound with those numbers as an index for the volume. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency may be sent at sender's risk.
Postage stamps, foreign money, defaced or smooth coins will positively not be accepted.
To facilitate the payment of the cost of documents, the Superintendent of Documents will hereafter accept coupons issued by him instead of cash. Coupons of the value of 5 cents each are sold in sets of 20 for $ 1.00. Address order to Superintendent of Documents, Government Printing Office.
No charge is made for postage on documents forwarded to points in United States, Alaska, Guam, Hawaii, Philippine Islands, Porto Rico, Samoa, or to Canada, Cuba, Mexico, or Shanghai. To other countries the regular rate of postage is charged, and remittances must cover such postage.
The new bulletin of the Mines Bureau (no. 67) on Electric furnaces for making iron and steel, by Dorsey A. Lyon and Robert M. Keeney, is generously illustrated and treats the subject circumstantially in a pamphlet of 142 pages, in which we find these somewhat remarkable statements: "About five thousand six hundred tons of standard electric steel rails from electric-furnace steel have been in service in the United States for the past two years. These rails have been subjected to all sorts of weather and to temperatures as low as 52 degrees below zero. No steel rails made by the basic electric process in service in this country have yet broken."
This is the day of reprints. The House has ordered 60,000 copies of "The care of the baby," to be distributed through the folding room, which means that the copies will be equally apportioned among the Members. If the copies were to be sent to the document room it would mean that the distribution would be by the rule "first come first served." From the title one might judge this to be a publication of the Children's Bureau. It was, however, issued by the Public Health Service, being no. 10 in the series of Supplements to the weekly Public health reports published by the Service.
The American ephemeris and nautical almanac for 1916 is the first number to be issued under the international agreement resulting from the Congrès International des Éphémérides Astronomiques held in Paris, Oct. 1911. Under this agreement different nations may exchange astronomical data for the purpose of preventing duplication of work and also for enlarging the amount of material available for publication in the annual volume. The Superintendent of Documents sells the Ephemeris for $1.00.
The Panama Canal and our relations with Colombia is the title of Senate document 471, 63d Congress, 2d session, received too late for mention in the new price list of Canal and Canal Zone documents (no. 61) just sent to press. It is a compilation of papers designed to show that the Republic of Colombia has no just ground for reprisal against the United States because of action taken in connection with the construction of the Canal.
The Senate has ordered reprinted as Senate document 474, 63d Congress, 2d session, a compilation including a report from Secretary of State Bryan in relation to the negotiation and application of certain Canal treaties; the messages of President Roosevelt, dated Nov. 18 and Deo. 18, 1903, and Jan. 18, 1904, with accompanying papers; also certain letters of the Minister of Colombia, included in House document 611, 57th Congress, 1st session. These documents, except the Report of the present Secretary of State, were printed as documents of the 57th and 58th Congresses. All relate to Colombia and the Canal.
Agriculture Department Bulletiu 103, entitled Alum in foods, has a footnote saying that "Aluminum is a synonym for aluminium," which is equivalent to saying that while aluminium is the scientific name, popular usage has shortened it to aluminum, eliminating not only one letter but one syllable. The bulletin is a contribution from the Referee Board of Consulting Scientific Experts, the Board reporting as its unanimous conclusion that alum baking powders are no more harmful than any other baking powders, but that it is wise to be moderate in the use of foods leavened with any baking powder.
The daily Congressional record that broke the record was the number for Apr. 6, 1914, vol. 51, no. 94. It contained twenty-four signatures and 186 pages. This is the largest number issued during the more than forty years of the Record's existence. Price of this number, 24 cents.
Nos. 1 and 2 of vol. 10, Bulletin of the Bureau of Standards, have been published and sent to subscribers.
An authenticated copy of the international convention relating to safety of life at sea is a part of the title of Senate document 463, 63d Congress, and the convention spoken of is the one signed at London, Jan. 20, 1914, by the representatives of fourteen of the principal maritime nations. If ratified by the governments participating, the convention will become operative July 1, 1915. Ratifications must be deposited at London on or before Dec. 31, 1914. The American delegates are agreed that the standards for safety at sea proposed to be established are higher than those of any nation now in force, and the ratification of the convention will secure by the joint action of the powers benefits that could not be secured by any nation acting singly. It should be said of this document as now published that it has no index and only an imperfect table of contents. The finding of any special matter in it is thus made difficult and time-wasting.
The Foreign and Domestic Commerce Bureau, Commerce Department, has in press a bulletin that will be of unusual interest to a large number of American manufacturers. Its title is South America as an export field, and its designation is Special agents series 81. As soon as ready it will be for sale by the Superintendent of Documents for 25 cents.
There is a commendable wish apparent in the newspapers of late to bring together the public documents and those for whose benefit they have been published. Sometimes zeal in this direction is not backed by accurate information. For instance, Domestic engineering, in its issue of Apr. 11, makes eulogistic mention of Agriculture Department Bulletin 57, which it calls a free bulletin, and adds that "requests for this bulletin should be sent to the Superintendent of Documents." This must lead to disappointments, because the Superintendent of Documents does not supply anything free and sells Department Bulletin 57 for 10 cents. Applications for free copies should in all cases go to the publishing department or office; remittances for purchase should go to the Superintendent of Documents. The title of Department Bulletin 57 is: Water supply, plumbing, and sewage disposal for country homes. It was published in February last and is popular.
Citizens interested in postal matters are now more or less familiar with the 1913 edition of Postal laws and regulations (816 pages, 75 cents). Now we have a new one containing only the Postal laws and regulations applicable to post office clerks and carriers. (170 pages, 20 cents.)
The Annual report of the Director of the Mint for the fiscal year 1913, just out of press, carries as a 2d part, bound in the same volume, a Report on the production of the precious metals in the United States during the calendar year 1912. Price of the volume, cloth bound, 35 cents.
House resolution 458 directs the reprinting, in one document, of House document 35, 17th Congress, 2d session (1822); House executive document 20, 32d Congress, 1st session (1852); and Senate executive document 8, 40th Congress, 1st session (1867). All are engineer reports on the control of floods in the Mississippi.
The first supplement to Postal laws and regulations of 1913 is in press. It contains the amendments made since Oct. 1, 1913. It is the intention of the Department to issue the amendments in quarterly supplements hereafter.
That interesting fruit, the papaya, or tree melon, receives its first celebration in the public documents by Bulletin 32, of the Hawaii Agricultural Experiment Station, dated Mar. 26, 1914, and catalogued in regular course in the March number of the Monthly, page 462.
According to this authority, whose reliability may be accepted without cavil, the papaya is the almost universal breakfast fruit in Hawaii, enjoyed alike by rich and poor. It grows readily, with little care, with no serious diseases or insect pests. So far, Bulletin 32. Next comes the Quarantine notice of the Secretary of Agriculture, dated Mar. 23, 1914, and becoming effective May 1, 1914, prohibiting the movement from the Territory of Hawaii into or through any other State, Territory, or District of the United States of any fruit or vegetable upon which the Mediterranean fruit fly or melon fly breeds, and giving a list of the prohibited fruits, among them the papaya. There is, then, an insect pest, or two of them, real or suspected.
The official quarantine will, however, make little difference as to the use of the papaya in the States. It is effectually quarantined by the fact that it will not bear long transportation. By careful packing it has been sent to San Francisco, but has not yet crossed the continent. To enjoy it, one must go where it is.
In the meantime we must satisfy our longings as best we may by reading the description given by the horticulturists of the Hawaiian Experiment Station. They say that the taste for the papaya seldom needs to be acquired, although appreciation for it increases with familiarity and there are few fruits which can be eaten so regularly without wearying the taste. The tree occupies little space, matures quickly, and is found in almost every dooryard and garden in Hawaii.
It has several uses, medicinal and other, but the most common use, except for food, is that of making tough meat tender. This is effected by rubbing the meat with a slice of the green fruit or by wrapping it in papaya leaves overnight The ripe fruit is a cosmetic. The green fruit and the leaves are used as soap. The roots are a nerve tonic. The seeds are anthelmintic, emmenagogic, and carminative, and are eaten as a delicacy and a thirst-quencher. The ripe fruit is an ingredient in sirups and elixirs said to be expectorant, sedative, and tonic.
More important still is the milky juice, which is used to dissolve the false membrane in diphtheria and to remove eczema, warts, ulcers, and intestinal worms.
These various effects of the fruit are due to the presence in its juice of a principle known as "papain." It is preserved in the dried juice, and, as Bulletin 32 says, "is now well known to possess the power of digesting protelda." Travelers have told marvelous stories of its efficacy in aiding digestion. Papain can be and is isolated in commercial quantities and exported for medicinal use.
Surely a remarkable fruit is the papaya.

Catalogue of the public documents of the 61st Congress and of all departments of the Government of the United States for the period from July 1, 1909, to June 30, 1911. Prepared under the supervision of the Superintendent of Documents.
This is the 10th in the series of document catalogues authorized by the law of Jan. 12, 1895. The work of compilation was completed several months ago, but the task of seeing a work of such magnitude through the press is one that can not be "rushed." The first completed copies were received from the binders this month. The 1791 double-column, royal-octavo pages of this number of the Catalogue contain about 45,000 entries, and make a complete record of the publishing work of the United States Government for the two fiscal years 1910 and 1911. As this publishing work is the official embodiment of the history of the country, and as this Catalogue is the only systematic record of these publications, nothing more need be said to demonstrate the importance of the work. There is no dissent of authorities as to the accuracy and skill with which the cataloguing has been done. The ten big volumes composing the series may fitly be styled a monumental work.
The 11th volume, covering the two fiscal years 1912 and 1913 and the work of the 62d Congress, is well under way.
But one error has thus far been discovered in the printed copies of the 10th number. The report of the Immigration Commission was first announced to be in 42 volumes and was so entered in the Catalogue in two places, on page 760 under the general heading Immigration and emigration, and on page 764 under the special beading Immigration Commission. Later, it was decided not to print vol. 42, the index volume. The proper correction was marked in the final proofs, and was properly made in page 764 by the bracketed sentence "[Will not be printed.]" following the entry for vol. 42, but in page 760 the Important word "not" is omitted, making the Catalogue say that vol. 42 "will be printed."
Some of the Government publishing bureaus are making a bit of trouble for the Documents Office and for some of its customers by a faulty use of the word "edition."
When they have the plates of a publication again sent to press and a few thousand more copies printed, which are exactly like the former copies, they call the new lot another "edition," 2d, 3d, or 4th, as the case may be.
The Documents Office has many customers who want to get the latest that has been published in the lines in which they are especially interested. They write that they have so and so, and want to get anything later that may have been issued. If a 2d or 3d "edition" is sent to them and they find that it is exactly like the 1st edition, which they already have, they very naturally feel offended, and they have a right to feel so, because a new "edition" implies that something additional to the old edition is to be supplied, and the man who buys a "new" edition and finds that it gives him nothing new feels that he has been made the victim of a misrepresentation.
Of course the publishing offices do not intentionally mislead. They are only making unintentional use of a word out of its real and proper meaning.
What that meaning is, we quote from the latest and best authority, the new edition of the Standard Dictionary, as follows:
Edition. A published form of a literary work, or a copy of the form so published, peculiar as to the subject matter, as to the typography, or as to the time and place of publication. When the second or succeeding imprints are produced unchanged from the original type or plates, they are usually called "impressions."
The Register of Copyrights has been calling the reprints of his publications from the same plates without change "impressions." He does not use the word "edition" when material changes are not made in the text. The July, 1912, print of his Bulletin 14, which contains the full text of the Copyright law, is the "15th impression" and so inscribed on the title-page. But the very latest method of the Copyright Office is to omit even the word "impression" and simplify its notices down to this brief form, which is found on the title-page of the 16th printing of Bulletin 14: "(5,000, January 1913)." The word "reprint," used by some Government offices instead of "edition" or "impression," is not objectionable.
One other suggestion may be thought pertinent in the case of public documents. Private publishers, who are usually looking out for anything that will advertise their publications, may sometimes use the words "edition" and "impression" to cause it to be believed that the book on which these terms are placed is so popular that numerous editions or impressions must be printed to meet the popular demand. If they can create such a belief of course the sale of the book is stimulated, because human beings are imitative creatures and everybody wants to read the book that he thinks everybody else is reading. So far has this kind of misleading advertising been carried in past times that stories have been told of unscrupulous publishers said to have had the words "Tenth Edition" printed on the title-pages of the very first copies that came off the press.
The publishers of public documents have no reason to resort to such expedients. So long as the document is unchanged, it is of no importance to the reader to know whether the copy he has was printed the first time or the tenth time the plates were put on the press.
When material changes are made in a work it is essential that the title-page shall show that it is a new edition. When no change is made, there is no real reason why the title-page should carry the number of either "edition," or "impression," or "reprint."
The American Library Association, which made its small beginnings in Philadelphia during the Centennial Exposition of 1876 and has held an annual Conference ever since with the exception of 1878, 1880. and 1884. has made Washington the chief seat of its gathering but once, in 1881, when seventy members were in attendance. In 1892 the Conference was an excursion, starting May 12 at Lakewood, N. J., continuing at Baltimore, and ending at Washington, May 21. By that time the attendance had grown to 260.
This year Washington is to be the sole seat of the five-days Conference, May 25-31, and an attendance of 1200 is looked for.
A full programme has been prepared, and though parts of it would be to the man in the street as "caviare to the general," those are just the parts most palatable to the librarians themselves. Librarianship is a profession—and growing to be a very important profession—and it has a literature, a code, and a terminology of its own.
Besides the general sessions of the Conference, to be held in the evening at D. A. R. Hall, there are various meetings of sections which, with a little sight-seeing on the side, will fill up the days.
The one of these which has most interest for the workers in the Documents Office is the Public Documents Round Table, appointed for Friday morning, the date, however, being subject to change.
The visiting librarians will of course be warmly welcomed at the official and other libraries in Washington.

NOTE.—Since February, 1908, the Topography Division has been preparing rural-delivery maps of counties in which rural delivery is completely established. They are published in two forms, one giving simply the rural free delivery routes, starting from a single given post office, sold at 5 cents each; the other, the rural free delivery routes in an entire county, sold at 20 cents each. A uniform scale of 1 inch to 1 mile is used. Editions are not issued, but sun-print copies are produced in response to special calls addressed to the Disbursing Clerk, Post Office Department. These maps should not be confused with the post route maps for which see Monthly catalogue for January, 1914, page 367.
