NOTE.—Documents for sale by this office will be indicated by a star (*) following the price named. Words and figures inclosed in brackets [ ] are given for information, but do notappear on the title-pages of tho publications catalogued. When size is not given, octavo is to be understood. Size of maps is measured from outer edge of border, excluding margin. The dates, including day, month, and year, given with Senate and House documents and reports are the dates on which they were ordered to be printed. Usually the printing promptly follows the ordering, but various causes sometimes make delays. When Congress and session are not given with the numbers of Senate and House documents and reports, 55th Congress, 2d session, is to be understood.
Exchanges will be made, of surplus miscellaneous documents for such other documents and books as may be required when the same can be done to the advantage of the public service.
The Superintendent of Documents is not authorized to supply documents free to individuals, except publications specifically authorized by Congress to be distributed to persons designated by Senators, Representatives, or Delegates. The only documents of that character now being distributed are, the compilation entitled "Messages and Papers of the Presidents, 1787 to 1897," by Richardson, and the Official Register, or "Blue Book."
He is directed to distribute current publications to three classes of libraries, to be designated to him by Senators, Representatives, and Delegates in Congress, as follows:
To class 1.—Designated depositories;—one to be named by each Senator, Representative, or Delegate in Congress. Libraries of this class receive one copy of each of the departmental publications and of the numbered Congressional documents. These include everything sent to the other two classes.
To class 2.—Geological libraries;—two to be named by each Senator, Representative, and Delegate in Congress under the provisions of sec. 79 of the printing law, 28 Stat. at Large, 601. These libraries receive the monographs and bulletins of the Geological Survey.
To class 3.—Remainder libraries;—public and school libraries designated by Senators, Representatives, and Delegates in Congress to receive fractional remainders of Congressional quotas, under the provisions of see. 68 of the printing law, above referred to. Such libraries do not receive complete sets of public documents, because "remainders" vary from a dozen to four hundred copies, never equaling the number of this class of depositories.
The Superintendent of Documents is authorized to sell at cost any public document in his charge, the distribution of which is not otherwise provided for. Only one copy is permitted to be sold to the same person, excepting libraries or schools, and Members of Congress.
Documents for sale by this office will be indicated by a (*) following the price named. The absence of a (*) indicates that application should be made to the Department, bureau, or division issuing the document.
Remittances may be made to the Superintendent of Documents by postal money order, express money order, draft, or check. In case of remittance by check the documents ordered will not be sent until after the check has been collected. Any charge for collection will be deducted from the face of the check and documents sent for the remainder. Stamps or currency will vol be accepted in any case.
Remittances to the Public Printer should be made by postal money order, express money order, or draft on New York. Remittances to the Geological Survey should be made by money order. The War Records Office will receive currency as well as postal money orders if the exact amount be sent. The State Department will receive drafts on New York or Washington banks, as well as money orders or currency.
All the Government offices which have books, pamphlets, maps, or charts for sale issue price-lists, which will be sent free to all applicants. The prices charged are never more than cost and 10 per cent added, and frequently much less than that.
All public documents, from whatever Department or bureau they may be bought or procured, will be forwarded free of postage to all points in the United States, Canada, and Mexico. To other countries regular rates of postage are charged, and remittances must be made to include such postage.
A new, and it is hoped a helpful, feature has been added to the Monthly Catalogue, beginning with the December, 1897, issue—an index.
General directions as to where documents may be procured are given in the body of the catalogue.
By act of Congress the sale of the Revised Statutes, Statutes at Large, and pamphlet laws has been transferred from the State Department to the Superintendent of Documents. The following are the prices at which the laws of the United States are wold, no provision having been made by Congress for their free distribution:

The Revised Statutes, edition of 1878, embraces the laws of a general and permanent nature in force December 1, 1873, and the specific amendments thereof made during the 43d and 44th Congresses. The supplements to the Revised Statutes are abridgments of volume 18-29 of the Statutes at Large, comprising all the laws of a general and permanent nature passed during the 43d-54th Congresses.
NOTE.—The Congressional Record, containing the proceedings and debates of Congress, is issued daily when Congress is in session, and indexes thereto are published semimonthly. It is sold by the Public Printer on the following terms; Single copy, 3c if not more than 24 pp., and 1c more for each additional 8 pp.; per month, $1.50; per short session, $4.00; per long session. $8.00. Subscriptions are payable in advance. The bound volumes of the Record are sold also by the Superintendent of Documents, the price averaging about $1.40 per part. The set containing the proceedings of the 1st session of the 54th Congress is in 8 parts and costs $11.50. That for the 2d session of the same Congress is in 4 parts and costs $5.00. That for the 1st session of the 55th Congress is also in 4 parts, costing $5.60.

The Rules of Practice and pamphlet Patent Laws are furnished free. The Patent Office issues coupon orders in packages of 20 at $1.00 per package, or in books containing 100 coupons at $5.00 per book.
