Words and figures enclosed in brackets [] are given for information, but do not appear on the title pages of the publications cataloged. When place and printer are not given, it is to be understood that the publication is printed at the United States Government Printing Ofiice, Washington, D. C. When size is not given octavo is to be understood. Size of maps is measured from outer edge of border, excluding margin. The date, including day, month, and year, given with Senate and House documents and reports are the dates on which they were ordered to be printed. Usually the printing promptly follows the ordering, but various causes sometimes make delays.
The word "processed" as used in this catalog indicates publications which are reproduced by duplicating processes other than ordinary printing, e. g., mimeograph, multigraph, planograph, rotaprint, multilith, etc.
The L. C. card number appended to some of the entries is for those libraries ordering printed cards from the library of Congress. The number at the extreme right of an entry indicates the classification of the publication in the Office of the Superintendent of Documents.
The Superintendent of Documents, Washington, D. C., is authorized by law to sell copies of Government publications and to allow a discount of 25 percent to book dealers and quantity purchasers on condition that the purchasers will adhere to the public sales price set by the Superintendent of Documents and that publications shall not be overprinted with any advertising matter (under a recent ruling, the 25 percent discount to dealers does not apply to Supreme Court reports, which may, however, be sold by dealers at a price in advance of that charged by this Office; neither can the dealers' discount be allowed on the Federal Register).
Publications cannot be supplied free to individuals nor forwarded in advance of payment.
The accumulation of publications in this Office amounts to several millions, of which over five million are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold regardless of their age or scarcity. Many of the books have been in stock some time, and are apt to be shopworn. In filling orders the best copy available is sent.
A general price list of public documents is not available, but numerous lists have been prepared on special subjects and any of these will be furnished free, on application, if the person interested will state the subject or subjects concerning which information is desired. It will also be noted that current publications which are for sale are listed in this catalog.
In addition to the price lists, the Documents Office issues a Weekly List of Selected United States Government Publications for sale by the Superintendent Of Documents. Each list is arranged alphabetically by subjects, with annotations and prices, and may be obtained free upon application to the Superintendent of Documents.
Publications entered in this catalog that are for sale by the Superintendent of Documents are indicated by a star (*) preceding the price. A dagger (†) indicates that application should be made to the department, bureau, or division issuing the document. A double dagger (‡) indicates that the document is printed for official use. Whenever additional information concerning the method of procuring a document seems necessary, it will be found under the name of the bureau by which it was published.
In ordering a publication from the Superintendent of Documents, give (if known) the name of the publishing department, bureau, or division, and the title, together with the classification number which is added to the entry at the extreme right; order the congressional documents and reports by the title, together with the document or report number and the Congress and session, e. g., H. doc. 383, 74-2.
Do not use the L. C. card number in ordering a publication.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by coupons, postal money order, express order, or check. Currency may be sent at sender's risk. Foreign remittances should be made either by international money order or draft on an American bank.
Postage stamps, foreign money, defaced or smooth coins, will not be accepted.
For the convenience of the general public, coupons that are good until used in exchange for Government publications sold by the Superintendent of Documents may be purchased from his Office in sets of 20 for $1. Address order to Superintendent of Documents, Government Printing Office, Washington, D. C.
No charge is made for postage on documents forwarded to points in United States, Alaska, Guam, Hawaii, Philippine Islands, Puerto Rico, Samoa, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage. In computing foreign postage, add one-third of the price of the publication.
The number given at the extreme right of each entry (except for congressional documents and reports) is the classification number by which the publication is arranged in the Library and in the sales stock of the Office of the Superintendent of Documents. It can be used as a classification number by such libraries as are using, for the departmental publications, the arrangement of public documents advocated in the Checklist of United States Public Documents, 1789-1909. In using this number as a classification number in a library, it should be noted that the shilling mark (/) is used to separate what would ordinarily be a superior number or letter (the numbers or letters immediately following the line) from the main classification number, it not being practicable to print these numbers and letters as superiors in the Monthly Catalog, e. g., the number A 1.23/a:So 96/4 listed in the Monthly Catalog would be A 1.23 a:So 96 4 in a library.
Numbers to be used in ordering the printed catalog cards of the Library of Congress are appended to entries for the more important publications. These are given at the left, with "L. C. card" prefixed. Do not confuse with the Documents Office classification number given at the right. Orders for these cards, remittances in payment for them, and requests for information about them should be addressed to the Librarian of Congress, not to the Superintendent of Documents.
The Monthly Catalog is sent to public libraries free on application. Subscription price to individuals, $1.00 a year, including index; foreign subscription $1.60 a year. Back numbers cannot be supplied. Notify the Superintendent of Documents of any change of address.
The Documents Office will soon issue an index to all entries in the twelve numbers of the Monthly Catalog, January to December 1936. A title page for the twelve numbers of the catalog will accompany the index. Duplicate numbers of the Monthly Catalog cannot be supplied.
The President's Committee on Crop Insurance (composed of five members) was authorized and appointed in a letter from the President dated September 19, 1936, and addressed to Secretary of Agriculture Henry A. Wallace whom he wished to act as chairman of such committee. The committee was directed to prepare a report and recommendations for legislation providing a plan of "all-risk" crop insurance. The report of that committee was submitted to the President on December 23, 1936. It consists of a discussion of the economic and social background for crop insurance, an examination of questions of public policy involved, a plan of crop insurance recommended by the committee, and a condensed statement of the committee's recommendation. In his letter, the president suggested that for the first year it might be wise to limit the application of the plan to one or two major crops as a start. Although analyses of data are being made for cotton and corn, this report recommends that a crop insurance program should apply at first only to wheat, and that crop is the only one considered in the report.
Information has been received that, beginning with January 1937, a new monthly periodical will be issued by the Bureau of Agricultural Economics entitled Foreign Agriculture, a Review of Foreign Farm Policy, Production, and Trade. It will include primarily the kind of material that has been embodied in the feature articles formerly appearing in Foreign Crops and Markets. The field that will be covered by these articles will, in general, fall within three broad classifications—(1) foreign government policies relating to agriculture, (2) foreign agricultural production, and (3) international trade in agricultural products. Foreign Crops and Markets will be continued on a weekly basis but in an abbreviated form. It will contain primarily current information on foreign production and foreign trade in agricultural products of significance to American agriculture. The longer commodity review material that has formerly appeared in Foreign Crops and Markets will be included in the commodity "situation" reports issued monthly by the Bureau.
Because of the continuous demand for information regarding hearings held before congressional committees the Superintendent of Documents has decided to list these hearings in the Weekly List of Selected United States Government Publications, beginning in January 1937, or as soon thereafter as the hearings are published.

NOTE.—The monthly Notice to mariners, formerly issued by the Coast and Geodetic Survey, has been consolidated with and made a part of the Notice to mariners issued by the Lighthouses Bureau, thus making it a joint publication. The Coast and Geodetic Survey prepares and has for sale the airway maps issued by the Air Commerce Bureau, but since they are publications of the last-named bureau, they are entered in this catalog under that center head, for which see p. 1303. The United States coast and intracoastal waterways pilots, tide tables, current tables, and charts of the Coast and Geodetic Survey are sold at the office of the Survey in Washington, and also by one or more sales agents in each of the important American seaports.

NOTE.—This service, issued by the Marketing Research and Service Division, gives, to a limited number of organizations, data on subjects pertaining to business problems through the medium of abstracts and basic data sheets. These data are compiled from both governmental and non-governmental sources. The service gives material which can be used to prepare speeches, articles, etc., to study the problems confronting the community, and provides sources of information on business problems. It is free to any business organization or educational institution equipped to disseminate data to its members, students, or to the public, within certain limitations, prescribed by the Foreign and Domestic Commerce Bureau. Private organizations can obtain the service on a subscription basis, payable $10.00 annually, at the Foreign and Domestic Commerce Bureau.
NOTE.—Many of the divisions of the Foreign and Domestic Commerce Bureau issue monthly statistical statements in processed form showing the exports or imports (and in some cases reexports) of various commodities. For convenience the statements issued by a division have been grouped in numerical order under the name of the issuing division. Except for the statements issued under the group number 1700, which contain only summary monthly statistics, the statements show the exports or imports of commodities in complete detail by countries, and in certain instances by customs districts as well. Statistics covering trade in commodities by principal countries no longer appear in the "Monthly summary of foreign commerce of United States", and it is only through subscription to appropriate statistical statements that a record of such trade can be secured. Annual compilations are published in "Commerce and navigation of United States."
The annual domestic subscription price of each statement is based on the number of sheets of information included therein, the minimum price being $1.00. Where the subscriber resides outside the United States an additional charge—usually $1.00 per year—is levied. NOTE.—An agency to be known as the United States Maritime Commission was established under the provisions of H. R. 8555, 74th Congress (Public 835, approved June 29, 1936, to further the development and maintenance of an adequate and well-balanced American merchant marine, to promote the commerce of the United States, and to aid in the national defense. Although the annual reports are the only Smithsonian publications that are regularly issued as public documents, the others are usually regarded as such and have free transmission by mail, therefore they are listed in the Monthly catalog.
NOTE.—The publications of the National Museum comprise an annual report and three scientific series, viz., Proceedings. Bulletins, and Contributions from national herbarium. The editions are distributed to established lists of libraries, scientific institutions, and specialists, any surplus copies being supplied on application. The Proceedings are usually brief technical papers and the Bulletins generally monographs based on the Museum collections in biology (except botany), geology, and anthropology. Contributions from national herbarium are wholly botanical. No sets of any of those series can now be furnished.
