Documents can not be supplied by this Office free to individuals, nor can they be forwarded in advance of payment.
Documents entered in this catalogue that are for sale by the Superintendent of Documents, Washington, D. C., are indicated by a star (*) preceding the price named. A dagger (†) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (‡) indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.
In ordering a publication from the Superintendent of Documents give the name of the issuing Department, Bureau, or Division, and title. If publication is numbered give number also. Do not order by Library of Congress card number.
Read carefully the instructions "How to remit," found at the bottom of the next page.
The accumulation of publications in this Office amounts to over a million, of which several hundred thousand are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity.
In ordering, it should be borne in mind that most of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent.
No general price-list of public documents is available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year, including indices. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.
Numbers to be used in ordering the L C. catalogue cards will be, found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and 7/10c. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.
The Index to the Monthly catalogue will be issued separately each quarter and will cumulate for the twelve months ending June, 1912. That is, the September number of the Index is an index to the Monthly catalogue for July, August, and September, the December number is an index to the Monthly catalogue for October to December, the March number is an index to the Monthly catalogue for January to March, and the June number will be the Index for the fiscal year 1912. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency may be sent at sender's risk.
Postage stamps, foreign money, defaced or smooth coins will positively not be accepted.
To facilitate the payment of the cost of documents, the Superintendent of Documents will hereafter accept coupons issued by him instead of cash. Coupons of the value of 5 cents each are sold in sets of 20 for $1.00. Address order to Superintendent of Documents, Government Printing Office.
No charge is made for postage on documents forwarded to points in the United States, Guam, Hawaii, Philippine Islands, Porto Rico, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage.

A new number in the extensive series of bibliographies published by the Library of Congress is. Select list of references on the initiative, referendum, and recall. Sold by the Superintendent of Documents at 15 cents.
Washington's farewell address, which for many years has been read in the United States Senate on February 22d, was this year read also in the House of Representatives, and that body ordered a reprint of the immortal document. This has been made by the Government Printing Office in large clear type on good paper. Price, 10 cents.
The Census Bureau, having completed a series of State bulletins giving the numbers of the population of cities, counties, and minor civil divisions in 1910, with comparative statistics for 1890 and 1900, has now begun a second population series, giving the composition and characteristics of the population, namely, color, nativity, parentage, sex, citizenship, illiteracy, school attendance, dwellings, and families. There are 52 numbers in the first population series, one for each State and for the District of Columbia, Alaska, Hawaii, and Porto Rico. Presumably there will be the same number in the second population series. These preliminary bulletins, as well as those in three similar series, giving statistics of agriculture, manufactures, and irrigation, can be supplied by the Superintendent of Documents at 5 cents each.
The Agriculture Department has issued a bulletin called Raising Belgian hares and other rabbits. It is in the Farmers' bulletin series, no. 496. All Farmers' bulletins are sold at the uniform price of 5 cents.
Mines Bureau Bulletin 25, Mining conditions under the city of Scranton, Pa., describes conditions almost unbelievable by those to whom life in the coal mining districts is unfamiliar. Scranton is a booming city of about 140,000 inhabitants, the metropolis of the hard-coal region. Its corporate limits are about 5 miles square. In this territory 27 collieries are operating, and have been operating for many years, some of them for half a century. The city is underlain by 11 separate beds or veins of coal, one above the other, varying from 2 to 24 feet in thickness and separated from each other by layers of clay, sand, and rock of different thicknesses. The eleven veins it is estimated originally contained 600,000,000 tons of coal. To the present time 177,000,000 tons of coal have been removed, along with 44,000,000 tons of rock and other waste. Reduced to cubic yards, this excavation amounts to 198,000,000, or about 3,000,000 yards more than the total estimated excavations for the Panama Canal. And there are 420,000,000 tons more to come out! As might be expected, there have been various cave-ins, not yet doing serious damage, but sufficient to cause alarm and show the necessity of taking measures to prevent further subsidences. Something has been done toward filling in the yawning caverns with sand and gravel and a support of stone and cement has been built under the high school, but it is evident from the reports of the expert mining engineers which are printed as Bulletin 25 that general and extensive remedial measures must ultimately be used. The bulletin has 89 pages of text, 4 pages of plates, and an accompanying case of 25 maps. All supplied by the Superintendent of Documents for 50 cents.
Under the title Cooperation and cost of living in certain foreign countries, the President sends to Congress reports from 21 American consuls in France, Belgium, Holland, and Denmark, as a supplement to a similar collection from consuls in other countries sent to Congress Mar. 13 last. The latest collection has been printed as House document 736, 62d Congress, 2d session.
Those persons—and they are numerous—who like to read of the habits and peculiarities of birds will welcome Farmers' bulletin 497, Some common game, aquatic, and rapacious birds in relation to man. 5 cents.
An alphabetical list of national banks by States has been published by the Comptroller of the Currency. It is alphabeted, 1st, by States, and, 2d, not by the names of the banks but by the names of the towns in which the banks are located. Copies from the Superintendent of Documents 15 cents.
A new Census Bureau bulletin gives population of incorporated places in the United States, with comparative numbers for 1900 and 1890. There were 7,726 incorporated places (cities, towns, villages, and boroughs) in 1890, 10,584 in 1900, and 13,985 in 1910. No doubt there are fully 15,000 by this time. We have 3 cities of over a million inhabitants, 8 of over half a million, 19 of over a quarter of a million, 50 of over 100,000, 109 of over 50,000, 226 of over 25,000, 572 of over 10,000, and 1123 places of over 5,000 inhabitants. No other country since the world began could boast such an array of cities. Of the 91,972,266 Americans inhabiting continental United States in 1910, 49,307,414 lived in incorporated places, being 53.6 per cent, of the whole. In 1900 the percentage was 47.1 per cent.; in 1890 it was 41.5 per cent. The 13th census is the first to show more than half the population living in cities and incorporated towns, but all the indications point to an ever increasing percentage of city dwellers in the future.
A digest of opinions of the judge advocates general of the Army, just published, covers the whole period from 1862, when that official was created, to Jan. 31, 1912. It fills 1103 pages, is bound in buckram, and sold by the Superintendent of Documents at $1.50.
Labor Bureau Bulletin 98, nominally issued Jan. 1912, really published in the month of May, has its usual miscellany relating to labor questions, but its main subject is Mediation and arbitration of railway labor disputes in the United States. The law commonly known as the Erdman act, which provides a means for mediation and arbitration, was approved June 1, 1898, but for eight and a half years but one attempt was made to utilize it and that one was unsuccessful. In recent years there has been a marked change. During the last 5 years the mediation provided for in the Erdman act has been invoked in nearly 60 cases. All of these cases are reported in Bulletin 98. By an act of Mar. 4, 1911, the provision that the chairman of the Interstate Commerce Commission should in every case be one of the mediators was repealed. Bulletin 98 gives 500 pages to various reports on labor matters. Price, 35 cents.
Bulletin 16, Copyright Office, Library of Congress, Copyright in England, is an indexed print of the new copyright act of the United Kingdom, passed Dec. 16, 1911, which, says the Bulletin, "is a most important piece of copyright legislation and has been awaited with eager and widespread interest." It is to come into operation July 1, 1912. Copies can be supplied for 5 cents.
Compilation of laws and decisions of the courts relating to war claims is the title of a Congressional committee publication, not available to the public.
Education Bureau Bulletin 14, series of 1911, originally published in November of last year, has now appeared as House document 679, 62d Congress, 2d session, in consequence of a resolution adopted Apr. 4, 1912, by the House of Representatives, ordering that 5000 copies be printed for the use of that body. The title is Provision for exceptional children in public schools. It has a tripartite authorship, the names and titles of James H. Van Sickle, superintendent of public instruction, Springfield, Mass., Lightner Witmer, director, psychological laboratory and clinic, University of Pennsylvania, and Leonard P. Ayres, director, division of education, Russell Sage Foundation, all being carried on the title-page. Copies can be supplied by the Superintendent of Documents at 10 cents.
Major-General Emory Upton's Military policy of the United States, which has been several times reprinted, has now appeared as Senate document 494, 62d Congress, 2d session.
The final report of the National Waterways Commission—an important document of nearly 600 pages—has been issued as Senate document 469, 62d Congress, 2d session. The few copies available for sale are priced at 50 cents each in paper covers.
The bloody battle of Gettysburg was fought July 1, 2, and 3, 1863. An extensive celebration of its 50th anniversary is being planned for next year. Senate document 663, 62d Congress, 2d session, is a contribution to the plans. It gives estimates, on the basis of an attendance of 40,000, for tents, rations, and service for a four-days camp on the battle ground. The document also carries a large map showing the proposed site of the camp, public lands, private lands, etc.
In 1904 the Mint Bureau published a pamphlet containing the coinage laws of the United States, 1792 to 1903. Now a Supplement appears giving the coinage laws passed since 1903, including also an act of the Philippine Commission dated Mar. 23, 1903. Though there has been no apparent change in the national coinage, the coinage laws of these few recent years are sufficient to fill 30 pages of a large pamphlet.
Circular 23 of the President's Commission on Economy and Efficiency is a Memorandum concerning its work, completed and in progress, submitted for the information of the Committee on Appropriations of the House of Representatives. Copies can not be supplied by the Superintendent of Documents.
Circular 33, Bureau of Standards, Commerce and Labor Department, issued May 1, 1912, has for title United States Government specification for Portland cement. This specification is the result of a Government inquiry by a board on which all Government departments were represented. This board conferred with representative unofficial consumers and manufacturers and with special committees of engineer societies. The specification given in Circular 33 was unanimously adopted by all Departments of the Government at a Departmental conference February 13, 1912, and by an Executive order issued April 30, 1912, it was directed that all cement used in Government work shall conform to this specification. Circular 33 is sold by the Superintendent of Documents at 10 cents a copy.
The price of the advance sheets or pamphlet edition of soil surveys is usually 15 cents, each report of a survey containing one large colored map. In a few cases, however, two such maps accompany one survey. For these the price is 25 cents. Soil survey of the Uncompahgre Valley, Colorado, issued May 21, 1912, is a 2-map edition.
G. R. Putnam, commissioner of lighthouses, has issued, under date of Apr. 1, 1912, Regulations for lighting bridges, which supersede all previous regulations on this subject and apply to all bridges over navigable waters. The pamphlet is illustrated with many colored plates. Sold by the Superintendent of Documents, 15 cents.
From the Information Division, Immigration and Naturalization Bureau, proceeds a pamphlet entitled Agricultural opportunities, information concerning resources, products, and physical characteristics of the Western States (southern group), comprising Colorado, New Mexico, Arizona, Utah, Nevada, and California, and the Territory of Hawaii. This is published in aid of the work of the Information Division in trying to divert the currents of immigration from the congested cities of the East to the fertile unoccupied lands of the West. Sold by Superintendent of Documents, 5 cents.
The 3d edition of the Checklist of United States public documents, which has been impending since the 2d edition (1896) went out of print, and which has been worked at intermittently for more than a dozen years and incessantly for about 5 years last past, is now out of press, and will shortly be in the hands of the official librarians who are entitled to it and will be offered to others who wish it for $1.50 per copy.
It is a big book, 1707 pages, strongly bound in dark red buckram, and nothing is risked in asserting that it contains more, and more accurate, information concerning the printed official documents of the United States than was ever before collected between two covers. As one looks it over and through, the most impressive feature perhaps is the wealth of historical and illustrative and explanatory notes by which almost every page is enriched. These, drawn from the original sources, have, even more than the long schedules of publications, consumed the time, the thought, and the nervous energy of the compilers. Great confidence is felt that librarians and collectors will more and more appreciate the worth of these notes, and also the skilled and patient industry with which all the multiplied and irregular and overlapping editions have been traced out, as continued use of the Checklist makes the value of these features apparent.
It must be evident to users of the book that its compilers have had good tools with which to work. The best of these tools is the Public Documents Library in the office of the Superintendent of Documents. The remarkable thing about this unique library is that it has cost the Government hardly a cent. No money has been appropriated for the buying of books for this library. Laws which have directed public officers to turn over to the Superintendent of Documents official publications for which they had no use and a similar arrangement with public libraries have been the sources of the collection of public documents of earlier date than the establishment of the Documents Office (1895), while for the later period the careful preservation of copies which the law requires to be sent for cataloguing has been the source of supply.
The Superintendent of Documents will be glad to hear from librarians or collectors who find in the Checklist what appear to be inconsistencies or matters concerning which further information is desired. All correspondence of this nature will receive careful consideration and early reply. Corrections are solicited from users of the Checklist for the special reason that an official copy will be kept in which all needed changes will be entered with a view to a possible second edition should sufficient occasion therefor arise. Attention is directed to the entries followed by asterisks, indicating that the publication entered is not in the Public Documents Library. During the progress of the work through the press several of these missing numbers have come to hand from various sources. The Library will be glad to receive from friendly librarians or others any of these missing numbers which the present possessors may not care to keep. The ambition of the Public Documents Library is to acquire a complete set of United States public documents, and therefore it welcomes many documents which but few general libraries would think it worth while to preserve. Because of the receipt of missing publications and of additional information too late for use, quite a little list of minor corrections has already accumulated. It is printed here for the purpose of giving librarians the promptest possible information of them. Many will no doubt wish to enter them at once in their copies of the Checklist.

p. 32, serial no. 911 1. H. misc. docs. 34th Congress, 3d session, documents 27, 39, and 40 are said to be missing from the copy in the Public Documents Library. Since the Checklist went to press the Library has received a copy of serial 911 1, which contains the missing documents. They are of no value, and any librarian whose copy is short these numbers has no occasion to worry over the loss. Twenty-seven, Jan. 31, 1857, is a resolution of the Iowa Legislature asking for two new star-route mail lines (1 page); 39, Feb. 9, 1857, is a memorial of the New Mexico Legislature asking Congress to contribute $50,000 to complete its "State-house," though this was 55 years before it became a State (1 page); 40, Feb. 10, 1857, is a memorial of the New Mexico Legislature asking better provision for its schools (2 pages). The newly-found volume, however, prints only 16 pages of misc. doc. 55, Smithsonian Institution Report, 1856, which, complete, as found in the copy described in page 32 of the Checklist, has 467 pages. This omission makes it necessary to keep both copies in the Public Documents Library, and they are designated as 911 1 copy 1, for the one having misc. doc. 55 complete, and 911 1 copy 2 for the one containing misc. docs. 27, 39, and 40.
p. 473, I 19.2:M66 1. Cancel the 3-line entry beginning "Mine industry," as it is a duplicate of the entry on p. 1606, under Y4.M664. Although this statement was prepared by the director of the Geological Survey, the publication was issued by the Mines and Mining Committee.

Another print of v. 1 and 2 of the Annals of Congress has been found containing preceding the title-page a half-title which reads "Annals of Congress." These volumes are not in the Public Documents Library, but should be classed under Y1.1:D35.

The 18th number of that standard annual, the Yearbook of the United States Department of Agriculture, being the issue bearing date 1911, is now available for sale by the Superintendent of Documents, Washington, D. C., at $1.00 a copy.
It is a cloth bound book of 732 pages, containing 31 special articles by agricultural experts, an appendix of nearly 200 pages carrying a great variety of practical information, 20 text figures, and 67 full-page plates, of which 9 are in colors. The subjects illustrated are birds, fruits, insect pests, forest plantations, molds, yeasts, irrigation, crop-destroying crawfish, forestry, canning in factories, July snow scenes in the mountains, a new respiration calorimeter.
The Superintendent of Documents has learned through his extensive correspondence with citizens who are interested in United States public documents that many suppose this Yearbook to be a collection of bulletins and circulars previously published in separate form. This is altogether an erroneous supposition. The entire contents of the Yearbook are prepared especially for it and have not been previously published in any form. They are subsequently republished in a series known as "Yearbook separates"; that is, each of the special articles is printed in a separate small pamphlet, so that those who wish a certain article can be supplied without sending them the whole book. This is an economy, and may almost be said to be a necessity also, because the allotment of Yearbooks to the Agriculture Department is sufficient to supply copies to only a small part of the citizens in all parts of the country to whom the Department is under obligation for information and assistance of various kinds. Being unable to supply complete Yearbooks to all its volunteer helpers, the "separates" are made to serve as a more or less acceptable substitute. The "separates" are also on sale by the Superintendent of Documents at 5 cents each.
Though the 1911 edition of the Yearbook is not published till 1912, its statistical records are as nearly as possible brought up to the time of going to press.
This country has now 12 national parks, 28 national monuments, and 52 bird reserves, established by the Federal Government and embracing altogether several million acres of public lands mostly unavailable for settlement. The parks are intended to preserve for the free recreation and instruction of the people certain natural wonders and grand scenic effects which might otherwise by vandalism or commercialism be destroyed or injured or be made show places to be seen only for a price. Only a few of the parks are well known or much visited. Everybody knows of the Yosemite, the Yellowstone, and the Hot Springs, and the Crater Lake and the Glacier are now accessible and will probably have many visitors this season. But the Casa Grande, the Mesa Verde, Sullys Hill, Wind Cave, Platt, and Sequoia, who knows of these?
The Interior Department has undertaken the task of popularizing all of the great national parks and making the way easy for those who wish to visit them. It began by making a collection of large-size photographs of the most striking views in some of the parks and offering this collection as a free loan to public libraries and other institutions which might feel an interest in such an exhibition. The collection has proved a success. It has been in constant demand since it was first offered and is now spoken for ahead to December next. The Department is getting together a second similar collection, so that two sets of park views may be constantly on the road.
The Department has also begun two series of publications relating to the parks. One series is of generously illustrated and handsomely printed pamphlets, giving general and scientific information in untechnical language. Of this series three numbers have been issued, namely: Geysers, by Walter Harvey Weed; Geological history of Crater Lake National Park, by J. S. Diller; Geological history of Yellowstone National Park, by Arnold Hague. These are sold by the Superintendent of Documents at 10 cents each. It is the intention of the Department to continue this series until all the national parks and national monuments have been described. It will necessarily be several years before this can be done, but it is so desirable a work that it is much to be hoped nothing may occur to prevent its completion.
The other series which the Interior Department is publishing relating to the national playgrounds consists of circulars for the convenience of tourists, one for each park, telling how best to get to it, what the accommodations are, what are the authorized prices for service, what side trips may be made and how, the rules and regulations for using the parks, and all other things that vacationers and sightseers wish to know. These circulars, which are very complete, are supplied free by the Secretary of the Interior on application. The numbers issued to date are for Crater Lake National Park, Glacier National Park, and the Sequoia and General Grant National Parks.
Brief descriptions of all the national parks and national monuments are given in the Superintendent of Documents' Price list 20, Lands, which is sent free on request.
Each of the national monuments, so-called, is established for the protection from vandalism of some antiquity like the homes of the cliffdwellers or some natural wonder like the petrified forest, the Utah natural bridges, or the Grand Canyon. Some of these are already accessible to tourists and all of them in time no doubt will be.
The United States Senate has been very liberal of late in ordering, usually on the request of single Senators, sundry addresses and memorials, not by Senators nor spoken in the Senate Chamber, to be printed as numbered Senate documents. These miscellaneous utterances are all no doubt able discussions of important questions, but they are no part of the proceedings of the Senate, and the heading "62d Congress, 2d session, Senate Document" such-and-such a number, should not cause any reader of these unofficial treatises to believe that they speak with the voice of the Government or carry any official authority. Here are the titles and authors of a few of the Senate documents printed during May, which are really not Senatorial utterances at all but the views either of unofficial citizens or of officials speaking unofficially:

The experience of the Public Documents Office indicates that there is but little popular demand for printed copies of the most numerous class of Congressional documents, the numbered reports made by Senate and House committees on the bills which are referred to them for consideration. Yet upon the committee reports the fate of pending bills largely hangs, and often the reports carry much information of both interest and importance. Such are Senate report 675, on Senate bill 6497, to protect migratory game and insectivorous birds of the United States; House report 597, on House bill 23713, to provide for the acquisition of the express companies' property so far as engaged in the express or parcelpost business and the utilization thereof by the Post Office Department; and House report 645, on House bill 23673, to abolish the involuntary servitude imposed upon seamen in the merchant marine, etc., bearing the heading Free and efficient seamen.
These three committee reports have been put in the sales stock and can be supplied, as long as they last, for 5 cents each.
Bulletin 97, Labor Bureau, is the third annual review of labor legislation issued by this Bureau. The 22d Annual report, issued 1908, under the title Labor laws of the United States, with decisions of courts relating thereto, was a compilation of all the labor laws of the United States and of the several States in force at the close of the year 1907.
This was followed by Bulletin 85, giving the legislation of the years 1908 and 1909; Bulletin 91, legislation of 1910, and Bulletin 97, legislation of 1911, this being the third in the series of annual reviews of labor legislation. The series is to be continued.
The Block Signal and Train Control Board, a branch of the Interstate Commerce Commission service, appointed in July, 1907, to investigate block signal systems and other devices to promote the safety of railroad operation, has since been engaged in that work, has made four annual reports, each one of them recommending that the adoption of block-signal systems be made obligatory upon all railroads, under reasonable limitations as to time and cost, and having fulfilled its mission its tenure will lapse and it will go out of existence June 30, 1912.
The Interstate Commerce Commission, by which the Board was originally appointed, did not ask an appropriation for its continuance beyond the present fiscal year, believing that the occasion for its services no longer existed.
Corrected reprints have been made of two recent publications of the Agriculture Department. In Circular 19, Publications Division, page 29, the entry for Experiment Stations Circular 110, Food customs and diet in American homes, had been placed under a heading which made it appear to be Circular 110 of the Secretary's Office, a series in which only 39 numbers have been issued. In page 119 of Animal Industry Bureau Circular 186 a footnote referred to page 116 for matter which is on page 122. Careful librarians who have received the first print of the two reprinted circulars will lose no time in making their defective copies good with pen or pencil.
In the January, 1912, Monthly catalogue, page 414, Sleeping-car companies, the word "Reprint" in the 4th line is not altogether accurate. The words "1st issue" in the same entry come nearer the fact, for though there was an earlier copy of the Classification of operating revenues, etc., it had not been printed; it had not passed the typewritten ms. stage. It now appears that even the printed copy, from which the entry in the January Monthly catalogue was made, has not been and will not be circulated. It is to be superseded by another edition varying slightly.
