The Superintendent of Documents is authorized to sell at cost any public document in his charge the distribution of which is not otherwise provided for. Only one copy can be sold to the same person, excepting Members of Congress, or to libraries or schools.
Documents can not be supplied by this Office free to individuals, nor can they be forwarded in advance of payment.
Documents entered in this catalogue that are for sale by the Superintendent of Documents, Washington, D. C., are indicated by a star (*) preceding the price named. A dagger (†) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (‡) indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.
In ordering a publication from the Superintendent of Documents give the name of the issuing Department, Bureau, or Division, and title. If publication is numbered give number also. Do not order by Library of Congress card number.
Read carefully the instructions "How to remit," found at the bottom of the next page.
The accumulation of publications in this Office amounts to several millions, of which several hundred thousand are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity.
In ordering, it should be borne in mind that most of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent.
Lists on various subjects will be issued from time to time for free distribution. No general price-list of public documents is at present available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year, including indexes. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.
Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and ½c. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.
Beginning with July, 1909, the Index to the Monthly catalogue is issued separately each quarter and cumulates for half-yearly periods. That is, the September number of the Index indexes the Monthly catalogue for July, August, and September, the December number is an index to the Monthly catalogue for July to December, the March number will be an index to the Monthly catalogue for January to March, and the June number will be the Index for the fiscal year 1910. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency may be sent at sender's risk.
Postage stamps, foreign money, uncertified checks, defaced or smooth coins will positively not be accepted.
No charge is made for postage on documents forwarded to points in the United States, Guam, Hawaii, Philippine Islands, Porto Rico, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage.
Commercial relations, 1908, vol. 1, is now published. It is a compilation by the Manufactures Bureau of annual reports by United States consuls and consuls general upon the commercial conditions and prospects in their several consular districts in Europe. The reports are for calendar years, and the Bureau is endeavoring to bring their publication nearer up to date than heretofore, some gain in this respect having been made with the 1908 issue. Vol. 1, in cloth, is sold at 75c.
American campaigns, by Major M. F. Steele, in 2 volumes, is War Department document 324. Although section 87 of the Printing law of January 12, 1895, provides that all printing, etc., for Congress and for the Executive and Judicial Departments shall be done at the Government Printing Office, this public document was printed by a private firm in this city, and distributed by the General Staff of the Army. This official distribution apparently has exhausted the edition, and not even the designated depository libraries have been provided for. There is also considerable public demand for this publication, but for the reason stated the Superintendent of Documents is unable to comply therewith. The catalogue entry for this publication appears in the Monthly catalogue for January, 1910, page 366, under Military Information Division.
The 23d annual report of the Interstate Commerce Commission, dated Dec. 21, 1909, has been published as House document 148, of the 61st Congress, 2d session. No one who is interested in the great question of transportation can let this report pass unread.
Circular 32, Office of the Secretary of Agriculture, is a public document not at all of the humdrum sort, but full of fire and spirit. Its title is Cotton, the greatest of cash crops, and it was first delivered as an address at Greenville, Miss., Jan. 17, 1910, by Dr. Seaman A. Knapp of the Bureau of Plant Industry. His general subject was the present outlook for cotton production in boll-weevil territory, and he urged the planters not to think of giving up cotton growing because of the boll-weevil. "Don't get scared by the boll-weevil; it can be wdiipped," he says, and concludes with this fine outburst, of a kind not often seen in a public document:
"Organize for the fight. Every man should assist—the hanker with his money and the laborer with his hoe—till victory is won. You will live to see your land worth three times what it is today and you can not afford to sacrifice it. Hold your land and there is no reason why you should not succeed. This is the greatest country on earth for the production of the world's greatest crop. You can make a crop here just so long as you work your land properly. Let there be no more pessimism. Mississippians do not know how to surrender, much less to be captured by boll-weevils. Unfurl a banner on every farmhouse and emblazon on it, 'We do not surrender to an invading army! We fight!'"
The revision of the United States statutes advances, though but slowly. The Commission to Revise the Laws, after a service beginning June 4, 1897, sent its final report to Congress in December, 1906. The report has since been in the hands of a Joint Committee. The Crimes title, the first part of the new revision to become law, was enacted March 4, 1909, and became effective January 1, 1910. The second part, the Judiciary title, was reported to Congress March 14, 1910 (61st Congress, 2d session, S. rp. 388) and has since been under consideration. Evidently the old edition of the Revised statutes (1878) must do duty for a while yet.
Bulletin 174, Plant Industry Bureau, offers a preventive for the brown rot and scab diseases of peaches and other stone fruits which has been extensively tested. The loss by these diseases runs far into the millions every year. The price of the bulletin is 10c.
The Army register for 1910 has been a little later in making its appearance than in some former years, but is now available, price 50c.
Census enumerators, of whom there are 75,000, will be studious persons for a time now, if they never were before. Their official book of instructions has been issued. Each enumerator is told that he must read it through from cover to cover immediately. This is merely preliminary to the thorough study of the document which is required. Seventy-five thousand of them at work on this at once. Think of it!
Circular 154, Animal Industry Bureau, urges the need of State and municipal meat inspection to supplement the existing Federal inspection, which reaches only the great packing centers. The circular states that there is still a considerable local meat supply which escapes inspection.
The Navy register for 1910 has been published. Price 30c.
A little document prepared by the Manufactures Bureau, entitled Packing for export, has had so large a sale that it has been found necessary to print a second large edition. Because of printing such a number the cost per copy was lessened, and consequently the price of the document has been reduced from 10c. to 5c. The title Packing for export is correct as far as it goes, but not adequate, because the pamphlet also contains valuable information as to packing for domestic shipment. Numerous photographic illustrations further increase its value.
Senate document 379, 61st Congress, 2d session, is a document that will probably surprise many readers. It is a petition or memorial from American seamen praying for the passage of a bill introduced in the House as no. 11193, and in the Senate as no. 6155 intended to improve their condition. They declare in round terms that they are now nothing but slaves, that other countries treat their seamen much better, and make other like surprising statements. The entry for this document appears in the Monthly catalogue for February, 1910, page 418, under Senate.
In the 25th annual report of the Animal Industry Bureau is an interesting paper, which is issued separately also, entitled Effect of smelter fumes on the live stock industry of the Northwest. Descriptions and illustrations are given of domestic animals which have become seriously diseased though living at places several miles removed from the smelters. An earlier report gave information of injury to vegetation from the same cause. These publications naturally excite curiosity as to the effect of the fumes upon the thousands of people in Butte, Anaconda, and other cities, who live close neighbor to the smelters.
A newly issued pamphlet by the Library Joint Committee gives a list of the works of art in the Capitol building. They are numerous.
There is a new print of the bankruptcy law and forms prescribed by the Supreme Court, having two pages of addenda, one a new act, the other a new order. Sold by the Superintendent of Documents at 10c.
Nautical almanac, 1912, 1st edition, has been published. Price in paper 30c.
Reprint of hydrographic information, no. 12, is a pamphlet describing the port facilities of the Great Lakes. This is a sort of information in which a large number of people, both in this country and in Canada, are interested, especially just now when navigation is opening.
No. 15, National Waterways Commission series, states that 495 projects for river and harbor improvement are now under way at Government charge. Of course many are of minor importance.
The special census report on the statistics of cities of over 30,000 inhabitants for the year 1907 has just been issued. In addition to the customary financial statistics, there are special reports on a uniform system of accounting and the economic and sanitary supervision of city milk supplies. Sold by the Superintendent of Documents, in paper, at 65c. a copy.
A very important and interesting illustrated publication of more than 250 pages, entitled The rat and its relation to the public health, has been issued by the Public Health and Marine-Hospital Service. It is not a numbered bulletin. It is sold by the Superintendent of Documents, in paper covers, at 50c. a copy.
The Library of Congress has begun the publication of a Monthly list of State publications, the first number bearing date Jan. 1910. The list will, as a rule, be published monthly; but the titles for two or three months may be combined in a single issue whenever they are considered insufficient for separate numbers. A subject index will be issued (probably separately) quarterly and cumulated during the year. The Monthly list will afford libraries, legislative reference departments, students, collectors, and public officials, for the first time a ready means of learning what all the States are publishing. A current guide to the State documents has long been a desideratum, and the need for it constantly increases as the volume and importance of such publications grow. The List will be supplied to subscribers by the Superintendent of Documents at 50c. a year, payable in advance. Subscription lists are now open and the January number is ready for delivery.
Vol. 1, no. 1 of the Monthly bulletin of the Library of the Agriculture Department, listing the accessions to that library for Jan. 1910, has just been issued. Formerly the list of accessions had been published quarterly. The first number of the Monthly bulletin lists nearly 500 titles for a single month, indicating a rapid growth of a collection already remarkable. A list of "wants", also printed in no. 1, may be taken to indicate that the Department aims at a complete collection of agricultural publications.
The Documents Office is now sending to subscribers the decisions of the Interstate Commerce Commission in separate sheets, each decision being separately printed immediately after being handed down. This advance method of distribution began with the first decision which is to be bound in vol. 18 of the permanent edition in the series known as Interstate Commerce Commission Reports. This first decision is Opinion no. 1165 in the general numerical series. The advance sheets cannot be supplied by this office for any volume earlier than vol. 18. All of the separate prints which will ultimately compose vol. 18 will be mailed to subscribers as soon as printed for $1.00. The advance sheets for following volumes of the Interstate Commerce Commission Reports will be supplied in the same way and on the same terms.
This popular textbook of engineering, originally published in six parts and for a considerable timeout of print, is now again available, and at a reduced price, the six parts in one volume, bound in leather, being sold by the Superintendent of Documents at $1.00 a copy.
The descriptive list of its proposed publications, more than 50 in number, which was issued by the National Monetary Commission, has been reprinted as a sales list, giving the prices that will be charged so far as the stage of printing permitted prices to be made. Copies of this list will be supplied to applicants by the Documents Office.
The Superintendent of Documents has been authorized to reprint these documents for sale and to him intending buyers should remit. The documents in this series which have been priced are the following, all in paper:

It is intended that ultimately these publications will be rearranged and published in more permanent form, but no plans or dates have yet been made for this. Those who wish to order the whole series may remit $15.00 to the Superintendent of Documents, which will probably cover the total cost. Should a surplus remain it will be refunded; if the amount is found to be insufficient the purchaser will be notified.
The National Waterways Commission, whose membership is made up of seven Senators and five Representatives, with Senator Burton of Ohio as Chairman, has published for the use of the Commission a series of numbered documents, 15 being the latest issue received by the Superintendent of Documents. These will later on be published in permanent form for general public use, the manner and date of this form having not yet been determined upon.
By a somewhat unusual arrangement with certain railroad companies the Reclamation Service has been able to secure with little or no cost for printing a supply of attractive colored folders with which to advertise the great irrigation projects in the West which are attracting many settlers by the golden prospects which they hold out. The Reclamation Service has been supplying the descriptions and explanations—one set for each irrigation project—the railroads have been designing and printing the showy folders, and both the railroads and the Service have been distributing this attractive advertising matter where it would do the most good. There has been, however, this important distinction: the copies distributed by the railroads have contained railroad advertising matter, but the copies distributed by the Reclamation Service have advertised only the irrigation projects, the railroad advertising matter having been eliminated before the documents were mailed.
The Philadelphia evening telegraph of March 19, 1910, has this to say of a popular new publication which is numbered 391 in the Farmers' bulletin series:
The issuance of a cook hook by the Department of Agriculture is a piece of paternalism that housekeepers will welcome. The Economic Use of Meats in the Home is the title of the publication sanctioned by Secretary Wilson.It tells housewives how cheaper cuts of meat should be prepared to make them thoroughly palatable, and gives other useful hints in domestic economy.
The insistent clamor over the high cost of living inspired the preparation of the book, and now that it has appeared the providers of the family larder should avail themselves of its advice. There is no doubt that improvidence and preventable waste are responsible for much of the present trouble, and the publication of the Government cook, book should help to remedy the disorder.
Farmers' bulletin 391 and the other Farmers' bulletins are sold by the Superintendent of Documents at 5c. each, except no. 270, which is 10c.
The New York Sun of March 12, 1910, has this notice of a new public document:
An excellent little monograph of an almost extinct race has been written by David I. Bushnell, Jr., in The Choctaw of Bayou Lacomb, St. Tammany Parish, Louisiana (Bulletin 48 of the Bureau of Ethnology; Government Printing Office, Washington). The author found pure Indians among those left, though the Government had removed the greater number to the Indian Territory in 1902. He found pottery and other relics in their mounds, examined their industries and customs, gathered their legends, rites, folklore, and dances, and has built up a complete account of their past civilization from the few half civilized Choctaws he came across.
Bulletin 48 is sold by the Superintendent of Documents, in cloth binding, at 40c. a copy.
The superintendent of a great railroad system in writing to the Superintendent of Documents for copies of Education Bureau bulletin 10, series of 1909, Education for efficiency in railroad service, said; "This document should be considered a railroad classic." This high praise is no doubt well deserved, but the price of the classic remains at 15c. as heretofore.
The Congressional record is mailed daily by the Superintendent of Documents to subscribers for $1.50 a month, and single numbers can be supplied back to March 4, 1897, at prices depending on the size of the number, which varies widely from day to day according to the amount of business done and the number of speeches made in Congress.
The common conception that the Congressional record is a formal, dry-as-dust publication is not justified by recent issues of that interesting and up-to-date daily paper.
This is not the place to catalogue the contents of the Record, but it may not be amiss to give a sketchy reference to some of the chief literary features of three or four March numbers.
March 22 (vol. 45. no. 76) the issue opened with a speech of more than 20,000 words by Mr. Moore of Pennsylvania under the title Peary's discovery of the North Pole. It is a most interesting story of Peary's voyages, adventures, struggles, and successes, fortified at all points by official documents and other evidence. Further on Mr. Ellerbe of South Carolina introduced an original poem (not of his own composition) entitled Bwana Tumbo. Mr. Aiken of South Carolina supplied for publication 19 letters by Mr. Zach McGee, descriptive of a bicycle trip recently made by him through the manufacturing districts of England for the purpose of learning the social and economical condition of the people. There are over 25,000 words in these letters, besides a good many figures, and their tendency is to show that English mill-hands and their families are better off than has been generally supposed in this country. No. 76 carries also the reprint of a paper by Lewis Nixon on An American merchant marine. Besides these are the contributions of the Senators and Representatives themselves, notable among them being speeches on the Court of Commerce by Senator Clapp of Minnesota, concerning prisoners of war by Mr. Taylor of Ohio, and on the question of old age as applied to Government clerks by Mr. Sheppard of Texas, the latter being an especially noteworthy effort.
The Record of the next day, March 23d (vol. 45, no. 77) carries Senator Cummins's speech on the Court of Commerce, etc., fully 80,000 words long, or enough to fill an ordinary 12mo book of more than 150 pages. In the same number Mr. Sulzer of New York appends to his speech on the raising of the Maine a choice collection of newspaper clippings, including several copies of verses.
The Record for March 28th (vol. 45, no. 81) carries a speech by Mr. Kahn of California, under the heading Muckrakers of other days. By industrious research in the Library of Congress Mr. Kahn has gathered an extraordinary collection of the abuse which editors and pamphleteers showered upon Washington, Jay, the Adamses, Jefferson, Jackson, and other great Americans in the early days of the Republic.
The Record for March 29th (vol. 45, no. 82) contains an elaborate speech by Senator Owen of Oklahoma in support of the bill to establish a department of public health, to which are appended many scientific reports and other corroborative documents and several diagrams illustrating the congestion of population in the slums of New York, making a health document of wide scope and permanent value. This number has also an important speech by Senator Heyburn of Idaho on Resurveys of public lands; also the speech on the Naval appropriation bill, with important statistical appendixes, by Mr. Hobson of Alabama; also a strong speech in favor of forest conservation by Senator Chamberlain of Oregon.
What great daily newspaper or magazine can offer a more varied or entertaining miscellany? And all of the features mentioned are in addition to the current proceedings and debates of Congress, often highly spiced with wit and humor, and which should on other grounds attract all who feel an interest in the conduct of the Government under which they live and to which they owe allegiance.
Quite a number of Congressional committee reports on interesting subjects have been issued during the current month.
Representative Dawson on the 16th presented House report 781 on House bill 22685, to establish a naval observatory, etc. Of course the Naval Observatory has been established for many years, and the real purpose of the bill is to change the regulations governing it so that an accomplished astronomer, though a civilian, may be made superintendent and continued in office for a long term of years in the hope that discoveries may be made such as the perfection of the equipment would seem to make not only possible but probable. Under the present law the superintendent of the Observatory must be a naval officer, who may or may not be an astronomer, and in either case is subject to transfer at any moment. Legislation of the character proposed was recommended by the President in his annual message.
Senator Wetmore, March 15, presented Senate report 401, recommending the passage of the bill to enlarge the Capitol grounds by condemning several squares of land lying between the Capitol and the Union Station, and to open a broad and direct avenue from the Union Station to Pennsylvania avenue at the Peace monument. This bill has since passed the Senate with an appropriation of $3,600,000. The proposed improvement is of course of great interest to Washington people, and also in all probability to most citizens of the country at large. It would give all arriving visitors an immediate unobstructed view of the Capitol group of buildings, thus supplying, when the Plaza improvement shall have been completed, probably the finest railroad approach possessed by any city in the world.
Representative Pray, March 15, presented House report 767, favoring the bill for the creation of Glacier national park on the northern boundary of Montana. The report shows that the region included in the proposed park is a veritable wonderland, second only to the Yellowstone Park reservation. Glacier park, in its 1300 square miles, would include 60 glaciers, 250 lakes, and unnumbered forests, streams, cataracts, and mountains.
Senator Gallinger, March 16, presented Senate report 405, recommending the passage of the bill to incorporate the Rockefeller foundation. As printed, it includes the interesting statement made by Mr. Starr J. Murphy, on behalf of Mr. Rockefeller, of the purposes of the founder in planning his colossal scheme of benevolence.
Representative Hobson, March 15, presented House report 763, favoring the passage of the bill to make it a misdemeanor, punishable by both fine and imprisonment, to exclude from places of amusement or other places any persons because of their wearing the uniform of the United States.
These are by no means the only Congressional reports presented in March which are good reading.
In the Monthly catalogue for September, 1909, attention was called to the fact that in the numbered series of special consular reports issued by the Manufactures Bureau the number 40 had been duplicated on two reports relating to widely different subjects, namely, Motor machines (in 2 parts) and the Soya bean. Librarians will please note that the publishing bureau has withdrawn the number 40 from the soya bean report, which now stands as an unnumbered consular report.

The annual reports are the only Smithsonian publications that are regularly issued as public documents. All the others are paid for from the private funds of the Institution.
NOTE.—In its latest price-list the Smithsonian Institution publishes this note: "The publications of the Smithsonian Institution are: 1, Contributions to knowledge; 2, Miscellaneous collections; 3, Annual reports; 4, Special publications. No sets of these are for sale or distribution, as most of the volumes are out of print. The volumes of Contributions and of Miscellaneous collections are distributed only to public libraries and to learned institutions and societies in this country and abroad. A small edition of the papers in these two series is printed separately for sale or exchange. The Smithsonian reports are regularly distributed by the Institution to libraries throughout the world, and only a limited number of the volumes remains to supply demands from other sources. No general mailing-list of individuals is maintained. The reports can be had by purchase from the Superintendent of Documents, Washington, D. C. The papers printed in the annual reports are published separately for free distribution. Publications should be ordered by the serial number. Remittance should be made payable to ‘Smithsonian Institution.’ An application from a library should state the number of volumes in the library and the date of establishment, and have the endorsement of a Member of Congress."
