Documents entered in this catalogue that are for sale by the Superintendent of Documents, Washington, D. C., are indicated by it star (*) preceding the price named. A dagger (†) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (‡) indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.

In ordering a publication from the Superintendent of Documents give the name of the issuing Department, Bureau, or Division, and title. If publication is numbered give number also. Do not order by Library of Congress card number.

Read carefully the instructions "How to remit," found at the bottom of the next page.

The accumulation of publications in this Office amounts to over a million, of which several hundred thousand are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity.

In ordering, it should be borne in mind that many of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent.

No general price-list of public documents is available, but lists on special subjects will be furnished on application.

The Monthly catalogue is sent to each Senator, Representative, Delegate, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.

Subscription price to individuals, $1.10 a year, including indices. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.

Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and 7/10c. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.

Beginning with July, 1912, the Index to the Monthly catalogue will be issued semiannually instead of quarterly, as heretofore, and will cumulate for the twelve months ending June, 1913. That is, the December number is an Index to the Monthly catalogue for July to December, 1912, and the June number will be the Index for the fiscal year 1913. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.

Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency may be sent at sender's risk.

Postage stamps, foreign money, defaced or smooth coins will positively not be accepted.

To facilitate the payment of the cost of documents, the Superintendent of Documents will hereafter accept coupons issued by him instead of cash. Coupons of the value of 5 cents each are sold in sets of 20 for $1.00. Address order to Superintendent of Documents, Government Printing Office.

No charge is made for postage on documents forwarded to points in United States, Guam, Hawaii, Philippine Islands, Porto Rico, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage.

Senate document 3, 63d Congress, special session of the Senate, is the Inaugural addresses of President Woodrow Wilson and Vice President Thomas R. Marshall, delivered before the Senate of the United States, March 4, 1913. It is a document likely to be generally read, remembered, and preserved because of its inspiring Americanism. Price, 5 cents.

Senate document 1, 63d Congress, special session of the Senate, has for title Interference with the suffrage procession. It is an exhibit for the defense, made up of copies of the police orders issued in advance of the parade and Congressional hearings embodying arguments for the increase of the Washington city police force.

Land Office Circular 208, The three-year homestead law, is supplied free on application to the General Land Office.

The provisions of law establishing a Public Utilities Commission for the District of Columbia and the provisions further restricting the retail liquor trade in the District have been taken from the District appropriation bill and separately printed in two pamphlets which the Superintendent of Documents can supply at 5 cents each. These provisions have more than a local interest.

The farmers' institutes in the United States, 1911, is the title of a chapter taken from the Annual report of the Experiment Stations Office and separately printed in a 5-cent pamphlet. These institutes, or local schools of instruction in agriculture, are now held in nearly all the States and are apparently the best means yet devised for carrying science to the farm. The estimate of attendance at the 1911 institutes is 4,000,000. The work is yet young, but is rapidly growing.

Hereafter the Superintendent of Documents will not sell the folios of the Geologic atlas of the United States, and they will be procurable only from the United States Geological Survey. This statement applies also to the folios of the Topographic atlas of the United States.

Senate document 1038, 62d Congress, 3d session, is a report by the Public Health Service on contagious and infectious diseases among the Indians. It shows a pitiful need of sanitary instruction and practice in the western tribes. Price, 30 cents.

House document 1404, 62d Congress, 3d session, is a report by Major Russell of the Medical Corps of the Army on Antityphoid vaccination in the Army and in civil life. The author reports the successful experience with this preventive measure in the Army and suggests the advisability of its general introduction in civil life. Price, 5 cents.

State Department, Information Division series M, no. 14, Right to protect citizens in foreign countries by landing forces; memorandum by the Solicitor of the Department of State (Joshua Reuben Clark, Jr.), is an extensive collection of authorities and precedents on the subject of its title. The disturbed condition of Mexico and some other American countries has made the question a live one concerning which there has been much debate. Solicitor Clark does not, however, hesitate to say that "an examination of the authorities appears quite clearly to show that one state may, without giving just cause for offense to another state, thus interpose in favor of its nationals resident in the other state; and there is not a little authority for the proposition that such interposition by the one state as against the other is a matter of right and, indeed, duty."

There is a new edition of the pension laws. 20 cents.

The Labor Bureau (hereafter to be known as the Labor Statistics Bureau) has issued no. 1 in its Miscellaneous series, the title being Statistics of unemployment and the work of employment offices. Price 10 cents. This is also Bulletin 109. No. 4 in the Workmen's insurance and compensation series has also been issued, the specific title being Law relating to the insurance of salaried employees in Germany. The Bulletin number of this one is 107. Price, 5 cents.

The Weather Bureau has recently published two popular treatises, likely to be found interesting by the numerous citizens who exercise their minds with weather problems. Bulletin 42, Forecasting the weather, price 5 cents, unmasks the mysteries of this branch of the Weather Service. Circular E, Instrument Division, 3d edition, reprint, 1913, Measurement of precipitation, price 10 cents, is a set of instructions for weather observers on the measurement and registration of precipitation by means of the standard instruments of the United States Weather Bureau, but volunteer weather observers as well as officials may study and practice these instructions if they choose.

Farmers' bulletin 187, Drainage on the farm, is out of print and has been superseded by no. 324, Tile drainage on the farm, which describes the more modern and more efficient practice. This is entered in this Catalogue under Plant Industry Bureau. All Farmers' bulletins are sold by the Superintendent of Documents at 5 cents each except no. 513, the bird book with colored pictures, which sells at 15 cents.

The Philippine Islands is the title of a publication which has been issued by the Insular Affairs Bureau, War Department, price 10 cents. After 9 introductory pages, the pamphlet preseuts, under the title Exhibit, a compilation "intended to show concisely the condition of the Philippine government as it now exists." This is just the information for which people have been looking.

Those who wish to know about English walnut growing should get Plant Industry Bureau Bulletin 254, illustrated, The Persian walnut industry of the United States. The words "English" and "Persian" do not look alike or sound alike, but in this instance they mean the same. There is no warrant for calling the popular nuts grown so extensively in California "English." They are much more appropriately designated as "Persian," as people generally will recognize after they get used to the change. 20 cents.

Among the serial volumes issued in March, for which many collectors are on the lookout, are vol. 42, Proceedings of the United States National Museum, price, 90 cents, and vol. 47, Court of Claims reports, $1.50.

Raising guinea pigs is the title of Farmers' bulletin 525, published by the Biological Survey. Though the demand for the prolific little creatures described is almost wholly for laboratory use, yet breeding them is likely to be profitable for persons favorably situated near cities or institutions buying many cavies. The prevailing price for several years was 75 cents each, but recently it has advanced to $1 and $1.50. Why the cavy is called a pig, or why, if a pig, the title guinea should be prefixed, nobody knows. It is not a pig, but a rodent, and it does not come from Guinea, but from South America. It reaches maturity at 4 or 5 months, and in good condition weighs nearly 2 pounds. "Laboratory use" of course means that serums and antitoxins are tested on these little animals before being used on more important animals. Problems of heredity and inbreeding are also conveniently studied in the life histories of cavy families. The Animal Industry Bureau of the United States Department of Agriculture has two guinea-pig breeding establishments near Washington. 5 cents.

Forest Service Circular 214 is Tests of packing boxes of various forms. The Service maintains that a large amount of wood now wasted could be saved through improvement in the design of packing boxes. The matter is important also from the standpoint of the shipper, who, speaking collectively, suffers great loss from the use of imperfect containers. Circular 214 does not exhaust the subject, but opens the practical investigation of it promisingly. 5 cents.

Inquiries from depository libraries as to whether the Abstract of the 13th Census had been sent to them seem to require that an explanation be offered. The fact is that the sending of the Abstract has been delayed by the discovery and correction of errors in statistical table 21, on page 432 of the volume. This table relates to Irrigation for rice growing, and gives statistics on the subject, including number of farms reporting, acreage irrigated, number of reservoirs. flowing wells, pumped wells and pumping plants, cost, etc. In the first print of page 432 of the Abstract the total number of pumped wells was stated as 848, the number of such wells in Louisiana as 41, the total capacity in gallons per minute as 802,653, and the capacity in Louisiana as 88,329 gallons. The corrected table shows that Louisiana has 606 pumped wells, with a capacity of 1,108,236 gallons a minute, making the total number of such wells 1,413 and their total capacity 1,822,560 gallons. These corrections having been made, the Abstract is again being turned out by thousands, and copies will be sent to the depository libraries in the next invoice.

A fourth edition of Tables of equivalents of the United States customary and metric weights and measures, dated Jan. 31, 1913, has been issued by the Standards Bureau. The Superintendent of Documents can supply copies at 40 cents. The work is very comprehensive and complete, including lengths, areas, volumes, capacities, masses, and prices, tables of the various legal tons and pounds in the United States, and status of the international metric systems under existing provisions of law.

The utilization of waste raisin seeds is the title of Plant Industry Bureau Bulletin 276. Many readers will no doubt think this waste too small to be worth trying to save, but as a matter of fact thousands of tons of seeds let go to waste by raisin-seeding works could be made to supply (1) a clear transparent syrup of delightful flavor. (2) a fixed oil useful in paint and soap making, (3) tannin, for tanning leather. (4) meal for stock feeding, and the Bureau certifies that the saving is commercially justifiable. 5 cents.

The Summary of the report of the commissioner of corporations on the International Harvester Company was issued under date of Mar. 3, 1913. 5 cents.

Three sets of postal savings regulations are just received. One in green covers. Instructions to postmasters at postal savings depository offices; one in blue-gray covers, Regulations governing the operation of postal savings depositories; one in light drab covers, Regulations for guidance of banks qualifying as depositories of postal savings funds. The first two mentioned are entered under Post Office Department, the last under Postal Savings System. 5 cents each.

Report of advisory board of army engineers to the Secretary of the Interior on investigations relative to sources of water supply for San Francisco and bay communities can now be supplied by the Superintendent of Documents at 20 cents.

Descriptive catalogue of the road models of the Office of Public Roads is the title of Bulletin 47 of that office. It gives, both by description and by photographic views, the methods of construction of the various standard types of modem road construction. It is just the practical textbook that road officials should have always at hand. Price. 15 cents.

Sanitation, a few years ago generally classed as an eccentric fad, has by the efforts of humanitarians been made a popular pursuit. From this change of view the most salutary influence upon human well-being may justly be looked for. The United States Public Health Service has contributed its full share to this improvement in the popular thought and practice by its publications, both in technical and in popular form. We have now some new numbers in its new series of popular papers separately printed under the designation Supplement to the Public health reports. No. 1, Measles, was catalogued last mouth. No. 2 is Indoor tropics, the injurious effect of overheated dwellings, schools, etc.; no. 3 is Tuberculosis, its predisposing causes; no. 5 is Fighting trim, the importance of right living. No. 4 had not been received at the time of writing. The numbers in this series should have a wide distribution. They are entirely nontechnical and may be read and understood even by the least technical of readers. Sold by the Superintendent of Documents at 5 cents each.

The Annual report of the surgeon general of the Public Health Service for 1912 (House document 971, 62d Congress, 3d session) is a comprehensive but not prolix review of the extensive activities of the Service.

Vol. 21, Journals of the Continental Congress, is out of press.

Bulletin 120, Entomology Bureau, is Mr. Russell S. Woglum's Report of a trip to India and the Orient in search of the natural enemies of the citrus white fly. These enemies were found and some of them were brought alive to this country, where it is hoped they may multiply and check the ravages of the fly which has done great damage in Florida. Mr. Woglum's report gives the reader a vivid idea of the extent of the researches of the United States Agriculture Department. Price, 15 cents.

Plant Industry Bureau Circular 117 is made up of several miscellaneous papers, the first of which, entitled. The Bureau of Plant Industry, its functions and efficiency, is by Dr. B. T. Galloway, until recently chief of the bureau, and now Assistant Secretary of Agriculture. Along with other interesting things, Dr. Galloway says: "After more than two decades of effort, public sentiment is now aroused as to the necessity of doing all sorts of things for the farmer. Merchants and bankers, ministers and lawyers, are vying with each other in their anxiety to give the farmer help. In true American fashion, we are rushing, or being rushed, into procedures and forms of activity many of which are open to doubt as to their real effectiveness and permanent value in building up agriculture. It would seem highly important that as an organization we" (the Plant Industry Bureau) "should endeavor to keep our vision unobstructed and not allow it to become clouded by the many things being proposed from all sides." The Doctor classes the work of the bureau under three heads: Research—experimentation—demonstration—and he deprecates certain modern methods of promoting efficiency, saying: "There has been a tendency of late to apply to institutions similar to ours certain ideas of discipline that are necessarily abhorrent to men engaged in scientific work. I refer to high-pressure systems where attempts are made to measure and blueprint each man's activities in terms of mechanical equivalents. This system may be all very well where the object is to turn out docks, automobiles, or quick-firing guns, but it would be fatal to the best scientific constructive work." 5 cents.

Navigation Bureau, Commerce Department, has published Regulations governing radio communication, edition of Feb. 20, 1913. 5 cents.

The Weather Bureau, Agriculture Department, has published Radiotelegraphic code for meteorological observers at sea.

Ships' data, United States naval vessels, 1912, published by the Construction and Repair Bureau, Navy Department, gives in tabular form those details of capacity, equipment, armament, etc., which are desired by citizens who revel in the particulars of naval knowledge. 15 cents.

Bulletin 65, Mines Bureau, is also Petroleum technology 7 of the same bureau. Its title is Oil and gas wells through workable coal beds; papers and discussions. It is an interesting consideration of difficult problems. 10 cents.

Bulletin 8, series of 1913, Education Bureau, The status of rural education in the United States, shows the great improvement that has been made and also the need for still greater improvement. Many photographic views illustrate the argument. A digest of the laws and usages of the various States is included. 15 cents.

63d Congress, special session of the Senate, Document 5, is The problem of rural credit or farm finance in the United States. Presented by Senator Gore and ordered printed Mar. 17.

Another section of the National forest manual has been issued under the title: Water power—telephone, telegraph—power transmission lines. 10 cents.

The Civil Service Commission has compiled for the House Committee on Civil Service Reform a list filling 199 pages entitled Positions in the United States service which are not required to be filled through examination under the civil service law, comprising positions appointment to which is made by the President, by and with the advice and consent of the Senate, positions in the diplomatic and consular services, and positions paying $600 or more per annum which are excepted from examination or are unclassified. Copies of this document are not available for sale.

The National Academy of Sciences was chartered by Congress April 3, 1863, for the purpose of rendering to the Government, without charge, expert scientific assistance and advice. The semicentennial anniversary of its formation is to be distinguished by the publication of a commemorative volume, prepared under the direction of a committee of which Dr. C. D. Walcott is chairman and under the editorship of Dr. F. W. True.

The Academy has also in press Memoir 1 of vol. 11 of the series of Memoirs. The title of this Memoir is "A monograph of agave in the West Indies", and the author is Mr. Wm. Trelease of the Missouri Botanical Garden at St. Louis. This Memoir will be illustrated by 120 plates.

Education Bureau Bulletin 7, series of 1913, College entrance requirements, has both interest and value for educators. In page 104, 16th line from the foot, for "principal" read "principle". 15 cents.

Geological Survey Bulletin 537, The classification of the public lands, which was noted in the February Monthly catalogue as being "rushed to the limit" in the Government Printing Office, was successfully "rushed", and copies were ready for delivery before the middle of March. It is a pamphlet of 197 pages, including an adequate index. The purpose of land classification, the history and legal basis for land classification, the necessity for land classification, the agencies and methods of classification, coal lands, oil lands, phosphate lands, potash lands, metalliferous-mineral lands, water-power sites, reservoir sites, public water reserves, are some of the principal subject headings in the treatise, which is illustrated by diagrams and maps. From the Superintendent of Documents, 15 cents.

Contributions to economic geology, 1910, part 2, Mineral fuels, is Bulletin 471 of the United States Geological Survey, just issued. It is a bulky pamphlet of 663 pages and numerous maps and other illustrations, sold by the Superintendent of Documents at $1.05.

The tariff hearings before the Ways and Means Committee during the past winter have been published as House document 1447, 62d Congress, 3d session, in 6 volumes. Vol. 1 (65 cents) contains the hearings on Schedules A and B; vol. 2 (80 cents), Schedule C; vol. 3 (75 cents), Schedules D, E, F, G, and H; vol. 4 (90 cents). Schedules I, J, K, and L: vol. 5 (75 cents), Schedules M and N; vol. 6 (45 cents), Free list, miscellaneous, administrative. These volumes contain the hearings complete, but vol. 6 does not contain an Index to the set, though on each of the six title-pages the announcement is made "Index in final volume." The Index had not been completed at ihe date of this writing, but will be issued later as a separate volume, numbered 7. It is not now possible to announce even an approximate date for its appearance. The six volumes thus far issued are on stile by the Superintendent of Documents either as a set ($4.30) or by single volumes. All are in paper covers.

A revised edition of the laws for Alaska is in press.

The House of Representatives has ordered the printing of 25,000 extra copies of Reprint 105, an excerpt from Public health reports, vol. 27, no. 49. The title is, Antimalarial measures for farmhouses and plantations. The Superintendent of Documents also has copies for sale at 5 cents.

The Senate has ordered that House report 43, 38th Congress, 1st session, and Senate report 837, 46th Congress, 3d session, be reprinted together as Document 4 of the special session of the Senate, 63d Congress. Both are reports in favor of giving Cabinet ministers seats in Congress and both are by George H. Pendleton of Ohio, the first when be was a Representative, the second after he became a Senator. The Senate report is signed also by W. B. Allison, D. W. Voorhees, J. G. Blaine, M. C. Butler, John J. Ingalls, O. H. Platt, and T. J. Farley—a strong combination of names, sufficient, one would think, to secure the passage of almost any measure.

The Forest Service has begun, a series which has elements of novelty. It is called Review of Forest Service investigations, and the first issue, 68 pages, is designated as volume 1. Successive volumes will be issued as material for them accumulates. The Letter of transmittal informs us that "it will follow necessarily from the purpose which the Review is designed to serve that a certain freedom will be given for the expression of individual opinion. The Review will deal largely with matters on which the Forest Service cannot yet speak authoritatively; the views presented are for professional consideration, on their merits, and their publication by no means implies that full responsibility for them is assumed by the Forest Service."

The Service will assume the responsibility of publication, but the things published will stand on their own merits and not on the authority of the Service. This is a novel feature in public documents, and the resulting flexibility and freedom of discussion will be likely to prove enlightening and interesting. The Review is published primarily for the Forest Service, but will be valuable to other foresters and to investigators in allied fields.

Vol. 1 does not reveal any excess in the use of the new-found liberties of the writers of the Service. It is an instructive account of some of its numerous activities and facilities, with photographic illustrations. Copies of vol. 1 of the Review of Forest Service investigations are supplied by the Superintendent of Documents at 15 cents.

Dec. 12, 1912, Senate resolution 406 was agreed to, directing the Secretary of Commerce and Labor to furnish to the Senate, not later than Feb. 15, 1913, a list of national, State, and local commercial and agricultural organizations and associations. The list was furnished on time, and Secretary Nagel accompanied it with a stitement that it contained the names of nearly all the commercial organizations in towns of 2,000 or more inhabitants. The list of agricultural associations, prepared in the Agriculture Department, may be assumed to be equally complete. Besides the names of organizations, their duties, income, numerical strength, special interests served, etc., are included.

These lists were sent to the Public Printer, and at the time of writing are within a few days of readiness for distribution. In the Congressional print it is Senate document 1109, 62d Congress, 3d session.

Copies will be sold by the Superintendent of Documents at 15 cents.

The Army register and the Navy register for 1913 are both out of press. Army, 50 cents. Navy, 30 cents.

Senate document 1104, 62d Congress, 3d session, entered in the Monthly catalogue for February, 1913, page 393, is a statement by the former Secretary of Agriculture, under date of Feb. 19, 1913, of the cost of buying aud shipping seeds for Senators and Representatives.

For 1912, the total cost was $292,265 and the uuniber of packages 12,222,018. For the four years ended with 1912 the totals were: Cost, $1,110,933; number of packets, 48,568,801.

A Biographical Congressional directory, with an outline history of the national Congress. 1774-1911: The Continental Congress, Sept. 5, 1774-Oct. 21, 1788: The United States Congress, from the First to the Sixty-second Congress, Mar. 4, 1789-Mar. 3, 1911, is the title of Senate document 654. 61st Congress, 2d session, now just out of press.

The previous edition, issued 1903, is practically out of print, though a few copies remain in stock, price $1.00. The new edition includes the biographies and other information concerning the 58th, 59th, 60th, and 61st Congresses not in the former edition. The phraseology of the title-page might perhaps lead one to suppose that the statistics of the 62d Congress are included, but they are not. Besides Congressional statistics, those of the Cabinets, Washington to Taft, are given. The chief interest of the work, however, is in the thousands of brief biographies of Senators and Representatives, filling pages 425 to 1136, and in a majority of cases supplying data not to lie found elsewhere.

In an Introduction, "the present committee" describes the special efforts it has made to secure additional information and increased accuracy. It tenders acknowledgments to the many who have lent assistance. Because the urgent demand for the work did not admit of taking further time to make supplemental inquiries "the present committee" does not make the claim of completeness for its work, though it does very positively make the claim that it is much nearer completeness than any preceding work of similar character. The corrections and additions have been very numerous, sufficiently so to justify the assertion that the new edition is substantially a new work, not merely a reprint of older works with the statistics of the later Congresses suffixed. The coöperation of all readers is further solicited in correcting any errors that may be noted or supplying any pertinent information that may seem to be lacking. Other editions of the Directory will undoubtedly be called for, and all information received will be preserved with a view to making each successive edition more nearly complete.

"The present committee" does not attach its official title to the new Directory, but it is no secret that it is the Joint Committee on Printing of the 61st and 62d Congresses, acting through its representatives, Messrs. Ansel Wold and Henry M. Rose. That they have worked faithfully and intelligently no one who gives the great volume which is the result of their labors a critical examination will be likely to question.

February 14, 1865 (39th Congress), a joint resolution was approved, by virtue of which the official Congressional directory became a publication of the Joint Committee on Printing, with the requirement that it should be printed at the Government Printing Office. This has been its status ever since, until it has become the public document which carries a greater wealth of information as to the organization, functions, and personnel of the Government than any other tingle volume.

The new general Congressional directory is a royal octavo of 1,136 pages, bound in black buckram and sold by the Superintendent of Documents at $1.50.

The public laws of the 62d Congress have been printed in the first or slip-law form. The total number is 457, of which 117 (nos. 341 to 457) were the work of the 3d session, which closed March 4. The joint resolutions number 73, the private laws 180, and the private resolutions 6.

All of the public laws are on sale in the slip form (each law a separate leaflet or pamphlet), by the Superintendent of Documents at 5 cents each or $1.00 for all the laws of either one of the three sessions of the 62d Congress.

In the first collected edition, known as the pamphlet laws or session laws, the laws of the 1st session can be had for 40 cents and the public laws of the 2d session for $1.25. The pamphlet laws for the 3d (and final) session have not yet been issued at the time of writing, but in all probability will be available before these lines come under the reader's eye. The price of the 3d session laws will be fixed immediately after the pamphlet is off the press.

The permanent form of the 62d Congress laws, known as Statutes at large and bound in full leather, will follow within a few weeks. This edition is simply a combination of the pamphlet laws of the several sessions with a consolidated index. The paging is the same as in the session laws, so that a page reference to either print will be correct.
