Words and figures inclosed in brackets [] are given for information, but do not appear on the title pages of the publications cataloged. When place and printer are not given, it is to be understood that the publication is printed at the United States Government Printing Office, Washington, D.C. When size is not given octavo is to be understood. Size of maps is measured from outer edge of border, excluding margin. The date, including day, month, and year, given with Senate and House documents and reports are the dates on which they were ordered to be printed. Usually the printing promptly follows the ordering, but various causes sometimes make delays.
The L.C. card number appended to some of the entries is for those libraries ordering printed cards from the Library of Congress. The number at the extreme right of an entry indicates the classification of the publication in the Office of the Superintendent of Documents.
The Superintendent of Documents, Washington, D.C., is authorized by law to sell copies of Government publications and to allow a discount of 25 percent to book dealers and quantity purchasers on condition that the purchasers will adhere to the public sales price set by the Superintendent of Documents and that publications shall not be used for, or in connection with, advertising purposes.
Publications cannot be supplied free to individuals nor forwarded in advance of payment.
The accumulation of publications in this Office amounts to several millions, of which over five million are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold regardless of their age or scarcity. Many of the books have been in stock some time, and are apt to be shopworn. In filling orders the best copy available is sent.
A general price list of public documents is not available, but numerous lists have been prepared on special subjects and any of these will be furnished free, on application, if the person interested will state the subject or subjects concerning which information is desired. It will also be noted that current publications which are for sale are listed in this catalog.
In addition to the Price lists, the Documents Office issues a Weekly List of Selected United States Government Publications for sale by the Superintendent of Documents. Each list is arranged alphabetically by subjects, with annotations and prices, and may be obtained free upon application to the Superintendent of Documents.
Publications entered in this catalog that are for sale by the Superintendent of Documents are indicated by a star (*) preceding the price. A dagger (†) indicates that application should be made to the department, bureau, or division issuing the document. A double dagger (‡) indicates that the document is printed for official use. Whenever additional information concerning the method of procuring a document seems necessary, it will be found under the name of the bureau by which it was published.
In ordering a publication from the Superintendent of Documents, give (if known) the name of the publishing department, bureau, or division, and the title, together with the classification number which is added to the entry at the extreme right; order the congressional documents and reports by the title, together with the document or report number and the Congress and session, e.g., H. doc. 230, 73-2.
Do not use the L.C. card number in ordering a publication.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D.C., by coupons, postal money order, express order, or check. Currency may be sent at sender's risk. Foreign remittances should be made either by international money order or draft on an American bank.
Postage stamps, foreign money, defaced or smooth coins, witl not be accepted.
For the convenience of the general public, coupons that are good until used in exchange for Government publications sold by the Superintendent of Documents may be purchased from his Office in sets of 20 for $1. Address order to Superintendent of Documents, Government Printing Office, Washington, D.C.
No charge is made for postage on documents forwarded to points in United States, Alaska, Guam, Hawaii, Philippine Islands, Puerto Rico, Samoa, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage. In computing foreign postage, add one-third of the price of the publication.
The number given at the extreme right of each entry (except for congressional documents and reports) is the classification number by which the publication is arranged in the Library and in the sales stock of the Office of the Superintendent of Documents. It can be used as a classification number by such libraries as are using, for the departmental publications, the arrangement of public documents advocated in the Checklist of United States Public Documents, 1780-1900. In using this number as a classification number in a library, it should be noted that the shilling mark (/) is used to separate what would ordinarily be a superior number or letter (the numbers or letters immediately following the line) from the main classification number, it not being practicable to print these numbers and letters as superiors in the Monthly Catalog, e.g., the number A 1.23/a:So 96/4 listed in the Monthly Catalog would be A 1.23 a:So 96 4 in a library.
Numbers to be used in ordering the printed catalog cards of the Library of Congress are appended to entries for the more important publications. These are given at the left, with "L.C. card" prefixed. Do not confuse with the Documents Office classification number given at the right. Orders for these cards, remittances in payment for them, and requests for information about them should be addressed to the Librarian of Congress, not to the Superintendent of Documents.
The Monthly Catalog is sent to public libraries free on application. Subscription price to individuals, $1.00 a year, including index; foreign subscription $1.60 a year. Back numbers cannot be supplied. Notify the Superintendent pf Documents of any change of address.
An Index to the Monthly Catalog will be issued later, and can be bound with the numbers as an index to the volume. Persons desiring to bind the catalog should be careful to retain the numbers received monthly, as duplicate copies cannot be supplied.
The Entomology Bureau and the Plant Quarantine Bureau in the Department of Agriculture were consolidated and became the Entomology and Plant Quarantine Bureau effective July 1, 1934. The new organization will take over from the Bureau of Plant Industry control and eradication work on plant pests and diseases. The consolidation is expected to permit greater economy.
To bring about a closer coordination of research along related lines in the Department of Agriculture, Secretary Wallace announces the transfer of the divisions of Soil Fertility and of Soil Microbiology from the Bureau of Chemistry and Soils to the Bureau of Plant Industry and the transfer of the Insecticide Division of the Bureau of Chemistry and Soils to the Bureau of Entomology and Plant Quarantine. The order becomes effective September 1, 1934. More than 100 pesons are employed in the three divisions.
The Interior Department recently stated that "fully 35 million acres of formerly cultivated land, worth $1,750,000, have been ruined by unrestrained erosion, and the products of wastage have clogged stream channels and filled costly reservoirs." A large sum of money has been allotted out of the Public Works fund for a soil-erosion program.
The National Resources Board, established by the President's Executive order 6777, June 30, 1934, will prepare "a program and plan of procedure dealing with the physical, social, governmental, and economic aspects of public policies for the development and use of land, water, and other national resources." The Board is required to submit a report on land and water use by December 1 of this year. The plan is to include "the coordination of projects of Federal, State, and local governments and the proper division of responsibility and the fair division of cost among the several governmental authorities."
A recent press release states that the largest single project of land classification ever undertaken by the Soil Survey Division of the Department of Agriculture was to be started in July in Washington State. The detailed soil survey will be the basis for land classification and land use. The State planning council of Washington has available nearly $100,000 for the work.
The Bureau of Labor Statistics announces that it will make a survey of wages, hours, and working conditions in the petroleum industry. The survey has been requested by the planning and coordinating committee of the petroleum industry and the Petroleum Administration because of the great demand for such information.
The present series of standard air-navigation maps issued by the Department of Commerce, regarded as the best in the world for air-navigation purposes, are becoming too small for the man who travels 3 miles a minute. To accommodate the high-speed pilots, it was announced by Rex Martin, acting director of air commerce, that new maps drawn to a scale of 1-1,000,000, or about 16 miles to the inch, will be issued covering the whole United States. Each of the maps will cover more than six times as much territory as a sectional map, and 17 of them will cover the entire United States, instead of 87, as in the case of the sectional maps.
Reorganization of the Historic American Buildings Survey as a permanent institution functioning through the National Park Service, the Library of Congress, and the American Institute of Architects has been announced along with an agreement by these three organizations to coordinate all future work of recording historic structures. The drawings already made by the Survey are now being transferred from the National Park Service to the Library of Congress, which, according to Dr. Leicester B. Holland, chief of the Library's Division of Fine Arts, will soon have copies ready for public distribution. Many requests have been received for prints from libraries, historical, and other organizations

NOTE.—Beginning May 1, 1934, the National Recovery Administration initiated the distribution of individual Blue Eagle cards for display by employers operating under approved codes. The new Blue Eagle, with the former phrase "We do our part" replaced by the single word "Code" serves to identify the employer who did his part and who now, under an approved code, is cooperating with others in his trade or industry, to complete the work of recovery.
