Words and figures inclosed in brackets [] are given for information, but do not appear on the title-pages of the publications catalogued. When size is not given, octavo is to be understood. Size of maps is measured from outer edge of border, excluding margin. The dates, including day, month, and year, given with Senate and House documents and reports, are the dates on which they were ordered to be printed. Usually the printing promptly follows the ordering, but various causes sometimes make delays. When Congress and session are not given with the numbers of Senate and House documents and reports, 60th Congress, 1st session, is to be understood.
In the October list of public documents a very notable example comes from the Law Division of the Library of Congress as volume 1 of the Index analysis of Federal statutes. It is a very minute and extended index to the Revised statutes of 1873, and to the Statutes at large since published, namely, volumes 18-34. It is the first general index to the laws of the United States that has been compiled since Little and Brown's index to volumes 1-8, Statutes at large, published more than 40 years ago. The magnitude and completeness of the new work may be partly estimated from the fact that volume 1 alone fills nearly 1,400 quarto pages, and the whole work will comprise certainly three and perhaps four volumes. Volume 2, which is to index the private, local, and temporary laws, will be at least two years longer in compilation, and no date has been fixed for the publication of that volume or the succeeding volumes. Volume 1 is, however, the only one which the average legal practitioner will require, as it indexes all the general and permanent laws. The last thing in the book is one that will be a great convenience to many people. It is a list of the popular names of certain statutes which are much used and usually known by the names of their authors, with references to the volumes and chapters where they may be found. This volume is published by the Library of Congress and sold by the Superintendent of Documents.
A new volume of the 1905 census of manufactures came from the Census Bureau during the month. It is part 4 and is made up of Special reports on selected industries.
The 1909 List of stars for navigators has been issued by the Nautical Almanac Ofiice.
From the General Land Office came a list of Unappropriated public lands.
That monumental work, the Index-catalogue of library of SurgeonGeneral's Ofiice, United States Army, has reached the 13th volume of its 2d series, the 1st series having been completed in 16 volumes.
There are new prints of Laws and regulations relating to Hot Springs Reservation and Yellowstone and Yosemite national parks.
Annual reports of Government bureaus for the fiscal year 1907 are beginning to drift in. By next month they should be numerous.
Sailors can now be supplied with the 2d. edition of the American nautical almanac for 1909.
In Silvical leaflet 19 the Forest Service has made a distinct contribution to the popular nomenclature of American trees by coining the word "bigtree" for the popular name of Sequoia washingtoniana, the biggest of all big trees, the tree that made California famous.
The Congressional record for the 60th Congress, 1st session, has been issued in its permanent bound form as volume 42 in 8 parts or books and an index volume. Each part is in fact a great quarto volume of about a thousand pages, and the index volume is still larger. The 8 parts sell for $2.25 each and the index for $2.50, making $20.50 for the set of 9 volumes.
Volume 36, Land decisions, is in the October list and now ready for delivery. For the first time a volume in this series is bound in buckram instead of sheep. The price is $1.25.
The Decisions of the Geographic Board on the proper form of place names, made during the two years, July, 1906, to July, 1908, have been published in a 38-page pamphlet.
Bulletin 369 of the United States Geological Survey, Prevention of mine explosions, is the work of three European experts who were invited to this country to make an inspection of the causes which have led to a destruction of human life in American mines far greater than in the mines of any other country.
The Agriculture Department, always a prolific publisher, has a long list of booklets this month. Among them we note especially Primer of conservation, a preliminary manual in the study of what may perhaps be rated the greatest of all our national questions, the conservation of natural resources. It is the first official publication sketching the work of the famous conference of governors held at the White House last May.
The works of John Adams, in 10 volumes, edited by his grandson, Charles Francis Adams, were published by Little, Brown & Co., Boston, 1856. By act approved September 30, 1850, Congress appropriated $22,500 to buy 1,000 sets. By resolution approved February 27, 1851, the distribution of between 500 and 600 sets was provided for, and it was directed that the remainder be sold. These volumes are not in the numbered series of Congressional documents.
The American Historical Association was formed at Saratoga September 9, 1884. The "Papers" of the Association, consisting of reports of the proceedings of the annual meetings and some of the historical monographs that had been read before the Association, were published by the Putnams, 1885-91, and have been collected in five substantial volumes, the copyright being held by the Association. These volumes, giving the proceedings and papers of the first seven annual meetings, are not public documents. By act of Congress approved January 4, 1889, the Association was incorporated, the act providing that "said Association shall report annually to the Secretary of the Smithsonian Institution concerning its proceedings and the condition of historical study in America; said Secretary shall communicate to Congress the whole of such reports or such portions thereof as he shall see fit." From that time the proceedings and historical monographs of the Association have been issued by the Government as numbered Senate documents in one or two volumes yearly, under the title "Annual reports of American Historical Association." The first two issues in this form, those for 1889 and 1890, duplicate the proceedings of the 6th and 7th meetings, which had already been published in the "Papers," and also partially duplicate the monographs in volumes 4 and 5 of the "Papers." The issue of the "Papers" was discontinued after the 7th meeting.
The Annals of Congress, 42 volumes large 8°, of which two volumes were issued in 1834 and the remainder in 1849-56, give no doubt as faithful a report of the debates and proceedings of the first 17 Congresses and the first session of the 18th Congress as it was possible to compile after such a lapse of time. Congress encouraged the publishers, Gales and Seaton, by an appropriation, March 3, 1851 (31st Cong. 2d sess.), for 2,000 sets, of which it ordered 600 to be distributed to libraries and officials and 1,400 to be deposited in the Department of State, subject to the order of Congress. Apparently Congress never ordered them out of the Department. More than a generation later they were so plentiful there that for some years it was the custom to give a set to each clerk. Up to the time of the Civil War it was also the custom to vote a set to each member of the House of Representatives.
Part 1 (Herndon) was transmitted to Congress February 10, 1853, and on that day ordered printed by the Senate as Senate ex. doc. 36, 32d Cong. 2d sess. At the same session, March 3, 1853, 10,000 additional copies were ordered, the resolution also providing for printing part 2 (Gibbon), should it be submitted before the close of the session. It was so submitted and printed. Part 1 (Herndon) was ordered printed by the House February 12, 1853, as House ex. doc. 43, 32d Cong. 2d sess. January 6, 1854 (33d Cong. 1st sess.), 10,000 additional copies were ordered, including both parts. These extra copies of part 1 were issued as House ex. doc. 43, 32d Cong. 2d sess., and those of part 2 as House ex. doc. 53, 33d Cong. 1st sess. Later in the session, April 13, 1854, the House ordered 20,000 copies more. Both volumes of this edition were designated House ex. doc. 53, 33d Cong. 1st sess. As a consequence of these various printings, cloth volumes of part 1 are found as House ex. doc. 53, 33d Cong. 1st sess., but in the sheep-bound Congressional series the House edition of part 1 is found only as House ex. doc. 43, 32d Cong. 2d sess.
The recommendation that the printed reports of Congressional committees be collected and indexed, made in certain reports by the Committee on Printing in 1884, did not bear fruit till 1887, when the committee reports were compiled and indexed by Thomas Hudson McKee in 513 volumes, 178 of the reports of Senate committees and 335 of the reports of House committees, furnished with 95 indexes, 36 to Senate reports and 59 to House reports, being a distinct index for each standing committee and a combined index in each branch for the select and special committees. The 513 volumes were not issued as a set, but each committee was supplied with a complete collection of its own reports adequately indexed. Capt. McKee published an edition of the 95 indexes, separately from the reports, for sale to libraries and collectors. The collections extended from the date of organization of each committee to the close of the 49th Congress, 1887, in no case, however, beginning at an earlier date than the opening of the 14th Congress, 1815.
The reports of the Senate Foreign Relations Committee, 1789-1901, were reprinted in 8 volumes, 1901 (56th Cong. 2d sess., Senate doc. 231, volumes 19-26, serial nos. 4047-54).
Though the Congressional directory does not appear among the numbered Congressional documents till 1881, a manual under that name has been issued from an early period in Congressional history and perhaps from the beginning. The earliest copy in the Public Documents Library is of the 17th Congress (1822). The Directory was compiled and printed as a private venture till 1847, and the names of compilers and printers are many. In the 30th Congress (1848) the Directory assumed an official air by bearing on its title-page the words "Compiled and published for the use of Congress by the postmaster of the House of Representatives." This style was continued till 1865, when by joint resolution, approved February 14, the publication was put under the direction of the Committee on Printing and required to be printed at the Government Printing Office. The early directories are queer little pamphlets, the 17th Congress copy being 3¾ by 5 15/16 inches in size and 47 pages thick, contrasting strongly with the 400-page octavo of to-day.

NOTE.—Lake Survey charts may be obtained from U. S. Lake Survey Office, Detroit, Mich., or from U. S. Engineer Office, Buffalo, N. Y. Payments must be made before charts are sent, and if made by mail must be by postal or express money order payable to the order of U. S. Lake Survey Office if ordered from Detroit, or to the order of U. S. Engineer Office if ordered from Buffalo. These charts may also be obtained, for cash only, at U. S. Canal Office at Sault Ste. Marie, Mich. They will be sent by express, the express charges to be paid by the purchaser on receipt of the charts, or free by mail at the purchaser's risk. Purchasers should indicate, when ordering the charts, whether they wish them sent by express or mail. The latter will be used when no choice is indicated.
The bulletins and supplements of the Lake Survey may be obtained free upon application at U. S. Lake Survey Office, Detroit, Mich., and at the engineer offices in Duluth, Milwaukee, Chicago, Grand Rapids, Cleveland, Buffalo, and Oswego.
NOTE.—The Canal record is issued free of charge, one copy each, to all employees of the Commission whose names are on the gold roll. Extra copies can be obtained from the news stands of the Panama Railway Company for 5c. each. Address all communications to The Canal Record, Ancon, Canal Zone, Isthmus of Panama.
