Documents entered in this catalogue that are for sale by the Superintendent of Documents, Washington, D. C., are indicated by a star (*) preceding the price named. A dagger (†) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (‡) indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.
In ordering a publication from the Superintendent of Documents, give the name of the issuing Department, Bureau, or Division, and title. If publication is numbered give number also. Do not order by Library of Congress card number.

The accumulation of publications in this Office amounts to several millions, of which over a million are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity.
In ordering, it should be borne in mind that many of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent.
No general price-list of public documents is available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, Resident Commissioner, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year, including index. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.
Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and 8/10c. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.
Beginning with July, 1913, an Index to the Monthly catalogue will be issued at the end of the fiscal year, June, 1914. This will contain index entries for all the numbers issued from July, 1913, to June, 1914, and can be bound with those numbers as an index for the volume. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency may be sent at sender's risk.
Postage stamps, foreign money, defaced or smooth coins will positively not be accepted.
To facilitate the payment of the cost of documents, the Superintendent of Documents will hereafter accept coupons issued by him instead of cash. Coupons of the value of 5 cents each are sold in sets of 20 for $1.00. Address order to Superintendent of Documents, Government Printing Office.
No charge is made for postage on documents forwarded to points in United States, Alaska, Guam, Hawaii, Philippine Islands, Porto Rico, Samoa, or to Canada, Cuba, Mexico, or Shanghai. To other countries the regular rate of postage is charged, and remittances must cover such postage.
The new edition of Cavalry service regulations has been printed—including 1,000 copies which the Superintendent of Documents expected to sell—but after the book had been printed the authorities found it not advisable to publish it, and the edition is therefore held under lock and key, awaiting further action, which may or may not be taken. If it should finally be decided to publish the new regulations, either with or without revision, the Superintendent of Documents will have a sale stock ready. In the meantime, he has a fair supply of Tentative cavalry drill regulations, Army, Nov. 1913, a 93-page work, with illustrations, which he is selling at 10 cents a copy.
Farmers' bulletin 593, How to use farm credit, is intended to help farmers with the business side of their occupation and the counsel it gives is equally wise and suitable in all parts of the country.
Almost anybody would sooner pay the Government 5 cents for the information found in Farmers' bulletin 587 than go out and collect it for himself. The title is Economic value of North American skunks. This may at first thought seem an uninviting subject but those who read the pamphlet will find there is something to it besides perfume. The skunk benefits American trappers about $3,000,000 a year by giving up a million or more of its pelts, which bear a fur that wears well and has a luster rivaling the most costly of all furs, Russian sable. We have only three important fur-bearing animals left in this country, once so rich in many kinds of furs. Of the three survivors the skunk is second in value, the muskrat being first and the mink third. But it is not for its fur alone that the skunk is economically valuable. Thirteen States now have laws protecting skunks except for a brief open season. The new bulletin anticipates that all the States will in time have such laws, those now in force having been passed at the instance of farmers, who recognize the value of the animal as a destroyer of insect pests and destructive rats and mice, and of those who wish to conserve the fur resources of the country. The earliest legislation for the protection of skunks was instigated by the hop growers of Central New York, who had found that the animal was their best protection against grubs that were destructive to hop vines. This was in 1894. Now the States giving the skunk legal protection are Delaware, Illinois, Indiana, Kansas, Maine, Michigan, Missouri, New Hampshire, New Jersey, New York, North Carolina, Ohio, and Vermont. The author of the bulletin, Mr. D. E. Lantz, biologist, believes there is good prospect for profit in skunk farming, and he tells how it should be carried on. He says the fragrance of the animal may be disregarded, because it is not used unless the creatures are attacked or are badly frightened. But if the farmer wishes to be entirely on the safe side a very slight surgical operation on the young animals will make them scentless for life. In this condition they are much better mousers than cats. London is the great fur market of the world and the annual sales of North American skunk skins there have for years past exceeded a million and in 1911 exceeded two millions. They are manufactured there and come back to this country under various trade names at high prices.
Glaciers of Glacier National Park is the title of a profusely illustrated pamphlet from the Interior Department now on sale at 15 cents.
There are new prints of the Interior Department's pamphlets of general information regarding the Yellowstone, Yosemite, and Glacier national parks. They all contain travel guide maps. These pamphlets, of 48, 34, and 26 pages, respectively, are for free distribution by the Interior Department.
Miscellaneous publication 12 of the Public Health Service is a list of the publications of the Service, and a very substantial list it is of 52 pages. The Public Health Service has in recent years been doing a very valuable work in publishing numerously brief popular treatises on health, disease, and sanitation. These are also listed in Documents Office Price list 51, supplied free by the Superintendent of Documents.
A set of 12 pamphlets, each one giving a list of the member banks in one of the 12 Federal reserve districts, has been published by the Reserve Bank Organization Committee.
Senate document 214, 63d Congress, 1st session, has now been continued by the publication of Part 3, the American evidence concerning agricultural co-operation and rural credit. All three parts are published in quarto form.
Ships' data, U. S. naval vessels, Jan. 1, 1914. This is a very minute description of the vessels and their equipment, including not only the armed vessels but the coal barges, the garbage lighters, the floating workshops, the mud scows, and all the other menial craft that wait upon and serve the loyal Navy. 15 cents.
Senate document 522, 63d Congress, 2d session, is a History of the guaranty of bank deposits in Oklahoma, Texas, Kansas, Nebraska, and South Dakota, 1908-14, by George H. Shibley, Director of the American Bureau of Political Research, who argues that such guaranty has become a demonstrated success.
The Interior Department has a new pamphlet of 36 pages for free distribution entitled General information regarding Alaska.
Smithsonian miscellaneous collections, vol. 63, no. 1, Atmospheric air in relation to tuberculosis, is a prize essay by Guy Hinsdale, M. D., Hot Springs, Va., handsomely printed with 93 full page illustrations. A prize of $1,500 was offered by the Institution for the best treatise on this subject to be presented in connection with the International Congress on Tuberculosis which sat in Washington in 1908. Nearly 100 essays were submitted to the committee of award, which divided the prize between Dr. Hinsdale and Dr. S. Adolphus Knopf of New York. By request of the Institution, Dr. Hinsdale has revised bis essay to indicate the advances made in the investigation of tuberculosis during the five years following the offer of the prize. As the Miscellaneous collections are published at the expense of the private funds of the Institution, they are not public documents of the United States and therefore can not be supplied by the Superintendent of Documents; nevertheless, this is too notable a publication to be passed over without notice in the Monthly catalogue. This particular number of the Miscellaneous collections is one of the Hodgkins Fund publications and, like all the other publications printed at the cost of that fund, carries the words Hodgkins Fund in conspicuous type on its title—page. These words have sometimes been mistaken for the title of the publication. The late Mr. Rhees, for so many years chief clerk of the Institution, used to tell of having received a letter from a lady thanking the Institution for sending her its Hodgkins Fund.
The Chief Signal Officer of the War Department has issued Manual 2-A, Regulations governing commercial radio service between ship and shore stations, U.S.A. The taking of commercial business by the official radio stations must be a considerable public convenience. 50 cents.
Special agents series 84, Foreign and Domestic Commerce Bureau, is issued in two parts, the general title being Cottonseed products and their competitors in northern Europe. Part 1, already issued, and priced at 20 cents, relates to cake and meal. Part 2, which is to follow, will deal with oils.
Bulletin 14, series of 1914, Education Bureau, contains the formal papers presented at the conference of the National Vocational Guidance Association held in Oct. 1913, at Grand Rapids. It is a new society, with a mission which is quite fully set forth in the Bulletin. 10 cents.
No. 15 in the 1914 series of Education bulletins is an index for the year 1913 to the Monthly record of current educational publications. This Monthly record takes the place of the annual Bibliography of education previously issued.
The Library Division of the Education Bureau has prepared for free distribution a List of references on mothers' clubs and parent-teacher associations. This leaflet is not in any numbered series and is not a list of public documents.
The Bulletin of the Pan American Union, English edition, for June, 1914, completing volume 38, and published also as House document 300, pt. 12, 63d Congress, 2d session, is an extraordinarily attractive number of this very beautiful magazine. The Bulletin, which is printed at the Government Printing Office, has but one rival in the matter of illustrations, and that is another Washington publication, the National geographic magazine.
The Foreign and Domestic Commerce Bureau has lately published Special consular reports 64, on Utilization of potatoes in Europe. The pamphlet gives some rather surprising information. Germany, with about two thirds of our population and one fifteenth of our area grows more than four times as many potatoes as we do. It is an exceptional year when our potato crop amounts to four hundred million bushels and we never grow as many as we eat, always importing some and in occasional years tens of millions of bushels. The German crop is about 1,800,000,000 bushels. The German people are the greatest potato eaters in the world, the average per capita consumption being 440 pounds a year. Besides the human food demand, great quantities are fed in the raw state and in various prepared forms to horses and cattle and the quantities used in the manufacture of alcohol and starch are very large. American potato growers and potato users may learn much of interest from this collection of reports of American consuls in the Germanic states.
The act repealing the tolls exemption provision of the Panama Canal act is Public 113 of the 63d Congress, price 5 cents.

The Census Bureau has published Financial statistics of American cities having population of over 30,000. These are the statistics for 1912 and are the latest that have been compiled. Sold by the Superintendent of Documents at 75 cents.
Executive orders relating to the Panama Canal and the Canal Zone that have been promulgated by the President from Mar. 4, 1913, to Apr. 16, 1914, have been collected and published in a pamphlet which the Superintendent of Documents can supply at 10 cents.
Vol. 26, Official records of the Union and Confederate navies, is one of the June issues of the Government press. 75 cents.
The publication of Advance sheets of the Monthly summary of commerce and finance has been discontinued. The April issue was the last. This takes one periodical off the list announced by the Superintendent of Documents in his Price list 36. There are, however, fully 50 left for which subscription lists are maintained and for which additional names of subscribers are solicited.
Mines Bureau Bulletin 82 is a full report of the proceedings of the first International Conference of Mine-Experiment Stations, held at Pittsburgh, Sept. 14 to 21, 1912.
The Mines Bureau is prosecuting with great faithfulness and completeness its task of recording and preventing so far as possible the accidents in mining and related industries which in the past have made and are now making a bloody page in the country's industrial history. The Bureau's Technical paper 73, just issued, is a compilation of quarry accidents in the United States for the calendar year 1912.
Necessity of greater care in making laws is the title of a paper written for the Independent more than five years ago by Senator Sutherland of Utah and now printed as a Senate document. In it are given several surprising instances of not only gross carelessness but of absolute contradictions and impossibilities in certain Congressional enactments. Yet the years have passed without any steps being taken toward creating for the assistance of Congress an expert legislative commission similar to those which have been found of great value in several States.
Tariff series 29, Foreign and Domestic Commerce Bureau, is Foreign import duties on office appliances. Information of this kind has become essential, because the United States is far in advance of all other countries in the invention, manufacture, and exportation of this class of labor-saving devices. The value of such exportation now runs into many millions annually, and is increasing rapidly. As no. 29 puts it: "The distribution of these exports from the United States is general, and few countries of the world are without American typewriters, adding machines, and cash registers.. .. With the continual widening demand for office appliances, American exporters are coming to feel keenly the need of accurate information concerning the import duties to which their goods will be subject on entering new markets. To supply this information as fully as practicable is the object of the present report."
Vol. 1, no. 1, Official bulletin, Office of the Chief of Staff, U. S. A., bearing date Apr. 4, 1914, is the first issue of a series to be published at irregular intervals as circumstances may seem to require.

NOTE.—Since February, 1908, the Topography Division has been preparing rural-delivery maps of counties in which rural delivery, is completely established. They are published in two forms, one giving simply the rural free delivery routes starting from a single given post office, sold at 5 cents each; the other, the rural free delivery routes in an entire county, sold at 20 cents each. A uniform scale of 1 inch to 1 mile is used. Editions are not issued, but sun-print copies are produced in response to special calls addressed to the Disbursing Clerk, Post Office Department.
