Documents entered in this catalogue that are for sale by the Superintendent of Documents, Washington, D. C., are indicated by a star (*) preceding the price named. A dagger (†) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (‡) indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.
In ordering a publication from the Superintendent of Documents give the name of the issuing Department, Bureau, or Division, and title. If publication is numbered give number also. Do not order by Library of Congress card number.

The accumulation of publications in this Office amounts to over a million, of which several hundred thousand are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity.
In ordering, it should be borne in mind that many of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent.
No general price-list of public documents is available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year, including indices. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.
Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and ½c. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.
Beginning with July, 1910, the Index to the Monthly catalogue will be issued separately each quarter and will cumulate for the twelve months ending June, 1911. That is, the September number of the Index will be an index to the Monthly catalogue for July, August, and September, the December number will be an index to the Monthly catalogue for October to December, the March number will be an index to the Monthly catalogue for January to March, and the June number will be the Index for the fiscal year 1911. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency may be sent at sender's risk.
Postage stamps, foreign money, uncertified checks, defaced or smooth coins will positively not be accepted.
To facilitate the payment of the cost of documents, the Superintendent of Documents will hereafter accept coupons issued by him instead of cash. Coupons of the value of 5 cents each are sold in sets of 20 for $1.00. Address order to Superintendent of Documents, Government Printing Office.
No charge is made for postage on documents forwarded to points in the United States, Guam, Hawaii, Philippine Islands, Porto Rico, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage.
The Plant Industry Bureau has issued a title-page, table of contents, and list of illustrations for binding its bulletins 165-172 as vol. 22 in its bulletin series.
Tables and formulas for use of surveyors and engineers on public land surveys, a supplement to the Manual of surveying instructions, has been issued in a pocketbook edition, with a second title, Standard field tables, stamped on its cover.
Circular 24, 1st edition, is a list of the publications of the Standards Bureau to June 1, 1910. The publications are numerous, varied, and noteworthy.
Geological Survey Bulletin 442 will be, when completed, Mineral resources of Alaska, 1909. An advance separate, denominated 442A, presents two papers by Alfred Brooks, Mining industry in 1909 and Alaska coal and its utilization.
Labor Bureau Bulletin 88, for May, 1910, published in August, contains a paper, valuable for purposes of comparison, entitled Cost of living of families of moderate income in Germany, 1907-1908.
Chemistry Bureau Circular 61 bears the title How to kill and bleed market poultry. Some readers might cavil at this as a chemical title, but in the introduction to the circular the following explanatory statement is made: "This detail is part of an elaborate and far-reaching study of the handling of dressed poultry, including chilling, transporting, storing, marketing, etc., for the elucidation of which chemistry, bacteriology, and histology, as well as careful market examinations, are employed."
The San Jose scale and its control is the title of Entomology Bureau Circular 124, which carries this encouraging statement: "It has been amply demonstrated that the scale may be very successfully controlled."
New publications of the Manufactures Bureau, Commerce and Labor Department, are Special consular reports, vol. 43, pt. 2, Agricultural machinery in foreign countries, and Special agents series no. 40, Cotton goods in Latin America, pt. 3, Argentina, Uruguay, and Paraguay. Each of these publications carries on the verso of its title-page this "Special notice": "There have been printed of this monograph only a sufficient number of copies to meet the needs of the Department. There will be no copies for gratuitous distribution, therefore, other than those referred to. The Public Printer will supply copies at the rate of 5c. per copy. Orders should be addressed to the Superintendent of Documents, Government Printing Office, Washington, D. C. Postage stamps and personal checks not accepted."
Senator Lodge's Select Committee on Wages and Prices contributes this month to the volume of official literature two publications. One is a Topical digest of the evidence taken by the Committee and the other is the Minority report, signed by Senators Johnston, Clarke, and Smith (61st Congress, 2d session, Senate report 912, pt. 2).
Professional paper 68, Geological Survey, Ore deposits of New Mexico, 361 pages, 22 plates, 33 text figures, treats its subject very fully and will no doubt at once be accepted as a standard manual.
War Department document 324, Steele's American campaigns, was sent out containing a rather serious error, which has been only recently discovered. At the bottom of page 75 one line of text and two footnotes were missing, destroying the connection with page 76 and making an unintelligible sentence. Correction slips have now been sent out. This document was not printed at the Government Printing Office.
Forest Service Bulletin 82, by Professor Henry S. Graves, the present chief of the Service, is entitled Protection of forests from fire. It gives directions drawn from extensive experience for fighting fires in all their stages, and must necessarily prove of great value to the owners of forests. Of course there will be occasional instances, like the recent calamitous forest fires in Idaho and Montana, when fires get beyond control and make all efforts at restraint futile, but it has been demonstrated over and over again that the methods of the Forest Service for fighting fires have been usually successful and have saved millions in forest values. Bulletin 82 is sold by the Superintendent of Documents at 15c. a copy. It is illustrated by ten photographic plates.
The Government Hospital for the Insane has issued no. 2 in its series of numbered bulletins. It contains nine papers on the important and difficult subjects with which the scientific staff of the Hospital have to deal.
Public health bulletin 34, Maritime quarantine, is a copious treatment of this theme, both by text and by illustration.
An advance chapter from Mineral resources, 1909, entitled Coal briquetting, 1909, shows that a large number of concerns are now engaged in manufacturing briquets, by which coal dust, formerly going to waste by millions of tons, is made available as a commercial fuel.
Bulletin 15, Copyright Office, Library of Congress, is a set of rules and regulations for the registration of claims to copyright, the preparation of such rules having been made obligatory by the copyright law of Mar. 4, 1909. Though but a small pamphlet, Bulletin 15 is thoroughly indexed both by page and by line. Sold by the Superintendent of Documents at 5c.
The Annual report of the Attorney-General for 1909 is a larger volume than most of the preceding numbers in the same series. It includes 25 exhibits, which are specifically included as a part of the report, the whole volume running to 371 pages. A book of this size and of such varied contents is not readily usable without an index, which this volume lacks.
The beginning of a new series is no. 1, Dredging. The series title is Standard specifications, Corps of Engineers, U. S. Army.
Experiment Stations Office Bulletin 228 is the Proceedings of the 23d annual convention of Association of American Agricultural Colleges and Experiment Stations, held at Portland, Oreg., last August. Besides an outline of the proceedings, the bulletin gives the text of several important papers which were read. The Convention took decided action concerning the report of the Country Life Commission, directing its executive committee to memorialize the President and Congress for a general distribution of the report and for provision by which the great mass of material and information collected by the Commission may be utilized, and also for a continuance and enlargement of the inquiry which the Commission began. The Country Life Commission was appointed by President Roosevelt, and its report, accompanied by a Presidential message, was sent to Congress Feb. 9, 1909. It was ordered printed as a document, which means the "usual number" only, and as no extra copies were ordered there has been very little distribution of the document.
Animal Industry Bureau Circular 163, Regeneration of the Morgan horse, will interest all stockgrowers who have known, whether personally or by tradition, of this famous and wholly American horse family. The work of the Agriculture Department, on its Vermont breeding farm, in trying to bring again into general notice this useful "general purpose" horse promises valuable results.
The Interstate Commerce Commission has published Proposed United States safety-appliance standards for the protection of employees and travelers upon railroads. This publication is preliminary to a hearing to be held Sept. 29, 1910, giving all interested an opportunity to be heard before the standards shall be finally adopted. The publication describes with great particularity and detail the proposed safety requirements for all classes of cars.
The special report of the Census Bureau on the census of religious bodies taken in 1906 is the most comprehensive report on religious denominations to be found among the public documents of the United States. Census Bureau Bulletin 103, presenting a preliminary view of the same census, was published last year, but this special report is a much more extensive work. Part 1 contains the Summary and the general tables by States and denominations, showing the organizations, members, value of church property, parsonages, Sunday schools, etc. Part 2 gives the history, description, and statistics of the separate denominations.
Vol. 2, Report of the Commissioner of Education for 1909 (fiscal year), is just out of press. It presents statistics of State common school systems, 1907-08; statistics of city school systems, 1908-09; general statistical reviews of universities, colleges, technological schools, agricultural and mechanical colleges, professional schools, normal schools, secondary schools, manual and industrial training, commercial and business schools, schools for the colored race, schools for the blind, the deaf, and the feebleminded. Also chapters on foreign elementary education and education in Alaska, including the Alaskan reindeer service, winding up with a statistical summary and index. This very meager outline of its contents is sufficient to show that its nearly 800 pages are closely packed with educational information.
The statutes enacted at the recent session (61st Congress, 2d session) have been published in the usual paper-covered form in 2 parts and are on sale by the Superintendent of Documents. Part 1, $1.00; Part 2, $1.25.
There is a new edition of the Criminal code of the United States. This is the act prescribing penalties for the infraction of United States laws which became of effect Jan. 1, 1910. It is not so extensive as might be supposed, for of course the great majority of criminal offenses are dealt with by State laws. The present Federal criminal code is the first and only chapter yet enacted into law of the revision of the laws of the United States which has been in progress for fully a dozen years past. It was intended to enact the new judiciary title at the recent session, but the effort was not successful. In all probability this will be done at the 3d session of the 61st Congress. When the whole revision will become law, superseding the present statutes, is a matter on which it would be useless to speculate, but it is probable that this is still a considerable time away. The new edition of the Criminal code is very complete. It includes not only the full text, with certain amendments made by the 61st Congress, 2d session, but also a table of chapters and sections, numerous annotations, an index, and an appendix of references to penal provisions found elsewhere in the Revised statutes. It is sold by the Superintendent of Documents at 20c. a copy.
There is a new print of the Bankruptcy law, including the amendments of 1903, 1906, and 1910, and the forms prescribed by the Supreme Court. Sold by the Superintendent of Documents at 15c.
A new edition of Naturalization laws and regulations, dated July 1, 1910, supersedes all previous editions. It includes the amendments approved June 25, 1910.
The Interstate Commerce Commission has issued a new edition of the Act to regulate commerce as amended, including the new Commerce Court act, the new safety appliance act, the new act requiring reports of accidents, the arbitration act, the hours of service act, and so forth. Sold by the Superintendent of Documents at 10c.
Immigration laws and regulations of July 1, 1907, has been issued in a 10th edition, embodying amendments to rules 6, 20, 23, 26, 27, 29, 36, 37, and 48, and an altogether new rule, no. 50, and including also the text of a new act approved Mar. 26, 1910.
William Hickey was born in Washington Aug. 12, 1800, entered the public service in 1814, and remained in it continuously till his death, Jan. 5, 1866, the last 42 years in the office of the Secretary of the Senate. He gained the title of General by commanding the militia of the District of Columbia. He had the principal share in compiling Gales and Seaton's American state papers, 1833-61, 38 v. f°. His chief work was an edition of the Constitution, 12°, copiously annotated and supplied with a great store of historical information. It was never issued as a numbered Congressional document, but the Government bought many large editions of it, probably more than 200,000 copies in all. The first edition was issued in 1846 and yearly editions followed, the last in 1857. Congressional appropriations for the purchase of this work aggregated nearly $100,000. Gen. Hickey also made several useful compilations, among them these: Documents relative to the establishment of a library for the Senate (38th Congress 1st session, Senate miscellaneous document 4); Table of Senators, 1847-65, showing terms of service, division in 3 classes, etc. (38th Congress 2d session, Senate miscellaneous document 46); Times of meeting of Congress, 1789-1865, and provisions of law relating thereto (38th Congress 2d session, Senate miscellaneous document 36).
Additional issues in the National Monetary Commission series are: History of the national-bank currency (Senate document 572, 61st Congress, 2d session); Bank acceptances (Senate document 569, 61st Congress, 2d session); Financial diagrams (Senate document 509, 61st Congress, 2d session).
What was advertised in the newspapers as an actual or prospective battle of the charts has been apparently composed in a harmonious manner.
The Hydrographie Office, Navy Department, continues to issue the monthly Pilot charts for the north Atlantic and north Pacific oceans, while the Weather Bureau, Agriculture Department, issues for the same waters and at the same intervals Meteorological charts which to the untrained eye bear a strong family resemblance to those of the other publishing office.
On the Pilot charts, in bold red type, appears a list of 24 subjects on which mariners are requested to report to the Hydrographie Office and immediately following is a list of 10 subjects on which mariners are advised to report to the Weather Bureau.
Both the Pilot charts and the Meteorological charts for the north Pacific have been already issued for October, which is certainly taking Time by the foretop.
The Manufactures Bureau, Commerce and Labor Department, has issued a circular letter, addressed to the manufacturers and merchants of the United States, and reading as follows:
By authority of the Act of Congress approved June 25, 1910, the Department of Commerce and Labor, through the Bureau of Manufactures, will publish about January 1, 1911, an International Trade Directory containing the names of approximately 125,000 business houses in foreign countries which are engaged in foreign trade, including every line of industrial, commercial, and financial activity. These names have been collected for the Bureau during the past four years through the services of consular officers and special agents, and have been added to the files of the office. These files having reached a magnitude that made it physically impossible for the clerical force of the Bureau to distribute the information contained therein to business houses in whose interest it was undertaken, this publication has been prepared to make available this valuable material. The names in this directory have been classified according to business, country, and city. The page will be 4½ inches by 7½ inches in size, and the volume will be bound in buckram.

The directory will be issued by the Public Printer through the Superintendent of Documents. When ready for issue notification will be sent to subscribers through the office of the Superintendent of Documents, to whom payment must be made.
The law authorizing the issue of the International trade directory provides that the price shall not be less than 85 per copy.

By Executive order 1071, dated May 13, 1909, President Taft created the General Supply Committee, to be composed of one representative from each of the nine Executive Departments and the Government Printing Office, Interstate Commerce Commission, Smithsonian Institution, Superintendent of State, War, and Navy building, and the government of the District of Columbia. By Executive order 1088, dated June 16, 1909, the District of Columbia government was taken out of the list.
The purpose of the General Supply Committee was declared to be "to systematize the purchase of supplies needed in common by two or more of the several Departments and Government Establishments," and "to secure such supplies at lower and uniform prices." The methods of accomplishing these results are set forth with some detail in the Executive order.
The General Supply Committee as thus organized was in active operation up to the close of the fiscal year 1910, having prepared and published a General schedule of supplies and a List of awards showing contractors and prices, for both the fiscal years 1910 and 1911.
By section 4 of the Legislative, executive, and judicial appropriation act, approved June 17, 1910, the General Supply Committee was made a statutory body and put under the direction of the Secretary of the Treasury, by whom all contracts for supplies (exigencies excepted) are hereafter to be made for all the Departments and independent bureaus, the General Supply Committee acting as his aids, the Committee being specifically required by the law to make an annual schedule of miscellaneous supplies and to standardize such supplies, eliminating all unnecessary grades and varieties.
The effect of the law of June 17, 1910, is to abolish the General Supply Committee as organized under the Executive order. The new General Supply Committee, created by law, has not yet organized, no occasion having arisen for its action, the purchases for the fiscal year ending June 30, 1911, having been provided for by the first Committee. The language of the Act is not altogether explicit as to the inclusion of representatives of the independent bureaus in the membership of the Committee, but it is understood they will be represented in the new Committee as they were in the old.
A few years ago, when the Committee on Department Methods, popularly known as the Keep Commission, began looking into the methods of the Departments, it found numerous discrepancies in the purchase of supplies, both as to qualities and prices, some Departments even paying twice as much as others for the same goods. There was no concert of action or cooperation. This was the beginning of the investigations which have had the salutary result of the creation of the General Supply Committee. Now all Government offices pay the same prices for the same goods and tests have been established which ensure that the goods received shall be up to standard. As the Government's bills for supplies run into hundreds of millions annually this is a matter of serious importance.
The magnitude of the General schedule of supplies and List of awards printed by the General Supply Committee is sufficient evidence of the Committee's industry and the wide scope of its work. If there is anything that the Government does not. buy it is hard to think what it can be. The General schedule for 1911 is divided into 14 classes, as follows: 1. Stationery, including drafting supplies; 2. Drugs, chemicals, hospital and laboratory apparatus; 3. Dry goods, wearing apparel, and floor coverings; 4. Electrical, engineering, and plumbing supplies; 5. Paints, oils, and glass; 6. Hardware, metals, leather, and saddlery; 7. Engraving, printing, and lithographic supplies; 8. Furniture; 9. Lumber, building materials, and packing boxes; 10. Household and miscellaneous supplies; 11. Photographic, special meat inspection, and Weather Bureau supplies; 12. Groceries and provisions; 13. Fuel and ice; 14. Forage, flour, and seed. Under each of these classes an infinite variety of subdivisions and items appears.
It may be noted as one of the curiosities of official literature that the General Supply Committee, though created in May, 1909, has not yet received mention in either of those guides to Government organization the Official register (blue book) and the Official Congressional directory.
The final number of the long series of Monthly consular reports has been issued. It is numbered 357, but really there are 358 (besides the half numbers), another 357 having been previously issued. Both numbers 357 are for June, 1910, but they can be distinguished by the circumstance that one is for June plain and simple, while the other is June (part 2).
The attempt made in the July Monthly catalogue to trace for the 30 years of its existence the tortuous course of the recently discontinued series of monthly consular reports was not entirely successful. The misleading half-numbers were not all found. Nos. 25½, Nov. 1882; 53½, June, 1885; 73½, Jan. 1887; 106½, July, 1889, were omitted. In each case where a half-number was issued, its date is the same as that of the whole number immediately preceding, making two issues for that month.
