Words and figures inclosed in brackets [] are given for information, but do lot appear on the title-pages of the publications catalogued. When size is not given octavo is to be understood. Size of maps is measured from outer edge of border, excluding margin. The dates, including day, month, and year, given with Senate and House documents and reports are the dates on which they were ordered to be printed. Usually the printing promptly follows the ordering, but various causes sometimes make delays. When Congress and session are not given with the numbers of Senate and House documents and reports, 63d Congress, 3d session, is to be understood.
The Superintendent of Documents, Washington, D. C., is authorized to sell at cost of paper and printing any United States public document in his charge, the distribution of which is not otherwise provided for.
Publications can not be supplied free to individuals nor forwarded in advance of payment.
Publications entered in this catalogue that are for sale by the Superintendent of Documents are indicated by a star (*) preceding the price. A dagger (†) indicates that application should be made to the Department, Bureau, or Division issuing the document. A double dagger (‡) indicates that the document is not obtainable. Whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau by which it was published. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated. may be obtained only through Members of Congress.
In ordering a publication from the Superintendent of Documents, give (if known) the name of the publishing Department, Bureau, or Division, and the title of the publication. If the publication is numbered, give the number also. Every such particular assists in quick identification. Do not order by the Library of Congress card number.
The accumulation of publications in this Office amounts to several millions, of which over a million are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity. Many of the books have been in stock some time and are apt to be shop-worn. In filling orders the best copy available is sent. A general price-list of public documents is not available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, Resident Commissioner, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year, including index. Back numbers can not be supplied. Notify the Superintendent of Documents of any change of address.
Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and 8/10c. for each additional card for the same title ordered at the same time. Remittances for the L. C. catalogue cards should be made to the Librarian of Congress. They can not be furnished by the Superintendent of Documents.
An Index to the Monthly catalogue is issued at the end of the fiscal year. This contains index entries for all the numbers issued from July to June, and can be bound with the numbers as an index to the volume. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by coupons, postal money order, express order, or New York draft. Currency may be sent at sender's risk.
Postage stamps, foreign money, defaced or smooth coins, positively will not be accepted.
The coupon system has been reestablished. For the convenience of the general public, coupons that are good until used in exchange for Government publications sold by the Superintendent of Documents may be purchased from his Office in sets of 20 for $1.00. No charge is made for postage on documents forwarded to points in United States, Alaska, Guam, Hawaii, Philippine Islands, Porto Rico, Samoa, or to Canada, Cuba, Mexico, or Shanghai. To other countries the regular rate of postage is charged, and remittances must cover such postage.
An attractive book listed in this catalogue is Report of Alaska investigations in 1914, by E. Lester Jones, Deputy Commissioner of Fisheries. It details the investigations made during the last year, and relates principally to the fisheries, although some attention is given to fur-bearing animals. The salmon industry is covered at length, with references to modes of catching, canning, and shipping, embracing the work of the Fisheries Bureau on propagation. Information relative to propagation, catching, and marketing of fur-bearing animals is given, including the famous silver fox; an interesting publication, rendered more so by the numerous fine photographic illustrations. The Bureau of Mines has published a practical work as Bulletin 87, Houses for mining towns, with valuable hints on construction, planning, sanitation, etc., and articles on the selection of town sites and the arrangement of towns. Price, paper, 15 cents.
Bulletin 90 of the Bureau of Mines—Abstract of current decisions on mines and mining, Dec. 1913-Sept. 1914, by J. W. Thompson—is an adjunct to the legal literature of mining, covering minerals and mineral lands, mining operations, claims, leases, water rights, etc. Price, paper, 20 cents.
Technical paper 80 of the same Bureau—Hand firing soft coal under power-plant boilers, by Henry Kreisinger—is a practical dissertation on the proper handling of fuel with the object of increasing efficiency. Detailed drawings are supplied. Price, paper, 10 cents.
Bulletin 47, 1914, Bureau of Education, City training schools for teachers, by Frank A. Manny, outlines a training system having for its object improvement in the efficiency of teachers in both city and county. Price, paper, 20 cents.
Special agents series 91, Bureau of Foreign and Domestic Commerce—Pineapplecanning industry of the world—throws some light on an important and growing industry, covering the producing districts of the world, and notably our island possessions, Hawaii and the Philippines. The entry for this publication was in the Monthly catalogue for Jan. 1915, page 354. Price, paper, 5 cents.
Special agents series 93, issued by the Bureau of Foreign and Domestic Commerce—Canned-tomato industry in Italy—tells of the rapid strides the industry has made, and is interesting in connection with comparisons of the business as it is carried on in the United States. It embraces a description of the varieties cultivated, modes of culture, and methods of canning, with some interesting sidelights of value to American packers. Price, paper, 5 cents.
Special agents series 92 also relates to canned goods, bearing the title Canned-goods trade in the far East, and giving hints to American shippers by means of notes on demands, marketing, and suggestions for development in China, Japan, Siam, Straits Settlements, Dutch East Indies, Ceylon, Egypt, and the Philippines. The Children's Bureau has published no. 3 of Infant mortality series—Infant mortality, results of a field study in Johnstown, Pa., for one year, by Emma Duke. It looks into such matters as relation of infant mortality to environment, nationality, mothers, feeding, sex, etc., with general tables. Price, paper, 20 cents.
Another interesting publication by the Fisheries Bureau is Bulletin, vol. 32, 1912, now available, containing articles on salmon, trout, fresh water mussels, and kindred subjects. Price, cloth, $1.85.
Protection from sudden devastation caused by frost is a vital question with horticulturists, especially fruit producers, and along this line the Weather Bureau has reprinted Papers on frosts and frost protection in the United States from the Monthly weather review of Oct. 1914, covering general considerations, conditions favorable to frost, selection of fruit and location, utilization of frost warnings, frost prevention, drainage, and other related matters.
Circular 46, Secretary's Office, Department of Agriculture, entered in this catalogue under Markets and Rural Organization Office, is Rules and regulations of Secretary of Agriculture under the United States cotton futures act of Aug. 18, 1914, construing the terms of the act, section by section, under five regulations headed definitions, disputes, spot markets, commercial differences, and publications, with full text of the act. Bulletin 17, Copyright Office, Library of Congress, covers Decisions of the United States courts involving copyright, 1913-14, and is a valuable addition to the legal literature of copyright practice. Price, paper, 10 cents.
The Bureau of Standards is constantly adding to its technical library, and late issues are Scientific paper 241, Wheatstone bridge for resistance thermometry, price, paper, 20 cents, and Scientific paper 245, Temperature coefficient of magnetic permeability within the working range, price, paper, 5 cents.
The Bureau of Navigation, Department of Commerce, has issued a reprint of Radio communication laws of United States and the international radiotelegraphic convention, dated July 27, 1914, with addenda to the previous edition inserted. Price, paper, 15 cents.
Coffee is affected by fungus diseases, and the Porto Rico Agricultural Experiment Station has given the result of investigations thereon in Bulletin 17, Fungus diseases of coffee in Porto Rico. Price, paper, 10 cents.
The art of cooking has lately received much scientific and practical study, and the Bureau of Education has published Bulletin 1, 1915, Cooking in the vocational school as training for home making, by Iris Prouty O'Leary, as an adjunct to the teaching material on the subject, embracing instruction, courses and materials needed. Price, paper, 5 cents.
Mines Bureau Technical paper 95, Mining and milling of lead and zinc ores in the Wisconsin district, covers prospecting and mining methods, ore dressing, waste, accidents, and health conditions. Price, paper, 10 cents.
The Bureau of Chemistry has published a revision of Circular 61, How to kill and bleed market poultry, which gives concise directions for the killing of poultry in such a manner as to insure proper condition for marketing. Price, paper, 5 cents.
Public health bulletin 67, Transactions of the twelfth annual Conference of State and Territorial Health Officers with the United States Public Health Service, Washington, D. C., June 16, 1914, is really the minutes of the meeting, including morbidity returns, sanitation of public conveyances, quarantine, and transportation of tuberculous persons, with discussions. This was listed in the January Monthly catalogue. Price, paper, 10 cents.
The annual report of the Secretary of the Treasury on the state of the finances for fiscal year ended June 30, 1914, covers all Governmental finance, containing a general report, with articles on special topics, such as the European war crisis, and Reports of the Treasurer, Director of Mint, Comptroller of Currency, Register, and Commissioner of Internal Revenue, with accompanying tables. Price, cloth, 55 cents.
The annual report of the Commissioner General of Immigration is of unusual importance by reason of the current interest in the subject covered. It contains 408 pages of matter, and gives a clear insight into immigration conditions. This, also, was entered in the catalogue for Jan. 1915. Price, paper, 30 cents.
The War Department, Office of Quartermaster General, published in January a Report on fuel tests and issue of fuel, 1914, covering Army practices, tests, instructions, etc., with some interesting maps showing zones of equal temperatures. Price, cloth, $1.00.
Entomology Bureau Bulletin 94, pt. 2, is a part of the Insects injurious to forests and forest products series, entitled Biology of the termites of eastern United States, with preventive and remedial measures, and deals with forest preservation through the eradication of destructive insects. The first annual report of the Federal Reserve Board, for period ending Dec. 31, 1914, is out, covering organization, problems, and work of the Board. It is of interest because it gives first glimpses of the workings of our new financial system. Price, paper, 15 cents.
The Catalogue Division, Library of Congress, has published a List of American doctoral dissertations printed in 1913. Price, cloth, 30 cents.
Supplement 18 to Public health reports—Malaria, lessons on its cause and prevention, for use in schools—contains practical instruction for school teachers, instructing pupils as to common diseases, their cause and prevention. Price, paper, 10 cents.
Geological Survey Water-supply paper 338, Springs of California, is a 410 page article on the subject, embracing physical features, natural waters, and analyses. A comprehensive work. Price, paper, 60 cents.
The Distribution of fish and fish eggs during the fiscal year 1914, issued by the Bureau of Fisheries, gives an idea as to the extensive work of the Bureau in the general conservation of the fisheries. Price, paper, 15 cents.
Supplement 31a to Commerce reports is a report from Consul Walter F. Boyle on the Ceiba District, Honduras, embracing harbor facilities, climatic conditions, railroads, steamship connections, effect of European war, exports, etc.

JITNEY BOOKS
Some of the most valuable publications of the Government are issued in pamphlet form, usually treating some current subject practically, conveying in a nontechnical manner information readily understood, and besides, the form of publication places the information within reach of all, the price usually being 5 cents.
In this class are the reprints from the Public health reports, the Farmers' bulletins, the Bulletins of the Department of Agriculture, and the monographs issued by the Indian Affairs Office. Notable additions to these series follow.

A compilation of data and an analysis of economic features affecting construction and maintenance of highways financed by bond issues, and the theory of highway bond calculations, giving impetus to the good roads movement by furnishing information relative to the financial aspect of the situation. Trachoma, its cause, prevention, and treatment. This work states that trachoma is virtually chronic throughout the civilized world, and characterizes it as one of the most destructive of eye maladies, and treats practically on the prevention of spread, treatment, and examinations for the detection of its presence. In cooperation with the General Education Board of the Rockefeller Foundation, the Rural Organization Service of the Agriculture Department was organized in the fall of 1913. The work of this Service consisted of investigations in regard to the organization of agricultural communities upon a cooperative basis for the improvement of rural credit, educational, social, and hygienic conditions. The Service was financed by the General Education Board from the time of its organization to June 30, 1914. On July 1, 1914, the work of the Rural Organization Service was entirely taken over by the Agriculture Department under the authority contained in a paragraph among the miscellaneous appropriations of the agricultural appropriation act approved June 30, 1914.
Later the work of the Markets Office and of the Rural Organization Service was combined by the Secretary of Agriculture in one office, which was designated by him as the "Office of Markets and Rural Organization." The office at that time was established on the same footing as other bureaus and independent offices of the Department. It consists of "Marketing and Distribution Investigations" and "Rural Organisation Investigations," both under the direction of the same administrative officer.
