Notice to Librarians on the Area Wage Surveys
The explosion of new classes for every new title in the Area Wage
Survey series (L 2.121/nos.:) has created a problem for both the
Library Programs Service and the depository libraries. There are
already approximately 250 classes with more added each day because
of the classification policy which led to establishing a new class
for every city. This proliferation of classes is causing a severe
problem in DDIS (Depository Distribution Information System), as
the 16 class stems per item number limit has already been reached
in some states with numerous metropolitan areas. LPS has developed
the following proposal which would stop the endless proliferation
of new classes in this series. LPS is forwarding this request to
the Depository Library Council, with the request that Council
consider the proposal and respond to LPS by January 19, 1989. In
the meantime, LPS will institute an immediate moratorium on the :
establishment of new classes for Area Wage Surveys pending
Council's response. Distribution will continue under the current
state-by-state item breakdown, regardless of the class stem used.
LPS recommends establishing a class stem for each state and cutter
by city within that state. Assuming that Council endorses this
recommendation, this would result in approximately 100 classes to
cover both the annual and summary reports. The assignment of class
numbers would be based on the state item number breakdown listed
on page 15 of the GPO Classification Manual. This practice would
also follow the current item number breakdown used for
distribution. A library selecting item 768-B-1 would receive all
the annual and summary reports for Alabama, but would only have to
deal with two classes; one for the annuals (L 2.121/1:) and one for
the summaries (L 2.122/1:). An example of this proposal follows:

Under this arrangement, the annual reports would be separated from
the summaries on the shelf but would still be alphabetical by state
and within each class alphabetical by city. Some libraries may
prefer to have annuals and summaries for a particular state side
by side, but LPS has already made class number distinctions between
the annuals (i.e. L 2.121:) and summaries (i.e. I, 2.122/:). LPS
recommends maintaining this pattern to minimize confusion during
the transition.
