A dagger (†) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (‡) indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.
In ordering a publication from the Superintendent of Documents give the name of the issuing Department, Bureau, or Division, and title. If publication is numbered give number also. Do not order by Library of Congress card number.

The accumulation of publications in this Office amounts to over a million, of which several hundred thousand are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity.
In ordering, it should be borne in mind that many of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent.
No general price-list of public documents is available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year, including indices. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.
Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and 7/10 c. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.
Beginning with July, 1912, the Index to the Monthly catalogue will be issued semiannually instead of quarterly, as heretofore, and will cumulate for the twelve months ending June, 1913. That is, the December number is an Index to the Monthly catalogue for July to December, 1912, and the June number will be the Index for the fiscal year 1913. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft Currency may be sent at sender's risk.
Postage stamps, foreign money, defaced or smooth coins will positively not be accepted.

No charge is made for postage on documents forwarded to points in United States, Guam, Hawaii, Philippine Islands, Porto Rico, or to Canada, Cuba, or Mexico. To other countries tbe regular rate of postage is charged, and remittances must cover such postage.
The much-talked-of inside water route along the Atlantic Coast between north and south would seem to be already in operation, taking the title of a new Coast Survey publication as an indication. This title is: Inside route pilot, New York to Key West, 1912. Examination of the work shows that while there is an inland water route all the way except between Beaufort entrance, N. C., and Wlnyah Bay, S. C., it is at present best fitted for small motor boats and will need deepening and other improvement to make it the great water-transit passenger and freight route that many hope to see it ultimately become. This new Pilot should interest others than boatmen, because of the light it throws upon a proposed great national project it supplies all needed information for navigating the inside route and also the collateral information usually found in coast pilots. A pocket of maps is attached to the cover.
Forty-fourth annual list of merchant vessels of the United States, with official numbers and signal letters, and lists of vessels belonging to the United States Government, with distinguishing signals, for the year ended June 30, 1912, is now available, and the Superintendent of Documents has copies for sale at 75 cents. This is one of the most complete publications issued by the Government, listing all sorts of sailing and steam vessels, with their dimensions and tonnage, when and where they were built, whether or not they are equipped with wireless apparatus, their official numbers and signal letters, whether for passenger or freight service, or for towing, fishing, oystering, ferrying, prospecting, whaling, dredging, wrecking, or what not. The compound names are indexed, so that they may be found either in inverted or uninverted form.
In transmitting to the Secretary of the Interior a new bulletin, entitled Training courses for rural teachers, Mr. Claxton, Commissioner of Education, says: "The improvement of the rural schools of the United States is, I believe, our most important school problem." Of course the obvious way to improve them is to improve their teachers, and to this work the new bulletin (no. 2, series of 1913) is a valuable contribution. It is sold by the Superintendent of Documents at 5 cents.
Circular 37, Standards Bureau, is Electric wire and cable terminology. Such a work is of evident necessity, for, as the circular says, "The electrical arts have developed with great rapidity, and a new terminology has grown up simultaneously." To establish exact standards for this terminology, supplying meanings for the new terms or the new meanings given to old terms is the work of utility performed by Circular 37 so far as electric wires and cables are concerned. Price, 5 cents.
The United States Civil Service Commission has issued its Manual of examinations for the spring of 1913.
The Geological Survey has in press its Bulletin 537, The classification of the public lands, a report for which it holds there is an urgent need, causing a request to be made that the printing be "rushed to the limit."
The United States Public Health Service put a cover on its weekly magazine, Public health reports, at the beginning of the 28th annual volume, Jan. 3, 1913. This and other mechanical changes have much improved its good looks as a magazine. The Superintendent of Documents has established a subscription list for this valuable magazine, which contains, as stated on its title-page, "information of the current prevalence of disease, the occurrence of epidemics, sanitary legislation, and related subjects." The subscription price is $2.00 a year.
It is a dull month when no change is made in the methods of public document publication. One of the latest is in the circulars of the Plant Industry Bureau, each heretofore found as one publication under one number. Beginning with Circular 109, several circulars have been split into leaflets or fascicles, first separately published, and then three or four of them brought together and republished under one number as a circular. Each circular thus becomes several publications instead of one as heretofore. As the circulars are not required to be of any particular size so long as they do not exceed 50 pages, it is evidently practicable to give each fascicle a number and let it be printed as a circular in the regular numerical series. Such a simple plan would save multiplication, duplication, and complication.
Senate document 592, 61st Congress, 2d session, announced for publication as vol. 42 of the Senate documents of that session and serial 5641 in the general series of Congressional documents, has not been published and will not be. It was to have been a volume of the National Monetary Commission series with the title French banking system.
A new Census Bureau special report, Financial statistics of cities having a population of over 30,000, 1909, shows that in the year named there were 184 such cities, having aggregate assets and public properties of almost 4 billions and gross debts amounting to a little less than 2½ billions. The assessed valuation of property for taxation totaled more than 26 billion dollars, and the receipts and expenditures for the year also ran into billions in the great aggregate. These great totals are subdivided in the report, showing the receipts and outgoes of each city separately and also from what sources the revenue came and for what purposes it was expended. The Director of the Census says of this report: "The rapid increase in the cost of city government and the great interest now taken in city affairs by the general public make these statistics of great importance at the present time." Copies in cloth can be supplied by the Superintendent of Documents at 55 cents.
The full text has now been printed of the report of the Commissioner of Corporations on Standing timber, being Part 1 of his general report on The lumber industry. It is a pamphlet of 301 pages, with 2 maps and many tables. Copies from tbe Superintendent of Documents, 35 cents.
Jan. 28, 1913, the President proclaimed two conventions between this and other countries, one of them relating to pecuniary claims, the other to the status of naturalized citizens who again take up their residence in the country of their origin. The countries other than the United States which are parties signatory are Ecuador, Paraguay, Bolivia, Colombia, Honduras, Panama, Cuba, Peru, Salvador, Costa Rica, Mexico, Guatemala, Uruguay, the Argentine Republic, Nicaragua, Brazil, and Chile. These conventions were signed at Rio de Janeiro, Aug. 13, 1906, at the time of the Third International American Conference, and have since been ratified by the respective countries, and are now published by the State Department of the United States as Treaty series nos. 574, 575.
Official reports on the atrocities committed in the treatment of Indians employed in collecting rubber in the Putumayo district of Peru have been published as House document 1366, 62d Congress, 3d session, listed in this catalogue under the State Department, p. 452. The rumors of these crimes excited much indignation in England and the United States, which the official reports will do nothing to allay, as they are confirmatory rather than contradictory.
Vol. 12 (and last) of the Proceedings in the north Atlantic coast fisheries arbitration has been published. It contains Appendixes A-J and an index to the oral arguments. This is also issued by the State Department, and is sold by the Superintendent of Documents at 20 cents.
The Hydrographic Office, Navy Department, has begun the issue, from its branch office at Norfolk, of a monthly placard called Calendar for the month of—, which shows the hours and minutes of high and low tides at Norfolk, Newport News, and neighboring ports. Similar calendars are not issued from any other branch hydrographic offices.
The Statistics Division of the Interstate Commerce Commission has begun the issue of Statistical series circular, relating especially to traffic statistics, and no. 1 bearing date Jan. 25, 1913. Statistician William J. Meyers makes an introductory statement, addressed "To carriers by railway," in which he says:"For some time past, especially in the determination of cases in which the modification of transportation rates is involved, the Interstate Commerce Commission has felt the need of more comprehensive and specific traffic statistics than are at present available to it." To secure these the cooperation of the railways has been sought, and the Committee on Corporate, Fiscal, and General Accounts of the Association of American Railway Accounting Officers is working with representatives of the Commission in the formulation of a general scheme. Circular 1 is being sent to certain chief officials of the railways, and expressions of their views are invited. Price, 5 cents.
The Public Health Service has adopted the series title, Supplement to the Public health reports, for a new series of popular papers on subjects relating to health and disease not published in its weekly magazine, Public health reports. The subject of Supplement 1 is Measles, described as a disease of much more serious import than is generally supposed, and the author is Assistant Surgeon General W. C. Rucker. The Superintendent of Documents supplies copies of this Supplement at 5 cents each.
The Mines Bureau is issuing a new form of publications list entitled The mining publications of the Bureau of Mines. The first issue is dated February, 1913, but there will be no chronological regularity for future issues. They will be issued when the supply becomes exhausted or new publications of the purely mining class appear. A similar list, entitled Fuel-efficiency publications of the Bureau of Mines, has also been started.
Farmers' bulletin 513, Fifty common birds of farm and orchard, prepared by the Biological Survey Bureau, is distinguished among such bulletins by the fact that it contains 56 colored bird pictures. They are not of life size, but are bright and well executed and faithful to nature.
This bulletin is intended to serve the very practical purpose of enabling farmers and their girls and boys to identify the birds that frequent the farm and the orchard.
The farmer has some bird enemies, but many more bird friends, and it is of much importance to him (and to the birds) that he should be able to discriminate between them. Insects are the great enemies of growing crops, and the farmer who shoots the birds that lire by eating destructive insects is shooting his own best friend. Bulletin 513 not only shows him in their natural plumage the many good birds and the few bad birds, but also tells him to which class each bird belongs and what special good or harm it is responsible for.

The annual big volume (often two big volumes) in red cloth, entitled Commercial relations of the United States has been given its quietus by the Bureau of Foreign and Domestic Commerce and will be seen no more on library shelves or elsewhere. The printing bill which has been pending in Congress for two or three years, having passed the Senate but not the House, would have provided (if it had passed) for the discontinuance of this series. The volumes were made up of the annual reports from the American consuls all over the world, as to commercial conditions in their consular districts. It was found not merely difficult but impossible to collect this material in time to permit of the issue of the volumes of Commercial relations in reasonably good season. Having come to this conclusion, the Foreign and Domestic Commerce Bureau has recently met the situation by publishing the annual reports of the consols in the daily issues of Consular and trade reports instead of holding them till all were in and then publishing them in large volumes as Commercial relations. The reports were formerly in many cases held for months, sometimes for a full year, and when they were finally printed much of their value had departed.
Though the big red volumes will no longer be issued, the final issue being that for the calendar year 1909, there is a Commercial relations for 1910, entered under Manufactures Bureau, but it is a pamphlet of less than 100 pages, mostly statistical, and quite as much a continuation of the Statistical abstract of the world, formerly issued by the Statistics Bureau, as a continuation of the Commercial relations. This pamphlet has been also printed as House document 1503 (vol. 96, serial 6040) of the 61st Congress, 3d session, taking the numbers which had been assigned in the Document index, 61st Congress, 3d session, to the expected usual edition of Commercial relations for 1910. The price of this pamphlet is 10 cents.
There will also be a Commercial relations for 1911. It is nearly ready for press. It will make a pamphlet of probably some 200 pages, will be considerably on the Statistical abstract order, and it is believed will be an interesting as well as a useful volume.
Probably the most satisfactory single census volume ever issued by the United States Government is the Abstract of the 13th census. It is estimated that it gives all the census information that nine tenths of the people want The large final volumes which are to be published will give the statistics in more amplified and minute form than is required by any but the larger libraries and special students of economics.
It is not to be inferred, however, that the Abstract treats the statistics in a meager manner. That is not at all the case. Under the heading Population, we find not only the number and distribution of the inhabitants of the country by States, counties, and cities, with maps and diagrams illustrating graphically the statistical tables, but also the color or race of the people, their nativity, parentage, sex, age, marital condition, place of birth by States and countries, date of immigration, school attendance and illiteracy, dwellings and families. Agriculture, manufactures, mines and quarries, are shown with equal completeness.
It is a close packed volume, in buckram binding, of 569 large quarto pages, and is sold by the Superintendent of Documents at $1.00 a copy.
The Foreign and Domestic Commerce Bureau has lately issued no. 62 in its Special agents series. Its title is: Foreign credits, a study of the foreign credit problem, with a review of European methods of financing export shipments, by Archibald J. Wolfe, commercial agent of the Department of Commerce and Labor, with reports from American consular officers. The subject is of prime importance in the development of this country's foreign commerce, and the report embodies the results of special investigation in Great Britain, France, and Germany, with reports on local conditions by American consuls in many foreign countries, a list of American banks and American agencies of foreign banks financing foreign shipments, samples of commercial forms used in foreip trade, etc. It has a copious index. The Superintendent of Documents' price for copies is 30 cents.
The United States Geological Survey has given, in its Water-supply paper 293, a report of almost 1000 pages, 15 plates, and 3 maps on Underground water resources of Iowa. As Iowa is said to rank as the first of the States in agriculture, and as water resources are the life blood of agricultural production, the importance of this very extensive report is obvious. The Iowa State Geological Survey cooperated in the preparation of the paper. The Superintendent of Documents supplies copies at 70 cents.
In the 125 years since the Constitution of the United States became the supreme law of the land, it has been amended but 16 times, though the number of proposed amendments introduced in Congress has numbered hundreds if not thousands.
The first 10 amendments were submitted to the States by the 1st Congress at its 1st session and were ratified in 1791. The 11th was submitted in 1794 and ratified in 1798. The 12th was submitted in 1803 and ratified the next year.
Then there was a long interval before the so-called Civil-War amendments. The first of this set of three amendments, the 13th, abolishing slavery, was submitted to the States in 1865 and ratified the same year. The 14th, imposing political disabilities on those engaging in rebellion and establishing the validity of the war debt, was submitted in 1866 and ratified in 1868. The 15th, giving freedmen the vote, was submitted in 1869 and ratified in 1870.
Then ensued an interval of 39 years without amendment.
In 1909 the amendment establishing the constitutional right of Congress to enact a tax on incomes was submitted, and on Feb. 25, 1913, the Secretary of State issued his certificate that, a sufficient number of States having ratified the amendment, it had become valid as the 16th article of the Constitution.
By action of Congress in May, 1912, a 17th amendment, providing for the election of United States Senators by direct vote of the people, was submitted to the States. The first ratification was made by North Carolina, Jan. 25, 1913, and since that date ratifications have been made more rapidly than was the case with the income tax (16th) amendment. According to newspaper reports, 30 States have already ratified the 17th amendment.
Final report of the Block Signal and Train Control Board to the Interstate Commerce Commission was completed and transmitted June 29, 1912, but, having many illustrations, has only recently become available in print. It summarizes the recommendations made by the Board in its various reports. In brief, they are: That the adoption of the block system by all interstate railroads be made compulsory; that the roads should be given to understand that they must develop the automatic train stop as rapidly as possible; that tracks should be enclosed and laws against trespassing thereon enforced; that payment of pensions to superannuated railroad employees would increase loyalty and stability in organizations; that there should be more complete cooperation of State and Federal governments on the one hand and of railroads on the other.
Extended consideration, with many illustrations, is given in Appendix A to the train-control systems which the Board has tested. Appendix B is a glossary of the technical terms used. Appendix C collects the legislation by virtue of which the Block Signal and Train Control Board has acted.

The meteorological charts and supplements of the north Atlantic, north Pacific, and Indian oceans, and the Great Lakes, monthly, and of the south Atlantic and south Pacific oceans, quarterly, are issued by the Weather Bureau for gratuitous distribution to cooperating shipmasters and others interested in ocean meteorology.

They are published in two forms, one giving simply the rural free delivery routes starting from a single given post office, sold at 5 cents each; the other, the rural free delivery routes in an entire county, sold at 20 cents each.
