Usually the printing promptly follows the ordering, but various causes sometimes make delays. The January issues of United States public documents include an unusual number of publications to interest and inform the intelligent citizen. Among them have been many hearings before Congressional committees, but these are not available for distribution through sale by the Superintendent of Documents save in exceptional instances. By special courtesy of the committees in charge of those inquiries, small supplies of the reports of the Tariff hearings and the Pulp and paper hearings have been obtained, and are sold at prices which will be furnished on application. For copies of the reports of the many other hearings listed in this Catalogue application should be made to the committees of Congress by which the hearings were held.
A newcomer in the family of Government periodicals is the Mount Weather Observatory Bulletin. V. 1 is now completed. It supplies a record of the kite and other experiments of the Weather Bureau made at Mount Weather.
Supply and distribution of cotton, year ending Aug. 31, 1908, is the title of an important bulletin, no. 97, Census Bureau.
A pleasing feature of the Education Bureau's annual report for 1907, just issued, is a List of the writings of former Commissioner Harris, which have been very numerous. Another feature is a sketch history of the Bureau. There is also a welcome statement that changes in legislation will permit of the issue of the annual report more promptly hereafter.
Ethnology Bureau Bulletin 34, Physiological and medical observations among the Indians of the southwestern United States and northern Mexico, is in brisk demand by students of ethnology.
The Annual report of the commissioner-general of immigration, including the reports of the chief of the Naturalization Division and the chief of the Information Division, is an informing document for those who take thought on the immigration problem. The two subreports are also separately printed.
Inventory 14, published this month, is a list of the foreign seeds and plants imported by the Agriculture Department from Jan. 31 to Mar. 31, 1908. Though the period covered is so short, the list of importations is long and contains several promising items.
The text of the 20th annual report of the Interstate Commerce Commission on the statistics of railways has been issued. The full publication, text and tables, will follow at a date not yet announced.
Tables 15-18, from the Foreign commerce and navigation report for 1908, have been issued in advance of the publication of that volume. The separate bears the title, Imported merchandise entered for consumption in United States and duties collected thereon,, 1908.
The 64th Annual register of the Naval Academy, for 1908-09, has been published.
Chemistry circular 41 is of present interest. Its title is, Papermaking materials and their conservation.
The Annual report of the Light-House Board for 1908 contains, with other valuable material, numerous maps.
District of Columbia schoolhouse conditions, otherwise H. doc. 1346, 60th Cong. 2d sess., issued by the Engineer Department of the District of Columbia, is likely to prove an eye-opener for parents and taxpayers not only within the District but far beyond its narrow limits.
Most of us think of Alaska as a trackless wilderness, but here comes the Report of the Road Commissioners of Alaska, 1908, full of pictures of Alaskan roads, sled tracks, and trails, which, though not much like park roads or asphalt pavements, are certainly much better than nothing and show that the work of redeeming the Alaskan wilds from the elements goes steadily on under the irresistible impulse of the thirst for gold.
Industrial accidents is the theme of the leading article in Labor Bureau Bulletin 78, dated Sept. 1908, but not received till Jan. 1909. It seems clear enough that industrial accidents in this country are much more numerous than they should be, but the statistics are still too incomplete to warrant definite recommendations as to remedies.
There is a 3d edition of Hydrographic Office publication 105, a manual of nautical information concerning the west coast of Africa.
The Annual report of the commissioner of navigation (Commerce and Labor Dept.) for 1908 appears to carry even more than the usual completeness of statistical and other information.
In his Annual report for 1908, the director of the mint gives an account of recent experiments in coinage, especially of the St. Gaudens designs, which were very artistic but wouldn't pile up because the relief was too high, and the new designs in intaglio instead of cameo, which are presumed to be the first coins ever made with the designs sunk rather than raised and are held to be both practical and artistic. The report also tells of the removal from and restoration to the coins of the motto, " In God we trust," and gives details of the monetary situation in all countries.
A new print of the existing Dingley tariff, with the administrative act, appears under the title Tariff of 1897 on imports into United States.
Special reports to the Manufactures Bureau on the woolen, worsted, and shoddy manufacture in France and England and the lace industry in England and France have commercial value and general interest.
Fractionation of crude petroleum by capillary diffusion is learnedly discussed in Geological Survey Bulletin 365. Bulletin 366 of the same Bureau describes practical Tests of coal and briquets as fuel for house-heating boilers.
The new Manual of examinations, dated Jan. 1, 1909, and listing the spring examinations, has been issued by the Civil Service Commission.
Volume 26, Official opinions of Attorneys-General, has been issued, and is for sale, in leather binding, at $1.50 per copy.
A new revision of the Manual for courts-martial is among the publications of the month.
The treaties of the month include one (with Honduras) for extradition and twelve (with Argentine Republic, Austria-Hungary, Bolivia, Brazil, Chile, Costa Rica, Ecuador, Haiti, Italy, Salvador, Swiss Confederation, and Uruguay) for arbitration.
The Entomology Bureau, Agriculture Dept, announces in a circular letter that the attempt to introduce silk culture In this country has been abandoned. All the conditions were propitious except the cost of labor. Americans cannot be induced to engage in silkworm rearing in competition with the very low prices of cocoons imported from France and Italy.
Census Bureau Bulletin 96 relates to the most interesting of all subjects, Marriage and divorce.
A most convenient brochure is List of popular names of statutes, a reprint from Scott and Beaman's Index analysis.
A new edition of Naturalization laws and regulations, dated Jan. 2, 1909, supersedes all earlier editions.
A 3d edition of Circular F, Instrument Division, Weather Bureau, is a pamphlet of information respecting the theory and construction of barometers, with instructions for the care and use of Weather Bureau instruments.
The 24th annual report of the Animal Industry Bureau, 1907, will interest a large constituency. Among the more important special articles which it contains are: Preservation of our native types of horses, Some important factors in production of sanitary milk, and Eradication of tuberculosis in cattle.
The first report of the National Council of Commerce, not an official body, but apparently regarded as semi-official, has been issued from the presses of the Government Printing Office.
Alaska, coast pilot notes on Bering Sea and Arctic Ocean, replaces Bulletin 40 of the Coast and Geodetic Survey.
Annual reports on subjects of more than common interest now published for 1908 are those of the Interstate Commerce Commission, the Civil Service Commission, and the commissioner of Indian affairs.
A statistical work on new lines is Imports, exports, and domestic manufactures arranged according to paragraphs of tariff law of 1897, compiled by the Census Bureau and issued by the Ways and Means Committee.
The Library of Congress is the custodian of more than two million publications of all kinds, and is adding perceptibly to the number by its own issues. It has published a large number of reference lists and bibliographies and a smaller number of reproductions of historic manuscripts. A nearly complete catalogue of these publications just published by the Superintendent of Documents as Price list 34 is somewhat remarkable for its extent and variety. All of the publications thus listed are offered for sale at the prices affixed.
The Library of Congress has duplicate copies of the works mentioned below, available for exchange with other libraries. These have been valued for exchange purposes at the prices indicated.

The Report of the librarian of Congress, 1904, says of this series:
In 1848 Congress purchased from Mrs. Madison other Madison manuscripts, appropriating $25,000 for the purchase. On August 18, 1856, the Bum of $6,000 was appropriated to printing and publishing 1,000 copies of the papers of Madison, then in the State Department, under the direction of the Joint Committee on the library of Congress. Pour volumes were printed under this appropriation, through the publishing house of J. B. Lippincott & Co., the copyright (dated 1865) standing in their name. Mr. Griffin, of the Library, has found that the volumes were compiled by William C. Rives and edited and indexed by Philip R. Fendall.
The U. S. Engineer Office, Rock Island, Ill., is now supplying, at $1.35 for the set, a map of the river, from the Falls of St. Anthony to the mouth of the Missouri, in 29 sheets, 14 by 24 inches each. This is the 1-inch-to-l-mile map.
As inquiries for this monograph are numerous, and it is not available for distribution, some explanation seems to be called for. The announcement of the publication appears to have been premature. It was not in popular form suitable for general distribution and the number of copies printed was small. Beyond the copies Bent to the depository libraries there has been no popular distribution, and the Department of Agriculture has withdrawn it from publication. Later on, however, at a date not yet fixed, the material will be embodied in' a popular bulletin of the Forest Service and offered to the public by sale and otherwise. It will be the first part of a comprehensive work intended ultimately to be descriptive of the whole silva of the country.
This new quarterly magazine issued by the Bureau of Medicine and Surgery, Navy Department, has become so popular that the demand for free copies is greater than can be supplied. Beginning with the next number (Apr. 1909), the Superintendent of Documents will be prepared to sell the Bulletin either by single numbers or annual subscription. The price cannot be given in advance, owing to the differences in size of the numbers, but will be announced immediately after the issue of each number. In the case of annual subscriptions it will be necessary to deposit $1 in advance. If this proves to be too much the balance will be returned or may be applied on the next year's subscription.
That stately quarterly, The American historical review, in its January number, has this note on one of the Notes of general interest in a recent number of the Monthly catalogue:
The Monthly catalogue of United States public documents for Sept. 1908, issued by the Superintendent of Documents, has a useful note of several pages on the history of the publications of United States statutes by the Government.
The February number of Public Libraries has this to say of Bulletin 13, a recently issued advertising publication of the Documents Office:
The Government recently has issued a small, conveniently arranged pamphlet, entitled " Government documents for the people." It contains a list of some of the topics treated of in United States publications - chemistry, food and diet, good roads, live stock, water supplies, etc. There is a brief and illuminating statement of the methods of publication and distribution of public documents, followed by a select list of titles and prices of some of the more popular and instructive of the public documents. With this pamphlet goes a collection of still smaller pamphlets, about 25 in all, which list and describe the chief publications of the Government on various topics.
In the same magazine, Mary K. Hasbrouck, librarian of the Ogdensburg, N. Y., public library, publishes a letter detailing the troubles of small libraries with public documents and suggesting a cure which, though alluring, seems to the Documents Office Utopian. But she concludes with a hopeful postscript, thus:
The just received pamphlet, Government documents for the people, with its clear instructions and price lists of a few of the more popular publications, brings a slight glow on our eastern horizon.

NOTE.—Lake Survey charts may be obtained from U. S. Lake Survey Office, Detroit, Mich., or from U. S. Engineer Office, Buffalo, N. Y. Payments must be made before charts are sent, and if made by mail must be by postal or express money order payable to the order of U. S. Lake Survey Office if ordered from Detroit, or to the order of U. S. Engineer Office if ordered from Buffalo. These charts may also be obtained, for cash only, at U. S. Canal Office at Sault Ste. Marie, Mich. They will be sent by express, the express charges to be paid by the purchaser on receipt of the charts, or free by mail at the purchaser's risk. Purchasers should indicate, when ordering the charts, whether they wish them sent by express or mail. The latter will be used when no choice is indicated.
The bulletins and supplements of the Lake Survey may be obtained free upon application at U. S. Lake Survey Office, Detroit, Mich., and at the engineer offices in Duluth, Milwaukee, Chicago, Grand Rapids, Cleveland, Buffalo, and Oswego.

The Commission was appointed Feb. 29, 1904, and held its first meeting Mar. 22, 1904. On May 9, 1904, an Executive order placed the Commission under immediate supervision of the Secretary of War. The Commission was reorganized and the personnel changed by Executive order of Apr. 1, 1905.
