The "Notes of general interest" in the October issue of the Monthly catalogue contained the following paragraph:
"This number of the Monthly catalogue will be sent to several hundred libraries which are not now on our regular mailing list. If librarians can make use of the Catalogue and desire to have their libraries supplied in the future, they should notify us at once, giving plainly their address.
Unless such a request is received, future issues will not be sent. This applies only to those libraries which are not now on the regular mailing list for the Monthly catalogue.
The edition is limited to 2,000 copies, and it is our desire that every copy be placed where it will be of the most service. Back numbers from July, 1907, will be furnished on application."
Our library list was carefully scanned and a selection made of those libraries of importance which were considered as probably interested in public documents. Eight hundred and seventy-five such libraries were placed upon the list and the Catalogue forwarded accordingly. We have received replies from 35 of these libraries, indicating that either the Catalogue is not desired; or, what is more probable, that the library assistant into whose hands it fell did not read the notes. But we are not to be discouraged. This month a different list will be treated to a sample copy. We desire to place the Catalogue in the hands of those who can make use of it. If we can not interest the libraries, we will try the press.
Those libraries receiving the Monthly catalogue for the first time with this issue should let us know at once if they desire to receive future numbers.
Attention is called to the entries for private and public acts of Congress which appear under Congress only.
Owing to the number of laws passed during a session it has been deemed advisable to make an exception of this class of publications. They will be entered in full and arranged alphabetically according to subject. The only references in the main alphabet will be such general ones as "Acts of Congress," "Laws," "Public laws," etc., to Congress.
Only one law appears this month, Public joint resolution 1.
The Agriculture Department leads the procession this month with the great record of no fewer than 49 new publications for a single month's output—and all of practical value and current interest. First in rank and popular interest is the Annual report of Secretary Wilson, which this year presents a wonderful picture of agricultural prosperity and progress. From the Secretary's office also issue four new Farmers' bulletins. The Animal Industry Bureau furnishes two publications; the Chemistry Bureau, two; the Entomology Bureau, four; the Experiment Stations Office, six; the Forest Service, twelve; the Plant Industry Bureau, eleven; the Publications Division, two; the Statistics Bureau, three; and the Weather Bureau, two. All of these, of course, have been made the subject of full descriptive entries in their proper alphabetical order in the body of the Catalogue.
That interesting reference manual, the Blue book, of which the actual title is "Official register of the United States," appears this year in new form. It is still blue, but blue cloth instead of blue leather, and it has shrunk very much since the last previous issue. This is due to the fact that the information contained is given in more condensed form. In the old form the Blue book had grown to most unwieldy and inconvenient proportions. Each odd-numbered year, beginning with 1817, the Register had been issued in blue leather. It will take a little time to get used to its unfamiliar look.
The Department of Commerce and Labor issues a digest of the inheritance-tax laws of Great Britain, France, and Germany, with an outline of inheritance taxation in this country and a collection of judicial decisions relating thereto. It appears from this compilation that the leading European countries now tax inheritances on the progressive principle, and also that both Congress and the States have recognized the same principle in legislation. Great Britain's finance act of 1894 was the first in Europe (except in Switzerland) to impose such duties at rates increasing with the size of the estate to high percentages. France carried the idea further still in 1901, and in the German law of 1906 the rates are so sharply progressive that inheritances exceeding 1,000,000 marks ($200,000), going to distant relatives, are taxed 25 per cent. In Great Britain the finance act of 1907 raises the maximum of inheritance taxation to about 23 or 24 per cent. All United States laws bearing on the subject are cited, from the stamp act of 1797 to the war-revenue measure of 1898. The latter imposed a progressive legacy duty which was upheld by the Supreme Court. Reference to a large number of cases shows the point to be well established that taxes upon inheritances, whether proportional or progressive, do not violate the constitutional provisions requiring uniformity and equality of taxation.
The Annual report of the commissioner-general of immigration, which is listed this month, is always of interest to students of sociology and racial problems, and it is especially so this year, when the influx of new citizens has again exceeded all previous records. The interest 'is increased by the addition of several portraits of notable newcomers and families and of statistical diagrams graphically illustrating the prodigious growth of the immigration movement. There is also this month a new edition of the Immigration laws and regulations.
As long ago as November 8, 1902, the President instructed the commissioner of fish and fisheries to appoint a commission to investigate the salmon fisheries of Alaska. This of course was done, and the commission began work in 1903, and late in that year sent in a preliminary report, which was transmitted to Congress and under date of January 28, 1904, was ordered printed as House document 477, 58th Congress, 2d session. This was not reprinted in either of the series of publications of the Fisheries Bureau, but in the issue of the Bulletin for the same year appeared Isopods from the Alaska salmon investigation, by Harriet Richardson, being the first of a series of papers based on the collections made in the course of the work of the Alaska Salmon Commission. Nothing was published in relation to salmon, and nothing more of any kind from the commission, till the present month, when an elaborate and beautifully illustrated monograph, Fishes of Alaska, by B. W. Evermann and E. L. Goldsborough, was issued as Bureau of Fisheries document 624. This was speedily followed by Document 627, Some observations on salmon and trout in Alaska, by F. M. Chamberlain. Both of these are fruits of the salmon inquiries of 1903. The preliminary report of that year is and will be the only report from the Alaska Salmon Commission as a body.
The Annual report and the Bulletin of the Fisheries Bureau are no longer issued in bound volumes for distribution. All of the publications of the Bureau are issued in paper-covered pamphlets, numbered as documents in one series. All of these which are parts of the annual Bulletin are so designated on the title-page and are paged continuously. A volume title-page, table of contents, list of illustrations, and index for each volume of the Bulletin will be sent to every address to which all the separate parts of such volume have been sent.
In the Schedule of volumes of the documents and reports of the 59th Congress, 2d session, entered in this catalogue, the following foot-note appears:
"No. 5058 is assigned to the Senate Journal, and No. 5059 to the House Journal, 59th Congress, 2d session. Nos. 5058, 5059, and 5060 were originally assigned to the Document catalogue, 59th Congress, 1st session, and the Senate and House Journals, 59th Congress, 2d session, respectively. The change was made because the Document catalogue is to cover both sessions and appear as no. 5215. There will therefore be no House document no. 944, 59th Congress, 1st session."
