Publications can not be supplied free to individuals nor forwarded in advance of payment.
Publications entered in this catalogue that are for sale by the Superintendent of Documents, are indicated by a star (*) preceding the price. A dagger (†) indicates that application should be made to the Department, Bureau, or Division issuing the document. A double dagger (‡) indicates that the document is not obtainable. Whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau by which it was published. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.
In ordering a publication from the Superintendent of Documents, give (if known) the name of the publishing Department, Bureau, or Division, and the title of the publication. If the publication is numbered, give the number also. Every such particular assists in quick identification. Do not order by the Library of Congress card number.
The accumulation of publications in this Office amounts to several millions, of which over a million are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity. Many of the books have been in stock some time and are apt to be shop-worn. In filling orders the best copy available is sent. A general price-list of public documents is not available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, Resident Commissioner, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year, including index. Back numbers can not be supplied. Notify the Superintendent of Documents of any change of address.
Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and 8/10 c. for each additional card for the same title ordered at the same time. Remittances for the L. C. catalogue cards should be made to the Librarian of Congress. They can not be furnished by the Superintendent of Documents.
An Index to the Monthly catalogue is issued at the end of the fiscal year. This contains index entries for all the numbers issued from July to June, and can be bound with the numbers as an index to the volume. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency, if sent, will be at sender's risk.
Postage stamps, foreign money, and defaced or smooth coins are not acceptable.
No charge is made for postage on documents forwarded to points in the United States, Alaska, Guam, Hawaii, Philippine Islands, Porto Rico, Samoa, or to Canada, Cuba, Mexico, or Shanghai. To other countries the regular rate of postage is charged, and remittances must cover such postage.
The issue of coupons redeemable in public documents by the Superintendent of Documents has been discontinued. Holders of coupons are requested to return the same for redemption.
Standards Bureau's Circular 49 is Safety rules to be observed in the operation and maintenance of electrical equipment and lines. The compilation has been worked out by long study and comparison of existing systems and with the cooperation of various organizations, officials, and experts. Analysis of electrical accident data shows that a large proportion of the accidents are preventable by the adoption of proper precautions. This compilation is intended to meet an urgent demand for a standard set of safety rules that will lessen the risk in handling and taming the very useful and very deadly sort of energy known as electricity. Copies are sold by the Superintendent of Documents at 15 cents.
The yea-and-nay votes in the Senate on amendments to the present tariff law have been compiled and published as Senate document 556, 63d Congress.
A document of immediate as well as permanent interest is Senate document 563, 63d Congress, Declaration of International Naval Conference held at London, Dec. 4, 1908-Feb. 26, 1909, with opinion of Cone Johnson, solicitor for State Department, relative to transfer of merchant ships during war, 10 cents.
The subject of the creation of a bureau of labor safety in the Labor Department, as proposed by House bill 10735, drew out an able and interesting report from the House Labor Committee, which was adopted and reprinted as its own by the Senate Education and Labor Committee. Two such strongly favorable committee reports give the bill (House 10735) a fine start and if it does not pass immediately it is likely to do so at no distant day. The object of the proposed bureau is to promote the adoption and use of more efficient safeguards in the various mechanical occupations and thus to reduce the frightful waste of life which is now going on and has been going on for many years, constantly crying out for preventive measures.
Decisions of various kinds are out in new volumes. Treasury decisions, which relate mainly to cases arising under the tariff and internal revenue laws, are out in vol. 26, covering the half year January to June, 1914. Price $1.50. The Decisions of the Comptroller of the Treasury, which are quite different things from the Treasury decisions, have reached their 20th volume, in which are gathered all of the decisions supposed to be of permanent value which were rendered during the fiscal year 1914. The price of this volume also is $1.50. Both are bound in buckram.
The Publications Division, Commerce Department, has begun the issue of a Monthly list of publications of the Department, no. 1 bearing date July, 1914.
Waste of oil and gas in the mid-continent fields is the title of Mines Bureau Technical paper 45. The waste is not going on as prodigally as it did when the discovery of these sources of energy was new, but there is still a treat amount of it. It is a pity that these valuable sources of power, which have been forming in nature's laboratories for ages should be liable to be dissipated in hours by careless and unthrifty men. 10 cents.
Special agents series 87, South American trade in canned goods, is one of the new publications of the Foreign and Domestic Commerce Bureau. It shows that the goods of American canneries have not thus far gained much of a foothold in South America. A big field there remains to be conquered, and the present seems to be the best time to begin the conquering.
In United States naval medical bulletin, vol. 8, no. 3, is an extended and profusely illustrated article on the New method of physical training in the Navy. It is a timely contribution, as interest in physical training seems to be uncommonly active at present. Price. 25 cents.
Part 4 of the Corporation's Bureau very comprehensive report on The lumber industry has been issued. It is a volume of almost one thousand pages of text and a fair number of illustrations. Parts 2 and 3 are not yet out of press. The price of Part 4, in paper covers, is $1.50.
The American nautical almanac for 1916 is now on sale by the Superintendent of Documents at the usual price, 30 cents.
The third volume of Kappler's Indian affairs, laws, and treaties, has been published as Senate document 719, 62d Congress, 2d session, the entry for which appears on page 102 of this catalogue. The resolution providing for the issue of this supplementary volume, completing the record to Dec. 1, 1913, provided also that 500 copies should be supplied to the Superintendent of Documents for sale, thus enabling buyers of vols. 1 and 2 to complete their sets. The new volume is now in stock, bound in paper, price $1.50. Vols. 1 and 2, bound in sheep, are also still in stock at the price of $2.00 each.
This is the centennial year of the writing of the Star-spangled banner by Francis Scott Key. Among the various events commemorative of the centenary of the song most generally accepted as the chief of American patriotic songs, not the least, and in fact the one likely to be most enduring of all, is the new and much enlarged edition of Mr. Sonneck's treatise on the Star-spangled banner. This was first printed in 1909 as a part of the author's "Report" on American patriotic songs, including "Star-spangled banner," "Hail Columbia," "America." and "Yankee Doodle." The new historical sketch is wholly given up to the "Star-spangled banner." and includes a collection of the known facts relating to the tune as well as to the song. The original title of the tune was "To Anacreon in Heaven."
Mr. Sonneck's second gleaning of the field has been fruitful. The first yielded 36 pages of text and illustrations. The second increases the text to 115 pages and the number of plates to 27. The plates are chiefly photographic reproductions of the title-pages of various editions of the famous song, but include also, as frontispiece, a fine and authentic portrait of the author of the immortal words. There is also a portrait of the presumptive composer of the music.
It may seem a rash statement that a mere book of paper and cloth is likely to be a more enduring memorial than a monument of granite and bronze. But it is not rash. It simply takes into consideration that this is the age of libraries. Only works of art are now preserved and cared for like books. Though not imperishable in themselves, they are housed in fireproof and otherwise as imperishable structures as the skill of man has been able to construct. Take this fact in connection with the other fact that books are duplicated in great numbers, so that many copies are preserved in many imperishable places, one may easily conclude that a worthy book has at least as many chances for immortality as any other of the works of man.
This timely and important work has been placed in the hands of the Superintendent of Documents for sale. It is well bound in red cloth and priced at 85 cents.

NOTE.—The publication of the National weather bulletin in the single sheet form was discontinued with the issue of June 29, 1914. Hereafter this bulletin will appear in quarto form of 8 or more pages, and in addition to the usual weather and crop information it will contain diagrams showing for the preceding weeks, from the beginning of the season, the temperature and precipitation conditions over the larger crop-growing areas, with departures from the normal values. The diagrams will likewise contain certain data showing the condition of the principal crops in these areas from month to month.
