Documents entered in this catalogue that are for sale by the Superintendent of Documents, Washington, D. C., are indicated by a star (*) preceding the price named. A dagger (†) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (‡) indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.
In ordering a publication from the Superintendent of Documents give the name of the issuing Department, Bureau, or Division, and title. If publication is numbered give number also. Do not order by Library of Congress card number.

The accumulation of publications in this Office amounts to over a million, of which several hundred thousand are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity.
In ordering, it should be borne in mind that many of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent.
No general price-list of public documents is available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year, including indices. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.
Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and 7/10 c. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.
The Index to the Monthly catalogue will be issued separately each quarter and will cumulate for the twelve months ending June, 1912. That is, the September number of the Index is an index to the Monthly catalogue for July, August, and September, the December number is an index to the Monthly catalogue for October to December, the March number will be an index to the Monthly catalogue for January to March, and the June number will be the Index for the fiscal year 1912. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency may be sent at sender's risk.
Postage stamps, foreign money, defaced or smooth coins will positively not be accepted.
To facilitate the payment of the cost of documents, the Superintendent of Documents will hereafter accept coupons issued by him instead of cash. Coupons of the value of 5 cents each are sold in sets of 20 for $1.00. Address order to Superintendent of Documents, Government Printing Office.
No charge is made for postage on documents forwarded to points in United States, Guam, Hawaii, Philippine Islands, Porto Rico, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage.
The decisions of the Comptroller of the Treasury are like the laws of the Medes and Persians and also like the decisions of the United States Supreme Court, because there is no appeal from them. One may well think of this when noting, among recent publications, Vol. 18, pt. 1, Comptroller's decisions, containing those rendered during the months July-Sept. 1911. The catalogue entry for this publication appears in the Dec. 1911 Monthly catalogue, page 345.
The new Rules of the Supreme Court of the United States, promulgated Dec. 22, 1911, can be supplied in pamphlet form by the Superintendent of Documents at 10 cents.
Information concerning some of the principal navies of the world, a series of tables compiled by the Navy Department for the purpose of answering popular inquiries, can be supplied also by the Superintendent of Documents. It shows that the Navy of the United States is second in size, but with Germany a good third and coming strong. England is of course far in the lead of all other countries. 5 cents.
Changes in the bodily form of descendants of immigrants, published by the Immigration Commission a year or do ago in a pamphlet of 113 pages, and also in an abstract of 58 pages, has now been expanded to 573 pages and reprinted in its final form as Senate document 208, 61st Congress, 2d session. Paper, 45 cents.
Forest Service Circular 196, The influence of age and condition upon seed production in the western yellow pine, records the results of investigations important in their bearing on the vast reforesting operations which the Government has undertaken. To most persons a seed is a seed, but it has been demonstrated that it is necessary to secure seeds from trees in their prime and free from blemish if the reforesting campaign is to attain the highest success.
The Superintendent of Documents can supply for 25 cents a new work that must be invaluable to all who wish to keep themselves informed in American naval affairs. It is issued by the Navy Department and entitled Ships' data, U. S. naval vessels, 1911. Its 300 pages are entirely filled with statistical tables which give the name, official number, when, where, and by whom built, condition or service July 1, 1911, dimensions, speed, bunker capacity, types of engines and boilers, indicated horse power, weight of machinery, generating sets, batteries, complement, etc., of all naval vessels of the United States.
Summary of the mineral production of the United States, 1910, has been reprinted from Mineral resources for that calendar year in a separate pamphlet. For the second time in the history of the country the value of its mineral products exceeded the vast sum of two billion dollars. Coal was most valuable of all the minerals, exceeding six hundred million dollars. Iron was next, with a $425,000,000 valuation. These are big figures, but the value of the agricultural products of the country for the same year was about $9,000,000,000. 5 cents.
The Navy yearbook for 1911 is now on sale by the Superintendent of Documents, in cloth binding, at 75 cents. This number is edited by Woodbury Pulsifer, a brother of the late Pitman Pulsifer, by whom the series was founded. These brothers were for many years the private secretaries of Senators Hale and Frye of Maine.
There is a new compilation—the first in several years—of the Laws of the United States governing the granting of bounty-land warrants, with the regulations relating thereto.
In his Annual report for 1911 Mr. E. T. Chamberlain, commissioner of navigation of the Department of Commerce and Labor, makes an extended argument in favor of Congressional appropriations to pay the Panama canal tolls of American vessels.
The National forest manual continues its course of publication in pamphlet parts. The latest part covers the subjects of Claims, settlement, and administrative sites. The instructions given become effective Feb. 1, 1912.
Public health bulletin 45, is A digest of the laws and regulations of the various States relating to the reporting of cases of sickness. This is a matter of serious import, for all knowledge of the increase or decrease of disease depends upon the reports of cases made by physicians and the compilation of these reports into general statistics. Only a limited part of this country is included in what is called the "registration area," from which alone health statistics can be collected. There should be more laws to require the registration of diseases and more strict enforcement of these already in the statute books.
Did you ever hear of alunite? It is not a very common mineral. There is a newly discovered deposit of it near Marysvale, Utah, and Geological Survey Bulletin 511 tells about it. It is a source of potash.
Contributions from the national herbarium, v. 13, pt. 12, is a third paper on New or noteworthy plants from Colombia and Central America.
The parole system for United States prisoners is an experiment still in its earliest stages. The first annual report of the Boards of Parole shows that 207 prisoners have been released on parole, and of these only one has been returned to prison for violation of the conditions of the parole.
The Experiment station record, vol. 25, July-December, 1912, will have 10 numbers instead of the usual number. No. 9, which is a third abstract number, has been issued and the index number is yet to come. The Experiment station record is the most liberal of all monthly magazines. Not only does it publish six monthly issues for each half-yearly volume, and a separate index number also, but in addition two special or abstract numbers, making 9 numbers for each semiannual volume, or 18 numbers for each twelvemonth. And now it had added a 10th number to vol. 25. Record subscribers get full measure, and something over.
A brief survey of educational progress during the decade 1900 to 1910 and Library extension in the United States are two interesting chapters in the 1911 Report of the commissioner of education which have been reprinted in separate pamphlets. A Sentence or two from the second one gives a bird's-eye view of the existing library situation: "The modern conception of the duties of the public library extends them to the entire community, requiring the library to find a reader for every book on its shelves and provide a book for every reader.. . The public library is made an essential factor in the educational system.. . The tax-supported public library, like the public school, is now the accepted type, because they are recognized as integral parts of our system of public education."
That standard manual, Chemistry Bureau Bulletin 107, revised, Official and provisional methods of analysis, was officially reprinted Jan. 18, 1912, and is in stock at 20 cents.
The National Monetary Commission has made a unanimous report, which has been printed as Senate document 243, 62d Congress, 2d session. Remembering the large and comprehensive membership of the Commission, in which all parties and all regions of the country are represented, this unanimity is somewhat remarkable and may well be held to entitle the report to respectful consideration at the hands of Congress and of the voters who make Congresses and Commissions.
The complete report of President Taft's Tariff Board on tariff schedule K, entitled Wool and manufactures of wool, has been published as House document 342 of the current Congress, in 4 volumes and an index pamphlet.
Considered as a report and not as a document, the publication is in 5 parts, namely: Part 1, Glossary on schedule K; 2, Raw wool, production and shrinkage; 3, Manufacturing costs; 4, Ready-made clothing and wearing apparel; 5, Wages and efficiency of labor and machinery in the United States.

The few sets which the Superintendent of Documents has been able to obtain have been offered for sale at $1.30 a set, including the General index published in a separate pamphlet.
The new list of Publications of the United States Geological Survey, dated Jan. 1, 1912, has the legend "New series, no. 1," on the upper righthand corner of its cover and title-page. Several numbers of the list have been published, but this is the first one to be numbered in a series. This series will be made up entirely of the lists of publications, which hereafter it is planned to issue quarterly. It is an invaluable guide to the numerous and varied publications of the Survey.
No. 1, Lighthouse Service bulletin, bearing date Jan. 1912, has been issued by the Lighthouses Bureau. It is to be published monthly for the purpose of supplying information to the personnel of the service and keeping them advised of the progress of the work. It is not intended for distribution to the general public.
Statistics Bureau Bulletin 85 is the first of a series of most interesting agricultural publications under the general title Seedtime and harvest. When completed it will show the dates of sowing and harvesting about 50 of the principal crops grown in this country and many of those grown in foreign lands. The first number gives these dates for the cereals and for flax, cotton, and tobacco in the United States east of meridians 102-104. The range of corn-planting is from February 10 in southern Texas to May 15 in North Dakota.
The Education Bureau has issued Library circular no. 1, dated Jan. 15, 1912, and entitled Monthly record of current educational publications. It is an annotated list, and includes proceedings of associations and articles in periodicals as well as books and pamphlets. The plan is to cumulate the monthly lists annually, thus composing the Bibliography of education, already a regular publication of the Bureau.
The United States Official register for July 1, 1911, vol. 1, has been issued.
It records the names, the places and kinds of employment, land of birth, pay, and Congressional district and county from which appointed, of all employees of the United States Government except those in the postal service, who have a volume to themselves, and also excepting temporary employees who have served less than six months and enlisted men in the Army and the Navy. Notwithstanding these considerable exceptions, and unavoidable omissions mentioned in the preface and estimated to run into thousands, the two volumes of the 1911 register contain more than 370,000 names.
The director of the census promises a supplemental pamphlet which shall tabulate the number of employees by the Departments in which employed, by the States and Territories from which appointed, and by the aggregate compensation. This is to comply with a law of Mar. 3, 1893, hitherto disregarded.
The director also suggests that the Register might be discontinued altogether, substituting for it a card index, which could be kept constantly up to date, something not possible with the Register, owing to the time necessarily consumed in tabulating and printing the statistics after they have been collected. If, however, the publication of the Register is to be continued, the director says, "It may be questioned whether a return to the system of classifying all employees by Departments, with an index, would not be preferable, despite some increase in cost." This suggestion will be welcome to many business men who made good use of the magnificent lists of addresses supplied by the Register in its earlier form. The directory plan of compilation now followed has defeated nearly all of the commercial uses for which the Blue book was found valuable before the Census Bureau transformed it.
Feb. 24, 1903, the President approved Public resolution 9 (32 Stat. pt. 1, p. 1231) providing for the preparation of a digest of the laws and decisions of the United States and the several States relating to the extent of the pardoning power, the legal effect of pardons, etc., to be printed under the supervision of an editor to be appointed by the Attorney General. An appropriation of $2,500 was made to cover all cost except printing and binding. As the work thus ordered has not appeared, inquiries have been made by librarians. Information has been obtained to the effect that Mr. James S. Easby-Smith, attorney in charge of pardons, made the digest. It is a voluminous work, and considerable time was spent on it. When completed there seemed to be no widespread demand for its publication, and it has not so far been sent to the Public Printer. It was also feared that changes in State laws, which would make the work obsolete, might have occurred, and there was no appropriation to pay for revising the digest. Ultimately the manuscript was bound and added to the Justice Department library, where it now rests.

May no untoward happenings impede the electrotypers, pressmen, and binders in whose hands the completion of the work now rests.
Congressional record, vol. 42, Index, page 801, H. J. resolution 134, said to have been introduced at page 1745. It was really introduced at page 1795, Feb. 10, 1908. Probably few librarians will have occasion to refer to this entry, which is a private claim. Still, the prudent librarian will take down his index volume and make the correction, for library queries are usually just those which are not expected. The error was discovered in looking up the case for one of the bureaus of the Treasury Department.
There are two Census Bureau Bulletins 109. The first one so numbered was issued some months ago and gave the population of the United States by States and Territories at the 13th census. After this bulletin had been printed it was decided to issue all the publications of the 13th census unnumbered. Those who have received the earliest no. 109 will therefore be pleased to ignore the number and consider it an unnumbered publication. The real Bulletin 109 in the Permanent Census Bureau series has been issued this month. Its subject-matter is Mortality statistics, 1910.
Sometimes it is necessary to correct a correction. This is one of the times. The recorrection is supplied by Mr. Ralph M. Brown, librarian of the Coast and Geodetic Survey, in a letter reading thus: "Some months ago you telephoned me and informed me that some correspondent of your office had found an error in Appendix 12 (Logarithms, their nature, etc., Part 1), of our report for 1896. I replied that it was surprising that your correspondent had not found more than one error in the tables, since the Coast and Geodetic Survey bad found many, perhaps a thousand in all. This was my understanding of the case at that time, but I have since learned that my statement was not correct, that but two or three slight errors have been found in the tables. My mistake was due to the fact that I confused the errors found in the original manuscript, two thousand or so, with the errors to be found in the work itself. All of the original manuscript errors wore corrected in the final proof, and did not appear in the published work. I regret exceedingly that this mistake on my part has brought discredit upon such an accurate and reliable logarithmic table as that published by this office. You will be conferring a great favor upon this bureau if you will correct our statement in regard to the 1896 logarithmic table, in the next issue of the Monthly catalogue of United States public documents." Of course it is a pleasure to publish Mr. Brown's correction and his certificate of the value of the logarithmic tables in Coast Survey Annual report for 1896. Copies of that Report are still on sale by the Superintendent of Documents at $1.60.
Another reason why it is pleasant to have the assurance that the Survey's logarithmic tables are correct and valuable is found in a letter from Mr. F. R. Low, editor of the weekly paper, "Power," who gives the information that "even the seven-place table is a voluminous work, and the ten-place so much so and so expensive that few engineers possess them." Mr. Low of course refers to the tables issued by private publishers. The Government tables are ten-place and the price charged for them ($1.60) is certainly moderate.

Since February, 1908, the Topography Division has been preparing rural-delivery maps of counties in which rural-delivery is completely established. They are published in two forms, one giving simply the rural free delivery routes starting from a single given postoffice, sold at 10 cents each; the other, the rural free delivery routes in an entire county, sold at 50 cents each. A uniform scale of 1 inch to 1 mile is used. Editions are not issued, but sun-print copies are produced in response to special calls addressed to the Disbursing Clerk, Post-Office Department. These maps should not be confused with the post route maps described in the preceding paragraph.
