Documents entered in this catalogue that are for sale by the Superintendent of Documents, Washington, D. C., are indicated by a star (*) preceding the price named. A dagger (t) indicates that application should be made to the Department, Bureau, or Division issuing the document, a double dagger (t) indicates that the document is not obtainable, and whenever additional information concerning the method of procuring a document seems necessary it will be found under the name of the Bureau. The Senate and House documents and reports are issued in limited editions and, unless otherwise indicated, may be obtained only through Members of Congress.
In ordering a publication from the Superintendent of Documents give the name of the issuing Department, Bureau, or Division, and title. If publication is numbered give number also. Do not order by Library of Congress card number.

The accumulation of publications in this Office amounts to over a million, of which several hundred thousand are assorted, forming the sales stock. Many rare books are included, but under the law all must be sold "at cost," regardless of their age or scarcity.
In ordering, it should be borne in mind that many of the books have been in stock some time and are apt to be shop-worn. In filling orders, however, the best copy available is sent.
No general price-list of public documents is available, but lists on special subjects will be furnished on application.
The Monthly catalogue is sent to each Senator, Representative, Delegate, and officer in Congress, to designated depositories and State and Territorial libraries, to substantially all Government authors, and to as many school, college, and public libraries as the limited edition will supply.
Subscription price to individuals, $1.10 a year, including Indices. Back numbers can not be supplied. Please notify the Superintendent of Documents of any change in address.
Numbers to be used in ordering the L. C. catalogue cards will be found at the end of the titles of the more important monographic documents. The figure following the card number (separated from it by a slanting line) indicates the number of cards required for entries suggested (title entry not included) on the cards. The price of the cards is 2c. for the first card and Ac. for each additional card for the same title ordered at the same time. Remittances should be made to the Librarian of Congress. Cards can not be furnished by the Superintendent of Documents.
Beginning with July, 1912, tbe Iudex to the Monthly catalogue will be issued semiannually instead of quarterly, as heretofore, and will cumulate for the twelve months ending June, 1913. That is. the December number will be an index to the Monthly catalogue for July to December, 1912, and the June number will be the Index for the fiscal year 1913. Persons desiring to bind the catalogue at the end of the year should be careful to retain the numbers received monthly, as duplicate numbers can not be supplied.
Remittances for the documents marked with a star (*) should be made to the Superintendent of Documents, Washington, D. C., by postal money order, express order, or New York draft. Currency may be sent at sender's risk.
Postage stamps, foreign money, defaced or smooth coins will positively not be accepted.
To facilitate the payment of the cost of documents, the Superintendent of Documents will hereafter accept coupons issued by him instead of cash. Coupons of the value of 5 cents each are sold in sets of 20 for $1.00. Address order to Superintendent of Documents, Government Printing Office.
No charge is made for postage on documents forwarded to points in United States, Guam, Hawaii, Philippine Islands, Porto Rico, or to Canada, Cuba, or Mexico. To other countries the regular rate of postage is charged, and remittances must cover such postage.
Farmers' bulletin 505, Benefits of improved roads, puts the good roads argument in brief compass and enforces it by graphic pictorial illustrations.
The new soil surveys of the month are of Lowndes County, Miss., 15c.; Platte County, Mo., 15c.; Laclede County, Mo., 15c.; Southwest Texas, 25c.; Jackson County, Ala., 15c.; Randolph County, Ala., 15c.; Tuscaloosa County, Ala., 15c.; Windham County, Conn., 15c.
The Manufactures Bureau's important document, Special agents' series 52, Utilization of atmospheric nitrogen, has been issued also in a Congressional print, 62d Congress, 2d session, House document 912. 15 cents.
The Government Hospital for the Insane has issued no. 4 in its series of bulletins. It contains 8 papers on special topics related to the work of the Hospital and a bibliography of writings by members of the Hospital staff or describing work done at the Hospital, July 1, 1911, to June 30, 1912. This is in continuation of a bibliography begun in Bulletin no. 3. Copies of Bulletin no. 4 can be supplied by the Superintendent of Documents for 10 cents.
The Postal Savings System announces that it will begin Jan. 1, 1913, the issue of postal savings bonds, either registered or coupon, drawing 2 per cent interest and exempt from all taxation. They are redeemable after one year at the option of the Government and mature in 20 years, when they are payable In United States gold coin. The denominations are $20, $100, and $500. Depositors in postal savings banks may exchange their deposits, or any part of them, for these bonds, by making application to the postmaster with whom the deposits have been made. The bonds will not be Issued to any persons who are not depositors in postal savings banks. Tbe interest on registered bonds will be paid by Treasury checks. Postmasters are authorized to cash these checks and also coupons cut from bonds. The Postal Savings System has very rapidly grown into a great institution. The depositors are in fact lending their money to the Government. The sum so lent is already nearly 30 million dollars, and sure in the near future to be multiplied many times, with mutual advantage to borrower and lender, and absolute safety to the latter. There is good reason for believing that the later expansion of the postal service, the parcel post, will show an equally rapid growth and equal (if not even greater) usefulness to the people. There is no telling where we would be now if we had had these improvements 20-odd years ago, when Postmaster General Wanamaker recommended them.
Railroads and farming is the title of Bulletin 100 of the Statistics Bureau, Agriculture Department. It is a report on the efforts made by railroad companies to increase the number of farmers along their lines and to improve methods of farming. This kind of railroad work is extensive. Some of the means used are the running of agricultural trains, employment of agricultural experts, distribution of educational publications, sending out agricultural lecturers, offering prizes for bumper crops, organizing corn clubs, reforesting barren tracts, maintaining model farms, introducing fine breeds of live stock, giving good roads and drainage demonstrations, general advertising, and various other plnns, all of which cost money, but money well expended and expected to make large returns in future years, It is an interesting matter even for city dwellers to become acquainted with. Circular 112, from the Experiment Stations Office, Agriculture Department, published in 1911, describes tbe educational work of tbe railroad companies. Each of these documents is priced at 5 cents.
The Miners' circulars of the Mines Bureau, Interior Department, are very practical publications, using untechnical language and striving to guard tbe miner from the perils of his perilous employment. The October issues are: No. 9, Accidents from falls of roof and coal; 10, Mine fires and how to light them; 11, Accidents from mine cars and locomotives. 5 cents each.
The production of sand and gravel in the United States for 1911 (calendar year), as reported to the Geological Survey, was 67,000,000 tons, valued at over $21,000,000. Probably also considerable quantities of both products were produced and used, but not reported. The country has grown so great and all its operations so extensive that statistics as to tbe most common products run right away into tbe big millions. It takes a 56-page pamphlet to tell the story of the sand and gravel production of 1911 (calendar year) and of tbe deposits of "glass sand," the kind which forms from 60 to 75 per cent, of all the glass we use for innumerable purposes and without wblcb modern civilization would hardly be possible. The pamphlet is an advance chapter from the Geological Survey's annual volume entitled Mineral resources.
A new edition of the Naturalization laws and regulations, dated October 1, 1912, supersedes all previous editions. 5 cents.
Bulletin 102, Labor Bureau, is also no. 2 in the Workmen's insurance and compensation series of that bureau. This number contains the British national Insurance act of 1911, a law wbicb carries state socialism a long way ahead of anything that has been officially or influentially proposed in this country. It is in three parts, tbe first relating to health insurance, which is made compulsory for all employed persons over 16; the second providing "unemployment insurance," or the provision of benefits for workmen temporarily unemployed, and the third being made up of elaborate provisions for carrying out the insurance plans. The full title of tbe act is An act to provide for insurance against loss of health and for the prevention and cure of sickness and for insurance against unemployment, and for purposes incidental thereto. 10 cents. No. 3 in the Workmen's insurance and compensation series is the Sickness and accident Insurance law of Switzerland. 5 cents.
The July, 1912, Monthly catalogue, United States public documents, recorded the Issue of Water-supply paper 295, entitled Gazetteer of the surface waters of California; Part 1, Sacramento River basin. In the introductory pages of the August Monthly catalogue it was stated that owing to the discovery of errors in the text it had been found necessary to reprint the paper. The corrected print was published in October and is now available. Price, 10 cents. Part 2 in this series, San Joaquin River basin, is also now available at the same price.
A new edition of the Register of the Department of State is dated Oct. 15, 1912. This register has much collateral matter both interesting and valuable. It gives of course the organization of the State Department, but adds lists of all its Secretaries, assistant secretaries, and chief clerks from the beginning, with their terms of service, etc. It has lists of all foreign diplomatic and consular officials stationed in this country and of all United States officials of like grades assigned to foreign countries. Also, the grades and pay of such officials aud the boundaries of American consular districts in foreign countries, the last-mentioned item being one believed not to be found elsewhere In print Other contents are: The tariff of United States consular fees; the personnel of all International commissions and tribunals which have United States members, the number of these being considerable; tbe regulations governing appointments and promotions in the consular service; personnel of the examining boards; information for applicants for appointment, etc. The crowning feature, however, which distinguishes this Register above all other registers is a complete set of " Who's who" biographies of the consular aud other officials and employees who have received their appointments from the State Department On the whole, its 212 pages are so well filled with useful information as to give It rank with the best reference books issued by the Government.
There is a second edition of Mines Bureau Bulletin 18, The transmission of heat into steam boilers, for which there has been a brisk demand. Supplied by the Superintendent of Documents at 20 cents.
Public health bulletin 54 is an important number in the series issued by the United States Public Health Service. Its title is: Organization, powers, and duties of health authorities; an analysis of the laws and regulations relating thereto in force in the United States. It is a manual which should be in tbe hands of every health official in the country. 25 cents.
Forest Service Bulletin 117 is a valuable compend entitled Forest fires: their. causes, extent, and effects, with a summary of recorded destruction and loss. Few persons, especially among city dwellers, have any idea of the extent of the destruction of the country's natural resources by forest fires. While the records of these fires are acknowledged to be very far from complete, yet they ore sufficient to startle the thoughtful reader. 10 cents.
The Bacteriology of cheddar cheese is the title of Bulletin 150, Animal Industry Bureau. Almost everybody eats cheese, but how many of the eaters are aware that the different flavors of different, varieties of cheese are due to the different tribes of bacteria which inhabit them? To those who have not absorbed this interesting scientific fact, Bulletin 150 will come in the nature of an eye-opener.
The 28th annual convention of the Association of Official Agricultural Chemists was held in Washington, Nov. 20-22, 1911. The report of its proceedings was published Oct. 9, 1912, as Bulletin 152, Chemistry Bureau, Agriculture Department The date of the letter of transmittal shows that It was prepared for publication Feb. 5, 1912. Reports of committees on* water and on headache mixtures have been printed as separates from Bulletin 152 and are on sale at 5 cents each.
Publications Division, Agriculture Department, has issued title-page, contents, and index for use in binding Farmers' bulletins 476-500.
The Post Office Department has made a separate print of the section of the Postal appropriation law which establishes the parcel post. Copies can be supplied by the Superintendent of Documents at 5 cents. The catalogue entry for this publication appeared in the September Monthly catalogue, page 159.
Circular 87, Biological Survey Bureau, Agriculture Department, will interest a large number of persons. Its title is: National reservations for the protection of wild life. The total number of these is 97, scattered in 26 States and Territories and the District of Columbia. Ten of them are national parks, 5 are national military parks, 9 are national game preserves and other refuges for wild life, 56 are national bird reservations, 10 are reservations for aquatic species, and 7 are national reservations which have been made game preserves in whole or in part by State laws. The total area is hardly more than 5,000,000 acres. The circular gives several small maps, showing the location and class of the several parks. Descriptions of the reservations, references to the laws and Executive orders establishing them, and other essential details are also given.
Vol. 23, Interstate Commerce Commission decisions, Mar.-Jnne. 1912. is now ready. Buckram, $1.50.
Hydrographic Office Publication 117, new edition, 1912, is a Table of distances in nautical and statute miles via the shortest navigable routes to all important ports. It gives the distances via Panama Canal as well as by tbe old routes.
The new law governing radio communication (wireless telegraph) takes effect Dec. 13, 1912. Regulations for carrying it out have been issued under date of Sept. 28, 1912. Districts have been established, with headquarters in the customhouses at Boston, New York, Baltimore, Savannah, New Orleans, San Francisco, Seattle, Cleveland, and Chicago. At each of these headquarters a radio inspector will be stationed. Ojierators will be examined and licensed if found competent and otherwise suitable. Of course all who are interested in "wireless" will want copies of these regulations. The Superintendent of Documents supplies them at 5 cents.
The large volume containing those decisions of the Comptroller of the Treasury, from July, 1911, to June, 1912, which have been printed, is now on sale at $1.50 in buckram. As the Comptroller is the only law officer whose decisions cannot be appealed from, tbey have an interest of their own.
Tbe very valuable and convenient list of its publications which Is issued quarterly by the United States Geological Survey is now out with no. 3 of its New series, dated Oct. 1, 1912. As the first issue appeared Jan. 1, 1912, there should now apparently be four numbers, but the issue for July 1 was not published, the changes from tbe April number being so few that it was not thought worth while to issue a new number at that time.
A treatise called The road horse, with special application to his selection and management in the rural delivery service, met with so much favor in the House of Representatives that that august body was not content with ordering It printed as House document 906, 62d Congress, 2d session, on order that carries only the "osual number" (about 2,000) of copies, but ordered also 50,000 copies for tbe House and 43,000 more for the House Document Room. To the uninitiated it might seem that these two orders duplicated each other, the House Document Room beiug a part of tbe House machinery. Tbere is, however, an important difference. Documents ordered for the House of Representatives must, under the law, go to tbe folding room and be apportioned equally among the members, any unequal remainder going to tbe Superintendent of Documents, but those printed for distribution through tbe Document Room fall under the rule "first come, first served," tbere being no limitation on tbe number any member may take as long as tbey last
A new departure is the printing of a bulletin of a State experiment station as a Congressional document. Tbe first instance is Bulletin 104 of the station at Auburn, Ala., entitled The cotton worm or "caterpillar," which has been printed also as House document 917, 62d Congress, 2d session. 5 cents.
The advance sheet print of tbe Soil survey of Randolph County, Ala., made by the Soils Bureau, Agriculture Department, has been printed also as House document 915, 62d Congress, 2d session, the first instance of tbe kind. The law gives to the Representative from the district in which the area surveyed is located 2,000 copies of tbe original print and 500 copies to each Senator from tbe State.

Vol. 9 in the series of catalogues of public documents of tbe United States, Issued from the office of the Superintendent of Documents in accordance with the act of Jan. 12, 1895, may well be considered the most important Government publication of the month.
It records the publications of the legislative branch of the Government which were ordered printed during the life of the 00th Congress, Mar. 4, 1907-Mar. 4, 1909, and the publications of the executive and judicial branches issued during the two fiscal years July 1, 1907-June 30, 1909. It fills 1830 large, doublecolumu, closely-printed pages. The first volume of the series, recording on the same plan the publishing activities of the 53d Congress and the fiscal years 1894 and 1895, filled only 638 similar pages. The plan of cataloguing being the same, the only explanation of the growth of the catalogue from 600 to 1800 pages in 14 years is that the publishing work of the Government has tripled in that comparatively small space of time. Not only is this true, but it is true also that it is still expanding, and the indications all point to continued and indefinite expansion. This is inevitable. The Government itself is extending its sphere by leaps and bounds, and each new line of activity must have its printed record for the information of the people of the present and the future.
The more voluminous becomes the output of printed records, the greater the Importance of having the catalogues, which are the guides to the labyrinth of publications, compiled and printed with accuracy and according to scientific methods. The methods which have been followed in compiling the Document catalogues are those which have been determined by the thought, study, consultation, and practice of the leading librarians and bibliographers of America, who are also the leading librarians and bibliographers of the world, for in no other country Is library science so widely and so thoroughly taught or so advanced and practical in its application. Though the public documents of the United States, because of their many departures from the methods of unofficial publishers, are the most difficult of all publications to catalogue, the Document catalogues have solved the difficulties, and supply a complete guide to what is already probably the world's most Important historical record, and one which is destined hereafter to be of supreme Import to all peoples. This record Is the public documents of the United States of America- the greatest country now existing or that ever has existed. Its history is told in Its public documents, and it is a history not only now widely studied, but destined in the future to be more generally and more minutely studied than that of any other country or any other period. This inevitably follows from the unmistakable trend of the times in various parts of the world toward the form of government of which the United States is the chief exemplar.
That the Document catalogue well fills its important field is demonstrated by its general use and also by much expert testimony, of which two brief samples may properly be cited here. The late Charles A. Cutter, for many years librarian of the Boston Atneneum. author of that standard manual, Rules for a dictionary catalogue, writing in the New York Nation of Dec. 10, 1896, said of the first volume in the series of Document catalogues: "There are so many ways in which It ought not to be made, and in which it was very likely to be made, and the chances were so great that, from the inertia prevalent in public offices, it would, when once started wrong, have gone on wrong forever, causing a fresh regret and a fresh sensation of disgust with every new volume, that the choice of the dictionary form, and of this particular style of dictionary, might well have been mentioned on onr late holiday as one of the fit causes of thanksgiving." Dr. James I. Wyer, jr., State librarian of the State of Now York, nnd former President of the American Library Association, writing after five volumes of the Document catalogue had been issued on ths same plan as the first volume, said: "These volumes, prepared according to the provisions of the printing law of 1895. are models of complete, clear, accurate, and intelligent cataloguing." This characterization is printed in Mr. Wyer's standard manual, United States Government documents, published as Bulletin 369 of the New York State Education Department; also as Bulletin 102 of the New York State Library and Rulietin 21 of the New York State Library School.
Vol. 9 has been made on the sine plan as its eight predecessors, and the historians and annalists of the future will find these catalogues plain and trustworthy guides- in fact, the only guides- to what in the not far future may come to be regarded as the most momentous of all historical records. They give in the least possible space the most possible information. Authors, titles, subjects, pages, sizes, these are items noted in many catalogues. But the Document catalogues record many publications which have no titles, but are known by numbers only. A number alone gives no clue to a searcher for Information. The Document catalogues complete tbe record of these publications by making titles for them which indicate the subject matter. Even those documents which carry titles have in most cases a number, often several numbers, which should be known if successful search is to be made for the specific documents. The Document catalogues give all these numbers and correct the errors which are sometimes made in printing them. Finally. Uiore is the matter of publishing bureaus. Though all the documents are published by the United States Government, the Government is so big and its publications are so numerous that mere knowledge of a book or pamphlet being a public document is only the first step, and that not a long one, toward its identification. Every public document not of Congressional origin is the work of some Department, or of some bureau within a Department, or of some division within a bureau, and a knowledge of these subauthorships is an Important aid in identification. All of these relationships of the documents are carefully traced out and noted in the Document catalogues. If tbe work is of Congressional origin, it proceeds either from Senate or House, or from some one of the numerous committees of these branches. These, too, are noted. As to illustrations, the Document catalogues make separate note of the full-page plates which are so numerous nnd so essential in United States public documents. It is to be noted, also, as a crowning virtue of the Document catalogues, that they are all in on.' str;ij.'ht alphabetical order, without break or complication, from A at the top of the first page to Z at the foot of the last page. Anybody who knows the alphabet ran. use them without preliminary training. They are the most notable examples extant of the alphabetical or dictionary catalogue, the simplest, most practical, most usrble, and most easily understood form of book catalogue that the wit of man has yet devised.
In short, the Document catalogues are all that Dr. Wyer declares them to be. and in the future, when various fugitive contemporaneous records now availrble shall have disappeared, their value will be recognized even more dearly than now.
Eduction Bureau Bulletin 2.3, series of 1912. entitled Special collections in libraries in the United States, by W. Dawson Johnston, librarian of Columbia University, nnd Ieadore G. Mudge, reference librarian of the same institution, is a very comprehensive collection of information concerning special collections of printed material on a vast variety of sub.lec-ts. It is a valuable and needed bvr'lxrk for investigators in many lines. Under the beading "United States doormen* s" is found this statement, which the Document Office believes to be true: "The library of the Office of the Superintendent of Documents, Washington, D. ('.. contains the largest collection of United States public documents in tbe country."
Vol. 48, containing the proceedings of the lid session of the G2d Congress, Dec. 4, 1911-Aug. 26, 1912, is issued in 13 so-called "parts," each part being a great quarto book of a thousand pages or more. This is the largest volume of the Record ever issued, the one next in size being volume 21, 51st Congress, 1st session, in 12 parts.
At the time of writing all the parts of volume 48 have been received except the 13th, the Index part, and that will be out before this note reaches the reader. Parts 1-12 are on sale by the Superintendent of Documents at $2.00 each.
The newly-organized Quartermaster Corps, U. S. Army, has issued its first publication, Circular 1, Instructions governing the procurement of supplies, engagement of services, and pay of the Army by the Quartermaster Corps. It is a volume of 232 pages, bearing date September 23, 1912.
The Children's Bureau has published its first document. It is a leaflet of 5 pages, defining the plans and purposes of the Bureau so far as they have been formed.
The 2d sessiou of the 62d Congress, which began December 4. 1911, and ended August 26, 1912, was a busy one as well as a long one. and the legislation enacted is voluminous, notwithtanding the fact that its volume was somewhat reduced by the unusual number of vetoes intended by President Taft.
Part 1 of the Session laws for the recent session, containing the public acts and resolutions, is now available for distribution by sale, price $1.25. This paperbound volume contains 645 royal octavo pages of text and exlii pages of index, 787 pages altogether. The number of separate laws is 295 and of joint resolutions 03. a total of 348 laws, for the joint resolutions, though differing slightly in form from the acts, are really laws of equal force and effect.
The publication of President Taft's letter to tlip Governors of the States, favoring the adoption in this country of the Raiffeisen cooperative credit plan long in successful operation in Germany, lias aroused an active interest in the subject throughout the country. The letter lias been reprinted in connection with an unsigned and undated document under the title Preliminary report on land and agricultural credit in Europe.
In his letter the President says to the Governors: "I recommend for your consider;! lion the report and recommendations of Ambassador Herrick, now published by the Department of State for general distribution." There has been much inquiry as to whether the unsigned and undated document appended to the President's letter as pages 9-38 is or is not the report of Amb: s.-ador Herrick spoken of by the President.
In fact it is the Herrick report. The explanation for the unidentifiable method of publishing it is given that as the information used in the preparation of it came from many sources, Ambassador Herrick did not wish to claim credit for the document by signing his name as the sole author.
The only form In which the numerous reports on commercial conditions in foreign countries received from United States consuls are now published Is the daily issue of Consular and trade reports by the Foreign and Domestic Commerce Bureau, formerly Manufactures Bureau.
These daily issues are, however, bound up quarterly, with proper title-pages and Indexes, tbe quarterly volumes being sold by the Superintendent of Documents at $1.50. He also takes yearly subscriptions for them at $0.00. Volumes are now in stock for the following named quarters: Oct-Dec. 1910; Jan.-Mar. 1011; Apr.-June, 1911; Jan.-Mar. 1912; Apr.-June, 1912.
