Uranium Enrichment: Observations on the Privatization of the United
States Enrichment Corporation (Testimony, 02/24/95, GAO/T-RCED-95-116).
This testimony presents GAO's observations on the possible privatization
of the United States Enrichment Corporation, which was established by
the Energy Policy Act of 1992. For several years before the act's
passage, GAO urged restructuring the Energy Department's (DOE) uranium
enrichment program so that it could be run in a more businesslike way.
This testimony describes GAO's responsibilities to evaluate the
privatization plan that the Corporation must develop by July 1995. It
also briefly discusses the criteria that GAO believes should be used to
evaluate any proposed draft amendments to the act.
